general info & faq’slspr refund policy. In the case of a schedule conflict or inability to attend a program a refund will be issued to the participant based on the following parameters. Prior to the deadline of the program a 100% refund of the fees will be given. After the registration deadline, 90% of the fee paid will be refunded. After the start of the program, 75% of the fees paid will be refunded. Administrative fees withheld from team leagues may vary depending on timeline of withdrawal and schedule release. Amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, all fees will be returned if requested by the patron. If a participant is not satisfied with the services provided by Lee’s Summit Parks and Recreation the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. Contact activity supervisor to proceed with options. In order to receive a full refund the participant will be required to meet with the supervisor of each program. Refund checks or credits to credit cards will be processed within 14 business days. *We are unable to refund Camp Summit and Teen Factor enrollment fees, and activities/tickets that are provided by another organization or business, i.e. Kansas City Royals tickets, theater tickets, etc. 24 hour cancellation policy. A 24 hour notice of cancellation or change in contracted services like massage therapy, personal train-ing and private swim lessons is required. If an appointment is cancelled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be pro-cessed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge. in case of bad weather. letter from the administratorAs we head into the spring and summer season I want to share several things that will be hap-pening that you will not want to miss. Two of my favorite events, Night Flight and Tour de Lakes, occur in June. Both events have a connection to one of LSPR’s best

friends, Tom Logan. As many of you remember, Tom unexpectedly passed away July 1, 2001 while on a bike ride. If you did not have the pleasure of knowing Tom or his family, he had been actively involved in our com-munity and Parks and Recreation for over 20 years. He coached hundreds of youth soccer players over those years and served in many leadership capacities with both our Lee’s Summit Soccer Asso-ciation and several select team organizations. He was a strong supporter of recreational and developmen-tal soccer programs like our indoor program, which he initiated. At one time he was an excellent runner, competing in many regional events. Due to injuries, he refocused his competitive spirit to cycling. He served on our greenway committee and was a great resource on this project. He and his wife Diane both served on

the Visionary Task Force that created the “Legacy for Tomor-row’ plan that led to the development of Legacy Park, numer-

ous neighborhood parks and our greenway system. He was the consummate sportsman, organizing back pack trips, canoe trips and bike trips for family and friends. Most importantly, there was never a more committed family man. He totally involved his family; wife Diane and sons Brett, Jay and Ryan in all these activities.

The cover of this edition of the Illustrated was de-signed by Tom’s son, Brett. He is an accomplished graphic designer and has donated his talents to the Tour de Lakes logo and materials for the past several years. Tom’s wife, Diane, has carried on the tradition of community involvement by spearheading the devel-opment of this event which has grown to over 700 rid-ers and is considered one of the premium recreational rides in the region.

As a close friend I still miss Tom’s competitive spirit, unwavering support and camaraderie. I will always re-member Tom professionally for his commitment to be involved in this community. To be part of making it a better place. We need more Tom Logans.

Coming up on April 2 there will be a No Tax In-crease Bond Issue election to determine if Lee’s Summit should issue bonds using an existing tax to make several Cultural Arts improvements and street improvements. The two issues, for your information are as follows.

Ballot Issue #1, $2.89M focuses on Cultural Arts…Amphitheater at Legacy Park: This includes the improvement of the Legacy Park Amphitheater with a stage and facilities to support performances and at-tendees. This project will support the arts, provide family entertainment and economic activity.Cultural Arts Campus Downtown: The addition of an open air festival plaza behind the former post of-fice at 220 S. Main is proposed for entertainment and many other public gathering activities. In addition the proposal includes utilizing the former post office as an interpretive historical center.

Ballot Issue #2, 4.6M – Orchard Street & Pryor Road Improvements…Pryor Road: This project covers a two mile area between Longview Road and Hook Road. The im-provements on Pryor Ride to provide paved shoul-ders to provide safety for vehicles and individuals walking, jogging or biking to share the road. In ad-dition the paved shoulders will reduce maintenance costs to the City from the current grass shoulders. Orchard Street: This plan calls for reconstruction of sidewalks to provide connectivity to schools, parks, and neighborhoods, enclosed storm water sewers, curbs and gutters.

Also this spring, you will begin to see a new park at the corner of Douglas and Chipman Roads emerge as renovations get underway on Lea McKeighan Park South. This landmark project is scheduled to get a “to-tal face lift” with state of the art amenities for active and passive recreational opportunities for all ages. We have made a great effort to maximize our resources on this project. Grants, parks sales tax, in house (park staff) design and construction as well as general con-tractors, have been used to achieve this objective. It has taken two rounds of bids to get our best value and we all look forward to getting construction underway.

Lastly but not least, I am excited to announce that the department is partnering with Paradise Park for a “Summer of Fun”. This new endeavor combines mu-sic and movies at four locations - Paradise Park, Leg-acy Park Amphitheater, City Hall Plaza and Summit Waves. The schedule will feature family fun entertain-ment with tribute bands, animated and action movies and our annual reggae, rock and blues & jazz concerts. Public Participation: Board meetings are held the 4th Wednesday of the month at 7pm, at 220 SE Green. In the meeting, the public is permitted to speak during “comments from the public” portion of the meeting by follow-ing this procedure: Fill out a public participation form available at the main office. Submit it to the department at least five working days before the applicable Board meeting. The individual will then be placed on the agenda and given five minutes.

Seahorses (Ages 6mo-4yr). Water Orientation. Water orientation and FUN are the keys to success for any child learning to swim. Each child must be accompanied by a participating adult and wear a swimsuit and swim diaper. Safety is the key skill with emphasis on pool rules, toys and FUN! Seaturtles (Ages 4-6). Intro to Skills. For the child who has never taken swim lessons or is afraid of the water. Focus: supported front and back floats, beginning arm movements, face in the water, increasing comfort level in the water. Penguins (Ages 4-7). Fundamental Skills. Designed to suc-cessfully teach the fundamental skills of swimming. Focus: deep water intro, locomotion skills, front and back glides. Seals (Ages 5-9). Stroke Development. Designed to increase swimming comfort. Focus: Coordination during front and back crawl, intro to elementary backstroke, sidestroke. Dolphins (Ages 6-11). Stroke Improvement. Designed to increase endurance and refinement of basic strokes. Focus: swim basic strokes 25 yards or more for endurance and technique, introduction to competitive turns and breaststroke. Rally ClassLearn the basics of the sport. A rally course includes 10 to 20 stations, depending on the level, that you and your dog will negotiate your way through. DOG obedience Happy Tails Dog Park RulesLocated at 1251 SE Ranson Road in Lee’s Summit

1. The off-leash dog area is for dogs and their handlers. No other use is permit-ted (including skateboard, bicycles, scooters and rollerblades).

2. Create a positive experience for you & your dog. Make sure your dog can appropriately socialize with other dogs before using the park.

3. Dogs that exhibit aggressive behavior are not allowed in the park.4. Dogs must be removed immediately from the off-leash dog area at the first

sign of aggression.5. Handlers are responsible for any injuries caused by dog(s) under their

control.6. Park users and dog owners assume all risk related to this use of the dog

park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area.

7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of LS Ordinance # 5.53

8. All users of the park shall obtain and display a CITY OF LS dog license. Dog license and vaccination tag shall be on a collar or harness. City of LS Ordinance # 5.82.

9. No dogs under 4 months of age are allowed.10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the

Park.12. Dogs must be under voice control of their handler and in view of their

handler at all times.13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting

the off-leash dog area.14. No dogs are allowed within the off-leash area while restrained by a leash.15. Spiked collars are not allowed.16. Children under the age of 5 are not allowed in the off-leash area.17. Children between ages 5-8 must be accompanied by an adult.18. Handlers must be a minimum of 16 years old.19. Handlers must have possession of the dog leash at all times.20. Only two dogs are allowed per handler.21. Handlers must “scoop the poop” and dispose of waste in designated park

provided container.22. Handlers must repair holes/damage done by their dog under their control.23. No animals other than dogs shall be permitted in the area.24. Park Hours of Operation 6 AM to Sunset or 9 PM whichever occurs first.
