    Mobile tells system using common channel that it would

    like to make a call. UE to RNC using the Access Stratum. RNC sets up a dedicated channel between UE and

    MSC using the Access Stratum

    UE and MSC get connected directly so they can talk toeach other using the Non Access Stratum.

    Active Set (AS)

    The UE is communication via Radio Links (RL) towards the UTRAN.

    A Radio Link describes all necessary parameter (PhCH, TrCH, LoCH) to make that communication working.

    The UE may have multiple RL at the same time. In UL, the RLs will have the same parameters (like SC, CC),

    where in DL different parameters are applied. The DL-RL may come from the same sector, cell, Node B, RNC

    or from different one in any combination.

    The Active Set contains this RLs which are currently in use.

    One new RL is established between UE-UTRAN and therefore inserted to the active set.

    Link Addition

    One RL is released between UE-UTRAN and therefore removed from the the active set.

    Link Deletion

    One RL out of the active set is deleted and a new RL is added at the same time.

    The same applies for O&M parameter restricting HO execution, like ISHO allowed in one cell, but in another not.

    Without neighbour cell measurements the RNC may decide to send the UE to a new cell one the other frequency

    based on the adjacent cells configured by O&M.

    Applicable when target cell is within the Node B of the source cell (and same antenna configuration is used).

    The internal information of frame offsets between cells is used to calculate the necessary information

    to provide frame and chip offset for the new radio links.

    The intention is to er orm an Inter-S stem Handover to the GSM s stem based on actual used Service

    which is offered at GSM with the same quality as at UMTS (e.g. Speech) or for Services which are not yet

    supported at UMTS (e.g. CS Data Services).
