Maharashtra Maritime Board (MMB) invites the Expression of Interest (EoI) for development of Area around light house of Harnai, Ratnagiri for tourism

This Notice is issued only to elicit an EoI from firms interested for development of area around lighthouse and other allied facilities at Harnai, Dist. Ratnagiri and does not constitute any binding commitment from MMB to invite any or all the firms in the subsequent bidding process. The existing light house at Harnai in Ratnagiri having co-ordinates (Lat: 17°48’31.82'N; Long: 73°05’21.59'E). Currently area around light house consists of storm warning mast, rooms for light house keeper with approach upto light house and other unused space at hill rock. In wider view, there is an ancient fort called Suvarndurg Fort which is located on island, Goa Fort, Harnai Fort, Harnai Beach within village where number of visitors are positively high and jetty operated by locals for fishing as well as commute within area. In radius of 10 km, there is an Anjarle Beach & Kadyavarcha Ganapati as an attractive sites located in North whereas In South, there is Palande Beach, Turtle Hill, Shree Vyaghreswar Temple, Keshavraj temple, Murud & Karde Beach which are full of resorts. MMB intends to invite private parties for development of area around light house of Harnai for tourism at their own cost. Interested enterprise may be a company, Joint Venture or consortium of Indian or Foreign origin, possessing relevant financial and managerial capabilities. NOTICE INVITING EXPRESSION OF INTEREST (EOI)

Introduction Maharashtra is one of the largest states in India with a coastline of around 720 km. This coastline is regulated and administered by the Maharashtra Maritime Board (MMB). The Board is the nodal agency governing the regulatory framework of Maharashtra's maritime industry. Over the years, the Board has taken a number of initiatives to harness the potential of its coastline by development of Greenfield ports, captive jetties, multipurpose jetties, inland water transport and shipyards etc.

General:

Maharashtra Maritime Board (MMB) invites the Expression of Interest (EoI) for development of “Area around Light House Of Harnai, Ratnagiri for Tourism” through private investment as detailed below: Harnai is small village consisting of 7274 as per cencus 2011. It is located near Dapoli Town, Ratnagiri District in state of Maharashtra, India. It is historically known for Forts such as Suwarnadurg Fort, Goa fort, Kanakdurg Fort, Harnai Fort and Harnai beach as a tourism attraction in its surroundings. It is envisaged that the number of tourists visiting the Harnai beach and Suwarnadurg Fort may increase in future for its uniqueness. As per studies of tourist visiting Harnai Beach, Harnai Fort and Suwarnadurg Fort is touching around 5.5 lac, 1 lac and 40 thousand respectively in a year span. Currently, there is an existing jetty being used for fishing as well as comute within area. There are several beaches which are tourism attraction already. Tourism attraction in North of Harnai are Anjarle Beach, Kadyavarcha Ganapati, Padae Beach whereas in South of Harnai there are Palande Beach, Turtle Hill, Murud Beach and Keshavraj Temple. Majority of the sites are accessible through sea routes. To cater demand of tourism and to bring additional value to area, development of hill rock near light house can be done by multiple ways by restructuring of light house, creating elevators to go atop the lighthouse, coastal and water sports, ayurvedic centres creating a new jetty for water sports, entertainment zones, restaurants, food joints along with cruise-style eateries.

Current Proposal MMB proposes to invite EOIs for development of area around Light House of Harnai, Ratnagiri for tourism (Approx. 1.2 Ha). The developer shall have

Existing infrastructure at the site includes old light house, Storm warning mast, Rooms for light house keeper, deep well on hill rock, Fatehgad Fort, Kanakdurga Fort, approach

Road Harnai Village is around 235 kilometers from Mumbai and 162 kilometers from Ratnagiri. It is accessible via combination of National highway & State Highways. Light house at Harnai is also having accessible road upto entrance of light house perimeter.

Rail Nearest railway station is located at Khed at a distance of 43 kilometers. Submission The interested company shall have to submit an indicative conceptual plan

based on the site condition for the facilities proposed to be developed. Pictures of the light house and site is attached as Annexure 1.
