What is the Jan Lokpal Bill

1. The Jan Lokpal Bill (Citizen's ombudsman Bill) is adraft anti-corruption bill drawn up by prominent civilsociety activists seeking the appointment of a JanLokpal

The salient features of Jan Lokpal Bill:

An institution called LOKPAL at the centre andLOKAYUKTA in each state will be set up .

Like Supreme Court and Election Commission, they

will be completely independent of the governments. No

minister or bureaucrat will be able to influence theirinvestigation.

Cases against corrupt people will not linger on for

years anymore: Investigations in any case will have to becompleted in one year. Trial should be completed in nextone year so that the corrupt politician, officer or judge issent to jail within two years.

Members will be appointed by judges,Indian Administrative Service officers with a clean record,

private citizens and constitutional authorities through atransparent and participatory process.

A selection committee will invite shortlistedcandidates for interviews, video recordings of which willthere after be made public.

Every month on its website, the Lokayukta willpublish a list of cases dealt with, brief details of each, theiroutcome and any action taken or proposed.

Losses caused to the government by a corrupt individualwill be recovered at the time of conviction.

The existing anti-corruption agencies (CVC, departmentalvigilance and the anti-corruption branch of the CBI) will bemerged into Lokpal which will have complete power andauthority to independently investigate and prosecute anyofficer, judge or politician
