This project involves eliminating the loop ramp from southbound Route 29 to eastbound I-64. A dual left-turn lane and a connection to the existing ramp from northbound Route 29 to eastbound I-64 will be constructed.This modification will eliminate two weave movements that have been identified as a factor in many crashes.

The intersection of Route 250 (Rockfish Gap Turnpike) and Route 151 (Critzers Shop Road) in Afton, near the Nelson County line, will be reconstructed as a roundabout.

In recent years there have been an increasing number of crashes at this intersection. This project will improve operations and safety at the busy intersection while managing traffic speeds and correcting geometric deficiencies that have been identified as contributing factors in crashes at the intersection.

A temporary signal was installed in April 2017 as an intermediate measure. Advance warning flashers and inlane rumble strips have also been installed on the downhill eastbound Route 250 approach to slow traffic.

This project will build a diverging diamond interchange (DDI) on Route 250 and make other low-cost improvements for safety and congestion relief. The work also includes ramp improvements, new signals and signal upgrades, drainage improvements and utility relocations. By shifting vehicles to the opposite side of the road, this design eliminates traditional left turns that cross over oncoming traffic. The DDI improves safety by reducing the number of spots where vehicles could collide and can handle more than 600 left-turn movements per hour, twice the capacity of a conventional interchange. Virginia’s first DDI opened in 2014 at the I-64/Route 15 interchange at Zion Crossroads in Louisa County.

This project will convert the intersection of Route 20 (Stony Point Road), Route 649 (Proffit Road) and Route 1494 (Riggory Ridge Road) to a single-lane roundabout to improve safety and traffic flow.

Estimated project cost: $4 million; Engineering of roadway plans: $700,000; Right of way acquisition and utility relocation: $1 million; Construction: $2.3 million

This project involves adding an option lane — through/right-merge lane — at the Fontaine Avenue exit from northbound Route 29. The project will ease current weaving issues and remove conflict points.

Estimated project cost: $2.9 million; Engineering of roadway plans: $600,000; Right of way acquisition and utility relocation: $300,000; Construction: $2 million

This project will construct a quarter-mile, two-lane road to connect Rio Mills Road to the recently completed Berkmar Drive Extended. The work will include a sidewalk and shared-use path that connects to the bicycle and pedestrian facilities on Berkmar Drive Extended.

The construction of all six projects in Albemarle County will not require the displacement of any families, businesses or non-profit organizations.

As the projects are further developed, additional right of way for utility relocation or construction may be required beyond the proposed limits shown on the public hearing plans. The property owners will be informed of the exact location of the easements during the right of way acquisition process and prior to construction.

Information about right of way purchase is discussed in VDOT’s Right of Way and Utilities brochure, “A Guide for Property Owners and Tenants.” Copies of this brochure are available on the VDOT website and from any VDOT Right of Way agent.

After the public hearing, information regarding right of way may be obtained from the Right of Way contact listed on the back of this brochure.

Right of Way

VDOT’s Culpeper District Environmental office has performed environmental reviews and coordination to obtain information about environmental resources in the project vicinity; to provide natural and historic resource agencies an opportunity to review and comment on the project during its development; and to identify opportunities for avoidance, minimization and mitigation of potential environmental impacts.

State Environmental Review Process (SERP) documentation and National Environmental Policy Act (NEPA) forms have been developed in cooperation with the Federal Highway Administration and in accordance with federal guidelines. The NEPA document includes information from various technical reviews including those related to natural resources, water quality, threatened and endangered species, air quality and noise.

In compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information concerning the potential effects of the proposed projects on properties listed in or eligible for listing in the National Register of Historic Places is also provided in the environmental documentation.

The projects will continue to be coordinated with the appropriate federal, state and local agencies as part of environmental review and approval processes required throughout project development and construction. All required environmental clearances and permits will be obtained prior to commencement of construction. Strict compliance with all environmental conditions and commitments resulting from regulatory approvals and implementation of VDOT’s specifications and standard best management practices will protect the environment during construction.
