Dear Members,

We have lots of news and some surprises.

The Race Commission has approved changing the trailer rule and allowing only one trailer. Cutting the number of trailers has been a priority of most of our members for several years. It will improve safety, be fairer, since the single trailer can float, and it will add more races, which spreads purse money among a greater percentage of participants.

The new slots facility at Bangor will soon open with 500 new machines. This will at least double the slots revenue. You might expect bigger purses this summer but it looks like. we will be paying the price of success.

i... The rule change in 2002 allowing a separation of colt and filly trotters stimulated owners to breed more trotters. r' The slots-supplemental purses of the past 3 years brought new mares, new owners and more sire stakes [ participants. While the pie got bigger, the number of participants in the Sire Stakes program grew even faster. ~1IIIIIIiIiI~J1et resultis?slight purse reduction for 2008. The base purse has been set at $6500.; a drop of$500 from

last years ... "'base purse.

We anticipate nearly a 30% increase in dashes this summer. The actual number won't be known until a few weeks into the season and the base purse may be adjusted in early August. Here are a few of the factors complicating the picture:

• Gambling is down across the nation and Hollywood Slots income from April 2008 lags behind last years April income.

• The handle is continuing its downtrend - probably down another 6% this year. • The number of sire stakes horses is up about 20%. • Cutting the number of allowable trailers from 2 to I will result in more dashes.

The MHHA will lobby on our behalf for tracks to add their minimum purse to Sire Stake races in 2008, but it is very unlikely that tracks will contribute to non-betting races unless there are 2 races and one is a nonbettor. In this case the tracks minimum purse is usually split.

Two year olds will race for about $9,500 for betting races and $8,300 for non-bettors. Three year olds will race for about $9,900 for betting races and $8,500 for non-bettors.

These are estimates. There are so many variables this year that purses are hard to accurately predict.

What will be the actual impact of the new Hollywood Slots facility? (We made a conservative estimate of a 55% increase).

What effect will the price of gas have on owners and trainers shipping to different tracks? What effect will the recession have on tourism, slots playing and betting? Don't be surprised to see a purse adjustment in August. I hope it will go up. We are expecting finals to

be at least $45,000 for two year olds and $65,000 for three year olds. As we attract more Sire Stakes participants we may have to consider ways of keeping purses sufficient to

improYe the quality of our horses and keep participants in the game. Other successful programs have tried several measures. Some have lowered qualifying times; others have not allowed semen shipped out-of-state or increased fees for out of state nominees. Many programs have gone to 2 levels of competition - an upper and lower level; often competing at different tracks.

We must also keep in mind the available facilities. Most of our fairs have very limited paddock space. On the other hand, our program may have peaked for the moment. Due to the economic squeeze we may

find that our program size will decline for a few years. Stallion owners are reporting a big drop mares bred. Grain, bedding and hay have increased about 40% in the last two years. Travel costs have nearly doubled.

We must remain open to changes in the future to keep our program viable. Drug Testing

Good news to publicize; over the past 2 years there has been extensive drug testing of Sire Stakes horses. In 2006, all Sire Stakes horses were tested at several locations. In 2007 there were 23 violations from urine and blood samples - NONE were from Sire Stakes horses. In 2007, 1621 horses were tested for blood gas and five tested above limits. There were NO violations from Sire Stakes participants! Over 2006-2007 there were NO drug/medication violations among the Sire Stake horses! Let's keep our record. Rule Changes

Rule changes of special interest to sire stakes participants were voted on at the May 16th meeting of the Race Commission. The Commission voted down-the attempt to raise the stallion fee_to $300~ The fee will remain at $100.

The Commission voted in favor of deleting the starting fee for the finals. The qualifying time for 2 year old trotters was lowered from 2: 18 to 2: 15. The qualifying time for 3 year old trotters was lowered from 2:13 to 2: 12. The Commission approved reducing allowable trailers in Sire Stake races from two to one. These rules go into effect this year!

Increase in Yearlings Nominated We are up slightly in yearlings nominated. The biggest increase is in filly trotters up from 33 to 44.

Racing at Bangor As everyone probably knows, the folks at Bangor have endured serious problems with the track. Early on

we felt the track would be in shape by the start of the Stakes season. By May 20 there was an outcry from stakes trainers and owners that the track was not appropriate for two and three year olds. We made two visits to the track - May 24th and May 30th

. After inspecting the track and consulting with horsemen and track officials, we still had grave concerns about the suitability of the track for two- and three-year olds. There are serious bumps in the stretch which cause the wings of the gates to bounce up and down wildly. There are soft spots in the back stretch and along the rail. We did feel that the track was improving and with proper work it could be in good shape by the end of June. Work on the track has been erratic. We checked again on June 3 to see ifpromised work was underway. It was not; however, two days ofrain had made it all but impossible to do the grading necessary. At our Board meeting on June 3, we decided to continue to monitor the progress at the track and postpone any decision about requesting a change of venue until the middle of the month. We are sincerely hoping that a diligent effort will pay off with adequate track conditions and a good beginning to our stakes season.

All in all we have many positive changes and look forward to a great Sire Stakes season!

Currier & [ves "The Maine Connection"

On Saturday, June 1st, Mr. Clark

Thompson gave an interesting and factual talk on famous Maine trotters that were immortalized by: Currier and Ives in the 19th century. The occasion was an "ice cream social" held at the Page Fann & Home Museum on the University of Maine campus. Despite the pouring rain, a group of interested folks found a beautiful display of Currier & Ives prints and other standardbred memorabilia. We heard fascinating details of how Maine's early trotters influenced the history of racing in the United States and contributed to the Maine agricultural industry because of their versatility. Mr. Thompson, a Bangor native is an expert on the history of Standardbreds in Maine and is conducting a project to identify and place markers at sites, which are important to the Maine trotting history.

Congratulations to Elizabeth Tewksbury (Cornish), of the Maine Standardbred Pleasure Horse Organization, who sought a breed-specific logo to help identify Standardbreds at competitions.

The final design, which was voted on by nearly 600 people at www.ustrotting.com was designed by USTA Internet graphic

designer Autumn Schmidt. T-shirts with the new logo are now available for per-order for $10.

Oval bumper stickers featuring new log will be available later for $1.
