nounced that it is compulsoryto wear seat belts while driving

a car or a van.First time offence will war-

rant a fine of Rs. 100 and Rs.300 for subsequent offences.

According to an official, theseat belt rule has been in effectin all the other metro cities andthe city police have decided toimplement it with immediateeffect in Chennai also.

He said that like a helmet for2-wheel drivers, seat belt incars can save the drivers life orhis getting any grievous inju-ries during accidents.

He advised that it is betterthat all the passengers wearseat belts for their safety.

Traffic personnel also distrib-uted pamphlets to createawareness about the new ruleto car drivers at busy junc-tions in the city including T.Nagar, West Mambalam,Ashok Nagar, K. K. Nagar onNov. 26.

Sir, At the T. Nagar Residents’ Welfare Association’s meet-ing held on Nov. 10, a resident from Rameswaram Road, cameup with a host of civic issues plaguing residents on his street.

While he was assured of help and assistance, the residentwas asked to mobilize the residents of Rameswaram Road andpresent to the Association a detailed plan of action. Even afterthe passage of two weeks, nothing has been heard from theresident.

An association is formed by a group of residents working fortheir welfare. It can function beneficially only if there is activeparticipation by its residents. It is all the more so for thoseAssociations whose residents encounter problems. It is defi-nitely a Herculean task to bring in residents to a commonplatform and make them understand the advantages accruingto them by such a venture, but the effects of such tenuousefforts will be equally rewarding in the long run. Newly paved road damaged due to lack of barricadingSir, Raman Street (New Ward 136), T. Nagar, which con-

fic diversion due to the ongoingrepair work on KodambakkamBridge, there were heavy traf-fic jams on a number of roadsin T. Nagar, Mambalam andKodambakkam.

Traffic policemen were sta-tioned at important junctionsto regulate the traffic.

Traffic official made furthertraffic diversions on the inte-rior roads to ease traffic.

Kodambakkam Bridge willremain closed to traffic on Sat-urdays and Sundays. On week-days, only MTC buses and lightvehicles will be allowed to plyon the bridge.

He said that the classes willbe conducted by experiencedfaculty and certificate given tothe students on successfulcompletion of the course.

As Joint Secretary in PrimeMinister’s Secretariat underIndira Gandhi, Ramachandraninitiated and played a crucialrole in the nationalisation ofbanks in 1969.

He was Member Secretaryof the 6th Finance Commission.

Ramachandran was Finan-ce Secretary in the CentralGovernment during the tumul-tuous transition of power fromCongress to Janatha Party in1977, and was one of the veryfew officers who enjoyed theconfidence of both regimes

He was held in equally highesteem by K. Kamaraj, M. Bha-kthavatsalam and C. N. Anna-durai.

He had been Collector ofCoimbatore and Director ofHandlooms in the TamilnaduGovernment.

Earlier, he was PrivateSecretary to Chief MinisterRajaji.

A student of Loyola College,Ramachandran secured theUniversity first rank both inBA and MA, and was again theall-India top ranker in the IAScompetitive examination in1949.

Ramachandran is survivedby his sons Ganapathy andArun and daughter Geetha andgrandchildren.
