undersigned for the works mentioned below only from the licensed Electrical contractor, reputed Transport contractor, Registered institute, Reputed security registered licensed

agencies, having similar experience of work in MSEDCL and labour duly insured and

completing the formalities as per existing labour laws. Tender should reach this office on or before 17/03/09 by 13.00 Hrs. The same shall be opened at 15:00 Hrs on same day if

1) Tender documents for sale will be available from the office of Executive Engineer on

any working day from 12/03/09 to 17/03/09 in office Hour on non refundable payment of Rs. 500/- in cash if colleted personally or Rs. 550/- collected by post. 2) An earnest

money deposit as shown above should be deposited along with the tender either by cash

or by demand draft payable any schedule bank at Morshi in favour of Executive Engineer, C.C. O&M Dn. Morshi and receipt / DD No. should be superscripted on Enveloped of the

tender documents. If EMD is not deposited in this office and superscription as above is not done on the envelope, the tender will not be considered. 3) No cheque will be accepted

toward EMD. EMD only will be accepted upto 13:00 Hrs on Dt. 17/03/09. 4)The Company

is not responsible for any postal delay if the tender documents are sent by post and if the same is not received within time the tender will not be considered. 5) Rates for labour

contract should be valid for one year from the date of order. 6) The undersigned reserves

the right to cancel / reject partly / whole tender without assigning any reason thereof. 7) The required documents should be enclosed in envelop No. I and tender form in envelop

INSTRUCTIONS TO THE TENDERERS.

1) Name of work : Meter reading through Digital Photography, data punching

and bill distribution of all consumers under Warud-I Sub division. 2) Period of Contract : One year from the date of placing of the

Contract Order.

3) Tender Fees (Non Refundable) : The tender documents (tender forms)

shall be issued to the competent tenderers on payment of non-refundable

fees of Rs.500/- per tender copy (Rs.550/- per tender copy by post). 4) Payment of E.M.D. : Tenderers will have to pay Earnest Money

Deposit (EMD) for i.e. Rs.5000/- per tender alongwith the tender in cash or

by D.D. drawn on any schedule bank in favour of M.S.E.D.C.L., payable at Morshi. The tenders submitted without E.M.D. will be liable to be rejected.

5) Filling of Schedule : Tenderer must return the form of schedule duly

filled therein the rates in figures and in words and each schedule duly signed. Any tender not bearing the signature of the tenderer on any

documents accompanying with the tender is liable to be rejected. In case

dual rates are offered for the same item, the offer is likely to be rejected.

6) Tenderer should not offer rates for items not covered in the schedules and

also should not split any item of the Schedule. Doing so may disqualify the

offer. Discount on any account, such as quantitative discount, payment discount etc. will not be entertained. As such, rates should be on firm

quotation basis.

7) Signing the Tender Document: Special attention is invited to

requirements that all corrections must be initialed and dated by the

tenderer and that all the pages should bear the full signatures of the

tenderer at the foot of each page and each schedule should bear the seal of the tenderer.

8) Rejection of Tender : The tender which do not fulfill all or any of the above conditions or incomplete in any respect are liable to be rejected.

9) Before submitting their tender rates for all the annual contracts, the

tenderer shall examined closely all documents which forms part of the contract to be entered in to by the accepted tenderers.

10) Envelops No- I :Please submit your offer in two separate envelops,

envelops No. I containing EMD receipt, PAN registration copy. Service tax registration, P.F. Registration. Money receipt / DD of tender cost.

11) Right to Reject the Tender : The Officers who accepts the tender shall

have the right to reject, all or any of the tenders and will not be bound to

accept the lowest without assigning any reasons whatsoever for the rejection of the any tender or all tenders.

12) Validity Period : Tenders shall remain open for acceptance subject to the provisions of clause above, for a period of 90 days from the date of opening

of the tenders and during this period no tenderer shall be allowed to

withdraw his tender. Any such withdrawal during the such period, will

entail forfeiture of the Earnest Money Deposited with the Tender.

13) Change / Alterations in the Document: If the tenderer has any doubt

about the meaning of any portion of the tender, he should have once asked clarification from Executive Engineer, Morshi division in writing in any case

before the due date. Additions or alterations in the tender forms/

conditions etc. by the Tenderer without the consent of the Executive Engineer, Morshi are not permissible.

14) E.M.D. : EMD Deposited by the tenderness to whom orders are not placed, will be refunded to them after finalizing the tenders or after 90 days from

the date of opening of the tenders whichever is earlier.

15) Acceptance : The submission of a tender by a tenderer implies that he has

read these instructions, the conditions of contract etc. The M.S.E.D.C.L.

will not, however, after acceptance of contract rates, pay extra charges for

load or for any other reasons in case the tenderer is found later on to have misjudged himself.

16) Withdrawal of tender : The tenders shall remain open for acceptance, subject to the provision for two months from the date on which they are

due for submission. During the period on tender shall be allowed to

withdraw his tender an d if any one found to accept the lowest without assigning any reason.

17) Any delivery of the tender received after expiry of due period as specified

will not be considered.

18) All corrections in the tender & particularly in rates and at the foot of each

page of the tenders, should bear the dated initial of the Contractor. tender should be written ligibly in ink.

19) Rates should be quoted in figures as will as in words. The tender with any

incomplete information or conditional is liable to be summarily rejected.

20) The work under this tender would be subjected to M.S.E.D.Co.Ltd. general

conditions of the Contractors for the work

CONDITIONS OF TENDER

9. EXTENT OF WORK: -

1) This tender is for Work of meter reading through Digital Photography along with data punching & bills distribution of LT consumers in Warud-I Sub Division under Morshi Division on Contract Basis as specified in schedule ‘A’ enclosed for Maharashtra State Electricity Distribution Co. Ltd.(here in after Referred to as the COMPANY).

2) The contract work involves following activities

a. Pre-printed stickers indicating consumer number, billing unit (PC) number & DTC code is to be pasted on the consumer’s meter, consumer premises door and the meter box wherever necessary.

b. Meter reading through digital photography & preparation of CD.

c. Data punching of said readings.

d. Distribution of bills to consumer at his premises (Bill generation & printing will be done by COMPANY)

3) The necessary software for data entry will be given by COMPANY.

4) The detail scope of work is mentioned in Annexure – 1.

5) All the equipments required for this work such as digital cameras, Computers etc. are to be provided by agency.

6) The successful bidder has to start work simultaneously under all the Subdivisions as per monthly scheduled billing program. The successful bidder will have to execute the works every month.

7) The Successful bidder shall have to maintain the confidentiality of the billing information provided by COMPANY. Leakage of the same shall be treated as breach of contract.

8) All the manpower that will be deployed by the Successful bidder shall be suitably qualified and trained for the job intended to be performed by them

9) The manpower should be conversant with Marathi language in addition to working knowledge of English, Hindi so as to interact with consumers in a proper and decent way.

10) The deputed manpower should be extremely polite with consumers and should be able to address consumer grievances about bills issued.

11) The manpower shall be properly dressed. It will be mandatory for employees of Successful bidder to display the Identity Card at all such times when they are on the field. The ID card will be jointly issued by COMPANY (concerned subdivision) and the successful bidder. Identity Cards should be duly attested by concerned Sub-divisional officer. Expiry date should be strictly mentioned on the Identity Cards.

12) COMPANY will carry out independent checks on the work allocated to successful bidder and any action in contradiction to the work order will be dealt strictly as per law.

13) Before executing the work, the digital cameras should be got approved by concerned Executive Engineer -divisional office Morshi Only.

14) The work of taking Photographs & Bills distribution should be done during the period of 8.00 hrs to 18.00 hrs only.

15) Sufficient number of coordinators will have to be employed by Successful bidder to ensure smooth working with different COMPANY offices.

16) Serious action shall be initiated against the successful bidder if any of the manpower deployed by it misbehaves with any of the consumers/ COMPANY officials or gets into any act which could hamper the image of COMPANY.

10. ELIGIBLE TEDERER: -

10.1 The tender is open to Experienced Contractors / agency. Such Tenderers should meet the qualification as stipulated here under.

10.2 The Tenderer shall be Contractor / agency who regularly execute works of similar nature as specified in Schedule ‘A’ and has adequate technical knowledge and work experience.

11. QUALIFICATION OF TENDERER: –

1) This invitation of tender is open to all eligible tenders.

2) Joint ventures are not allowed.

3) The intending tender shall inter-alia meet the following conditions to qualify for the award of contract. The bidder shall include the following information and documents with their tender.

a. Attested copies of original documents defining the constitution or legal status, place of registration and principal place of business, written power of Attorney of the Authorised Signature of the tender to commit the Tenderer.

b. Preferably the bidder should have an experience as prime Contractor in the execution of works of nature and complexity equivalent to works in schedule “A” in last two years. (Satisfactory completion certificate from ordering authority should be enclosed)

c. Information regarding any current litigation in which Tenderer is involved, the parties concern and disputed amount.

d. Registration under the M-VAT Act. / Serice tax

e. Solvency certificate issued by nationalised / scheduled bank of Rs. 03.00 lacs.

f. Registration under PF Act.

g. Registration under Labour laws as per relevant act.

12. ONE TENDER PER TENDERER: -

Each Tenderer shall submit only one tender.

13. LANGUAGE OF TENDER: -

All the information given relating to the tender will be in the English language only.

14. VALIDITY OF TENDER: -

1) All tender offers shall be open for acceptance by the Company for a period of 120 days from the date of opening of the tender. The Tenderer shall be bound to carry out the works on such acceptance. All offers submitted against this tender shall be deemed to comply with this condition unless otherwise agreed by the Company.

15. QUOTING OF RATES: -

1) The tendered must quote his rate per unit specified in the Schedule ‘A’ in figures as well as in words. Any variation in the rates, etc. will not be allowed on any ground such as, market price variation, mistake, misunderstanding, etc. after the tender has been submitted.

2) The tendered rate must include,

a. All charges for complete scope of work as mentioned in Annexure - 1.

b. All taxes & duties applicable as per relevant State & Central Acts.

3) No variation in rates or prices will be allowed during contract period.

4) Tenderer should quote rate for every item in the Schedule A.

5) All tenders must be submitted original Schedule A and must be clearly and legibly filled in either in ink or be typewritten.

6) The rates should be quoted on firm price quotation basis only.

7) All corrections whatsoever made in the tender must be signed & sealed by the Tenderer.

16. EARNEST MONEY DEPOSIT: -

1) The Tenderer shall furnish, as a part of tender a Earnest money deposit (EMD) for the amount mentioned in the clause No. 4 (Page 1) in form of demand draft of only Nationalised / Scheduled Bank in favour of Maharashtra State Electricity Distribution Company Ltd. Payable at Morshi and be attached to the tender.

2) The relevant demand draft number should be mentioned on the tender form and on envelop without fail.

3) No interest will be allowed on the Earnest money deposit.

4) E.M.D. will be forfeited in case of any of the following

a. If the Tenderer withdraws his offer during the period of tender validity before any decision is taken in regard to his tender or

b. If tender does not accept the correction of this tender pursuant to clause No. 20 or,

c. The Tenderer after acceptance of order fails to deposit the security deposit within stipulated period.

5) Earnest money deposit will be refunded to unsuccessful Tenderer on submission of original receipt after expiry of Tender validity period.

17. SUBMISSION OF TENDER: –

1) Tender should be submitted in two envelopes containing documents stated below

a. Envelop – I: DD/ Money receipt of tender cost, DD of E.M.D., duly signed tender conditions ( Pages 1 to 15), Tender Form –1 & 2, power of Attorney in form of signatory and other qualification requirements as mentioned in the Claus no. 11.

b. Envelop – II: Commercial offer including original schedule ‘A’.

Each envelope shall be superscripted as Envelop A or Envelop B as the case may be, sealed & marked in accordance with clause 17.1 to 17.4. Both the envelopes A & B should be placed in the outer envelope, which should bear the identification as mentioned in clause 17.2 to 17.4. All the Xerox documents submitted with tender must be attested by competent authority.

All the documents submitted with tender must be signed & stamped by Tenderer.

b. Tender No. (as per Clause no. 1, Page 1)

4) In addition to the identification required in sub clause 17.1 to 17.3, the envelope shall indicate the name and address of the Tenderer.

18. LATE TENDER: –

1) Any tender received by the Company after the deadline prescribed in clause no. 5 shall not be accepted.

19. OPENING OF TENDER: –

1) If possible the Company will open the Envelop A of the tender in the presence of the Tenderers representatives who choose to attend at date specified in clause no. 6. The tender representatives who are present shall sign a register evidencing their attendance.

2) The Tenderer name, the presence or absence of E.M.D. & other details as may consider appropriate will be announced by the Company at the opening of Envelop – A.

3) The Company will examine the documents under Envelop – A of tender in accordance with the document. If any of the documents under envelop – A is found to be not complying with the requirement of tender documents or if EMD is not paid the tender will be considered as non-responsive and Envelop-B of the corresponding tender will not be opened for further evaluation.

4) The responsive Tenderers of the Envelope-A shall be notified by the employer to attend the opening of the Envelope-B of the tender.

5) The procedure stated in clause 19.1 to 19.3 shall be followed for the opening of Envelop – B of the tender.

20. CORRECTION OF ERRORS: –

1) Tender determined to be substantially responsive, will be checked by the Company for any arithmetic errors. The Company will correct errors as follows – where there is a discrepancy between the amount in figures and in words or over written figures, the amount whichever is lower will govern.

2) The amount stated in the form of tender will be adjusted by the Company with above procedure for the correction of errors and shall be considered as binding upon the Tenderer. If the bidder does not accept the corrected amount of tender, his tender shall be rejected and the E.M.D. will be forfeited in accordance with Sub-Clause 16.4 (b).

21. ACCEPTANCE OF TENDER: –

1) Subject to clause 22, the Company will award contract to the Tenderer whose tender has been determined to be substantially responsive to the tendering documents and who has offers lowest evaluated tender rate.

2) The Tenderer on his part binds himself to execute the works as mentioned in schedule “A” in part or whole at the option of Company.

3) Company reserves the right to divide the work in numbers of parties if necessary.

4) Company reserves the right to allot the work either more or less than those specified in the tender as per actual requirement.

22. COMPANY’S RIGHT TO ACEPT OR REJECT ANY OR ALL TENDERS: –

1) Notwithstanding clause 21, the Company reserves the right to accept or reject any or all tender(s) and to cancel the tendering process and reject all tenders at any time prior to award of contract, without thereby incurring any liability to the affected Tenderer or Tenderers or any obligation to inform the affected Tenderer or Tenderers on the grounds for the Company’s action.

2) The Company does not bind himself to accept the lowest or any bid, neither will any reason be assigned for rejection or part of tender. It is also not binding on the Company to disclose any analysis report on tenders / samples.

23. CONTRACT PERIOD: -

Contract period is for 12 months.

24. SECURITY DEPOSIT: -

1) Every Tenderer whose tender is accepted either in whole or in part must deposit an amount @ 5% of the value of contract awarded within 7 days from the receipt of intimation, by way of security, for the due and proper fulfilment of his contract.

2) In the event of contractor failing to deposit such security within the stipulated period, the Company shall have full discretion to cancel the acceptance communicated to the said Tenderer & E.M.D. will be forfeited.

3) The Security deposit will be returned after successful completion of contract period. No interest will be allowed on Security deposit.

25. QUALITY OF WORKS: -

1) The works should be carried out as per Company Standards & specifications and to the full satisfactions of Operating Authority or his representative.

2) The work should be of best workmanship to the required Standard for such work and confirm in to the prevailing Indian Electricity Acts & amendment thereof.

26. INSURANCE:

Contractor should undertake the insurance of all their labours against accidents while on duty from any insurance company during the entire period of contract or extended period of the same if necessary and submit the copy of it to operating Authority.

27. ACCIDENT:

The Contractor shall be solely responsible for the safety of their persons including payment of compensation to be paid in case of any accidents of any nature e.g. fatal / nonfatal / Electrical / Mechanical etc. The Contractor will also be solely responsible for the safety of Company's equipment, material, and property in the office as well as in the field.

28. RESPONSIBILITY OF ANY LOSS OR DAMAGE TO COMPANY’S PROPERTY:

Contractor should take all precautions to ensure that no damage is caused to any equipment of the Company due to any action of him or his persons. Contractor will be solely responsible for cost and consequences for damage to any equipment and shall make good and pay for the loss sustained by the Company.

29. 29 BSERVANCE OF STATUTORY RULES:

29.l the statutory provisions of various acts and rules of the Central and State Government will be applicable to this contract e.g. Minimum Wages Act 194, Child Labour Act and Regulations Employee Liability Act 1938, Work men’s Compensation Act 1923, L.D. Act 1947, Indian Factories Act 1948, Acts of Income Tax, Service Tax, Works Contract Tax etc. and any other Acts in force and as amended from time to time. The Contractor should comply with the provisions of all the above acts, rules and regulations and will be solely responsible for the observance of the provisions in the above acts / rules and regulations.

29.2 As per the revise notification of Industry, Energy & Labour Ministry of Govt. of Maharashtra issued on dt. 18.08.04, you have to pay the wages to your employees employed for this contract a minimum wages as per the provision of Minimum Wages Act 1948.

29.3 Contractor will have to pay the salary / wages etc. to the labours by observing

minimum wages Act. The payment of labours should invariably be made

irrespective of payment received from COMPANY or otherwise.

30. 30 OPERATING AUTHORITY:

Executive Engineer of concerned O & M Division Morshi or their representative shall operate the Contract.

31. DETAIL WORK ORDER: -

31.1 Every month, SDO will issue a scheduled billing programme to the contractor. In the programme SDO should give area-wise consumers details to be billed. The Billing programme should include all the activities i.e. taking photographs of meter, Manual Reading on RR Sheet, Data entry & bills distribution and completion period for each activity.

31.2 The schedules billing programme will be given one week in advance to the

contractor.

31.3 Contractor will start the work as per given schedule & complete all the activities of given billing programme in the stipulated period. The progress of billing programme should be reported to concern SDO every alternate day.

31.4 The time being the essence of the contract, the completion period specified shall be strictly adhered to.

32. SUPERVISION: -

32.1 The works will be supervised by the concern sub divisional officer or his

representative.

32.2 If required, necessary percentage check will be exercised by the representative of concern Division or this office.

33. BILL :-

1) After satisfactory completion of work against scheduled billing programme, the bill in triplicate with all relevant documents should be submitted to concern subdivision officer.

2) The same will be forwarded to division office along with M. B. recording of work.

3) The bills will be audited at division level and according to the procedure,

Division office will make payment.

4) The registrations nos. PAN CARD NO, necessary under various acts should be clearly mentioned on Bills.

34. TAXES: -

1) Income tax @ 2.266% or at the prevailing rate will be deducted from your Bill.

2) Works contract tax if applicable will be deducted from your bill at prevailing rate.

3) Also all other taxes which are effected from time to time will be deducted as per

provisions under relevant acts & as per prevailing rate.

35. PAYMENT: -

1) On this basis of measurement recorded, 100% of the bill will be paid to you.

2) The payment would be made as per our order rates for all the works actually

executed according to the specification and measurement.

3) The contractor shall not be entitled to claim any interest upon any arrears or upon any balance, which may be found due, to him at any time.

4) Payment will be made by account payee cheque on availability of Funds, however if you requested in advance, payment will be made by demand draft deducting the demand draft commission from your bill.

36. DEDUCTION: -

Any amount or amounts which become payable by the contractor to the

Company under a particular contract may be deducted by the Company from

any amount or amounts becoming due to the contractor under the same or any

other contract.

37. SAVE AND EXCEPT: -

Amount or amounts due on account or compensation for default or breach of contract by the contractor in which case instead of the said amount or amounts shall be retained and the Company shall have the right or lieu on amount or amounts so retained or withheld.

38. LIQUIDATED DAMAGES: -

38.1 If the Contractor fails to complete all the works within the time frame stipulated as completion period or within extension of time granted by the Company, the Company shall levy liquidated damages for breach of contract without prejudice to any other rights and /or remedies provided for the contract.

38.2 The liquidated damages shall be levied @ 1 % (One percent) per day of amount of the scheduled billing programme of delay subject to maximum 10 (Ten) % of the bill of particular month price only, for balance scope of work and the completed work, which cannot be used for the benefit of COMPANY. In case of such maximum delay, the contract may be terminated by the Company and the balance work shall be completed by the Company at the risk and cost of the Contractor.

38.3 It will be mandatory for the agency to issue energy bill to every consumer given in the programme. In case if energy bill is not issued to any of the consumer due to non-completion of any of the activities as per the scope of work, the liquidated damages shall be levied up to Rs. 100/- per consumer per bill Or 15% of the consumer bill which ever is less. This liquid damages shall apply for only those consumer who apply or MSEDCL employee detect within 30 day from the date of bill garneted.

38.4 The reading not taken status should not be repeated for 2nd consecutive time for a particular consumer, otherwise the liquidated damages shall be levied up to Rs. 10/- per consumer. Also consumers for which reading is not taken should not exceed 1% (in quantity) for a particular billing programme otherwise additional penalty of Rs. 500/- for every 1% above the limit of 1%. The consumer having door lock is not count in this. The consumer whose reading can not be taken due to data mismatch, like wrong address, wrong DTC coding as well as root sequence. For this the Agency has to submit the list of these consumer in written to the concern SDO within Three working days, and concern SDO verified the list and then Agency well not liable for this liquid damages.

38.5 In case digital photograph is taken correct as per the order conditions but wrong billing is done to any consumer due to mistakes during data-entry or due to pasting of consumer number sticker to wrong consumer, the liquidated damages shall be levied up to Rs. 25/- per consumer per bill.

38.6 In case billing of the consumer is done properly but the digital photographs are not taken as per the guidelines mentioned in Annexure-1, the liquidated damages shall be levied up to Rs. 4/- per consumer per Photograph.

38.7 While cross checking of bills at any stage if any mal-practices are observed, the liquidated damages shall be levied up to 2 times the amount of less billing to consumers. In case of such more occurrences, the contract may be terminated by the Company and the balance work shall be completed by the Company at the risk and cost of the Contractor.

38.8 If it is observed that by any of the manpower deployed by agency misbehaves with any of the consumer / COMPANY officials or gets into any act which could hamper the image of COMPANY, the liquidated damages shall be levied up to Rs. 100/- for each occurrence. If such occurrences are repeated, contract can be terminated.

38.9 Also in case the Hon’ble Maharashtra Electricity Regulatory Commission penalizes Company, levies penalty / fine on account of non compliance of S.O.P. with respect to the bills issued under this contract and where the agency is responsible to this, the same penalty, fine shall be to the account of agency and will be deducted from the bills.

38.10 Due consideration will be given in the levy of penalty for reason absolutely

beyond the control of the contractor for which documentary evidence will have to be produced up-to the full satisfaction of the competent authority of the Company.

39 TERMINATION OF CONTRACT: -

39.1 In case the contractor fails to execute the works within the contracted period for completion or in case the works are found not in accordance with the prescribed specifications and/or as per the standard method of execution, the Company shall exercise its discretionary power either

39.2 To recover liquidated damages from the contractor as per clause no. 38;

39.3 To execute the works from other sources without giving due notice to the contractor on account and at the risk of the contractor without cancelling the contract in respect of works not yet started;

39.4 To cancel the contract, reserving Company’s right to recover damages.

39.5 In the event of action taken under clauses above, the contractor shall liable topay any loss which Company may sustain on that account but the contractor shall not be entitled for any saving on any account.

39 LEGAL JURISDICTION: -

In case of any legal dispute, it is restricted to the jurisdiction of the district court, Morshi only.

40 OTHER CONDITIONS: -

40.5 The tender should reach on or before the due date and time. Postal / Telegraphic / by Fax / E-mail offers will not be accepted.

40.6 No additional payment will be allowed on account of geographical conditions like Un-approachable road, hilly portion.

40.7 No tools & plants will be provided by the Company for this work. 40.8 Contractor shall have to transport his labour & equipment’s to work site at

his cost. No extra payment will be made for this work. 40.9 In case of any dispute the decision of the undersigned is final and binding

on you. 40.10 The Tenderer will be deemed to be fully aware of the Companys General

conditions of Contract for the supply of plant / machinery manufactured and equipment'’ and electric works and any ignorance of these conditions will not exempt him from his liability to abide by the same.

40.11 Tenderer is requested to sign the “Tender Form – 1 & 2” after filling the same and if it is not so signed, the tender shall be rejected.

40.12 In case of any dispute regarding definition of terms, specifications, etc. the decision of the undersigned shall be final and binding on the Tenderer.

41 DISREGARD OF TENDER CONDITIONS: -

The Company Reserves the right to reject any tender which does not confirm to any of the above conditions.

Annexure - 1

A. Scope for Meter Reading through Digital Camera & Data Entry thereof.

The successful bidder / agency will follow following sequence of operations while taking the Meter Reading:

1. The representatives of Agency will paste pre-printed sticker containing consumer no, billing unit no. & DTC Code on each meter, meter board as well as on the door of Consumer premises. This will be a one time job. However, if the stickers are found damaged during the contract period the same shall be replaced by the successful bidder. The sticker shall be provided by the successful bidder free of cost.

2. The representative of Agency will take photograph of the meter in such a way that the Meter Reading, Meter Manufacture’s No., and Consumer Number’s sticker is visible in the photograph/image along with day and time stamp and some identifying part of the meter fixing arrangement (i.e. meter board) should be displayed by the photograph so that the consumer premises where the meter is installed could be identified. The Successful Bidders must ensure that the work of taking photographs of the meter shall be scheduled in such a way that the period of load shedding in the particular area is avoided.

3. The Camera to be used for this operation should be 3.0 Mega Pixel or above. Also camera should have the facility of stamping date & time on photograph.

4. To carry out data entry work by looking at the photographs. The data entry software will be provided by MSEDCL to load these images and to do the data entry work. After completion of the data entry the software will generate the necessary B30 document from the data entered.

5. The data validation software also will be provided by MSEDCL to validate the B30 document generated by the data entry software referred at Sr.No.4 above.

6. Suitable training will be given by the local IT Centres to the representatives of Agency for operation of data entry software and data validation software.

7. While entering the data the Agency’s data entry operator will enter proper Meter Status codes by referring the image of Meter. The Meter Status list is attached herewith at Annexure “2”.

8. The duly validated B30 data should be handed over to the respective Billing Unit office along with images of the photographs duly indexed with consumer no. on CD.

9. The exceptional report, a list of which is attached herewith at Annexure “2” is also to be generated and handed over to the Billing Unit Office.

10. A separate list is to be generated for Tampered Meters and should be handed over to Billing Unit office on daily basis along with photograph/image
