A major change of direction in lifestyle and technology is needed – now!

Cutting transport CO2 emissions

! Reduce the need to travel

! Use appropriate modes

! Low carbon transport technology

Reduce the need to travel

! Planning to reduce travel

! Trip substitution– Tele-shopping – Video/audio

conferencing

! Trip optimisation– Scheduling systems– Freight consolidation

! Trip suppression?

Use appropriate modes

! Walking and cycling – for local trips ! Mass public transport for strategic routes

– Urban / suburban– Regional and interregional trips

! Rail and water freight! Road freight – to delivery point! Car – car share, car club, own car

Low carbon technology

! Efficient petrol/diesel! Gas fuels ! Biofuels ! Hybrids/Electric! Hydrogen

! Energy White paper, 2007

! Climate Change Bill! Towards a sustainable

transport system, 2007

Key Government actions

! Renewable Transport Fuels Obligation– European Biofuels directive

! Car CO2 limits– Voluntary to mandatory

! Transport in Emissions Trading Scheme! Low Carbon Transport Innovation ! Smarter choices programme! Consumer campaign

The RTFO

! Obligation of 5% road transport fuel to be biofuels, by volume, by 2010

! Local Transport Plan! Local Development

& Performance Assessment

Cutting transport CO2 emissions

! Reduce the need to travel

! Use appropriate modes

! Low carbon transport technologyNational ?

Local and

Regional?

The regional dimension

! RDA– Regional Economic Strategy– Economic investment

! RA– Regional Spatial Strategy– Regional Funding Allocation

! GOSW– Overview of LTP regional process

Regional Economic Strategy

! SO1 – Successful and competitive businesses

! SO2 – Strong and inclusive communities– 2c – sustainable communities

! SO3 – An effective and confident region– 3a – Improve transport links

The RSS and Climate Change

“transport is one priority area where the RSS can have an effect by addressing the need to travel, particularly by car which is a significant challenge given the geography of the area, its rural nature which increases reliance on the car, and economic and population growth”

Key transport strategies

! Focus development and economic activity in the main cities and towns (SSCTs)

! Work with LA’s to promote a ‘step change’ in public transport provision and management of demand

Transport policies in the RSS

! TR 1 – Demand management and PT in SSCT’s

! TR 2, 3, 4 and 10 – road investment! TR 5, 6 and 11 – inter-regional public

transport investment! TR 7, 8 12 and 13 – ports and freight! TR 9 – airports

What the SSA says

! TR1 – good, but more focus on traffic reduction

! TR2-4,10 – potential to increase road traffic

! TR 5, 6 and 11 – ensure mode integration! TR7,8,12 and 13 – ensure mode

integration! TR 9 – resist airport expansion

Reducing demand – regional action! Should we have a traffic or transport CO2

target? And what should it be?! Co-ordinated action on demand

management e.g. road pricing! ICT infrastructure investment to support

trip substitution! Planning to reduce travel – are rural

issues sufficiently covered?

Appropriate modes – regional action! A mode share target?! New multi-modal study?

– Review road investment– Stronger regional rail/coach strategy– Stronger policies on mode integration

! Freight hubs, consolidation and rail freight! Coastal shipping ! Approach to air travel – should we provide?

Low carbon technology –regional action! Regional targets on technology?

– Use of biofuels– Vehicle efficiency target

! Regional support/investment for sustainable local biofuel production

! Regional advice to businesses (business link) on low carbon technology and fleets

! Regional support for low carbon innovation and investment
