LTMP 2040 – PLANNING AHEAD, WITH SINGAPOREANS

The Land Transport Master Plan captures the aspirations and needs of Singaporeans

for the long term, and presents a road map for the development of our land transport

system. We have refreshed and reviewed our plans as priorities evolve over time.

CRAFTING LTMP 2040: SCOPE➢Larger focus on inclusiveness and

quality of living with this LTMP

Most extensive public consultation so far:

• Various channels: Online surveys and

feedback forms, face-to-face

surveys, focus group discussions etc.

• 7,405 responses received over 6

months from commuters, transport

workers, academia, industry partners,

unions, students and interest groups

Appointment of an LTMP advisory panel

to submit recommendations to the

Government, considering public

KEY THRUSTS FOR LTMP 2040

nearest neighbourhood centre on

Walk-Cycle-Ride are completed in

less than 20 minutes

…AND A 45-MINUTE CITY

9

2040 Target

45-Minute City: 9 in 10 peak-period

journeys on Walk-Cycle-Ride are

completed in less than 45 minutes

RELIABLE RAIL SYSTEM AS THE PUBLIC TRANSPORT BACKBONE

• Massive rail systems renewal and upgrading in brownfield

sites:

• Replacement of sleepers

• Third rail replacement

• Resignalling, renewal of power supply and track circuit

• New trains with sensors

• Improvement in rail reliability

• Mean Kilometres Between Failure (MKBF) of 690,000

train-km in 2018 (>3 times in 2017)

• On track to 2020 rail reliability target of 1 million MKBF

• Highly reliable rail system will continue to be PT backbone

in future11

OUR TRANSPORT SYSTEM ALSO HAS TO BE INCLUSIVE

• Nurture a gracious commuting

culture for commuters to take

care of each other

• Provide infrastructure for better

accessibility and barrier-free

travel to meet commuters’

needs

12

AND ENABLE HEALTHIER, CLEANER AND SAFER STREETS

Enable healthy lives and safer

journeys through:

• Dedicating more spaces for

public transport, active mobility

and community uses

• Having cleaner energy fleets for

a healthier environment

• Reducing land transport-related

fatalities towards a safer “Vision

Zero” environment

13

➢ Planning for sustainable mobility is an iterative process • Early plans focused largely on network planning and

upgrading infrastructure

• Over time, the “people element” has become more prominent: While provision of infrastructure remains the foundation of all our plans, there is now greater public interest and involvement in co-creating and customising solutions

• Public discourse is also shifting towards cultural change, individual and shared responsibility, which would need to be cultivated in our long term plans 14

15

Our vision is to have

healthy and safe 20-minute

towns and a 45-minute city

for all by 2040
