INTRODUCTION
LOMBARDIA
Since 1985 the Regional Law Nr.57 regulates the landscape matter in Lombardy defining the application modalities of the National Law concerning the provincial lists’ revision of areas submitted to landscape protection. This law introduced the tool of the Regional Landscape Territorial Plan based on the “morpho – historical analysis of both territory and landscape structure through the spotting of geo-pedologic, vegetation-climatic aspects together with the emerging natural, historical and environmental elements” and to “the identification of the spatial and landscape aspects”.After this regional law, it is also sanctioned about the compulsoriness of landscape contents of Regional Parks’ Plans (Territorial Coordination Plan of the Parks). These latter ones represent a basic element within the system of regional natural outcoming areas, as pointed out in the Regional Law 86/83, which also the natural reserves and natural parks are part of. The regional parks refer to territorial areas, which can also be very large ones, and include on their whole more than the 20% of the regional territory.Regional Parks have been affected by territorial landscape planning as first regional areas.
1997 is the year of change, the regional framework of the landscape planning measures is redifinedthanks to:1.the promulgation of the Regional Law 18/1997, the following approval and publication of the related criteria;2.the adoption of the Regional Landscape Territorial Plan, then definitively approved on March 2001, published and came into force on August of the same year.
1. The Regional Law 18/1997 realized a great involvement of the Local Authorities in the management of that areas submitted to landscape protection and sanctioned the compulsoriness of landscape contents of Provincial Coordination Territorial Plans (PCTP). Criteria related to the management of areas submitted to protection and criteria related to the landscape contents of the later published PCTPlans have:• underlined the complexity of landscape as a perceivable territorial structure, that can be identified and that results recognizable on the basis of relationship systems: as a matter of fact they gather elements and characteristics in reference to cultural categories they belong to. In this way the existing differences among territory, environment and landscape are specified, by confirming the importance of landscape visual and symbolic aspects;• underlined the importance of the landscape knowledge, of its potentialities and risks in reference to the changing trends as basis of reference for every action to protect and enhance the landscape.2. The Regional Territorial Landscape Plan (RTLP) represents the great changing, enouncing three important principle:- landscape is a value to protect and enhance on the whole of the regional territory. It must consider either extraordinary or “ordinary” landscapes.- landscape protection and enhancement of the territory has to start from a renewed landscape culture. In this perspective, the awareness of the landscape values of one’s own territory represents a basic condition.- an effective landscape protection has necessarily to undergo the territorial and urbanistic planning tools, but it also has to take into account the different sectorial policies and supporting a deeper consideration of landscape aspects in project actions.
The Plan firstly defines the landscape planning aims:a) preservation of that aspects which define the identity and the recognizability of landscapesof Lombardy through the control of the transformation processes, aiming to the protection of significant elements of the heritage and related contests;b) enhancement of landscape and architectural quality of territorial transformation actionsc) diffusion of the awareness of landscape values and of their fruition among citizens.At operational level, the RLTP makes some basic choices:• it introduces both the landscape matter and its protection as compulsory component in the different territorial planning tools. The RLTP represents the first layer (Framework and Regional Document) of a wider landscape planning system, the so called “Lombard Landscape Plan”. This system is integrated and completed by the Territorial Coordination Plans of the Provinces and of the Parks and from the General Town-Planning Schemes of the Municipalities with specific landscape protection significance.• it gives either guidelines and general protection advices concerning the different landscape aspects (as the natural, historical ones and cultural identity), organized as Landscape Typologic Units and specific structures of settlements, or more effective protection regulations, referring to themes/areas of prevalent regional interest: i.e. outcoming natural areas (as particularly the high mountain contour landscapes), the historical settlement structure, considered as the network of historical settlements, old-town areas and connecting routes; landscape significance roads, as extensive ways to enjoy different landscape aspects.• It proposes criteria for a project/design approach aware of the landscape aspects, providing guidelines for the proper design of the infrastructural network (viability, long distance power lines, relays…). It provides an experimental methodology of landscape analysis for all the transformation projects impacting on the external aspect of the sites, in order to make aware commitments, designers and Local Authorities of a careful consideration about the landscape characteristics of project sites.• It identifies sectorial policies in order to influence them – primarily the agricultural one - and relevant actions having considerable effect on landscape, for the definition of a Landscape Action Plan in connection with the implementation of the Regional Development Programme.• It enhances and make a network system of all the different achieved knowledges and experiences concerning the landscape issue and its protection in order to realize a big Framework of Reference of the Regional Landscape, as well as supporting and promoting the Regional Landscape values.After the adoption of the RLTP, the attention to the landscape matter considered as cross-theme dealing with all the territorial and design planning tools as well as the sectorial tools - already partially focused just for specific areas or in relation to specific procedures – is extending to the whole of the regional territory and to the different planning and design categories. It all opens up new collaboration modalities among different General Managements (GM) of the Lombardy Region.In August 2003 the Regional Council approved the document “Planning Guidelines for a Sustainable Use of Rural Areas” written by GM Agriculture and GM territory and Town-planning together. The preliminary works of the Action Plan follow up with the regional cross-sectorial actions and have a highly collaboration among the “GM Territory and Town-Planning” and the other GMs, in particular those of “Transports”, “Agriculture”, “Culture”, and “Environmental Quality”.

It has been developed by the LR following the lists of these two National laws (today re organized in D.Lgs. 490/99 Titolo II):L. 431/85: art 1 (partially) and 1-terL.1497/39.It has been published on CD format on December 2001.On 2002 the system has been put on the LR web site and integrated with the rivers section,(but only on the internet version).The aim is to keep on updating the system with the new areas put under a landscape protection.

CULTURAL,LANDSCAPE AND ENVIRONMENTAL HERITAGE (FINDINGS AND SITES ) MAP
where landscape is meant as cultural heritage, reference of interaction between man and environment, particularly for its relationship between socio-cultural and natural factors. The basis are the analytical drawings, i.e. a census of the landscape-environmental indicators. The information are collected under themes (archeological, historical, traditional, natural, visual-esthetical and also traditional values), where the first two go together with a table list.

LR on 23/6/2000 published a document called “Criteri relativi ai contenuti di natura paesistico-ambientale del Piano territoriale di coordinamento provinciale PTCP “, “landscape and environmental criteria for the drawing up of PTCP”. This document contains a synoptic table of the available cadaster maps at the different historical threshold (not all the cadaster maps cover the whole territory of the Region).

The different parks boards have been developing several thematic maps (“sectorial plans”) dealing with the landscape issue, (see the PTPR, check list of the available maps, and for each of them the covered area) as well as the municipalities, which sometimes are provided with the “green plans”.The analysis, specific studies, maps and guidelines for the management of natural areas are available at each Park Board; general maps and guidelines of all the regional parks are available at region offices.

Type and nature of relationship: The natural protected areas system is an important element of regional landscape policies. Regional parks are often very big and intend to safeguarding natural but also cultural heritage. In Regione Lombardia, the parks territorial plan have to consider landscape values and to contain rules to protect and to upgrade natural, historic and cultural landscape.

Type and nature of relationship: In the regional agriculture department the attention to landscape problems is really high. They also have working relationship with “Consorzi di bonifica” that manage agriculture water system and can act on large territories. In 2003 year the regional agriculture department (Direzione Generale Agricoltura) and the regional territorial and urbanistic department (Direzione Generale Territorio e urbanistica) defined a common document regarding “Planning criteria for an endurable development of rural territory”, this document has been approved and published on the August 2003.

Specify policy: At this moment the Direzione Territorio e urbanistica is working on an hypothesis of strategic territorial regional plan and building a new modalities of collaboration with others department that will be useful also for landscape planning. At the same time we are working to select all regional actions, projects and plans that can contribute to improve and upgrading regional landscapes or that consider landscape restoring and rehabilitation in territorial transformation projects/plans (for example some infrastructures project). This work is useful to define a sort of an action regional programme for landscape upgrading and to research a better integration of regional policies and actions.
