This week we have seen the first signs of spring. After what has been the longest, coldest and generally most miserable winter in as many years as I can remember. Things finally seem to be improving.

Seasonality has consistently been a feature of the housing market with spring usually ushering in

the busiest period in the market. Demand for both sale and rental properties has been

building steadily for several months now, and as demand has picked up, so to have prices (albeit marginally), month on month.

Now the warmer weather and lighter evenings are here, we should see more viewing activity and subsequent increases in transaction levels.

Despite the more temperate climate, the spectre of rising interest rates looms ominously on the horizon of the property market. The UK economy is making slow and steady progress towards recovery but this could be arrested or reversed very quickly by an ill-timed increase in interest rates.

We all know that an increase in interest rates is inevitable but like most things in life, timing is imperative. As we can see from recent house price data the recovery in the housing market remains fragile. It would therefore be unhelpful for those interest rate rises to materialise any time soon. We need much further and broader based evidence of macro economic recovery before any significant increase in interest rates would be justified or warranted.

For now, let us just enjoy a more sensible and sustainable market – and let’s not forget warmer weather and lighter evenings.

With the traditional home-moving season of spring soon to start, most Canary Wharf agents will be desperate for good quality stock to sell and rent. Limited new stock is coming on to the market from recently completed developments such as the Landmark, Pan Peninsula and Baltimore Wharf.

However, most vendors have paid eye-watering prices for these units and are likely to be taking a loss in the current market. The so called ‘new build premium’ no longer applies and brand new units are being sold close their older equivalents. For high deposit buyers this may be a good time to pick up a new flat before the new build mortgage market returns and the new build premium inevitably returns.

Prices have now been announced for the re-launch of St Luke’s Square in Canning Town by Galliard Homes. Discounts of £100,000 are being offered on two-bed apartments starting at £190,000. We have already let all our apartments in the first phase of this development, so are looking for new instructions from buyers who may have attended the launch event.

The lettings market is slow but steady, with many tenants who secured low rents last year deciding to stay put. We recently had a call from a Canary Wharf concierge who was asking us if we had any apartments available in their development for some waiting tenants (it’s usually us asking the concierges if they know of any apartments available for our waiting tenants!)

Relocation agents are back in the market and we have been contacted by a number of agents working on behalf of some major banks rehiring and relocating staff to the UK. Typical requirements are good quality one and two-bedroom apartments close to Canary Wharf on budget of £300 – 500 per week.

Short lets have also seen an upturn recently with a number of enquiries from corporate tenants looking to stay for 1-2 months (with budgets £700 - £1,000 per week). We are also receiving more enquiries from people looking to stay during the Olympics.

Having successfully traded in the Dockland’s market for over six years Fisk Dockland’s Ltd has relocated from their former South Quay Office to Parker House Admirals Way.

Intrigued, I went to meet James Pring, Director at Fisks Docklands Ltd, to find out more.

“It’s hard to imagine a better office location” says Pring. “This is a highly visible position right on the corner of Jubilee Bridge, just a five minute walk from many of the popular developments including the Landmark, Pan Peninsula, Icon, Millharbour and Discovery Dock.”

The office certainly looks the part and long serving property consultants Oksana Salfarlie and Daniel Jenkins look very much at home. “It was the right time to move office; the Fisks brand is now firmly established in the Docklands rental market and I think the move reflects that the company is maturing” explains Pring.

“We now have a substantial property management portfolio. I wanted to separate the property management team and accounts department from the sales department – and the layout of the new office allows us to do that.”

But how Fisks has managed to prosper in such a competitive environment? Pring reveals that “...ongoing training and a great client focussed team creates success”. Everyone at Fisks wants a long-term career and they understand that the best way to prosper is through recommendation and repeat business. A landlord’s most valuable asset is their property so protecting

and maintaining its rental potential must be high on the list of priorities.

In order to protect tenants’ deposits, the Government introduced the Tenancy Deposit Scheme in 2007 and all

short-hold tenancy agreements where a landlord or agent takes a deposit must be protected by a government approved scheme.

All schemes aim to ensure that any tenancy disputes that arise are easier to resolve and tenants get all or part of their deposit back when they are entitled to it. Just as important, the scheme encourages landlords and tenants to make a clear agreement on the condition of the property right from the very start of the tenancy.

All deposit schemes provide a free and impartial resolution service should a dispute arise and if landlords and tenants decide to use the service; both parties must accept their decision is final. The important point to make here is that all schemes insist that to reach a resolution there must be a detailed inventory report which includes documentation of the condition of the property at both the beginning and the end of the tenancy.

LOOKING AFTER YOUR INVESTMENT

Rental property is undoubtedly one of a landlord’s most valuable assets and for tenants a tenancy deposit is no meagre sum. Unfortunately, not all tenants look after a rented property as the landlord would like and even for the most discerning tenants accidents can happen. With such importance being placed on inventory, check-in and check-out reports by deposit schemes, it is vital that this documentation is as detailed and thorough as possible.

There is no better person than a well trained, experienced inventory clerk to inspect and report on a property with the accuracy and professionalism required. Producing an inventory report to the standard necessary takes time and expertise, both of which, anyone but a professional inventory clerk, might not have; unless you are a surveyor, you wouldn’t try to do a mortgage survey yourself, after all.

Inventory reports created by landlords or left to tenants will be seen to be biased. Of course it is just as easy and possible for a landlord to talk up their property and investment as it is for a tenant to talk it down.

An independent inventory offers fairness and impartiality and fair middle ground upon which landlords and tenants can agree. It promotes a more amicable tenancy too, helping to prevent any unnecessary disputes, encouraging tenants to look after the property and landlords to trust in them to do so. n

As a new year begins and the property market finally begins to pick up, we catch up with Gary Hall and discuss the local lettings market.

What is your outlook for the 2010 market?After a quiet end to 2009, 2010 looks

positive with the number of applicants searching for property on the up and rents returning to the levels we saw at the end of 2008. The return of the ‘accidental Landlords’ to the sales sector has contributed to the lower stock levels over recent months and has helped to stabilise and increase rents.

Which local markets have performed particularly well in your area over recent months?

As always, the core market (£250 to £500 per week) has been very busy with 83% of the properties let over the past quarter being in this bracket. There is still a demand for the top quality riverside property in the middle to higher end of the market but we have seen fewer apartments come to the market recently.

What impact will the forthcoming election have on your market?

Historically, the market has slowed in the immediate lead up to an election, and this may well happen again this year. However, there is always a transient demand in the prime areas

of London and I do not see there being any prolonged market alteration as a result of an election being called.

What factors cause you most concern for the 2010 market?

I am pretty confident this year will go well. If we can survive a year like 2009 and come out of it heading in the right direction it must be a positive sign.

How important is the role of the internet in renting a house?

The majority of enquires we receive come directly from the Knight Frank Global website - we receive enquires from all around the world on a regular basis. We use the local property magazines to showcase our apartments but for an extensive list and further details our website is the best way of searching for a property.

What advice do you have for landlords looking to secure a let at the moment?

The correct pricing and presentation of the property is crucial to generate immediate interest, thus lessening the possibility of a void period and potentially increasing competition. n

The basic issue with getting onto the housing ladder is how to raise the deposit to purchase your first home; and it’s not easy.

Minimum deposit required by lenders is 10 per cent - which means typically finding between £10-25k depending on area and expectations. That’s assuming that applicants survive the very strict criteria required for a small (in lenders’ view) deposit – more often they will need to find 15 per cent, and that certainly takes some saving up.

According to the Council of Mortgage Lenders, 80 per cent of all under - 30s now need help from family. So, if you can’t save quickly enough, what are the options?

Well, first port of call is ‘The Bank of Mum and Dad’ who might be in a position to gift a deposit, either through their own savings, or raising funds from the equity of their own property.

Grandparents can also prove willing to help by utilising an Equity Release Scheme from their homes, which is proving increasingly popular (especially with the grandchildren), but also with the older generation who tend to regard the gift as a ‘Living Inheritance’. They themselves will require expert advice if they wish to help in this manner.

Some lenders have started to introduce Guarantor Schemes, supported by a close family member; again criteria is tight, but will work for the right case.

The Government has also introduced various Shared Equity Schemes via Housing Associations, the details of which can be found on www.direct.gov.uk. But remember, not all lenders support all the schemes and there also seems to be an issue with consistency of government funding as it is not always available.

Most lenders will allow up to four applicants for a single mortgage, so friends, relatives or colleagues could get together. However, lenders

are, understandably, wary of such arrangements, as circumstances can change rapidly, leading to the commitment being compromised.

There is no disguising the fact that buying your first property is very difficult – it always has been, and this is not just a modern phenomenon – but at least the above ideas may give a glimmer of hope.

As we go to print, the Chancellor has raised the Stamp Duty Threshold to £250,000 for first-time buyers, which can only prove helpful.

ASK THE EXPERT

Q: I am a first-time buyer, and have been rejected for a mortgage on the grounds of poor credit score, however, I have never borrowed from anywhere before, so could not possibly have any payment problems. Is this right?

A: Unfortunately, yes! You are yet another unwitting victim of credit scoring. The lenders’ issue is not that your payment profile is poor; you simply don’t have one at all, so they can’t make a judgment. The solution is to open a credit card, and re-apply for a mortgage in a few months. I’m not advocating you run up a debt, but use the card and ensure you clear the balance monthly and promptly, and that will raise your score immeasurably.

Q: I am about to retire and the term of my mortgage ends at the same time; but I still have capital owing on it. Will the lender extend the term?

A: Quite probably, although they might not. In the first instance you should consult with your lender, and if they should prove unhelpful, there are others who offer plans that run after retirement. If depleted income in retirement is an issue, you might want to consider Equity Release, for which you will need specialised advice. n

aramFurniture Mecca for any modern design enthusiast sits on an impressive corner plot in Covent Garden’s Drury Lane. The converted fruit and vegetable warehouse occupies five storeys, showcasing the very best of modern product design and furniture.

On the ground floor, colourful dining chairs and iconic lighting fill the space in an eclectic mix of designer specials. To the left of the entrance houses one of my favourite parts of the store; cabinets filled with miniature designer pieces from Vitra’s Mini Bocca Lips to the famous Saarinen Tulip Chair by Eero Saarinen, reproduced in perfect detail.

I climb up the red painted staircases to various floors, past an extensive array of sofas, chairs and storage until I reach the top. This space is reserved for experimental or new work. Essentially an exhibition space for new designers, it enables the Aram family to continue to improve design awareness amongst the British public.

Zeev Aram, famous for his keen eye and ability to spot a contemporary classic, was the first to bring the likes of Breuer, Mies van der Rohe, Castiglioni, Scarpa, Le Corbusier, and Flos to the UK market. An absolute must for any interiors buff, be sure to spend some time exploring work by some of the world’s finest new and established designers in this iconic store.

Quilty pleasures exhibition

The department store Liberty, famed for its association with beautiful fabrics, has teamed

up with the V&A to explore 300 years of artistry and craft within the British quilt-making industry. Expect to see an innovative twist to an olden theme with exhibited

works by contemporary quilt-maker Katherine May, and restorer

Polly Lyster, using a range of materials from Barbie Doll clothes

to restored 18th century pieces. To coincide with this exhibition,

Liberty will launch a new collection of 18 fabrics specifically designed for quilt making, drawing on prints from its design archive. The store

will also be adding three extra classes to its famous Sewing School in the spring, allowing

anyone to learn the craft from scratch. Exhibition runs until 12

April, 2010.

2010 sees the innovative Danish Design furniture brand, BoConcept celebrates

its tenth year in London. Situated on Tottenham Court Road, London’s furniture Fifth Avenue, BoConcept has gone from strength to strength and is still going strong even in what has been a very tough year for most retailers.

The renowned and talented water-sculptor William Pye (who has created works of art at Salisbury Cathedral and the Royal Academy), has also been commissioned to create a prominent water feature to sit within the Three Quays site.

Following a lengthy 10-year planning period, work on the site (which has been derelict for over 20 years) begins on 14 April. Cheval Residences commissioned a team from 3DReid architects and the overall focus of the design is to conserve and enhance the character of the natural and historic environment.

Key points for 3DReid to manage include the introduction of three retail and/or restaurant spaces within the building; the enhancement of Sugar Quay as a public walkway; and the improvement of Tower Pier and the entrance to the Tower itself.

The building will be clad in limestone panels with glass bays stepping in and out between them. In addition, the inner part of the building will feature slate-coloured, pre-weathered zinc panels.

Notably, Cheval Residences is also keen that the issue of sustainability is a key focus in the construction and running of Three Quays. Environmental sustainability will play a vital part in the development, from the materials used to the daily running of the building. 3DReid’s design is scheduled to include HP Solar control glass; balcony floors finished in lpe (a dense hardwood from sustainable sources); low-voltage halogen lighting; and a powder-coated, energy-efficient aluminium “brise soleil” on the top three floors to further improve energy efficiency.
