Chapter 1 – technical specification

Section 1 - General

1. General

1.1. This document specifies the main technical and functional requirements for

Walking Behind Belt Loader(hereinafter referred to as "the Loader" )

designed for loading personal luggage to aircrafts at the airports.

1.2. The moving and steering of the loader will be performed by rear arm that

will enable steering and driving of the loader in a walking behind mode

using diesel engine to drive an hydraulic pump that supplies hydraulic fluid

to drive an hydraulic motor that drives the front axle of the loader.

1.3. The Loader shall comply with the relevant IATA standards and the conveyer

system shall comply also with IATA standard AHM 925 for mobile belt

loader.

1.4. The Loader shall enable to serve aircrafts of the following types at least:

Airbus 319 , 320, 321, Boeing 737 , 757 and MD80.

1.5. The Loader shall be suitable for working under rain, sun radiation, regular

dust conditions and in an ambient temperature between -50 to 450 C.

1.6. It will be possible to drive the loader and operating the conveyer system as

well by one person.

1.7. The electrical and the electronic system (switches, electrical harness,

connections relays, gauges etc.) shall comply with IP65 standard at least

Section 3

Technical material to be provided by the supplier with his proposal.

1. Description of the company, years of experience in manufacturing mobile belt

loaders of all kinds and walking behind belt loader in particular, number of

employees, location and etc.

2. Technical specification and brochure of the suggested Walking Behind Belt

Loader including a picture.

3. Customers list and sold quantities of the suggested Walking behind Belt Loader in

the last 3 years prior to the date of submitting the proposal as stipulated in the

tender documents.

4. Filled out table of compliance and technical data according to the table in section

2 of Chapter 1 above.

5. A sample of final inspection form / report which is performed by the supplier for

the loader.

6. Preventive maintenance schedule and the activities to be performed at each

preventive maintenance treatment.

7. Description of the supplier capabilities to provide maintenance services in Israel

via his agent in Israel (facility, number of technicians and professional

qualification, spare parts warehouse, number of service cars etc.

8. Valid ISO 9001: 2008 certificate in the area of designing and manufacturing of

GSE.

9. Training program (curriculum and days) for operators and maintenance

technicians.

Chapter 2 – training and technical literature

1. Training-within the delivery of the loaders the supplier will conduct at the

Authority facility training for operators and maintenance technicians in Hebrew

as follows:

1.1 Operators- general description and operating of the various system, safety

aspects, troubleshooting in operator echelon.

1.2 Technicians - general description and operating of the various system,

preventive maintenance routine, lubrication, installing and removing of

main components, explanation about the electrical and hydraulic schemes

etc.

2. The operators training will be given to 3 operators in a method of "train the

trainer" that will be authorized by the supplier to train the other operators of the

Authority. An authorization certificate will be given to each of the trainees at

the end of the training course.

3. Technical literature for the loader - will be supplied together with the delivery

of the Loader and will includes:

3.1 operator book one for each Loader.

3.2 3 copies of workshop manual.

3.3 lubrication table.

3.4 Spare parts catalogue (one magnetic copy in addition).

3.5 electrical and hydraulic schemes.

Chapter 3 – acceptance tests

1. The authority will conduct factory acceptance test (FAT)at the supplier facility

and site acceptance test (SAT) at the authority facility as supplemental test of

the FAT

2. Quality assurance by the supplier– one week before the FAT date the supplier

will provide the authority with a final inspection report (" internal FAT")

performed by the supplier for each Loader.

3. FAT

The FAT will be conducted at the supplier facility and will include the main

following topics:

3.1 Compliance with the technical specification according to the technical

requirements table in section 2 of Chapter 1 as filled out by the supplier.

3.2 Functional- operational inspection of the various systems including the

safety and emergency systems.

3.3 Dimensions.

3.4 Driving and steering test

3.5 Towing test for short distance.

3.6 Initial inspection of the technical literature.

3.7 Verifying the existence of spare parts according to the list if had been

ordered together with the Loaders.

3.8 The supplier shall provide all the means required for performing the FAT

(such as towing vehicle, etc.)

4. SAT

4.1 Serial acceptance test for the entire series will be conducted in the

authority facility and will include the main following topics:

4.1.1 Inspection for transportation damages.

4.1.2 Operational inspection of the entire systems.

4.1.3 Performing of all the topics as finalized during the FAT.

4.1.4 Practical operation (luggage loading and unloading) with all

kind of aircrafts as defined in the technical requirements.

Chapter 4 – Spare parts, Maintenance and Warranty

1. Spare parts

1.1. The supplier shall provide the IAA spare parts for a period of 10 years.

1.2. Delivery times

1.2.1. In case the spare part is required to fix critical failure – within 6 working days at the authority spare parts warehouse.

1.2.2. In case the spare part is required to fix non critical failure – within 14 working days at the authority spare parts warehouse.

1.2.3. Regular order - within 30 working days.

1.2.4. The spare parts will be original and identical to those installed in the Loader.

2. Maintenance

2.1. The supplier via his representative in Israel shall provide maintenance by service cars at the IAA facility.

2.2. The response times will be as follows:

2.2.1. Critical failure – arrival of the technician within 24 hours from calling.

2.2.2. Regular failure – arrival of the technician within 72 hours from calling

3. Warranty

3.1. 24 months warranty from date of delivery

3.2. Five years warranty for color & protection against corrosion.

3.3. Repair warranty during the warranty period- 6 months or the end of the warranty period according to the later.

3.4. Handling of epidemic failure

3.4.1. A failure which occurs more than three (3) times during the warranty period whether in the same Loader or different Loaders will be defined as an epidemic failure and the following preventive steps will be taken by the Supplier:

3.4.1.1. Carrying out "failure research" in order to find out the reason and the source of this epidemic failure and the method to prevent it in the future. A detailed failure analysis report will be submitted to the IAA for review.

3.4.1.2. The steps to be taken according to the failure analysis report will be implemented in all the Loaders even in Loaders that the failure has not yet occurred.

3.4.1.3. The Warranty Period of an epidemic item after repair or replacement of the deficient Equipment will be extended for one (1) additional year.

3.4.2. Significant safety default will be considered as an epidemic default.
