Subsequent to the budget vote in April, the board was made aware of additional monies that we did not know that we had. This included a surplus of approximately 1.1 million, We were previously unaware of about $500,000 of the surplus. We were informed of additional state aid in the amount of $145,000. We received a net increase due to breakage from hiring 3 new administrators of $40,000 and $35,000 for teacher replacements. We also had an additional $197,000 excess fund balance which was discovered during the last audit. We also realized $15,000 in breakage from another staff replacement, and will receive an additional $15,000 in breakage from a recent retirement. All in all, we have an approximate additional amount of $947,000 more than we thought we had immediately after the budget vote in April.
$48,000 was used to reinstate 3 positions that we had reduced to part time, back to full time.
$6,000 was reinstated for transportation for field trips. This added up to a total of $54,000 to reinstate positions, and reinstate field trip transportation.
There were a number of other items that added expenses of approximately $300,000. This included $62,000 to hire a new disabilities teacher and $51,000 over what was estimated for benefits.
There were a number of items where we saved approximately $240,000 including some saving in anticipated special education expenses.
The net amount of additional monies that we ended up with more than what we knew at budget time is:
$947,000 (Excess surplus, state funding and breakage) - $54,000 (reinstatements) - $300,000(other misc, costs) + $240,000 (other misc savings) = $833,000 more than we had in April

With over $800,000 in previously unknown funds, we still have a shortage of monies to spend on non budgeted items. The reason for this is that we put money into several reserve funds to avoid having an excess fund balance greater thatn the 2% allowed by the state. An additional $330,000 was put into the tuition reserve fund (above what was discussed in June) to be used in the 2013-14 shool year. $250,000 was added to the capital reserve fund. $75,000 was used to create a maintenace reserve fund. We still have an excess fund balance od $197,000. All of these funds have restrictions as to how we can spend them. The are not available for general expenses. As a result, we have at this time an estimated $13,625 to spend on non budgeted items. This number will fluctuate from month to month, and there is the possiblity that we will have additional money in June of next year from unspent budget line items like we did this past year.

Our bond attorney has indicated that conditions are favorable for refinancing the balance of the bond on the middle school that was not refinanced last year. We will discuss this at the November Board meeting.

Additional architectual time was required due to issues involving the work at the Elementary School building. The request for additional fund will be evaluated in conjunction the evaluation of the additional costs incurred by the district due to performance issues by the contractors.
