Hiring of Retail-Consultant Services :
a) Rationale/Purpose of Hiring:
The tender process is being implemented to provide advisory services for setting up of retail
shops in the jurisdiction of co-operative housing societies across the Maharashtra State
through the cop-shop scheme implemented under Maharashtra Cooperative Development
Corporation (MCDC).
Concept :
Coop-Shop is a place where structure of shop erected by MCDC/ or provided by Cooperative
Housing Society (CHS) in the premises of the co-operative society or any other place to sell
the products of community based organizations (CBOs) registered with the MCDC or
temporary arrangement for supply of agriculture produce by CBOs with mutual
understanding between CHS,FPO and MCDC .
Objectives :
The honorable Prime minister of India announced the “Doubling of the farmer
income up to 2022” that’s why launching coop shop schemes by MCDC under the
government initiative.
To helps farmers for getting fair price to their produce.
Reducing the gap between farmer and consumer and Agri value chain managements.
Value addition in Agriculture commodities and helps to develop inclusive &
sustainable Agriculture value chains .
To develop the Entrepreneurial skill to members of FPC/PO/CIG/SHG
To make available fresh fruits, vegetables, dairy Items and processed food products
to housing society members in reasonable price at their doorstep (Society
premises).
Develop cooperation etiquettes/long term relationship between the CHSs and
Suppliers/CBOs like FPC/PO/CIG/SHG

Sole Purpose is to provide Clean, hygienic & residue free farm produce to members
of housing society.
Capacity building of the farmers/farmer producer companies(FPO)/cooperative
societies to provides clean, hygienic & residue free farm produce to members of
housing society through supply chain with proper protocols.

MCDC is seeking a Retail- Consultant Services - Individual/Firm who can develop the models
of Co-op shops according the mandates of the organization & market.
Design of the Coop-Shops (Retail Store) may be described Below:
The interior retail store layout has two important components:
Store Design: The use of strategic floor plans and space management, including furniture,
displays, fixtures, lighting, and signage. Website designers and user experience (UX)
researchers use space management techniques and web design principles to optimize
e-commerce websites. We’ll further discuss a variety of popular retail floor plans later in this
article.
Customer Flow: This is the pattern of behavior and way that a customer navigates through a
store. Understanding customer flow and the common patterns that emerge when
customers interact with merchandise based on the store layout is critical to retail
management strategy. Physical retailers are able to track this using analytics software and
data from in-store video and the wifi signal from smartphones.
While the exterior retail store layout includes exterior store design and customer flow, it also includes the following factors:
Geographic location of the retail store (real estate)
Size of the building and length of the walkways accessible from the entrance and exit
Use of furniture and exterior space for people to gather and interact
Style of architecture of the retail building
Color of paint and choice of exterior building materials
Design of the physical entrance and exterior window displays The objective of retail store design is to positively impact customer experience and create
value, which is the primary goal of retailers in the supply chain.
A retail consultant is an individual or agency that helps determine a retail strategy for stores
or other types of retail businesses. Usually, the goal is to increase sales by driving more
people to the store and attracting them to products once there. Someone in this position
may deal with promotions, merchandising, store design, location and even
some personnel decisions.
A retail consultant should help with the geographical location of the store, as well as
product placement inside the store.
He or she should be well versed in product placement and consumer behaviors that
many may not be. For example, grocery stores often find it better to place milk in the

back corner of the store, knowing it is a product nearly everyone will need.
Therefore, making customers walk past other merchandise on the way there may
encourage more sales
Further, a retail consultant needs to help with staffing issues as well. Consultants understand how and when the busy times will be and know how to staff appropriately during those times. They also better understand what skills are necessary among the staff to be a success. For example, the skills required for a hunting store may be different than those that are required for a women's clothing store.
Experience in set up of retail store is important. While it may or may not be necessary to have a degree, an applicant should have plenty of knowledge and quantifiable results to back up their desire to work for the company.
Consultant may have Retail consulting business, networking with people in the retail industry advertising his services through a variety of mediums.
Consultant who work in this specialized consulting area may also complete two to four years of Graduation while majoring in relevant subjects such as marketing, business and merchandising
A retail consultant is responsible for helping customers find products and services that best meet consumer needs, while helping to increase the sales of the department and/or store for which he or she works.
Consultant may work in any type of retail environment selling anything from simple commodities, such as organic food products, to complex technology products or high-end luxury items.
Consultant should guide to retail sales people about the sales on floor it may include to help customers to learn how to use a product, stock store shelves and take inventory, prepare products displays, affix price tags, and handle point-of-sale systems.
Retail Consultant is expected to suggest & attend and successfully complete on-the-job training requirements. Such training will often begin with learning sales strategies and customer service technique for retail sales executives.
Staff for Retail sales may selected from Community Based Organization (CBOs) or from market may fulfill the requirements of modern Trade.
a. All new hires, regardless of the organization hiring or employees experience, will need to learn about the company’s products and services as well as store operating procedures.
b. Sales persons hired to sell complex or high-end products and services will often need to undergo specialized product training to learn the required information needed to assist customers effectively.
c. Each time the company introduces new products or services, retail sales personnel will need to learn about the product's benefits and features in order to represent them accurately, which means ongoing training is part of the job.
d. Excellent interpersonal skills are crucial once a retail sales executives begins working on the sales floor. Sales executives will spend most of their time approaching customers and offering assistance, inquiring about customers needs, recommending products, and explaining both features and benefits of those products.

e. Occasionally, sales executives may have to exhibit patience and tact as part of their effective communication skills, particularly when dealing with indecisive or difficult customers. One of the downsides to the job is that personnel usually have to stand on their feet for long periods at a time.
b) Mandatory Evaluation Criteria :
1. Head office of the Firms/ Individuals must be in Maharashtra State
2. One of Branch Office of the Firms/ Individuals must be in Pune PMC or PCMC .
3. The firm should not be barred or black listed by any Governmental Organization.
b.1) Additional Criteria for Evaluation :
1. A retail consultant is an individual or firm.
2. Firms/ Individuals should have minimum 10 Retail Shop formation experience before
the submission of the quotation for this project.
3. Firms/ Individuals should have minimum 5 years of experience in set up of retail
store, marketing, business and merchandising
4. Average turn over of Firms/ Individuals of last 3 year is not less than 10 lack.
5. Applicant should have 2 to 3 staff for handling such matter at Pune PMC & PCMC
6. Consultant may have Retail consulting business, networking with people in the retail
industry advertising his services through a variety of mediums.
c) Roles & Responsibilities :
C.1) Scope of work/Services for Retail-Consultant (Coop-Shops)
All cultural attraction retail is characterized by a unique series of challenges and opportunities.
The following is a list of the range of retail design services offered to the prospective retailer or
retail interest:
i. Project Programming :
‘Programming’ means that a designer has worked to find out about the parameters of
the project and will make sure the design solution addresses those specific needs and
requirements. It is vital to create the opportunity for all interested parties to be able to
be heard to fully understand the attraction and its mission to the public. The store must
be a seamless extension of the attractions experience and core values.
ii. SME Retail Consulting :
As a retail Subject Matter Expert (SME), Retail consultant can contribute his specialized,
focused knowledge and expertise making all aspects of the retail design richer, more
functional and, ultimately, more successful. He can often work with lead architects and
designers – not as a competitor or adversary, but rather a partner to offer the benefit of
our broad specific experience. He can help with selecting best locations, advising on the

entrances, window displays, signs, merchandise fixtures, furniture, layouts, lighting,
trade sources and vendors. All the elements combine harmoniously to create a great
shopping experience for customers and a successful business for our mutual client.
iii. New Store Planning :
The Retail consultant surveys the attraction for all prospective retail opportunities and
provides valuable insights about the positioning of the stores to make sure we take
advantage of the full retail potential within the attraction.
iv. Existing Store Evaluation :
By visiting the project, Retail consultant can offer an assessment how the currently
operates. He should look at the visibility of the store itself from a distance and from all
angles, the entrances, display windows, signs and graphics, the fixtures, fixture
placement, traffic patterns, lighting, colors, finishes, security and service areas. This can
be ‘fresh-eyes’ to make sure the store is as viable as possible.
v. Conceptual Design Layout :
A scale plan layout, sketches and/or 3D model of the sales and service spaces with a
proposed optimal layout of perimeter and floor fixtures and furniture. This phase may
include studies of various fixture layout options, a rough product location plan, a ceiling
plan along with colors and finishes and sketches or catalog cut-sheets of fixtures,
lighting, themed materials. A broad-brush, look-and-feel presentation that reflects the
design concept in real people terms as well as a rough look at projected budget
expectations.
vi. Perspectives/ Renderings :
Sketches &/or 3D models are a means of communicating with easy-to-understand
pictures of how the finished design will look. Although they are an essential part of the
design development process, they can also be used for board presentations, marketing
and fundraising.
vii. Presentations :
Communication is the key to success. Using all the material prepared we can make
presentations to communicate the design intents and invite client participation. The
presentation materials – sketches, digital models, written narratives, personal meetings
– all help to obtain ‘buy-in’ from all interested parties and insure the project will satisfy
all expectations.

viii. Schematic Store Scale Construction Drawings :
Beyond the store layouts, he should prepare a set of detailed, digital scale drawings of
fixtures, custom millwork, metal, acrylic, with specifications of all materials used in the
store construction. They would also include wall elevations, sections through the space,
a ceiling plan, certain sections lighting layout and power and data locations. These
drawings are typically of sufficient quality and content to communicate design intent
and seek and obtain bids from qualified contractors and vendors for the interior
improvement work. The information provides the basis for which more detailed
construction drawings may be prepared by other consultants, (architects and engineers)
for landlord/building department review approvals, when required.
ix. Construction Consulting :
Based upon the retail schematic design and find appropriate consultants, vendors,
tradesmen and suppliers to execute the design in an efficient and cost-effective manner.
Retail Consultant can add great value to a retail construction project by finding sources,
coordinating the bidding process, answering questions, scheduling and following
through on the details to help bring about a successful store.
x. Merchandising Consultation :
Retail Consultant can help the store owner or staff with to understand the new ‘tools’ of
merchandising. What fixtures are and how to use them. In addition, he can provide
simple but highly effective methods of product presentation intended to create
excitement for the customers and build sales for the store. This is one of the best ways to
distinguish your store and its merchandise from your competitors.
xi. Multiple Stores : This indicates that Retail Consultant have helped create multiple
stores for the same attraction.
xii. Software & Staff management for the Store :
He should suggest the Retail software to start business and it should be useful for the
procurement as well as Sales. Selection, identification & management of staff for the
identified stores is under the purview of Retail-Consultant.
xiii. Product Identification / Pricing / offers / Promotion of Sales strategies :
Product Identification should be from the community based organizations (CBOs)
such as Farmer Producer Companies (FPCs), Cooperative Societies (CS), Producer
Groups (PGs), Federations etc. Product Promotion & Pricing Strategies should be
designed according to concern & views of CBOs.

d) Other terms & conditions:
1. The tenure of Hiring shall be 3 years.
2. The Hiring shall be based on the terms & conditions executed between the Company
& the firm.
3. The mode of payment of fees to the Consultant shall be as follows;
Payment shall be on made project to project, based on deliverables.

* Notes :- i. Tentative task completion time line for deliverables No. 1 to 6E is 6 (Six) Month. After
successfully completion of said task, Consultant has been eligible for payment of
deliverables sr. no. 6F & 6G in continues 2.5 years (half Yearly in same 5 Terms).
ii. Payment term for deliverables sr. no. F & G is half yearly, for the same retail consultant
need to complied all term and condition mentioned in Annexure – II.
iii. Retail consultant should work in consultation with Architectural firm.
As per roles and responsibilities Retail Consultant submit their bills (Two
Original Copies) to MCDC with supporting document. Concern department of
MCDC will verify the bill and supporting Documents.
TDS Deduction of bills is applicable as per valid slab of Income Tax
department as on deduction date.
4. The estimated number of coop shops in the “Annexure – B” may be increased or
decreased. The Corporation is not bound to make available to the tenderer the work
of the coop shop as per the estimated number shown in this “Annexure – B”

5. The tender documents issued to the bidders duly signed and sealed in each page
along with all the above documents shall be uploaded on www.mahatenders.gov.in,
Tender Notice no. and Technical Bid (Part – I). Financial Bid (Part – II) Tender of the
bidders found eligible in Part – I (Technical Bid) only will be opened.
e) Tender Fee & EMD :
1. Every firm participating in the tender shall deposit an amount of Rs. 3000/- (Rupees
Three Thousand) (Non Refundable) and EMD of Rs. 50,000/- ( Rs. Fifty Thousand)
( Refundable) for each tender by way of electronic transfer in the below mentioned
bank account;
