Lok Satta Party *******TEN IRREVOCABLE GUARANTEES******
BMC 2012 Lok Satta guarantees Mumbaikars a Swachh, Surakshit and Suvidha
Purna Mumbai. Issues related to localities (wards)
Lok Satta Party is committed to improve the quality of services that BMC is required to provide to every
Mumbaikar in the locality. Accordingly, Lok Satta Party is declaring certain irrevocable guarantees which
will be the right of every Mumbaikar and which can be delivered by BMC without any interference or
influence of state or union governments and government agencies.
These 10 Irrevocable Guarantees to every Mumbaikar are: 1. Government at your doorstep: Your right to be heard
Make local government representatives available to address locality level issues. This will be
achieved
by
implementing
the
74
th
Constitutional
amendment
requirements
in
its
true
spirit,
Model Nagar Raj Bill & JNNURM recommendations at the locality/Corporator ward level.
The Model Nagar Raj Bill recommends the formation of polling booth/ locality level elected
representatives (Called Area Sabha Representatives or ASRs) and Ward Area Sabha(s)
comprising directly of all voters of that polling booth under every Corporator ward.
Each ASR will be responsible for around 1,700 people as contrasted to the present condition of
one Corporator for 66,000 citizens. This will increase the accessibility of an elected
representative and increase governance answerability
A group of ASRs will form the Ward Committee with the elected Corporator as the Chairperson.
This committee along with the ward area sabha(s) will be responsible for identifying, prioritizing,
reporting and following up the resolution of issues related to the localities
In case Lok Satta does not win majority in corporation, we will informally implement this model in the wards where our candidate is elected to govern

2. Cleaner localities Quality sanitation; no more heaps of contaminated and foul smelling garbage
Ensure adequate garbage bins, timely deposit of garbage by residents and timely as well
as proper collection of garbage by BMC
Install boards informing about pick up times and contact details of BMC personnel at
major garbage collection points in the locality
3. Better roads and footpaths in the locality Pot hole free roads
Well paved and well marked foot paths
4. Lesser water logging in locality Will resolve chronic cases of water logging
Will ensure that required repair work is completed a few months before the monsoons
5. Reduced corruption at local level Corruption has become a defining feature of both the administrative and the political apparatus in the
City. Distributions
of
liquor
and
vote
buying
have
resulted
in
the
spiraling
of
election
expenditure.
To
recoup the money spent during elections, elected representatives have institutionalized corruption in
BMC contracts, tenders, transfers, postings and land grabbing. Lok Satta government will usher‐in a
corruption‐free governance at the ward level by
Increased public participation in scrutinizing actual work against tender
Push for the implementation and public reporting of independent annual audit reports of all
BMC contracts / renewals in the ward
6. Functional Municipal Schools Will increase community and parents’ participation for better management of schools and
ensure teachers attend school, classes commence on time
Ensure that Independent assessments of students’ level of learning is carried out for every class,
so that more students do not drop out in senior grades
All necessary supplies to be available through community participation

7. Functional Primary Health Centers Put up information board with important contact numbers of personnel in the Primary
Health Center.
Also
inform
citizens
of
the
services
available
Increase community participation for better management of primary health centers and
ensure doctors attend the PHCs regularly
Push for increasing the timing of the PHCs
Ensure supplies are available and procured on time through community participation
8. Citizen grievance redressal regarding BMC services Citizens can report outstanding issues to ASRs regarding BMC
The Corporator along with Area Sabha Representatives will be responsible for liaising
with BMC on open issues
ASR will periodically report chronic issues in ward committee meetings to identify areas
that need to be escalated with a sense of urgency to the BMC. This will be done through
public pressure and participation
9. More greenery and better managed parks Will ensure well maintained and adequate public parks
10. More public toilets: No more public defecation Will ensure sufficient and well maintained public toilets
Lok Satta Party promises that these ten irrevocable guarantees will be delivered to Mumbaikars in the wards in which it is elected to govern.

Issues for Mumbai city at Corporation level 1. Implement Nagar Raj Bill formally if elected in power at the corporation 2. Mandate the 10 irrevocable guarantees across all wards of Mumbai 3. Reallocation of corporator budgets on the basis of Rs. 1,000 per Mumbaikar so that Ward Committees chaired by the Corporator can be held directly accountable for proper utilization of
funds for the development of the ward and Corporator Constituency Development Funds will be
abolished and those funds will be directly allocated to ward committees 4. There will be at least one public garden and/or one public playground with minimum prescribed
standards within a maximum radius of 2 KM.
5. Cleaner sea beaches and air, by ensuring that all waste released in the sea or dumped on land is pre‐treated and disposed as per procedure.
6. Improvements in quality of public road transportation: a. Increase the frequency of buses b. More air‐conditioned buses as an alternative to car owners and to reduce traffic c. Implement BRTS d. Work with concerned agencies to implement necessary reforms related to auto rickshaws and taxis.
e. Push for integrated transport authority for MMR on the lines of some of major cities in the world.
7. Make more land available for housing and business purposes through regularization and redevelopment. This will be done through consultations and participation of stake holders
8. Upgradation of Taraporewala Aquarium, Jijamata Zoo and various heritage structures in order to promote tourism in Mumbai
9. Upgradatation of existing markets to enable easier entry and exit of supply trucks, more space for customers to walk around, reduced congestion for passing traffic
10. Upgrading and improving the quality and number of municipal hospitals 11. Improve the quality and quantity of supply of water:
a. Undertake urgent repair work to reduce transmission losses b. Set transmission loss reduction targets on BMC c. Evaluate rain water harvesting solutions in Mumbai
12. Push
for
integrating
the
long
term
Development
plan
for
Mumbai
city
with
MMR
plan
13. Undertake a comprehensive review of power requirement in Mumbai within one year and also
set transmission loss targets on BEST
14. Make infrastructure available for increasing the number of Aadhar centers so that every Mumbaikar has an Aadhaar ID
15. Set up and ensure maintenance of a public library in all 24 administrative wards

16. Maintenance and upgradation of community halls and spaces maintained by BMC so that Mumbaikars have access to recreation and entertainment facilities
17. Work towards single window clearances for individuals and businesses on permissions from all
BMC departments
18. Identification of dedicated areas within the city for celebration of festivals and mega events. This will have following advantages:
a. Over all city life will not be disrupted b. Reduced pressure on police as it will not need to spread through out the city, there by saving tax payer money
c. More focus and encouragement to cultural arts and performances d. Use this as an opportunity to build a stronger sense of unity and harmony e. Learn from lessons of successful cities like Singapore, London etc while developing this

19. Reforming the Functioning of House
People are constantly and carefully monitoring the functioning of our BMC House through
media. They notice that political parties in the house are increasingly getting mired in the
current corrupt, and power hungry political culture. As a consequence, the people’s basic needs
are taking a back seat, and the people’s mandate is losing its meaning. These developments
indicate that our democracy is facing a serious threat.
Therefore, there is an urgent need to reform the functioning of our BMC House. This should
become the
platform
for
a democratic
debate
and
an
instrument
to
effectively
monitor
the
functioning of the BMC.
House and Committees: Lok Satta Government will guarantee the following house working reforms:
No significant proposals/policies are introduced and passed in the same sitting of house and
there is a clear gap of atleast two months in which public consultation and debate is encouraged
A clear
code
‐of
‐conduct
for
all
Corporator
and
stringent
action
against
those
violating
it
A Corporator will lose membership and will be expelled from the house, if he/she conducts in a
manner that results in gross violation of basic democratic norms and/or misuse of office
Clear guidelines will be developed to ensure strict time limits for house sessions and speeches of
Corporators
Corporators and ASRs will be provided necessary training and staff to assist them in carrying out
their duties efficiently through Ward Committees and Ward Area Sabha (s).

20. Transparency and Accountability Lok Satta government will guarantee the following:
Implementation Right
to
Information
Act
fully
and
stringently.
Citizen charters for all BMC offices and services with a mandatory compensation ranging from
Rs. 10 to Rs.100 to be paid to citizens on a daily basis for delay in selective services.
Citizen Call Centers for reporting grievances regarding BMC services A call center will be made
operational for each ward for recording, tracking and resolution of grievances with respect to
citizen services including ration cards, PDS, garbage, cleaning, road conditions, municipal
schools, primary health centers and such other day to day citizen services. A report on
resolution of the grievances recorded through the call center will be publicly made available by
the Ward committee on a weekly and monthly basis.
Rigorous controls to ensure that all complaints related to BMC are addressed as per Citizen’s
Charter
Install and maintain sufficient public information boards prominently in every Corporator ward
so that citizens are aware about BMC services and they are able to raise complaints in case of
non‐delivery of those services. The names and contract values of the contractors responsible for
maintenance of roads in the wards will be publicly displayed at prominent places including road
junctions and public gardens and parks.
Implement and publically report independent annual audits of all BMC contracts awarded /
renewed in the year
Appoint Project Management Contractors (PMCs) for BMC contracts / renewals. This is a
worldwide practice to ensure quality and integrity of work. Key points:
o PMCs will be appointed for all projects which cost more than 0.5% of BMCs annual
budget
o PMCs will be responsible to ensure timely completion and management of quality o Their performance will be monitored by independent audits o Failure to minimize the variations in project completion and quality will disqualify them
from working with BMC for 5 years
o These PMCs will extend across contracts for services like garbage collection and waste management, roads, water and public services like schools and hospitals
Rigorous enforcement of blacklisting of all erring contractors
Ward Specific Issues Respective LSP candidates will issue their specific ward issues in due course
