London 2012 Olympic and Paralympic Games Case Study

On the 6th July 2005 I.O.C President Jacques Rogge made the dramatic announcement that London would host the 2012 Olympic and Paralympic Games.

This announcement had far reaching implications for London. As well as the world’s largest and most prestigious sporting event coming to the UK, it also meant that a large area of East London, one of the most underdeveloped in Europe, would be regenerated in two phases. This would create not only a world class venue for the Games, but in the legacy phase a new London district.

In 2007, the ODA commenced the first phase of the development with the construction of the Olympic Park.

Before construction could begin the highly polluted 2.5km2 site had to be cleared and remediated, including the demolition of over 200 buildings and the washing of over 600,000 tonnes of soil. Then, over the course of seven years, the ODA and its chosen partners delivered a range of state of the art sports venues, parklands, waterways, rail links, roads, bridges, and the Athletes Village.

The ODA claimed that these would be ‘the greenest Games yet’, and this commitment began with the construction of the Olympic Park. The ODA’s Procurement Policy explained that sustainability credentials as well as good value and high quality were paramount for any company wishing to become a supplier to the Games.

As the UK’s leading supplier of hard landscaping materials, Marshalls was able to demonstrate the ability to supply the quantity and quality of products required for a project of this size and profile. The London 2012 Olympics leaves behind excellent sports facilities which will encourage future generations to become athletes and possibly even Olympians, however the impact of the Games is far greater than that.This formally deprived area has been transformed by the Games; with better housing, facilities and wide open spaces which will create thriving communities, with the first families moving in by 2015.

The London Legacy Development Corporation (LLDC) has now begun the £300m construction project which will transform the Olympic site, including the Athletes Village, into the Queen Elizabeth Olympic Park.

There are plans for the construction of a further five new neighbourhoods, each with its own distinct character, which will see up to 8,000 additional homes being built within the Park by 2030.

Planned around pocket parks and squares, and built to the latest standards of environmental sustainability, these neighbourhoods are being designed to rekindle the heritage of east London life, with its famous community spirit and vibrant cultural diversity, in homes that embrace and promote the most modern living standards.

The five new neighbourhoods will also provide play areas, schools, nurseries, community spaces, health centres and shops, with places to relax, play and exercise all within easy walking distance. When you also consider that neighbouring Westfield stratford City provides over 300 shops, as well as restaurants, bars and entertainment, Queen Elizabeth Olympic Park will be one of the most desirable residential locations in London.

The transformation and plans for the future are nothing short of inspirational.

The Athletes Village is one of the most significant new urban developments in the UK. The purpose built development consists of 12 individually designed apartment blocks and several hectares of public realm. The area housed 23,000 athletes and officials for the duration of the Games, and now during the legacy phase, is being transformed into a brand new London district, including 2,818 new homes.

Public Realm

The main area of open space in the Athletes Village creates a ‘green lung’ running through the development. The award winning space includes 10 hectares of new parks, including 35,000m2 of paving, and will remain largely unchanged during the legacy phase.

Lend Lease’s Richard Watler was the senior Project Manager for Infrastructure at the Athletes Village, and is now working on the Legacy phase of the development.

Richard said of the Athletes Village public realm: “I’ve worked on a number of large scale projects worth several hundred million pounds, so I wasn’t daunted by the size of the project, however I could see from an early stage that there were going to be a number of challenges in delivery.

“The design of the public realm space, although beautiful, was difficult and complex, particularly because of the specification for the hard landscaping elements. The British standard for natural stone tolerance is +/– 3mm, however in this case it was specified as +/– 1mm, a challenging requirement for any supplier to meet, and for us to deliver.

“As well as the quality of goods required, the quantity of raw materials needed was substantial; the design of the Athletes Village public realm included 12,000m2 of Cromwell natural stone, 19,000m2 of Conservation paving, 7,000 metres of kerb, and over 500 metres of linear drainage, therefore we needed a supplier who could deliver large quantities of materials within tight time periods, and who could also offer a wide palette of products.

“We originally met with Marshalls in 2009 following a competitive tender process, where they were able to demonstrate that they had the product

range, design and logistical capabilities to deliver a project of this size and quality, we therefore entered into a framework Agreement with them. This agreement meant that Marshalls became the official supplier to Lend Lease and the Athletes Village for a selection of materials for both the public realm and residential plots.”

Solution steve Attfield, Key Contract Manager at Marshalls, said: “As soon as it was announced that London had won the bid to host the 2012 Olympics we knew that this was a construction project that we wanted to be involved in.

“Early engagement and client focus enabled us to enter into a framework Agreement with Lend Lease and the ODA.

“The final spend was close to double the value of the original framework Agreement. The extra spend was achieved as we were able to offer a wider range of products than was originally agreed. some of these

included a number of specialist granite items, including the 100 tonne curved bench and 240 metre wall, both being focal points of the public realm space, as well as a wide range of products across the apartment block podium gardens including street furniture. In fact, there are products from a total of 51 separate Marshalls ranges featured across the site.

“In order to effectively manage orders, deliveries, and quality control, as well as overseeing installation on a project of this size, we located two project managers on site at the Athletes Village for the duration of the construction phase and up to completion.

“supplying the quantity and range of products, including the natural stone, was not a problem for us as we have the capability to deliver the required consistency, colour and quantity for very large projects, however there were challenges working to the lowered natural stone tolerance. We overcame this issue by working closely with the client, ensuring that what we delivered met the required standard.

“Deliveries to the Athletes Village were subject to complex security checks, with all drivers and vehicles needing to be logged and approved 48 hours in advance of their arrival, and to make things more restrictive only a limited number of delivery slots were available per day. however, by having a project manager located on site, we were able to ensure that all deliveries, 576 in total to the Athletes Village alone, were able to access the site with few issues.”

Working with Marshalls Lend Lease’s Richard Watler commented: “having a framework Agreement in place with Marshalls brought us a range of benefits. Transportation costs were significantly reduced because lorries could be filled rather than receiving half loads from a number of suppliers, and we also had the flexibility to receive mixed product loads.

“sourcing a wide range of products from Marshalls has also meant a greater consistency of finish, and this can only be achieved by working with a supplier who has a wide palette of products,

the result is a fantastic flow in the hard landscaped areas.

“The large bespoke granite bench, one of the key focal points of the Athletes Village public realm, is a good example of the excellent quality of Marshalls products and installation. The bench was six months in design, procurement and production, however final delivery to site and actual installation was completed in a day and a half. Once installed it required only very minor fixes by a Marshalls supplied stone mason, which for a product of this size, weight and material is extremely impressive.

“having Marshalls Project Managers on site made the whole process a lot easier as they were based with our team which allowed for open communication. They were able to find answers to issues quickly, and could manage orders and the delivery of enormous quantities of raw materials onto the site efficiently and effectively, and were also present to assist with or comment on any installation or product issues.

“With the size, scale and complexity of quantity and tolerances, the supply of products wasn’t without issue, but a collaborative approach by all parties meant that the project was still delivered on time and to a high standard. In particular the consistency, colour and quality of the natural stone supplied is superb.”

Richard concluded: “I’m delighted with the finished result, it looks incredible and the feedback we’ve received, some from very high profile individuals, has been nothing but positive. I look forward to working with Marshalls on the legacy phase of construction.”

Accommodation Units

Within each of the 12 apartment blocks are internal quad gardens or plots, each one designed by a different architect and having a different look and feel. Each plot includes gardens, play areas and open spaces, and is approximately 2,400m2, the equivalent of four tennis courts.

Marshalls supplied products to 11 of the 12 plots, including a wide range of paving, Woodhouse street furniture and drainage solutions.

To reduce the contractor’s financial stress and to allow the progress of each plot to be carefully monitored, each unit was treated as a separate contract with its own Lend Lease design manager, architect, main and sub contractors.

KYM JONES – Managing Director of Applied Landscape Design

Kym Jones was the Landscape architect/Lead Consultant responsible for the delivery of the athletes Village Public realm. Kym said of the project: “I was very excited when I found out I would be working on the delivery of the athletes Village public realm, not only is it a prestigious project, there’s nothing like it in terms of scale, it’s unprecedented.

“the design of the public realm is a very strong concept, with hard and soft landscaping interfacing nicely, there’s an excellent balance between the two parts.

“We have worked with Marshalls before but nothing on this scale. the quality of the materials and installation is exceptional, and the project has opened my eyes to a greater range of Marshalls materials, products and opportunities. the materials have been selected to

stand the test of time, they’re designed to be robust and will last long after the Games have finished.

“this was a difficult project to deliver, but Marshalls had a very hands on approach throughout; from supply chain, design to delivery, even locating project managers on site.

The Marshalls Solution Marshalls began engaging with Atkins early on in the process and was able to assess the project needs and design a sustainable solution which fitted all of their requirements.

Marshalls experts were able to offer a number of design solutions that would cope with heavy duty trafficking over a limited life, manage surface run-off and meet all of the aims and objectives of the project’s brief.

The sub-base solutions were designed incorporating Marshalls Priora permeable concrete block paving as the flexible wearing course. Priora has a unique, patented nib design, proved over 10 years, that provides outstanding interlocking capabilities, whilst also creating a void at the joint allowing water to pass through the pavement at source.

The Priora void is filled with 2-6mm clean stone to provide a permeability rate of 18,750 litres per second per hectare, more than enough to cope with any storm event. The final sub base design utilised specially graded crushed rock aggregate to provide structural strength, integrity and voidage to allow for surface water attenuation and was placed on a geogrid for additional strength.

In order to meet the demanding programme requirements, Marshalls Priora Machine Lay was specified and installed. The Priora pavers are packaged in a 45o laying formation with nine layers of 1.28m2 (64 blocks) and supplied to site on pallets. The layers are then collected from the pack and installed on the pre-screeded laying course by a ride-on machine.

Typically areas of around 750m2 can be installed each day by machine. however, due to the permeable nature of the sub base and advanced screeding operations, the installer was able to achieve around 1,000m2 per day per machine in all weather conditions.

By adding additional machines to the contract, daily installation rates of 3,500m2 plus were achieved, resulting in the UK’s fastest ever machine lay installation, completed in just six weeks.

London’s 2012 Olympic Games posed some unique challenges for organisers.

In order to reduce congestion on the roads around the main venue the orgnisers wanted to bring spectators in by coach. The northern spectator Transport Mall (nsTM) was created to allow hundreds of coaches to drop thousands of passengers off yards from the main park for the duration of the Games.

The Challenge Creating the nsTM posed a set of unique challenges. To provide a sustainable coach park solution, close to the main Games venue, that would only have a minimal impact on the local community or environment and could be returned to its original use as soon as possible afterwards.

hackney Marshes is the renowned home of sunday League football with over 100 matches played on its 88 pitches every week. 25 acres (100,000m2), equivalent to around 14 football pitches of the site was handed over to the ODA in the summer of 2011, and a surface was required to be installed in just six weeks

so that the coach park would be ready to service test events in early 2012.

After the Games, the site needed to be transformed back to football pitches as soon as possible, ready for the 2013 football season.

A number of different options were considered to create a ‘no-dig’ solution to minimise material excavation and disposal, vehicle movements and costs. With the final pavement construction, a system was required that would offer a minimal environmental impact from the materials being used and a surface water disposal solution in order to ideally remove the need to connect to existing drainage systems or create a new drainage system.

A surface was needed that would provide high durability in order to cope with the large number of heavy loads that would be passing over it for the duration of the Games, but could also be removed quickly.

The Benefit The client was extremely impressed with Marshalls bespoke solution.

Compared to asphalt, the Marshalls Priora Machine Lay surface solution was the most cost effective and sustainable for a number of reasons.

Because the surface is permeable there was no requirement for positive additional drainage. When you consider the size of the area involved additional drainage would have been costly, both financially and environmentally.

This surface solution has allowed the area to be returned to football pitches in a short period of time, as it was easy to remove and the sub-base materials could remain with the soil and turf laid on top.

Roads & Bridges

Description The above contract covered the road infrastructure project for the main Olympic park and was split into two packages: north and south.

Marshalls worked with the designers at a very early stage to gain a specification for the linear drainage systems and kerb units.

Unique Support One of the ODA’s requirements was to find a way to reduce vehicle movements on the site, in support of this initiative Marshalls entered into an agreement with DB schenker, the UK’s main rail freight operating company, to provide deliveries to site by rail from the halifax works.

As such, Marshalls used this method of transportation to supply over 1,400 tonnes of material into the Bow East Logistics Centre, where it was held for collection by the contractors.

Description Westfield’s stratford City shopping Centre is the newest and largest in their chain of shopping centres with over 1.9m sq ft of retail and office space in the heart of the largest regeneration project in the UK.

Marshalls Approach Woodhouse, a Marshalls specialist business, has been a preferred lighting and street furniture supplier to Westfield for a number of years. This provided Marshalls with the ideal opportunity to engage the client directly very early in the tender process.

Through an integrated approach from specification through to sales from both Marshalls and Woodhouse, specification was secured for the hard landscaping, lighting, signage and street furniture elements of the contract.

Products Supplied Marshalls hosted a series of visits to other sites around the London area for the client and contractors to view a variety of paving materials to aid in the selection process, each time providing full technical and sustainability information to ensure the products would meet with their demands.

This culminated in Marshalls supplying the Westfield project with a wide range of products.

Marshalls engaged a full project management process with the site teams of both the client and contractor, attending regular progress and review meetings to ensure the product supply coincided with the desired installation programme.

Aquatics Centre

Description The venue was designed by acclaimed international architect Zaha hadid. It features a spectacular wave-like roof that is 160m long and up to 80m wide, giving it a longer single span than heathrow Terminal 5.

The majority of spectators were seated in two temporary wings, planned for removal after the Games.

The Aquatics Centre includes a 50m competition pool, a 25m competition diving pool, a 50m warm-up pool and a ‘dry’ warm-up area for divers. The Water Polo competition was held next to it in the temporary Water Polo Arena, with competition and warm-up pools.

Eton Manor

Description During the 2012 summer Olympics, Eton Manor housed temporary training pools for participants in aquatics events, including three 50m pools for swimmers, and smaller pools for synchronised swimmers and water polo competitors.

for the 2012 summer Paralympics it hosted the wheelchair tennis, with nine competition courts and four courts for warm-up. There were a total of 10,500 seats for spectators, with a 5,000-capacity Centre Court. The site covers 27 acres within Lee Valley Regional Park.

Eton Manor remains as a permanent venue as part of the 2012 Olympic legacy.
