Disasters, Conflicts and Migration
Natural Disasters
Yes / No Comments / Details
Drought Yes Drought is also a major potential source of disaster, since
rainfall is highly variable as we proceed towards the north.
For instance, the country regularly experienced drought in
the recent years.
Earthquakes - -
Epidemics Yes As in many other African countries, Senegal is regularly
struck by cholera and yellow fever. From January 2002 to
October 2005, W.H.O. reported not less than 9 outbreaks of
yellow fever and 12 outbreaks of cholera in the country.
Extreme Temperatures
Yes Last incident , in May 2013, 18 people died in Matam
because of the extreme heat ( 50 degrees and more)
Flooding Yes Occurs every year. The phenomenon of ‘Heug’ is also worth
mentioning. It is a Wolof term referring to rainfalls occurring
off season, as those that hit the entire territory on January
9th-10th 2002, as shown on the map. These rains are
sometimes associated with strong winds and floods.

Disasters, Conflicts and Migration
Insect Infestation
Yes As other sahelian countries, Senegal is prone to locusts
invasion. Between 1988 and 2004, at least 7 regions have
been affected by this calamity
Mudslides - -
Volcanic Eruptions
- -
High Waves / Surges
- -
Wildfires - -
High Winds Yes Floods and storms are also a potential hazard threatening
Senegal: more than 70 fishermen were missing after a
tropical storm (Cindy) struck off the southern coast of the
country in 1999, killing at least 16 persons.

Man-Made Issues
Civil Strife Yes With the problems and violence ongoing in Mali and Nigeria,
Senegal is exposed to a higher risk of spreading of instability
and extremism. A recent report of ISS (institute of studies on
security) mentions that there is a more radical movement
taking place the Mosque of Senegal. With the Malian crisis,
instability and actions of radical’s movement can affect
Senegal. The authorities are monitoring the situation closely.

2.2.1 Calamities and Seasonal Affects
Seasonal Affects on Transport
Transport Comments From (month) to (month)
Primary Road Transport
There is a major religious event in Senegal occurring in the month
of February, when people from all over the country travel to the
city of Touba for the great Magal. During this period, traffic on
Senegalese roads is quite intense, especially on the stretch from
Dakar to Touba, via Thiès and Djourbel. Trucks drivers should
therefore exercise caution to avoid accidents.

Senegal
Version 10 14
Seasonal Affects on Transport
Secondary Road Transport
Unpaved roads, especially in rural areas, are hard to access
during the rainy season. This can be explained by the condition of
these roads which are usually sandy as in the region of Fatick or
rocky and muddy as in the region of Kédougou.
From July
Rail Transport
There is no major seasonal effect on the rail transport also
because rail transport is not really exploited. The main Rail line
rely Dakar port with Mali
From
January
Air Transport
The visibility can be affected by the Harmattan. Airport congestion

2.2.2 Capacity and Contacts for In-Country Emergency Response
Government
In case of emergency in Senegal, the Ministry of Interior plays, through the Department of Civil
Protection (DPC) and the Plan ORSEC (Senegal's national emergency plan), a central role in
the coordination of emergency response operations. The Commissariat à la Sécurité
Alimentaire (CSA) is also involved in emergency response. It is a government cell, composed
of militaries and civilians. It is placed under the management of the Ministry of Family, of
National Solidarity, of Feminine Enterprise and Micro Finance. The mandate of the CSA is to
ensure food security within the country, by providing food assistance to affected population.
The government is doing efforts to prevent emergencies when it is possible; some recurrent
situations are predictable like floods, they occur each year during the rainy season. DPC has a
Matrix of preparation prior to the rainy season (cleaning of the evacuation canals, maintenance
of water pumps system etc). There is also a new Ministry created in 2012 dedicated to the
management and the implementation of a project to avoid annual floods and the flow of
affected people caused by it. The Ministry is relocating the population leaving in the flooding
sectors in order to rehabilitate the water evacuation system in the more affected areas of the
city. The project already started and aims to eliminate flooding problems in the future.
The Plan Orsec will be activated by the Government only if the State resources are not
sufficient to answer the emergency.

Humanitarian Community
Senegal host a lot of NGO’s and UN agency regional offices. The humanitarian community is
used to support emergencies in the Sahel region. Logistically, the Country private sector is
strong. There is a lot of reliable transport companies and there are private and state owned
warehouses (CSA) available to rent everywhere in the country. IFRC has a regional NFI
warehouse in Dakar where they have a stock for NFI to cover 5000 families. They also have an
18TM truck and a reserve of 10 vehicles ready to be deployed anywhere in the Sahel and in
Golf of Guinea region.
Senegal
Version 10 16
UNHCR have their NFI contingency stock in Accra and it’s ready to be sent anywhere
needed. WFP also has regional stock ready to be deployed in Accra through the UNHRD.They
also have 4 mobile storage units in Senegal. In 2012, The Central Emergency Response Fund
(CERF) has given US$7 million to four UN agencies to provide emergency food aid for most
food insecure people in Senegal.

2.4.6 Transit Regime
For Food Aid directed to other CO passing trough Senegal, usually the transit procedure is
chosen. The receiving CO, must assure that on the B/L accompanying the Cargo is stated
“Cargo in transit to…” In this way the receiving CO will pay only for the handling fees at Dakar
Port (usually lower than for food direct to Senegal) and will obtain a Custom escort until the
border. Then all the Custom Clearance procedures will be executed with the custom
authorities of the receiving country. Normally neither Senegal Country Office nor Regional
Bureau are involved in this procedure, as the operation is carried out by the Forwarding Agent
charged by WFP receiving CO.

3 2 Senegal Logistics Infrastructure
3.1 Senegal Logistics Infrastructure Narrative
The following sections will contain information regarding the logistics infrastructure of Senegal.
3.2 2.1 Senegal Port of Dakar
Senegal has four ports. Dakar, the main port of the country, contributes for more than 90% of
Senegalese foreign trade. The other ports are mainly specialized in the export of commodities
such as groundnuts, mangoes, shrimps and other tropical products. These ports are Kaolack,
Ziguinchor and Saint-Louis.
Senegal
Version 10 23
Key port information can also be found at : http://www.maritime-database.com/ports/topports.
php
3.2.1 Port Overview
The Port of Dakar is at the crossroad between Europe, North America, South America and
West Sub-Saharan Africa. It is located on the westernmost coast of Africa, built on a natural
crew reef and well protected from Atlantic swell. The port has been opened to commercial
traffic since 1865. It provides excellent shelter to ships, and ensures safe access at all times:
the highest tides vary between 0.20 and 1.80 metres.
Dakar has one of the largest deep-water seaports along the West African coast. It ranks fifth in
cargo volume after Richards-Bay, Durban, Lagos and Abidjan. The Senegalese government
has established an independent entity to manage the port, namely the Société Nationale du
Port Autonome de Dakar (SN-PAD) or Dakar Port Authority.
The total length of the piers is about 10 km for 40 available berths. The draught is between 10
and 13 meters. The Dakar Port also got a new Logistic Platform to improve their activities. The
platform cover 21 hectares, there is 40 000 m2 of Warehouses, 750 parking places for
trucks. The platform regroups also the offices of freight forwarders, customs, wholesalers etc.
For now the platform is not totally operational.

3.2.9 Terminal Information
Multipurpose Terminal
The Container Terminal in not directly managed by the Governmental Port Authority “Port
Autonome de Dakar” but is assigned to private Companies. Since January 2008, the container
terminal is managed by Dubai Port World. The Container Terminal situated in the Northern
Zone of Dakar Port covers an area of 24 ha and approx.700 meters of linear quay with three
(03) berths dredged from 12 to 13 m. An up-to-date equipment is available for handling
services including four (04) wharf gantry cranes (two of which Post-Panamax), four (04)
Gottwald cranes on tyres, ten (10) yard gantry cranes, fifteen (15) reach stackers, four hundred
(400) plugs and sockets for reefer containers. The annual traffic of around 300 000 TEUs, in
constantly growing.

Stevedoring
Handling operations aboard ships, lifting in storage areas and on the quays, stuffing and
shipping of containers and delivery are provided by private companies. The handling equipment
is constantly renewed to ensure an efficient service for all categories of cargo and types of
ships. It consists of cranes and elevators (reach stackers, front-loaders). The new operator DP
World has considerably extended the equipment of the Port of Dakar with four quay cranes (2
panamax and 2 post-panamax) and 10 gantry cranes RTG.
3.2.10 Port Security
Having quickly understood the new security issues in the environment of the international
maritime transports, the port committed itself in a vast program of tremendous changes.
With the ISPS code (International Ship and Port facilities Code) coming into force, the Port of
Dakar had taken all financial and material steps to make the port installations and operations
comply with the directives resulting from the SOLAS (Surf ace Ocean Lower Atmosphere
Study) instructions.
For that reason, the Port developed a series of devices:
An aid to navigation device located at the port control (Vigie) and equipped with an AIS
(Automatical Identification of Ships) system and a functional beaconing system.
A waterplan and roads watch system equipped with radars, remote watch systems and
nautical patrols
A device to secure port access and premises with the development the first polyvalent
aid centre equipped with high technology units.

3.3.2 2.2.1 Senegal Léopold Sédar Senghor International Airport
Léopold Sédar Senghor International Airport is an international airport serving Dakar, the
capital of Senegal. The airport is situated near the town of Yoff, north of Dakar. It was known as
Dakar Yoff International Airport(French: Aéroport International de Dakar Yoff) until 9 October
1996, when it was renamed in honor of Léopold Sédar Senghor, the first president of Senegal.
The airport can handle aircraft up to the size of the Boeing 747 jets. In 2010, the airport served
about 2,300,000 passengers.
Several international companies serviced the Dakar : Air France, South African, Royal Air
Maroc, Kenya Airways, Delta, Afrikiyah, TAP, SN Brussels etc. Dakar is so directly connected
to north, south and eastern African countries, to European main cities and is probably one of
only sub-Saharian city connected to the USA. It worth mention the fact that a part of the airport
is used by the French Air Force, this military part of the airport is also occasionally used by UN
flights. There is a new international airport construction ongoing. The International Airport of
Blaise Diagne in Diass works are 65% done and the project should be ready by the end of
2014.

3.4 Senegal Road Network
About 90% of movements of people and goods in Senegal are made via roads. The roads
network is estimated at about 14,500 km, of which 4,500 km are paved. In fact, it is now
possible from Dakar to reach any of the other ten Senegalese main regional cities by paved
road. The Government of Senegal has launched an ambitious programme aimed at
rehabilitating certain roads and building new ones. However, as in many other African
countries, road maintenance is a recurrent problem.

3.4.3 Road Security
Security Level: Good
No security problems in general but for the Cassamance region. There, some road segments
are not authorised for usage by UN staff due to the presence of active rebel groups. So in
Cassamance, it is better to avoid segment of road N5 from Séléti to Bignona and N4 from
Ziguinchor to Sao Domingos in Guinee Bissau. See UNDSS for more information if you plan to
travel in the region. Drivers tend to exceed speed limits, follow other vehicles closely, ignore
lane markings, and attempt to pass even when facing oncoming traffic.
Some roads have sidewalks or sufficient space for pedestrian traffic, others do not, and
pedestrians are forced to walk in or along the roadway. Due to limited street lighting,
pedestrians are difficult to see at night. Drivers in both rural and urban areas may frequently
expect to encounter and share the road with motorcycles, bicyclists, pedestrians, livestock and
animal carts. Caution and defensive driving techniques are strongly recommended. During the
rainy season, many roads, mostly regional roads, departmental roads and tracks are passable
only with four-wheel drive vehicles and so places are just not accessible at all.

Version 10 55
3.4.4 Weighbridges and Axle Load Limits
As the majority of heavy vehicle traffic in Senegal has its origin and destination in Dakar, and
more specifically the Port of Dakar, an effective way to control overloading would be to weigh
all heavy vehicles leaving and entering the Port of Dakar. It was therefore recommended that
negotiations be entered into with the Port Authority to establish weighbridges at the main
entrances to the port.
These weighbridges would be used for overload law enforcement and should comply with all
the requirements in terms of facilities, equipment, type of scale, computer equipment, software,
and holding facilities. The existing weighbridge at one of the port entrances, which is currently
used for commercial purposes, could be upgraded to a multi-deck scale and be used for law
enforcement in addition to its current function. However, the logistics of the weighing activities
would have to be analysed to ensure that undue delays are not caused.
There is an ongoing project of the State to build 6 fixed weighbridges stations in the country,
Diamniodio, Tanabcounda, Thies, Kidira and Rosso. The works has to be done by 2014. For
now there is 3 mobile weighbridges installed around the country, one at Dakar Port, one in
Tambacounda and one in Diamniodio. Senegal Government revised the axle load limit in line
with the ECOWAS specifications but there are not enough weighbridges in the country, hence
vehicles still exceed allowable limits. The maximum axle load restriction applicable in the
ECOWAS Region is 11.5 tons. Sanctions are applicable by the regulation 14-2005/UEMOA , in
case of transgression of the authorized limits. But so far, the government doesn't have the
means to control all the traffic.

3.5 Senegal Railway Assessment
Senegal Railways
There are 906 km of railway. There is one line covering Dakar-Bamako. The Dakar to Bamako
line was privatized in 2003 and it is run by Transrail, which until 2007 was owned by Canac
(Canada). In 2007, Canac was bought by Savage (US). It sold is stake in Transrail to Vecturis
(Belgium) who operates the line. Trains on the Dakar-Bamako line run every 8 or 9 days. There
is no set schedule. In 2005, weekly service began but it has been scaled back because of
engineering work on the line. The 648 mile train trip takes more then two days. The track is
dilapidated and accidents are frequent. A derailment on May 14, 2009 killed 5 people and
injured 37. In June 2008, the Ministries of Transport of Senegal and Mali issued a joint
declaration that said the privatization of the Dakar-Bamako had failed and Transrail “had not
succeeded in managing the routes more efficiently than the former national rail companies.”

4.2 Senegal Fuel
Senegal depends on crude oil import that is refined in country. There is only one Refinery,
Société Africaine de Raffinage (SAR), of which Senegal Government shares the ownership with
Total and Shell. The refinery is based in Mbao 25km from Dakar. SAR is Senegal’s biggest
company. Crude Oil comes mostly from Nigeria. The SAR refines 1 200 000 MT of crude oil per
year but Senegal needs are around 1 600 000 and so extra 400 000 MT of already refined
hydrocarbons are imported especially in the form of Butane Gas (of which Senegal is a great
consumer) and Fuel Oil for electricity production. Regarding butane gas (mostly used for
cooking), Senegal refines internally less than 10 000 Mt (corresponding to around 1% of the
crude material imported) but the country need is around 1 000 000 MT.
So the needs are met with imported quantities. Except for two dams on Senegal River that
produce small amount of energy, Senegal totally dependent from crude oil also for its electrical
energy needs. Assessment studies for a local exploitation are made since the early eighties
trough The Senegalese National Oil Company, PETROSEN, was created in May 1981 to serve
as the implementing tool for the State's petroleum policy. Information may also be found at:

Following institutional reform in 1998, Senegal's electricity sector was split into three entities:
Senelec, the national utility, the Agency for Rural Electrification (Agence Sénégalaise
d'Electrification Rurale, ASER) and the Electricity Regulatory Board (Commission de
Régulation au Secteur de l'Electricité, CRSE). Electricity generation, mainly on a Build-Own-
Operate (BOO) basis, is open to the private sector, and Senelec, the sole buyer, signs power
purchase contracts with independent power producers (IPPs). The General Electric/GTI Dakar
IPP, which supplies approximately 20 percent of Senelec’s electrical needs, was commissioned
in 1998. It has an installed capacity of 56 MW. On-line since January 2008, the second IPP
Kounoune 1 has an installed capacity of 67.5 MW. Senegal's major source of electricity is
mostly diesel and gas, with an installed capacity of 633 MW. Some hydroelectricity generated
from the Manantali Dam in Mali is split between Senegal, Mali and Mauritania. Manantali has
an installed capacity of 200 MW dispatched as follows: 52% for Mali, 15% for Mauritania and
33% for Senegal (66 MW).

Internet use in Senegal has also been booming for the last years, especially in Dakar, but also
beyond the capital, where an impressing telecom infrastructure has been created. As prices for
broadband installation and services rapidly are going down, a bigger segment of the population
uses the Internet at work and at home. Standard broadband subscriptions cost around $80 for
installation and $40 a month, while even cheaper deals can be found.
The real boom in Internet - reaching a large part of population - is however attributed to
Senegal's large and ever-growing number of telecentres or cybercafes, which combine
telephone and fax services with Internet renting at a low price. Renting a computer connected
to the web normally does not costs more than franc CFA 300 ($ 0.60) an hour. Uses vary from
e-mail communication to news reading, chatting, games and multi-media usage, and costumers
include almost all social layers.
Internet service is widely available in Dakar and other towns either for private subscription or
through Senegal’s extensive network of “telecentres” and Internet cafes.

4.6 Senegal Telecommunications
Senegal has an excellent telecommunications infrastructure, which is digitized. Sonatel,
Senegal’s main telecommunications operator continues to dominate the market. It was
privatized in 1997 with France Telecom as the strategic partner. Liberalization of some services
accompanied privatization. Three companies provide cellular telephone services, and there is a
competitive Internet services market. As a result, there has been a boom of Internet-related
activities and services and in cell phone usage. In 2012 , more than 94% of the population has
a mobile phone. These last few years have witnessed the spectacular growth of mobile
telephony with 2 144 818 subscribers in 2012. In addition, cable, telex, fax and Internet
services are available. Internet is accessible in cyber cafe all around Dakar and the major cities
of the country. The internet user growth hit 84% in 2012 with 628 621 new user, most on them
on 3G services.

4.6.1 Telecommunication Regulation
Senegal enjoys one of the most unrestricted media scene in the region. The constitution
guarantees freedom of the news media and the independent media frequently criticize the
government. In terms of ICT development, Senegal is probably the leading Francophone sub-
Saharan African country. The office for implementing the ICT component of the New
Partnership for Africa’s Development (NEPAD) is located in the capital, Dakar.
The telecommunications sector in Senegal has recently undergone a complete restructuring as
a result of the privatisation of the past national telecommunications operator. The new
Telecommunications Act (December 2001) replaces the 1996 Telecommunications Act and
institutes the Telecommunications Regulation Agency (Agence de Régulation des
Télécommunications - ART) as the main player in formulating and supervising Senegalese ICT
policies. The Audiovisual Supreme Council (Haut Conseil de l’Audiovisuel - HCA) is an
independent authority created in 1998 to control all audiovisual media. Internet content falls
within the scope of the HCA but this body does not have a regulatory role.
The functions of the HCA are to guarantee the independence and freedom of information and
communication media; to ensure free and healthy competition in the sector; and to set rules
relating to producing, programming and broadcasting that regulate audiovisual transmissions.
Before 2001, the national operator, Sonatel, played a pivotal role in the emergence of the ICT
sector in Senegal by concurrently fulfilling access provision, regulatory, entrepreneurial and
commercial functions. Since its privatisation and the creation of ART, a clear distinction has
been established between public and regulatory functions, and private and operational
functions.

the implementing tool for the State's petroleum policy. PETROSEN is under the supervision of
the Ministry in charge of the Energy sector, which through its Department of Energy ensures

* The Transrail SA is a consortium which manages the interests of the Dakar-Niger Railway.
The difficulties of management and the lack of investment have led to a degradation of the
infrastructure and rolling stock and numerous delays. In October 2003, Senegal and Mali
entrusted the management of the network to the Transrail consortium. In spite of Transrail's
obligation to maintain a passenger service, Transrail intends to concentrate on the transport of
goods . Many stations have been closed and the numbers of connections reduced, creating
difficulties for isolated communities.
