The staff used to collect demand drafts from tax payers and issue dummy receipts instead of computer generated ones. The demand drafts were later encashed to give credit to other taxpayers from whom they would have collected cash, according to an official. According to audit unit officials, at least one-fourth of all tax bills were handled this way between 2008 and 2011. During this period, the officials collected tax from 25,000 vehicle users. These included permit tax for goods vehicles, maxi cabs and education institution vehicles. and 65 was in Villivakkam con- stituency. Worker hurt in buildingcollapseBy Our Staff Reporter

China Maruthu (19) of Cuddalore , aconstruction worker, was injured when a portionof an old building in Ashok Nagar collapsed onMay 24.

Police said some workers were demolishingthe building on 9th Avenue when a portion of itsuddenly collapsed.

While others managed to escape, ChinaMaruthu was trapped in the rubble. Fire servicepersonnel and others managed to pull him outafter a couple of hours.

The victim, who suffered serious injuries inhis legs, was admitted in Government Roy-apettah Hospital.

of helmets compulsory for 2-wheeler riders from May 28,they were not strict on the firstday and let off offenders with awarning.

When those not wearing hel-mets were stopped by the po-lice they feared the worst. Butfears turned to relief when theywere given pamphlets and al-lowed to go.

But the warning that therule would be enforced strictlyhad some effect as many rid-ers were seen sporting helmetson May 28.

According to a press release,the city traffic police will fineriders who fail to wear helmetsin compliance with Section 129of the Motor Vehicles Act 1988.

Though the Tamilnadu Gov-ernment had in 2007 issued anorder to make the helmet rulecompulsory, enforcement wasslack as police and transportofficials reportedly receivedoral instructions from the gov-ernment not to be strict.

The 2007 order was chal-lenged in the Madras HighCourt on the plea that helmets

disturbed the hair and causedheadache and sinus problemsbut the court upheld the Gov-ernment order.

The police have also made it

mandatory to have propernumber plates on vehicles andsaid that the officials will takeaction against those who dis-play fancy number plates.
