    Regional Power

    developer and operator of hydroelectric power plants since 1985, over 120 plant years of operating experience

    Developed hydro plants in BC and Ontario

    Regional has 6 hydroelectric development sites “under contract” representing 97 MW in capacity

    Two 11 MW sites on Bear Creek, near Sechelt currently under construction and Long Lake access construction started summer 2010

    Westmin studied Long Lake hydro concept to service a new 2,000 tpd mine in late 1980’s

    Plans for the hydro plant were shelved when BC Hydro extended the 138kV transmission line from Aiyansh to Stewart

    Premier Gold mine operated until mid 1990’s

    Project Background

    Summer 1999: Premier Powerinitiated technical, environmental and socioeconomic investigations

    Late 2002: Premier Power and Regional Power formed Long Lake Joint Venture to advance the development

    Early 2005: Completed regulatory review process for 2.83cms (CEAA / CWL)

    Fall 2008: Project was successfully bid into BC Hydro’s 2008 Clean Power Call process

    Summer 2010: Awarded Energy Purchase Agreement

    Redevelop concept using Westmin 1980’s strategy

    Develop hydro power to optimize utilization of hydrologic resource

    – 31 MW installed capacity

    – 5.0 m3/s design flows

    – utilize storage on Long Lake

    – develop 776 m gross head

    Rockfill dam & intake structure designed for stability under MCE and PMF (highest Canadian Dam Safety Criteria)

    7.25km penstock generally following Big Missouri Haul Road to vicinity of Premier Gold mill site

    Powerhouse with two 16 MW two-jet Pelton-type turbine generator units

    Power transmission via new 10km, 138kV line connecting to BC Hydro

    Short tailrace to return water to Cascade Creek
