Objectives and Funding

Funding for this scheme is being provided as follows:

• £12.9 million from Highways England (Growth and Housing Fund £9.9m and Congestion Relief Fund £3m)

• £6.7 million from Hampshire County Council.

Hampshire County Council is working with Highways England to develop proposals for the £19.6 million major highway improvement scheme

between M27 Junction 9 and Parkway South Roundabout in Whiteley. The scheme proposes to improve the flow of traffic by widening the

roundabouts, adding additional lanes to the motorway slip roads and installing traffic lights at Parkway South Roundabout.

The scheme objectives are to:

Reduce traffic congestion

Improve access for residents and businesses

Support future development

The scheme supports the dual strategy for improving access to Whiteley and traffic flow on the M27, and is critical for ensuring the success of

wider associated investments including the £14 million being invested by the Solent Local Enterprise Partnership to widen the northern section

of Whiteley Way and the £150 million being invested by Highways England in the M27 Smart Motorway Project. The work to M27 Junction 9

and Parkway South Roundabout also supports the associated regional strategy for ‘Improving Access to Fareham and Gosport’ which aims to

improve access and journey time reliability for travel to and from Hampshire’s southern peninsula.

All these schemes compliment each other and will help transform the way traffic flows in this area.

Overview and Programme

Delivery programme

The detail of the programme is currently being developed with principal works planned for delivery between 2018 and 2021.

Enabling works including vegetation clearance are planned to commence in late Autumn 2017.

Every effort will be made to minimise the impact of the works on the travelling public and where possible, to restrict the most disruptive

works to off-peak periods. Night time working will also be undertaken when necessary.

Scheme overview

The scheme will provide:

additional traffic lanes on both M27 Junction 9 motorway exit slip roads; on the westbound on-slip road and on the Whiteley Way

approach.

additional lanes on the northern and southern sections of the roundabout at M27 Junction 9

a new larger fully signal-controlled Parkway South Roundabout including additional lanes on the approaches, around the

roundabout, and on the Parkway exit road.

Potential Pedestrian and Cycle Schemes

Ecology and Environment

Ecology

Ecological surveys have been undertaken to establish what wildlife is living in

the verges and surrounding habitat. These have included surveys for bats,

newts, reptiles and dormice.

Dormice have been found living close to the highway and mitigation planting

will be provided to maintain their environment.

Adders and other reptiles are also present and will be carefully relocated

when works are undertaken.

Environment

Environmental impacts have been assessed as part of the scheme appraisal

and with the proposed mitigation in place the scheme has been forecast to

have:

• A slight beneficial impact upon air quality due to reduced congestion

• Negligible noise impacts at the nearest sensitive receptors

• A neutral impact upon biodiversity and the water environment

• No impact upon heritage

• A slight adverse impact upon landscape.

Enabling Works

Enabling Works

Enabling works are planned to commence in late Autumn 2017. These works are required to clear

vegetation and gather further information about the existing ground and road conditions.

The works will include:

• Geotechnical investigation – to establish the strength and make up of the existing ground

• Ground Penetrating Radar Surveys – to identify unknown services beneath the ground

• Excavations to locate services

• Road construction investigations – to check the strength of the existing roads

• Drainage investigations – to clean and investigate the suitability of the existing drainage

network

• The first stage of vegetation clearance - to be carried out under ecological supervision.

Traffic and Construction Information

Traffic and Construction Information

Every effort will be taken to minimise delay and disruption to the travelling

public during the construction period.

Measures will include:

• Ensuring where possible, the same number of traffic lanes are available for use

during the peak periods

• Carrying out works outside peak periods and at night

• Taking measures to minimise nuisance from noise and dust

• Providing a communications officer to liaise and inform local residents and

businesses of specific construction issues.

Further information regarding construction phasing and traffic management will be

available at a ‘Meet the Contractor Exhibition’ prior to the main works commencing.
