Friday 21 June Let’s untangle the strands of the crisis In a social context marked by increases in inequalities and insecurity, and the subsequent feeling of powerlessness, how should social centres and their partners react ? Using concrete experiences, let’s discover how solutions in local situations are possible.

From 11:00 am : Welcome to the Creation of Possibilities ! Reception at the Congress Centre of Lyon in a festive atmosphere. Distribution of information kit for the participants, plus possibility of visiting the site. Friday 21 June Let’s untangle the strands of the crisis

The thematic forums (2:00 – 3:30 pm) – one forum selected from a choice of seven propositions Forum 1 : Discrimination – Fight against discrimination related to origins : mission impossible ? For a long timed denied, tolerated, admitted, the question of discrimination is, more than ever, a major topical issue; this issue also naturally interpellates the notion of equality. Using eye-witness accounts of local initiatives and the contribution from the national project of the FCSF on discrimination, the forum will identify the different areas of activity where action is needed. With a contribution from Olivier NOEL, sociologist and researcher at the ISCRA, advisor to the national project Discrimination. Forum 2 : Parents on the educational platform Looking beyond the present-day educational reform, and the local implications, we question the place of families in local educative projects: simple beneficiaries, or actors? From analysis of the on-going reform, using illustrations of local actions, this forum will offer the opportunity to question the chances for opening up a bigger place for families in local educational politics. With a contribution from Laurent OTT, philosopher, and representatives from the research-programme “by involving their parents, all children can succeed”. Forum 3 : Health – health lacking in solidarity Diminishing reimbursement for health cost, the need for mutual benefit insurance, the increase in inequalities in access to rights and territorial inequalities. Our health system, heritage from the post-war years, has been questioned now for several decades. In this context what is the position of the action of social centres in health matters, between information, prevention and treatment ? Starting with inhabitants’ resources, how to develop alternatives to inequalities. Acting with whom ? With a contribution from Jean-Pierre DESCHAMPS, professor of public health, and director of the Institute of Public Health of Nancy, and representatives from the Renaudot Institute. Forum 4 : Insecurity – “Fed up with charity, I want a real job !” Insecurity related to employment is at the same time linked to mechanisms beyond our control, on a national and on an international scale, and of a dimension that does not allow us to act locally. Escaping from a mood of fatality, identifying the political and structural causes of situations of insecurity, in order to react locally and nationally, such is the challenge launched by this forum. With a contribution from Danièle DEMOUSTIER, socio-economist, and senior lecturer at the IEP Grenoble

Forum 5 : Housing – To be homeless or to live decently ? Housing is a central preoccupation of inhabitants, whether it concerns poor housing, evictions or simply the forever increasing rents. All of which invoke the “housing” project. What is the role of a social centre? By means of this forum we can address the questions of what ground to occupy, which actors to work with and which challenges in the future for “housing”. With a contribution (provisional) from Nicolas d’ANDREA, geographer and lecturer at the University of Bordeaux (33), and representatives from the Social Union for housing.

Forum 6 : Democracy – “For politicians who cannot hear, let’s reinvent the megaphone! For speechless citizens, let’s reinvent sign-language” At the heart of the democratic idea, the question of dialogue between elected representatives and citizens has been marked these last few years by a progressive distancing : mistrust, distrust, misunderstanding etc. How do we open up areas of dialogue in order to construct local politics together ? Based on what is at stake in participation and new forms of engagement, the question concerns the mission of social centres in the context of the dialogue between citizens and elected representatives. With a contribution from Michel KOEBEL, sociologist and senior lecturer at the university of Strasbourg (67), and René BALME, maire of Grigny (69) Forum 7 : Isolation – “She has so much to say… but no-one to say it to” Faced with increasing isolation and an evolution of our society towards the erosion of traditional links, how can we react? Up to what point can we intervene ? Having deciphered the realities of isolation today, between the mechanisms which produce them and the choice of persons, the forum will present the opportunity of identifying those areas of solidarity to be invented or re-energised, and of questioning the social centre about its capacity of going, with other actors, towards those most isolated. With a contribution from Alain MERGIER, sociologist and director of the Institute WEI.

Workshops A (4:00 – 5:15 pm) – one workshop selected from proposals Workshop A1 (Discrimination): Too young, too Arab, too woman : what similarities in these struggles ? A debate on the importance of not creating rivalry between the criteria of discrimination, but bringing about the convergence of all the struggles towards the same equality. With the participation of Christine DELPHY, researcher et the CNRS. Conference Workshop A2 (Education): Act with other educational actors Working from exchanges of experiences, this workshop will allow us to question the alliances and partnerships with other local educational actors working close to families (workers in institutions, education and prevention) in order to progress on local alliances. Exchange of experiences Workshop A3 (Health): Promotion, prevention of treatment: health in social centres Debate on the subject on the positions taken up by social centres in regard to health, taking into account the resources of the persons, the approach of well-being, promotion and prevention. With the Renaudot Institute Debate Workshop A4 (Health): Accompanying access to rights in matters of health No recourse to CMU (Universal Health Insurance) or its refusal by certain practitioners, the always-rising health cost, delisting of certain drugs. There exist rights in matters of health. How to get to know them better? How to accompany the procedure in order to obtain them ? With Caroline Despres (doctor in public health) Exchange of experiences Workshop A5 (Insecurity): What strategy to adopt in order to influence public policy ? A round-table debate with actors from the National Council for the policy of Struggle against poverty and social Exclusion (CNLE) and political representatives, on the institutions taking into account the declarations of those directly concerned by insecurity, and the shared expectations of the CNLE and the network of social centres. Round table Workshop A6 (Housing): Housing projects showing proof of solidarity Other forms of solidarity-housing, cooperatives, are being developed on the ground, collectively in certain cases, in a response to a need to live differently. The social centres could help in supporting these initiatives. Presentation of on-going experiences. With the builders’ Company (les Compagnons bâtisseurs) Exchange of experiences

Workshop A7 (Housing) : Think along with its inhabitants about tomorrow’s town This workshop will present the opportunity, proceeding with the mobilisation of inhabitants, of establishing the definition and the development of the territory, whether that consist of urban projects, urban renovation or the creation of new districts. The inhabitants carry the dreams, desires and needs for tomorrow’s towns. How can the social centres lend their support to these undertakings ? Exchange of experiences

Workshop A8 – 4 pm – 6:30 pm : Stroll through the city in the district of la Duchère (30 places available) With participations from local inhabitants and a town planer, set off to discover a district where inhabitant collectives, accompanied by social centres are actors in urban renovation. Those participating in this walkabout will receive organizational details (rendezvous, itinerary…) during the month of June Experimentation Workshop A9 (Democracy): What is involved in a qualitative change in democracy ? A conference on the analysis of the state of our democracy, paths to invent tomorrow, taking into account the local dimension, and the role of social centres within these perspectives. With a contribution from Patrick VIVERET, philosopher. Michelle M. Mills, Columbus, Ohio - US Round table Workshop A10 (Isolation): Break down isolation using our daily practises This workshop, working from accounts of first-hand experiences, will allow to identify in what manner the activities regularly organised by the social centres (cooking workshops, computer-based activities, walks etc) help to break down the walls of solitude. Workshop A11 (Isolation): Going towards isolated persons: possible roles for social centres Concerned about the solitude of those cut off results, at some point, in the need to escape from one’s own four walls and encounter these people, there where they live. Workshops B (5:30 – 6:45 pm) – one workshop chosen from 10 proposals Workshop B1 (Discrimination) : Discrimination beyond frontiers This workshop will be an opportunity to work and exchange on the dynamics of alliance over a territory, aiming at the prevention of and the struggle against discrimination. By means of three witnesses: local, with the collective Cilda, “Lutte contre les Discrim’actions” (“Fight against Discrim’actions”) from Blanc-Mesnil, regional with l’Acsé d’Aquitaine, and international with a member of the International federation of Settlements (IFS), Giczey Péter elnök ÉLETFA Segítő Szolgálat Egyesület Debrecen- Hongrie Exchange of experiences Workshop B2 (Discrimination) : An example of mobilisation against discrimination: the youth collective of Lormont Starting with the viewing of a film, this workshop will present the various stages in the organisation, by a youth collective from Lormont accompanied by a social centre, of a forum on the struggle against discrimination. This forum made possible an exchange of views between local institutional actors, actors in schools and students of this thematic. Round table Workshop B3 (Education) : Parents take action for their children’s success Debate taking off from experiences, notably the research-action “By involving their parents, all children can succeed”, aiming to involve parents in local educational policy-making. How a social centre may help in this direction. Debate Workshop B4 (Education) : the place of young people in local educational policies Local projects show that it is possible to associate young people in the construction of those local policies that concern them, whether they be concerned with leisure, mobility or insertion in professional life. Presentation and discussion around these subjects. Debate

Workshop B5 (Health) : How to act in the face of territorial inequalities in health structures Faced with the problem of the “medical deserts”, and the subsequent problems for the inhabitants, social centres react in developing projects which bring together professionals in the health services with their patients. Presentation of initiatives from social centres, anxious about territorial inequalities in health structures. Exchange of experiences

Workshop B6 (Insecurity) : An example of an exchange between beneficiaries and social workers : the permanent forum for integration (Nord) A return to the project initiated by the Federation of Social Centres of the Nord, when the RSA (Active Solidarity Income) was instigated in 2009. The permanent forums for integration are places for exchanges and encounters between beneficiaries of the RSA, local associations and public bodies. This initiative aims to encourage an articulation citizen of those concerned, and open up a dialogue with the appropriate institutions in order to advance policies. Exchange of experiences

Workshop B7 (Insecurity) : A theatre-forum : changing how insecurity is perceived Racial and geographical discrimination in part-time employment, illegal workers exploited … situations highlighting insecurity and discrimination at the work-place. A debate launched on the occasion of a theatre-forum, “We will never give up hope” interpreted by the group Naje. Theatre-forum Workshop B8 (Housing) : Daily action on the housing front Interrogative looks between the social centres, the renters’ associations and the providers of social housing on the subjects of avoiding evictions, of considering the more fragile and encouraging self-help in improving the housing environment.

Saturday 22 June Let us conceive the framework for tomorrow’s partnerships

After a first day spent exploring possible actions for the social centres in the face of the social questions posed on the territory, let us enquire, more globally, into our objectives, our methods and our alliances, in order to imagine, together, the social centre of tomorrow. 9.00 am : Plenary 1 – Strengthening the inhabitants’ power to act Following the welcoming speeches from representatives of the Federation of social centres of the Rhône and from the Town of Lyon, the members of Board of Governors of the FCSF will outline today’s work-programme: in the face of the societal challenges with which we are confronted, how can social centres evolve in order to answer them best. In what manner is the strengthening of the inhabitant’s power to act an answer to this challenge? From 11.30 am : Free stroll through the “Making of Possibilities” Sprinkled with cultural and musical interludes, this stroll allows the time to visit the various exhibitions presented on site, as well as the Shop, the debating and exchange zones, and the display of our network’s productions. Saturday 22 June Let us conceive the framework of tomorrow’s partnerships

The power to act designates the inhabitants’ capacity to be actors in the transformation of their lives and their environment. Thus it concerns their capacity, both to understand their situations and identify their difficulties and resources, and to organize themselves, in order to provide responses, but also to make themselves heard and weigh upon the decisions that affect them. In order to explore the different aspects of this approach, the participants of the congress are invited to discuss 5 themes : Strengthening the inhabitants’ power to act What society for tomorrow? (Theme 1) We are confronted by hitherto unknown challenges: environmental, democratic, economic and societal. This context is, none the less, a tremendous opportunity to mobilise us into inventing new methods of living and provoking transformations. To strengthen the inhabitants’ power to act, is to stimulate the innovative capacities of the civil society. How do we fight against the feeling of powerlessness, how do we take charge of the on-going evolution, in order to construct a “participative society” ? What impact on our projects and on our territories? (Theme 2) Strengthening the inhabitants’ power to act, means constructing with them, and concerting with their assets, actions concerning subjects which are near to their hearts. Therefore, as far as the social centres are concerned, it is a question of developing a service of a” crossroad of citizen initiatives”. What is the role of a social centre in citizen expression and the construction of collective action ? What is the impact of the reinforcement of the power to act on the person and his environment ? What new alliances can be forged with civil society ? Reinforcing the inhabitants’ power to act is a project whose scope goes beyond that of a social centre; it concerns the territory in its entirety, whose transformation concerns all of its inhabitants. This is why this way ahead is conceived in a framework of alliances with other actors in the civil society who share this vision of a “participative society”. How do we construct alliances with other structures and movements in the civil society ? What are the strong points, and difficulties, for the social centres ? What evolution in our relations with public partners ? For a long time social centres have established partnerships with public institutions. To place social centres as “crossroads of citizen initiatives” brings into question the space afforded to rising dynamics coming from the inhabitants in these partnerships, to the detriment of that occupied by “descending” public policy-making (of which the social centres are also actors). How do we highlight the role played by the inhabitants in the shaping of their territory ? How do we construct the new political bridges which acknowledge the social centre’s role of interpellator? How do we remove obstacles, overcome fears, manage the tensions ?

What evolution in our practices ? (Theme 5) The strengthening of the inhabitants’ power to act is based upon particular methods: the strategy employed for approaching other persons, their participation in the definition of problems as well as the identification of responses, the identification of their existing and potential resources, training of personnel, mobilization links, etc … How, in reality, do we become actors in the reinforcement of the inhabitants’ power to act, how do we encourage participation, organise and mobilize ?

Workshops C (3:00 – 4:30 pm) – one workshop chosen from 10 proposals

Workshop C1 (Theme 1) : Beyond participation: towards a democratic renewal ? What can we say about the real effects of a “participative” project? What does the notion of “power to act” add to that of “participation” ? Why is it urgent to reinforce the citizen's capacity for mobilisation and negotiation, in order that he has more control over society's evolution ? Conference Workshop C2 (Theme 2) : Doing otherwise: the links between individual transformation and the transformation of society The actions undertaken by our collectives or associations are directly linked to the quality of the interpersonal relationships that exist between every one in these groups. In what way does developing the power to act lead us to examine the quality of relationships within our workgroup ? How do we bring it about that each participant feels acknowledged by his group, can play down power games, can integrate new people, can be in a state of invention rather than repetition ? Debate Workshop C3 (Theme 2) : Towards “participating” territories ? Faced with problems identified within its territory, a social centre has a role to play in encouraging the expression and mobilization of the inhabitants. Through different concrete examples we see how this mobilization can bring about changes in the conditions of life. Exchange of experiences Workshop C4 (Theme 2) : Other ways of constructing our projects A social centre is defined as being a “centre for initiatives, supported by the inhabitants, carried out by professionals”. How can the volunteers and the salaried staff of social centres further promote the expression, the mobilization and, subsequently, the collective action of the inhabitants ? What changes in outlook and posture are required to renew our relationships with our inhabitants ? Exchange of experiences

Workshop C6 (Theme 4) : The inhabitants' power to act: a source of concern for the public bodies (authorities) ? The power to act sometimes results in the inhabitants calling upon the public bodies. In such cases the social centre may be called upon to assist the inhabitants' negotiations, that they be heard. How can this helping role be acknowledged, and conflict avoided? How to draw the fruits from this tension between the social centre and its partners in the interests of the territory ? Exchange of experiences

Workshop C7 (theme 5) : Reinforce the inhabitants' power to act: the different theoretical approaches The reinforcement of the power to act has been theorized about for more than a half-century, through different models: the development of the power to act individually and collectively, community development and organisation, awareness etc. Discovery of these different approaches with contributions from researchers and allied networks. Workshop C8 (theme 5) : Encourage the participation of the inhabitants In this workshop, through experiences of the network and elsewhere (in France, and elsewhere in the world), we will be concerned with identifying the conditions which favour the mobilization of the inhabitants: going towards them, building on what counts for them, listening to their preoccupations, constructing relations of confidence ... What does the notion of “power to act” entail in connection with that of “participation”? Why is it urgent to strengthen the citizens’ capacities for mobilization and negotiation, in order that they have more say in the evolution of society With Miguel Benasayag (philosopher) et Adrien Roux (community organiser)) Conference Workshop D2 (Theme 2) : From a “user” inhabitant to an engaged citizen To develop one’s capacity to control one’s life and one’s environment requires an individual emancipation; that is to say, the capacity to be free of the constraints that weigh on oneself, one’s life, one’s near-ones. How can social centres assist this emancipation, notably for those persons affected by multiple difficulties ? Conference

Workshop D3 (Theme 2) : Must our federation become a citizen movement ? In the perspective of social centres reinforcing the power to act, how do we get results at a federal level starting from local citizen initiatives ? Construction of collective positions, common proposals, negotiating power with public bodies etc. Debate Workshop D4 (Theme 3) : What strategic alliances for civil society? From a local to a national level, how to construct alliances so as to make civil society stronger? The territorial reforms, in particular the creation of intercommunalities (the amalgamation of existing communalities), will displace the traditional locations of centres of decision-making. Workshop D7 (Theme 4) : Construct a balanced partnership with the public powers The relations that social service hold with public powers often resemble that of a provider of services rather than an equitable partnership. Using concrete examples let’s see how it is possible to construct a real social/political harmony in the interests of the territory. Round table

Sunday 23 June Let’s get down to work on a new social fabric

What engagements can we make, collectively, for the ten years to come ? Thanks to the reflexions generated during the congress, we can be clearer about the kind of society that we want to help emerge for tomorrow. 9:30 am : Plenary 2 – What social centre for tomorrow ? Having gone back over the past two days, the participants will draw up an assessment of this congress, to which the national partners of the network will respond. The Board of Directors of the FCSF will then present the main points that will determine the work of the federal network in the years to come. 0:30 pm : Closing of the congress Packed lunches for the grand picnic at the Parc de la Tête-d’Or

The Shop The Congress, you are part of its creation! For this reason, the social centres are invited to manifest their participation in the setting of a large area dedicated to meetings, debates and presentation of projects : The Shop. The Shop will be composed of the following elements : - “islands” – small rostrums - allowing the presentation of the social centres’ projects and

realisations, - “agoras” – gathering points - allowing the organisation of debates on targeted subjects,

either chosen in advance or at the last moment, - a cinema showing award-winning radio/video works and other audiovisual productions from

the network, - a bookshop/library providing access to works of reference and documents produced by the

network, - an internet workshop, place of discussion and discovery, using all the new technologies.
