This revised pamphlet has been prepared for the use of theCompany's s taf f i n order t o show t he general arrangementsunder the above heads throughout the whole of the London andNorth Eastern Railway system, and is primari ly intended f ormembers o f t he s taf f who are s tudy ing f o r t he Company 'ssecondary examinations in the undermentioned subjects :—

Goods Station Work and Accounts.Passenger Station Work and Accounts.Railway Operating.Railway Economics.Railway and Commercial Geography.

I t is hoped that this pamphlet wil l serve a useful purpose tostudents f rom this point of v iew, but in studying the detailedarrangements set out in the pamphlet, i t is essential that a mapof the London and Nort h Eastern system should be consultedfreely. ROUTES FOR GOODS, L I V E STOCK, A NDMI NE RA L TRAFFI C.

In the early days of railways instances of alternative routesavailable for the forwarding of traff ic were quite the exception.As t he railway system grew in extent alternat ive routes wereconstructed, a n d def inite instruct ions as t o rout ing becamenecessary.

PRI NCI PLES ON WHI CH ROUTES A RE FI XED.

We wi l l deal f irst wit h the principles which obtain in regardto f ix ing routes for Goods traffic. A s soon as a Company has achoice of two routes, i t immediately has to consider which routewil l y ield the better results. A t f irst glance i t would appear asthough the route yielding the larger proport ion of receipts wouldbe the more advantageous, but circumstances may arise whenthis is not the case.

being B and D. T h e Company forwarding traffic f rom A securesa larger mileage proport ion of receipts out of the route A D Cthan out of the route A B C, but owing to the greater distance ofthe route A D C, the receipts per ton per mile must be appreciablylower than the receipts per ton per mile by the alternative route,and the working costs will probably be greater. I t is conceivable,therefore, that the net revenue to the Company forwarding f romA might be more satisfactory when the traffic is hauled over theshorter route. I t should also be borne in mind that net revenuemight be affected by the physical disadvantages of one route,such as heavy gradients, adding considerably t o t he cost o fworking traffic by that route.

I f these considerations were the only ones which had to beborne in mind, the question would not be dif f icult to solve, butthe result would probably not be satisfactory, because we shouldnot secure the exchange of traffic to and f rom given areas at thesame point .

For instance, i n t he following diagram t he distance f romA to C is the same by either route, B and D being the exchangepoints between the t wo systems.

Obviously t he Company forwarding f rom A would wish t oexchange all the traffic at B, and the Company forwarding f romC would naturally wish to exchange all at D, in order that eachCompany might obtain the longest possible haul over its ownline. Th i s would lead to very unsatisfactory working, and suchan arrangement would not be to the ult imate advantage of eitherCompany.

I n addit ion t o revenue considerations the question of t rainservice has t o be taken into account, because i t is much moreeconomical t o have traff ic handed over at a point t o and f romwhich there is a frequent and regular t rain service.

The question, therefore, ult imately resolves itself into one ofbargaining between the Companies. T h e principles referred t oabove are kept in mind, but there has to be a certain amount ofgive and take in order t o avoid wasteful expenditure, and alsoto afford the public an adequate service. Ev ent ual ly , as a resultof this process of bargaining, exchange points are agreed betweenthe Companies.

I t mus t be observed t hat the existence of exchange pointsdoes not t hrow every alternat ive physical route open, because,obviously, there comes a point when an alternative route ceasesto be reasonable. F o r example : t here is a physical route f romNewcastle t o Bris tol, v ia Edinburgh and Glasgow, but c learlythis is too circuitous to be reasonable.

Traffic consigned v ia a part icular route by traders must beso forwarded provided i t is a route authorised in the "Rout ingInstructions." Fa i l i n g such authority , i t is necessary f or t heStation Agent to apply to the Dis t ric t Officer for instructions soas to avoid the risk of delay to the traffic and trouble with otherCompanies about the div is ion of receipts.

A list of the principal points of exchange is given in Appendix" A , " pages 25 to 31. A n examination of this list wil l show thatseveral point s whic h are n o t phys ical junc t ions wi t h ot herCompanies are exchange points for traffic, e.g., York, Manchester(Philips Park).

The Ra i lway Junc t ion Diagram Book , published b y t heRailway Clearing House, shows a l l t h e phys ical junc t ionsbetween Companies, but i t is not possible, f or various reasons,always t o ef fect exchanges a t junct ions. O n e example wi l lsuffice :—

The L.M.S. (Mid. ) Company work t o York f rom Sheffieldunder running powers, and traf f ic f or Sheffield and beyond ishanded to them at York, although the N.E. Section of the L.N.E.system extends to Ferrybridge Junction, and the L.N.E. Company,in addit ion t o being joint owners wi t h the L.M.S. Company ofthe S. & K. Line, which extends f rom Ferrybridge Junct ion toWath Road Junct ion, have running powers f rom Wat h RoadJunction as far as Sheffield. Th e r e are no exchange sidings ateither Ferrybridge Junct ion or Wath Road Junction.

When a t rader tenders Goods traff ic t o a Railway Companyfor conveyance he must, at the same time, hand in a consignmentnote giving the point to which be desires the traffic to be forwarded.I f there are competing routes and the traffic is not ordered to travelby any part icular line, nor to any part icular Railway Company'sStation, it is termed" not specially consigned " or " unconsigned."

The arrangements wi t h other Companies only imply t ha ttraffic shall be exchanged at the agreed exchange points, but donot place any obligat ion upon the Company forwarding the trafficto send i t t o t he s tat ion o f a part icular Company o r b y apart icular route, i f the t rader has not specified how he desiresthe traffic to be forwarded. I t is, therefore, necessary to providethe s taf f wi t h instruct ions f o r dealing wi t h bot h " speciallyconsigned " and " unconsigned " traffic.

Routes t o stat ions on Foreign Railways are contained i ninstructions issued by Area Headquarters.

A few examples showing bow the routes for specially consignedand unconsigned traffic intended for Foreign Stations are arrivedat will lead to a better understanding of the Rout ing Instructions.

is clearly in the hands of the Forwarding Company, and is oftenused in connection with questions of high policy.

ROUTES FOR L I V E STOCK TRAFFI C.

The remarks which have been made in connection wit h therout ing of Goods traff ic wi l l generally apply in the case of LiveStock traffic, but such traffic, when not specially consigned, isusually f orwarded b y t he recognised rout e giv ing t he mos texpeditious service.

ROUTES FO R MI NE RA L TRAFFI C.

The instructions governing the rout ing of Goods traffic arisingat Stations in the G•N. of S. and N.B. Sections apply to Mineraltraffic also, b u t i n t he ot her Sections o f t he L. N. E. systeminstructions are not issued to the Stations generally in connectionwith routes for traffic dealt with purely by the Mineral Department,e.g., Coal and Coke, as both the charging and the rout ing of suchtraffic are outside the duties of the ordinary Stat ion Staff in theEnglish Sections.

As regards t he exchange o f Mineral t raf f ic wi t h ForeignCompanies, the same considerations arise as in the case of Goodstraffic, a n d negot iat ions t ak e place between t he Companiesconcerned which lead to the agreement of rates and also as a ruleto the method of apport ioning such rates.

The div is ion of receipts on Coal and Coke t raf f ic is madeprivately between t he Companies, and no t t hrough ClearingHouse settlements.

Where necessary, Headquarters advise the Colliery Ownersof the routes by which the rates operate. T h e Colliery Companylabel the wagons t o destination, generally showing on the t icketthe route by which the traffic is to travel, and furnish a consign-ment note which is forwarded to the Accountant's Office or otherproper quarter to be used for the purpose of raising the charges.

CHAPTER

ROUTES FOR PASSENGER TRA I N TRAFFI C.

PASSENGERS.

Al l passenger fares affecting two or more Railway Companies,and the routes by which they are to apply, are agreed betweenthe Railway Companies interested, and both the fares and theavailable routes are recorded at the Stations between which thefares are agreed. T h e fact of there being agreed routes by whichthrough fares apply does not , however, prevent a passengertravelling by any route he may select, as he is at liberty to bookto the junct ion and re-book there. T h e issue of tickets in whichtwo o r more Companies are interested is accounted f or on amonthly return to the Clearing House, which is their authorityfor t he apport ionment of t he receipts between the Companiesconcerned.

PARCELS A ND MI SCELLANEOUS PASSENGERTRA I N TRAFFI C.

The following paragraphs cover the undermentioned traffics(a) " Parcels " (Consignments weighing under 2 cwts.).(b) " Miscellaneous ," i.e., Other Merchandise by Passenger

Train (Consignments weighing 2 owts. and upwards,and traffics charged at a rate per mile such as Milk ,Horses, Carriages, Stc.).

The available routes f o r Parcels and Miscellaneous t raf f icare practically the same as the routes by which through Passengertickets ma y be issued. T h e princ ipal routes b y whic h t hePassenger t rain services are worked are well known, and generallyare not so numerous as t he available routes f or Goods traff ic.I t has, therefore, no t been f ound necessary t o prov ide suchelaborate instructions for the rout ing of Parcels and Miscellaneoustraffic conveyed by Passenger t rain as in the case of Goods Traintraffic.

Appendix " A " pages 25 to 31, shows the agreed points forthe exchange of Passenger t rain traffic between the London andNorth Eastern and other Companies. F o r the guidance of thestaff a list of the Companies wit h which the London and Nort hEastern Railway has arrangements f or the through booking ofPassenger t rain traff ic is given in Departmental Instructions toStation Masters and others.

Consignment Notes are not usually handed i n f or Parcelsconveyed by Passenger t rain at ordinary rates, and the practiceof traders consigning Parcels traffic b y a part icular route doesnot prevail to the same extent as in the case of Goods train traffic.

Combined Consignment and Risk Notes are, however, requiredfor certain descriptions of traffic, e.g., Live Stock, Bullion andSpecie, Mi l k , Damageable Goods n o t properly protected b ypacking, Dangerous Goods, Wi ld Animals, and traff ic carried atreduced Owners' Risk rates.

BOOKI NG OF PARCELS A ND MI SCELLANEOUSTRAFFI C—STAMPED PARCELS.

By arrangement between the Railway Companies the carriagecharges for Parcels traffic (under 2 cwts.) are raised by means ofstamps aff ixed t o t he consignments or by numbered Waybills ,the receipts f rom foreign t raf f ic being credited t o a " ParcelsPool," and div ided on agreed principles based on data formerlyaccruing f rom actual mileage settlements. Miscellaneous traffic,i.e., t raff ic in consignments of 2 cwts. and upwards, and traff iccharged at a rate per mile, is stamped or way-billed, and in thecase of Foreign traff ic the charges are returned to the RailwayClearing House for settlement on an actual mileage basis.

UNCONSI GNED PARCELS TRAFFI C.

The Departmental Instruct ions issued f rom t ime t o t imeprovide f o r t he rout ing o f " unconsigned " Parcels t raf f ic t oplaces on other Companies' systems, to which there are recognisedalternative routes. T h e Departmental Instruct ions, however,provide that Live Stock and Perishable traff ic is not to be sent

I n the case of " unconsigned " Parcels traffic forwarded f romStations on Joint Lines, the parent Companies each take alternatelyone month's unconsigned traffic, and send by their own routes.

To assist the guards of trains and the parcels staff at JunctionStations, Parcels Route Labels, each of a distinctive colour, areprovided. T h e labels are affixed at the forwarding station, andby this means the staff concerned are able to see at a glance inwhat direc t ion t he parcel is intended t o be conveyed. F o rexample, a parcel forwarded f rom Newcastle to Liverpool, L.M.S.(L. & N.W.), v ia Leeds, wi l l bear a special label indicat ing theroute by which the parcel is to be conveyed. Part ic ulars of theroute labels are set out in Departmental Instructions.

CHAPTER

ROUTES B E TWE E N LONDON A ND NO RTHEASTERN STATIONS.

When forwarding Goods or Passenger t rain traff ic f rom oneStation to another within a part icular section of the L.N.E. Lineit is not, as a general rule, necessary to insert any route in theinvoices, waybills , labels o r abstracts. T h e receipts d o n o trequire to be divided : a l l go into the L.N.E. Company's coffers,and the traffic is worked by the Operating Department so as togive a reasonable service a t t he lowest possible cost. Traf f ic ,therefore, between local stations in a part icular section may notalways be sent by the same route, as it is economical to take fulladvantage of t rains which must run by certain routes in orderto afford a good service to all parts of the system.

Where, however, another Company's line is used intermediatelyin the working of traffic between two stations in one Section, it isnecessary to show the route, e.g., from Sheffield (G.C.) to Wrexham

(G.C.), the route would be shown via Godley and Chester, and f romAlloa (N.B.) to Whiteinch (N.B.), via Alloa Bridge and Greenhill(N.B.), the traffic passing over the line of the C.L.C. in the onecase and of the L.M.S. Company in the other. I n such cases thetraffic should, except where instructions are given to the contrary,be accounted for as " Foreign " traffic so that the other Companymay obtain a proport ion of the receipts in respect of the use oftheir line.

In the case of the Leeds (N.E. ) Stations, i.e., Marsh Lane,Wellington Street, and Hunslet, Goods traffic from North EasternArea Stat ions should be routed i n accordance wi t h Appendix" C," page 315, N.E. Area Route Book, in order to avoid makinguse of a small port ion of a Foreign Company's line in the neigh-bourhood o f Leeds.

In dealing wi t h t raf f ic f rom a s tat ion in one Section t o astation i n another Section of t he L.N.E. system t he Rout ingInstructions require to be as carefully observed as in the case oftraffic f or other Companies' lines. Th i s is necessary because inmany instances several routes are available between L. N. E.Sections, and whi le certain o f these are purely local, othersinvolve t he use o f t he l ine o f a Foreign Company, and t heconsequent outpayment of a proport ion of the receipts t o t heForeign Company.

I t is important , therefore, i n order t o ensure t he properwork ing of inter-sectional traff ic t hat the route by which i t isintended to be conveyed should be entered in full on the wagonlabels. T h e route requires t o be shown on t he invoices andwaybills also, so that the traffic may be correctly abstracted andaccounted for in the " Foreign " or "Loc a l Group " summaries,according t o whether i t has o r has not passed over anotherCompany's line in the course of transit.

As regards the booking of Passengers between Local Stationsin one Section there is usually no need to insert a route on thetickets, b u t exceptions arise where dif ferent ial fares are i noperation b y t wo o r more alternat ive routes. F o r example,

CHAPTER IV.

OPERATI ON OF ROUTI NG TRAFFI C.

The instruct ions as t o routes are given effect t o b y t heforwarding stations insert ing on the invoices and waybills t heroutes by which the consignments are intended to travel. Thes eroutes are entered on the abstracts sent to the Railway ClearingHouse, whic h serve as a basis f o r t he div is ion o f receipts.(See R.C.H. Instruct ion G.74 (e), Ed. 1926, and Regulat ion 172,Ed. 1926.) F o r the guidance of all who handle the traffic, theroutes are also shown on the labels attached to the Rolling Stock.

When wagon loads of traff ic are forwarded f rom one stat ionto another, i t is necessary t hat labels should be placed uponthem. Ra i l wa y Clearing House Regulat ion No. 275 (Ed. 1926)stipulates t hat all wagons (other than those containing mineraltraffic i n t ra in loads no t involv ing marshalling during o r oncompletion of a journey) are to have a label affixed on each side,giving, among other particulars, the following informat ion

(a) Name of invoicing station or siding ;

(b) Dest inat ion i n f u l l and init ials o f t he rai lway o nwhich situated

(c) ROUTE, showing al l junct ions wi t h other Companies'lines, and when two or more Companies have linesbetween t he same junct ions, t he init ials o f t heCompanies whose lines are intended to be used.

The third clause is the one which direct ly concerns the subjectunder consideration. A s illus t rat ing what t h i s means —it i snot sufficient to label a wagon, say—

as there are various ways by which the traffic might travel afterleaving the exchange points named, and the operat ing staff inthe Aberdeen, Carlisle or Leeds Marshalling Yard would be at aloss to know how to deal wit h the wagon and by what route tosend i t forward. T h e same dif f iculty would be experienced atother junc t ions i n dealing wi t h incompletely routed wagons,and in v iew of the large number of trucks transferred f rom oneCompany t o another a t t he dif ferent junctions, i t is essentialthat f ul l routes should be inserted on the wagon labels. T h eroutes also require to be given in the case of non-common uservehicles, to enable the empty stock to be returned " Home " bythe proper route.

I NCORRECT A ND I NSUFFI CI ENT ROUTI NG—SOME RESULTS.

The consequences o f incomplete o r incorrect rout ing a resometimes of a serious nature, and t he underment ioned casesshow t h a t defec t ive rou t ing has far-reaching ef fects a n dconsequently is to be most carefully avoided.

Traffic is consigned at Hunt ly (G.N. of S.) t o Appleby, v iaL.M.S. Railway f rom Aberdeen, and is accordingly invoiced v iaAberdeen, Caledonian, Carlis le and Midland. O n t he wagonlabels, however, the route is shown as s imply " v i a Aberdeen,"with the result that the t ruck is exchanged to the N.B. Sectionat Aberdeen and is conveyed via N.B., Tay and Forth Bridges to

EXAMPLE No. 2.

A consignment railed at Bo'ness (N.B. ) f or Dawlish (GM. )is specially consigned v ia Carlisle, L. & N.W. , and Warrington.The traffic is invoiced by that route, but the wagon is incorrectlylabelled v ia Carlisle, Midland and Bristol, by which route i t isconveyed. T h e G.W. Company c laim div is ion o f receipts asif t he traff ic had been exchanged t o them, i n accordance wi t hthe invoice, at Warrington, and as the traffic was so consigned,this has eventually to be allowed. T h e L.N.E. Company, have,however, to make up, at their own expense, the L.M.S. Company'sproport ion of the receipts to that which they would have obtainedhad the div is ion been made over the route by which the traff ictravelled, viz., via L.M.S. (Mid.) f rom Carlisle to Bristol.

Newcastle L.N.E. (YE. ) have traff ic for Not t ingham, whichis not consigned to a part icular stat ion in Not t ingham or v ia apart icular route. T h e traffic is invoiced correctly to Nott ingham,L.N.E. (G.N.) via Doncaster, but in mistake, the wagon is labelledto Nott ingham, L.M.S. (Mid.) at which point the traffic is received.As the L.N.E. Company is responsible for the diversion, the L.M.S.Company is ent it led to re-entry on Not t ingham Mid. routed viaYork and Ferrybridge, whic h means t hat through t he wronglabelling the L.N.E. Company lose revenue.

EXAMPLE No. 4.

Traffic is handed in at Middlesbrough L.N.E. (N.E.) for Bristol(L.M.S.—Midland Section), to which point it is properly invoicedvia York and Ferrybridge (Midland). (1) The operat ing s taf f , a n d mo r e espec ially t hos eemployed i n t h e mars hal l ing y ards , a n d a texchange point s , a r e assisted i n t h e s hunt ingand mak ing up of trains, and the correct transferof vehicles at junctions to the different Companiesis pract ically assured.

(2) Clearing House and Audit Offices are enabled to creditthe various Rai lway Companies over whose linestraffic passes wit h the proper proport ion of receiptsdue to them for the use of their lines.

(3) The accurate c ompilat ion o f t on-mi le a n d o t herstatistics is rendered possible.

(4) The forwarding of non-common user vehicles belongingto other Companies i n an unauthorised direct ionis obv iated and charges f o r wrong sending areavoided.

Traffic receives t he advantage o f t he proper t ra inservice.

CHAPTER

RUNNI NG POWERS.

T h eauthority under whic h one Rai lway Company runs over t helines of another Railway Company is termed " Running Powers."

Running powers are generally obtained wi t h one o r moreof the following objects

(1) To av oid t he construct ion o f a duplicate l ine o frailway ;

(2) I n order t o compete more effectively wi t h anotherCompany ;

(3) To ensure proper facilit ies being given t o t raf f ic i na certain district on another Company's railway ;

(4) To give bet ter facilit ies in the form of through t rainservices between important points.

(4) The L.M.S. (L. & Y. ) Company, by agreement wi t hthe L.N.E. (YE. ) Company, run a service of throughtrains between Manchester and York, thus affordingbetter facilit ies between Lancashire and the Nort hEastern area than would be given were passengerscompelled t o change t rains at Normanton, wherethe physical connection between the two Companies'systems is made.

The running powers exercised by the L.N.E. Company overother Companies' lines, and by other Companies over the L.N.E.Railway are set out in Appendix " B. " pages 57 to 72.

In some cases running powers are Statutory, i.e., included inan Ac t of Parliament, and are therefore not terminable by theowning Company, and in other cases t hey are s imply grantedby Agreement, and are terminable or otherwise according to theterms of the Agreement.

Often questions of high railway policy are involved in runningpower negotiat ions, a n d t his wi l l probably be more readilyunderstood f rom a concrete case.

For example, take the railway position at Hull. A b o u t 1861the following lines did not exist, v iz. :—

Drif f ield and Beverley.

Market Weighton and Beverley.York and Doncaster.

Thorne and Staddlethorpe.Hul l and Barnsley.

The chief access t o Hu l l was v ia Mi l f ord Junct ion. T h et ime occupied in work ing by this route, however, was excessive,and the service not sufficient to supply adequately the require-ments of the Port of Hull.

The o ld South Yorkshire Rai lway Company (now L.N.E. )and L. and Y. Railway Company (now L.M.S.) both wished toget rail access to Hull, and the N.E. Company (now L.N.E.) alsodesired a shorter route. Accordingly , i n 1862, separate Bi l lswere introduced into Parliament by these Companies all seekingpower t o construct a new rai lway prov iding f o r t he bet t erworking of traff ic t o and f rom Hul l . No n e of these proposalsreceived Parliamentary sanct ion. I n Oc tober o f t h e s ameyear (1862), i n order t o save furt her Parliamentary contestsrespecting t he proposed railways, t he three Companies agreedthat the N.E. Company should promote a B i l l seeking powers

The G.C. (t he successors o f t he South Yorkshire Rai lwayCompany) and L. & Y. Companies obtained access t o Hu l l bymeans of running powers between Thorne and Hull, and betweenGoole and Hu l l respectively, whi ls t t he N. E. Company weregranted powers t o run over the G.C. l ine between Thorne andDoncaster.

Running powers have sometimes t o be conceded i n orderto secure t he wit hdrawal of opposit ion t o a B i l l promoted inParliament. F o r example : i n 1874 the N.E. Company depositeda Bi l l t o amalgamate the Bly t h and Tyne Railway. Th i s wasopposed by the N. B. Company, who, b y connection wi t h t heBly th a n d Ty n e a t Morpet h, h a d access i n t o Newcas t leindependently of t he N. E. Company. T h e opposit ion o f t heN.B. Company was withdrawn upon contingent running powersbeing granted to them between Morpeth and Newcastle-on-Tynevia Backworth.

Contingent running powers d o n o t giv e a Company t heabsolute right t o work traffic, but can only be exercised undercertain contingencies, e.g., t he failure of the Owning Company•to afford proper facilities for the traffic of the other Company.

Parliamentary sanct ion i s n o t necessary i n t h e ease o frunning powers granted by one Railway Company t o anotherunder mutual agreement. F o r example, by agreement betweenthe N. E. and Midland Companies, dat ed 1874, powers weregranted the Midland Company to work over the N.E. line f romFerrybridge t o York and f rom Leeds t o Harrogate, whils t theN.E. Company were, under the same agreement, granted runningpowers over the Midland line to Sheffield.

I t sometimes is t o t he interest of the owning Company t ogrant running powers to another Company in order to give thatCompany a stronger inducement to develop traffic over the OwningCompany's route. The N.E. Company, for instance, granted theG.C. Company running powers f rom Ferrybridge t o York f or_passenger traffic, and also to Milford Junction f or goods traff ic,

thus giving the G.C. a greater inducement to endeavour to secureScotch traff ic to the East Coast route.

The agreements between Companies as t o running powersalways provide f or the descriptions of traff ic t o be worked bythe Running Power Company, and usually t he remunerat ionto be paid t o the Owning Company by the Running Companyas toll for the use of the line of railway. T h e Agreements alsoftequently contain clauses f ix ing t h e l iab i l i t y f o r accidentsbetween respective Companies unless i t is intended t o let thisbe governed by R. C. H. Regulations.

Companies obtaining running powers usually have the rightto perform their own clerkage and cartage a t the stations onthe rai lway over whic h t hey run, t he remunerat ion f or suchservices being paid by the Company owning the line out of theterminal allowances which are usually reserved t o the OwningCompany.

CHAPTER H.

WORKI NG ARRANGEMENTS.

Work ing arrangements bet ween Ra i lway Companies a r efrequently entered into by agreement for the sake of economy,convenience, and expedit ion in working

The physical junct ion of one Company's system with anotheris frequently some distance from a station, and at a point wherethere are neither exchange sidings nor facilities of any description.I n such cases i t is essential t o have some work ing arrangementwhereby a Company may work wagons or passenger vehicles toa convenient point of exchange. T h e work ing and exchange oftraffic between Company and Company would be in a state ofchaos wit hout work ing arrangements, as each Company wouldendeavour t o carry traff ic as far as possible over its own lines,thus rendering the operating work at the various junctions bothuncertain and expensive.

For example, traff ic exchanged between the London Midlandand Scott ish (Mid. ) and the London and Nort h Eastern (G.C.)via Sbireoaks is worked by the London Midland and ScottishCompany between Shireoaks (East) and Worksop.

Again, t h e ac tual phys ical junc t ion between t he L.M.S.(L. & Y. ) and the L.N.E. Company's G.N. line near Doncasteris 4 miles 29 chains to the north of Doncaster Station, but, underagreement t o fac ilitate t he exchange o f t raf f ic , t h e L. M. S.(L. & Y. ) Company work as f ar as Decoy Exchange Sidings,which are 6 miles 20 chains f rom Askem Junction.

THROUGH TRAINS AND CARRIAGES.

The running of through passenger trains or through carriagesover t he lines of t wo or more Companies is another commonworking arrangement.

An examinat ion of the t ime table wi l l show that there aremany cases where carriages are run through for long distancesover ot her Companies' lines. F o r example, i t is possible t otravel without changing f rom London (King's Cross) to Inverness,f rom Aberdeen t o Penzance, f r om Newcast le t o Bris t ol andBournemouth. T h e number of through trains and carriages isgreatly increased in summer.

I t ma y b e remarked t h a t f o r convenience between t heCompanies t he locomotives o f one Company wi l l f requent lywork excursion trains throughout t o another Company's line.

CHAPTER M.

J OI NTLY O WNE D RAI LWAYS.

Various reasons of policy and finance influence the constructionof railways at the joint cost of two or more Companies.

Several Companies may wish t o have access t o a hithertoundeveloped district, and, as a compromise, one line is made atjoint cost so as to obviate the construction of unnecessary lines.On the other hand, the district to be developed may be a poor

one, and the prospects of a direct return on the capital investedin the new railway may not be good. I n these circumstancesit is not unusual for the capital to be found joint ly by the Com-panies who are likely to benefit by the proposed line act ing asa feeder.

Whils t there is a separate Joint Committee for the CheshireLines, t he other Railways joint ly owned by t he London andNorth Eastern and London Midland and Scott ish Companieshave been formed into four Groups, each being administered bya Joint Committee, e.g., the Axholme O t l e y and I lkley ; Swintonand Knot t ingley and the South Yorkshire J oint Railways areunder the management of Group Commit tee No. 3.

The following is a brief descript ion of each of t he jo int lyowned railways :—

SOUTHERN AREA.

CHESHI RE L I NES COMMI TTEE.

This is a Commit tee o f t he L. N. E. and L.M.S. (f ormerlyGreat Central, Great Northern and Midland) Companies whichwas incorporated by the Cheshire Lines Act, 1867, and controlsseveral short railways previously authorised either as separateundertakings or as part of the former M.S. & L. Railway. T h emain lines of the railway of the Committee extend from Manchesterto Liverpool, f rom a junct ion wit h the L.N.E. (G.C.) main lineat Godley to Glazebrook and from a junction with the M.S.J. & A.Railway at Alt rincham to Chester, where connections are againformed wi t h t he L. N. E. (G.C.) Line. Th e r e i s a l ine f romHalewood t o Aint ree, where a connection is formed wi t h t heSouthport a n d Cheshire Lines Ex tens ion Railway , wh ic h i sworked and maintained by the Cheshire Lines Committee. Thereis also a short line from Mouldsworth to Helsby, where a connectionis formed wit h the London & North Western and Great WesternJoint Railway.

into Warrington ; a connection with the L.M.S. (L. & N.W.) line toEdge Hi l l at Allerton ; a spur to the Brunswick Goods Depot atLiverpool ; a branch to Huskisson Goods Depot ; and a connectionwith the L.M.S. (L. & Y.) Railway at Aintree.

At Egerton Street Junct ion, near Brunswick, a connectionis formed with the Mersey Docks and Harbour Board Dock Lines.

In addit ion to the Goods Stations at Huskisson and Brunswickthe Commit tee also owns a Goods Stat ion at Wavertree, whichis reached by running over the L.M.S. (L. & N M . ) Edge Hi l lLine f rom Allerton Junction. T h e Committee also owns depotsat Shore Road and East and West Float , Birkenhead.

At Manchester the Committee obtains access to the ManchesterShip Canal Dock Lines by means of a connection with the TraffordPark Estate Railways at Bridgwater Junction.

There are junct ions wi t h t he L.M.S. (L. & N M . ) L ine atNorthenden, Northwich, and Hart f ord, and wi t h t he L.M.S.(Mid.) Line at Cheadle Heath, also wi t h the Great Central andMidland J oint L ine a t Brinnington Junct ion near Stockport ,and at Bredbury, Woodley and Apethorne.

The total length of the line, including the Southport extension,is 143 miles 17 chains, upon whic h there are 75 Goods andPassenger stations, and two halts.

This rai lway is worked as a separate undertak ing wi t h it sown Manager, Secretary a n d Accountant , whose off ices a reat Liverpool Cent ral Stat ion. T h e l ine is maintained by t heL. M. & S. Co.'s Engineer.

The Commit tee owns Passenger rolling stock, which is main-tained by the London and North Eastern Company. T h e enginepower is supplied by the Parent Companies, t hat f or the localservices being supplied b y t he London and No r t h Eas ternCompany.

The Parent Companies work their own through Goods andPassenger trains over the line.

EAST LONDON RAI LWAY.

This l i n e ex tends f r o m junc t ions w i t h t h e Sout hern(L.B. & S.C. and S.E. & C.) Railway at New Cross to a junct ionwith the L.N.E. (G.E.) at East London Junction, near Shoreditch.There is also a physical connection wit h the L.N.E. (G.E.) Lineat Spitalfields effected by means of a hoist. Th e r e is a junct ionwith the Metropolitan and Metropolitan Dis t ric t Joint Railwayat Whitechapel.

There are s ix stat ions on t he line, which, i n addit ion t oforming a connection between the railways north and south ofthe Thames , serves t h e Dis t ric t s o f Ne w Cross, Dept f ord,Rotherhithe, Wapping, Limehouse, Stepney, Whitechapel, &c .

The railway was originally owned by the East London RailwayCompany, and under the East London Railway Act, 1882, i t wasleased in perpetuity to the following Companies :—

Great Eastern Railway.London, Brighton and South Coast Railway.London, Chatham and Dover Railway.Metropolitan Railway.Metropolitan District Railway.South Eastern Railway.

The Act provided for the constitut ion of a Joint Commit teeof those Companies for the management and control of the line.

Under t he Southern Rai lway Ac t , 1925, t he Eas t LondonRailway Company was dissolved, a n d t he undertak ing wastransferred to and vested in the Southern Railway Company asfrom 1st January 1925. T h e lease of the undertaking remainsin f u l l force, and a l l t he powers of t he J oint Commit tee arecontinued.

The Commit tee is composed o f s ix representatives o f t heSouthern Company and t wo representatives o f each o f t heremaining Lessee Companies, v iz . , Met ropolitan, Met ropolit anDistrict, and London and North Eastern.

This line extends from Hyde Junction and Ashburys Junction,where i t connects wit h the L.N.E. (GC. ) Railway, t o Hayf ield,a t otal distance of nearly 18 miles. Th e r e are also t wo shortbranches forming connections wit h the Cheshire Lines, one f romRomiley Junc t ion t o Bredbury Junct ion, and t he other f romReddish Junct ion to Brinnington Junct ion near Stockport.

Companies applied to Parliamentfor authority to construct a railway from Swinton to Knot t ingley,and concurrent ly wit h this applicat ion the M.S. & L. and O.N.Companies were joint ly seeking powers t o construct the Leeds,Pontefract and Sheff ield Junc t ion Railway . B o t h Bi l ls werereferred as competing Bills to the same Committee of the Houseof Commons and rejected. T h e Midland and N.E. Companies,by offering running powers over the proposed line to the M.S. & L.and G.N. Companies, induced them to withdraw their opposition.The Bi l l was recommitted and passed through Parliament in thesame year. T h e f ine, about 1 6 miles i n length, was t henconstructed, and is under the management of a Joint Committee(Group No. 3).

At the Dundee end the joint line connects wit h t he L.N.E.(N.B.) Railway at Camperdown Junction, and at Dundee Eastthere is a connection with the Dundee Harbour Line, over whichthe L.M.S.
