b. Recognition of Rotary District 5330 and Rotary Club of Tijuana: Linda Fujiu, Coordinator of Student Assistance Programs & Student Safety, introduced Raj Gandhi of Rotary District 5330. Mrs. Fujiu recognized Rotary District 5330 and the Rotary Club of Tijuana for awarding a grant in the amount of $3,396.00 to assist in funding the 2003-2004 Youth Leadership Conference for middle school students. Max Sisk, spoke on behalf of middle school students and thanked Rotary District 5330 and the Rotary Club of Tijuana for their generosity and support. Hearing Session: President Pérez extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individuals came forward:

Jerry Leslie, Vice President of AEA, stated that although he is enjoying summer break, he is looking forward to the start of school in September. Mr. Leslie handed-out and discussed a chart reflecting Academic Performance Index (API) percentages for elementary, middle and high schools. Mr. Leslie announced that his son received an “A” on his report about the Board of Education Meeting he attended recently and that he was impressed with Parliamentary procedure in action. Action Taken in Closed Session: Zack Earp, Board Clerk, announced that in Closed Session the Board of Education took action to appoint Dr. Wendel Tucker as Assistant Superintendent of Operations, effective July 1, 2004, with terms and conditions to be determined. The vote was: Ayes – 5 Noe – 0 Instructional Highlights Future Farmer’s of America (FFA) – La Sierra High School: Ken Godfrey, advisor provided an overview of the past year’s accomplishments. Mr. Godfrey recognized and then invited the following students to speak about their FFA program for 2003-2004:

Tiffany Mangiacavalli, President of FFA Tiffany Madril, Vice President of FFA Danielle Hastings Kevin O'Connor

President Pérez thanked Mr. Godfrey for his years of dedication to the students of Alvord. President Pérez and the Board wished Mr. Godfrey well in his retirement and stated that he will be missed.

FOR ITEM 10, THE BOARD OF EDUCATION OF THE ALVORD UNIFIED SCHOOL DISTRICT ACTED AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2002-1 OF THE ALVORD UNIFIED SCHOOL DISTRICT. 10. Adopt Resolution No. 53 – Special Tax Rates – Community Facilities District (CFD) 2002-1: The Board approved adoption of Resolution No. 53 – Special Tax Rates – Community Facilities District (CFD) 2002-1 upon a motion made by Mike McKelroy and seconded by Zack Earp. The vote was: Ayes – 4 Noe – 1 (Pérez) 11. Approve Agreement for Consultant Services – Educational Based Services, Inc.: The Board unanimously approved the agreement for consultant services with Educational Based Services, Inc. upon a motion made by Zack Earp and seconded by Mike McKelroy. Discussion/Information Item: 12. Learning Center Project Committee Report: Zack Earp, Board Clerk, reported on the Learning Center Project Committee Meeting of June 23, 2004. The committee will review the minutes of past meetings related to the JPA as well as the plans for the Learning Center to insure that they are up-to-date with technology, etc. The next meeting is tentatively scheduled for Wednesday, September 1, 2004, at Riverside Community College Alumni Center. Board/Superintendent Comments: Greg Kraft – Mr. Kraft requested a timeframe related to the establishment of requirements for middle school. Mr. Kraft also requested mitigation information on the apartments within the Riverwalk development currently under construction. Ben Johnson – Mr. Johnson enjoyed all of the graduations and promotions. Mr. Johnson explained that he was late due to a meeting of the Charter Review Committee, which needs two Norte Vista High School student members. Mr. Johnson stated that he would like to see how Board members use of technology can be enhanced. Zack Earp – Mr. Earp also enjoyed attending all of the graduations and promotions. Mr. Earp stated that the middle schools will soon outgrow the gymnasium for their promotions. Mr. Earp updated the Board and audience on the success of the 6th Annual Golf Tournament held on Monday, June 21, 2004, at the Canyon Crest Country Club. Mr. Earp recognized Singh Chevrolet for their continued support of the Golf Tournament. Mike McKelroy – Mr. McKelroy commented on the success of the graduations and promotions. Mr. McKelroy stated that a parent approached him at one of the promotions to express thanks for their child being able to participate in the promotion activities. The parent stated that if the Board had not voted to change
