B. INTERNAL DISTRIBUTION AND INTER-CAMPUS MAIL
1. Change Address In order for the mail center to deliver the mail to right location, the department and employee should notify the mail center and Human Resources every time an employee’s address changes to a new department location and new mail stop code. A temporary “change of address” form is available on line at http://www.obf.wmich.edu/logistical-services/postal.html.
2. Inter-campus Mail Addressing
• Inter-campus mail requires the person’s exact mail stop code (plus-4), the individual’s full name (first name and last name), and the department name (such as: English, or Mechanical Engineering) showing on the material or inter-campus mail envelope. Incorrect mail stop codes or no mail stop code, incomplete individual names or departments may result in delay of delivery.
• Inter-campus mail can be placed within inter-campus or regular mail envelopes, or without an envelope (folded and stapled shut). All intra-campus mail needs to be separated from off-campus mail.
3. Inter-campus Mail Distribution: • Inter-campus mass mailing (distributions) requires the department to fill in the
DISTRIBUTION APPROVAL form with Department’s full name, date the material needs to be distributed, the means of distribution, and signature. You may request a distribution approval form from the mail center or download from our website at: http://www.obf.wmich.edu/logistical-services/postal.html.
• All campus distributions (such as statements, Human Resources requirements, etc) which include an employee’s name or ID number must be sorted by mail stop code and then by department name – not individual’s name.
• Distributions using an employee count by department require a minimum of one working day to process in the mail center. Distributions should be received in the mail area prior to 3 pm to insure next day delivery.
EmploymentGroup Managed Services 14
• All Labeled distribution (containing an employee name) material should be sorted by mail stop code and then department. Labeled items should be rubber banded or clipped together by mail stop code or department name.
• Unlabeled distribution (flyers, notices, etc) does not need a special sortation and is normally processed the following day.
• All numbers on the distribution form are approximate and subject to change throughout the year. Please provide appropriate number of copies, any extra copies will be returned to your department.

For Campus Mailing
Intra-campus mail is mail which is sorted by count to departments that do not require an address or fold. This form is to be submitted to the WMU Postal Supervisor, with sample copy, prior to delivery. 4. Inter-Campus Mail Enclosures
• Confidential Correspondence Confidential matter is to be inserted into an envelope with proper address and sealed. This eliminates the potential for mis-sorting and mis-handling loss due to previous markings, or lack of proper security.
• Multiple Page Items Multiple page memos, letters, should be inserted into inter-office envelopes. This helps facilitate handling and will prevent single page correspondence or small pieces of mail from becoming trapped between the pages of multiple page items.
5. Inter-Campus Mail Envelopes
Inter-campus envelopes are only for internal mailings. Departments mail stop codes are printed at the back of inter-campus envelopes. When you are using Inter-Campus envelopes, ensure sure all previous markings have been blocked out to ensure proper handling and delivery to the intended recipient. You can prolong the life of the envelopes by placing a piece of frosted scotch tape in the addressing portion and writing the required information in pencil. Departments can order your inter-campus envelope through your current office supply. Used envelopes are occasionally available through Mail Services.
6. Mail “Stop” Codes The mail stop is used to identify a location of each department and office – it is not intended to identify personnel. Each department or field office has been assigned a 4-digit mail stop equivalent to the Zip Plus 4. If you do not provide mail stop codes for internal mail, it may not be delivered in a timely manner, mis-sorting could occur, or it could be undeliverable as addressed. You may request the complete campus mail stop codes (in Word, Excel, or MS Access format) from the Postal Operations Manager at Ext. 7-8817 or email to: [email protected] . The most current Mail Stop codes are posted on our Web Site at:
http://www.obf.wmich.edu/logistical-services/postal.html
Use mail stop codes as a part of your return address for internal and external mail. * Detailed mail stop codes for each department are listed in this guide and were current at the time of printing.

* Labels Labels for use on parcels, packages, or large envelopes must be addressed according to the recommended format in the special format section. Improperly prepared labels will be returned to you for correction and/or completion. Labels that are applied must be parallel to and no closer than 5/8 of an inch from the bottom edge of the envelope to be processed by the USPS on automation equipment.
* Addressing ‘Best Practices’ and Format 1. Type or machine-print all address information.
2. Make sure print is clear, sharp, and at least 12 point sans serif font. 3. Ensure address characters don't touch or overlap.
4. Black ink on a white background is best. 3. Maintain a uniform left margin. 4. Use upper-case letters. 5. Omit all punctuation. 6. Include floor, suite and apartment numbers whenever possible. 7. Put the city, state and ZIP Code or ZIP + 4 code in that order on the last line.
If there's not enough room, you can put the ZIP Code or ZIP + 4 codes alone on the bottom line.
8. Use standard two-letter state abbreviations. 9. When using window envelopes, make sure the complete address is always
visible, even when the insert moves.
EmploymentGroup Managed Services 19
10. Leave one or two spaces between words and between the state abbreviation and ZIP Code or ZIP + 4 code.
11. Always include your Mail Stop code in the Return Address Area. 12. Call us if you are unsure or have any question: 387-8812 or 8817.
1. The Address Area. The complete address should
be located within the OCR read area (no return address information). Extraneous (non-address) printing or markings should appear as high on the mail piece and as far away from the address as possible.
2. Barcode Read Areas. Please make sure that this area remains clear of all printing within 5/8 inch. It's reserved for the bar code that will be printed by the Optical Character Reader (OCR).

3. Enclosures
* Correspondence Mail of any kind, for transport by the USPS, should be enclosed in an appropriate envelope or parcel and sealed. The types of enclosures determine the mailing classification.
* Non-Machinable Enclosure (Before you design your mail piece, please
contact the Mail center at 7-8817 or U. S. Post office, Mailpiece Design at 353-5068 for more information)
The non-machinable mail surcharge does not apply to:
• First-Class Mail card-rate pieces. • First-Class Mail weighting over 1 ounce. • First-Class Mail automation-rate letters.
A letter size piece is non-machinable if it has one or more of the following characteristics:
a. If the aspect ratio (length divided by height) is less than 1.3 or more than 2.5.
b. If it is polybagged, polywrapped, or enclosed in any plastic material. c. If it has clasps, strings, buttons or similar closure devices. d. If it contains items such as pens, pencils, or loose keys or coins that
cause the thickness of the mail piece to be uneven. e. If it is too rigid (does not bend easily when subjected to a transport belt
of tension of 40 pounds around an 11-inch diameter turn). f. If it is a mailpiece is more than 4-1/4 inches high or 6 inches long and
the thickness is less than 0.009 inch. g. If it has a delivery address parallel to the shorter dimension of the
mailpiece. h. If it is a folded self-mailer and the folded edge is perpendicular to the
address and if the piece is not folded and secured according to DMM c810.72.
I. If it is a booklet-type piece and the bound edge (spine) is the shorter dimension of the piece or is at the top (regardless of the use of Tabs, wafer seals, or other fasteners).
In addition to jamming and/or damaging the mailing machines, these items can also cause serious injury to Mail Center employees.
The following are also classified as non-machinable, non-mailable, and may be returned to sender:
EmploymentGroup Managed Services 23
Envelopes and Cards if pieces are less than:
3 ½” in height or 5” in length or .007” in thickness (thickness of a post card)
All foreign countries also impose various restrictions depending on country and item(s) being mailed. It is recommended that when mailing questionable items to U.S. or foreign destinations, the mailer should call the Mail center for assistance.
* Window Envelope Enclosures
Enclosures that are designed so that the address appears in a window folded to prevent movement of the address from window view. If the addressed enclosure does not properly fit the window, use an envelope without a window.
4. Envelopes a. Domestic Mail Envelopes

Placement
The actual permit indicia, often called the permit imprint, replaces the postage stamp. You may print your permit imprint directly on mailpieces or on labels permanently affixed to mailpieces. Mailers may also print it on mailpiece wrappers, envelopes, and containers.
Mailers must place the permit imprint parallel to the address of the mailpiece, in the upper right corner of the address side, address area, or the address label. You may vary the position only to allow data processing equipment to simultaneously print the address, the imprint, and other required postal information.
Clear Space
You must print the indicia wholly within a clear space no smaller than 1/2 inch by 1/2 inch. The entire area occupied by the indicia must be no larger than 1 1/2 inch below or to the left of the upper right corner of the mailpiece or the address area. Except as required to enclose the permit information, no printing may appear either above or to the right of the permit information. The rule that forms a box around the indicia may be omitted.
The requirements are less strict when printing the indicia on an address label; simply ensure that the indicia is rectangular, is sufficiently large and separated from the other information on the label to be legible and is located parallel to the address in the upper right corner of the address area on the label.
PERMIT IMPRINT PLACEMENT AND CLEAR AREA
EmploymentGroup Managed Services 36
CONTENT AND FORMAT You must produce permit imprints using a printing press, rubber stamp, mimeograph, or some other method of copying or reproduction. A permit imprint cannot be individually hand-drawn or typewritten onto each piece.
Ancillary Service Endorsements Ancillary service endorsements are used by mailers to request an addressee’s new address and to provide the USPS with instructions on how to handle undeliverable-as-addressed pieces. The endorsements consist of one keyword: “Address,” “Return,” “Change,” or “Forwarding,” followed by the two words “Service Requested.” The endorsements are the same for all classes of mail, but the treatment and cost differ by class of mail. Use of an ancillary service endorsement on a mailpiece obligates the mailer to pay any applicable charges for forwarding, return, and separate address notification charges. Overview Proper placement of the endorsement is required. If the endorsement cannot be seen or understood, you might not receive the service requested. A return address as presented in A010 must be used and placed in the upper left corner of the address side of the mailpiece or the upper left corner of the addressing area. If a return address is a multiple delivery address, it must show a unit designation (e.g., apartment number). The endorsement and return address must read in the same direction as the delivery address. An endorsement must be printed in no smaller than 8-point type, and it must stand out clearly against its background. Brilliant-colored envelopes and reverse printing are not permitted. There must be a 1/4-inch clear space around all sides of the endorsement.
The endorsement must be placed in one of these four positions: 1. Directly below the return address. 2. Directly above the delivery address area (which includes an address block barcode and any related non-address elements such as a keyline or optional endorsement line). 3. Directly to the left of the postage area and below any rate marking. 4. Directly below the postage area and below any rate marking. For a detailed listing of the endorsements, see F010.5. This guide is an overview only. For the specific DMM standards applicable to this category of mail, consult the DMM sections referenced above and the general sections within each DMM module.

* Placement of Tabs and Wafer Seals 3.14.4 Sealing Methods Folded self-mailers must be sealed using tabs or glue under the following conditions: a. Tabs must meet the standards for tabs in 3.11. The size and number of tabs required is determined by the weight of the mailpiece and optional design elements as follows: 1. To seal folded self-mailers that weigh up to 3 ounces created in bi-fold, tri-fold formats, pieces with multiple interior folds and a final fold on the bottom, and quarter-fold mailpieces that weigh one ounce or less, place two nonperforated tabs on the top edge, one within 1-inch from the leading and another within 1-inch from the trailing edge, or place one tab on the leading and another on the trailing edge, both placed within 1 inch from the top. 2. To seal quarter-fold mailpieces that weigh more than 1 ounce up to 3 ounces, affix two tabs, one on the leading edge and one on the trailing edge within 1 inch from the top, and affix a third tab on the lower leading edge 1/2 inch from the bottom (see 3.14.5). 3. To seal oblong pieces that weigh up to 3 ounces, affix one tab in the center of the top edge and one tab in the center of the trailing edge (preferred) or affix both tabs on the trailing edge within 1 inch of the top and bottom edges. Tabs may not be placed on the bottom of an oblong piece. b. Business Reply Mail
Business reply mail should be used when it is in the best interest of the University to have the sender respond, such as payments, admissions applications, etc. The University (your department) pays the postage plus a handling fee for the response. Business reply requires a different bar code base on the size of envelopes. When you decide to design any business reply envelopes or cards, please contact the mail center or U.S. post office for the proper format. Business reply mail must have the WMU complete return address, permit number; mail stop code, and your department fund-cost center, located in the upper left corner, for proper mail processing. Do not use the mail stop code in the delivery address – this is a special code unique to Business Reply Mail and should be used as follows: Postcard Size: 49008-9945 1oz Letter: 49008-9947 2oz Letter: 49008-9944 Flats/Labels: 49008-9948

* Business reply mail (BRM) BRM service enables mailers to receive First-Class mail by paying postage only on the mail, which is returned. We guarantee payment of the appropriate First-Class postage plus a handling charge per piece.
A special format is required for mailing in foreign countries (International business replies mail could be expensive, contact post office 353-5068).
* Courtesy reply mail (CRM)
Courtesy reply mail is normally used when it is in the best interest of the Sender to respond to the University, such as parking violations, returning proctored exams, etc. The sender applies the postage for courtesy reply mail. Pre-printed envelopes with special formats are available and Mail Stop codes can be used in the destination address.
* Stamped reply mail
In some instances Stamped Reply Mail is the most cost efficient method since there is no service charge, but postage is prepaid.
c. Certified mail
Certified mail service requires current postage plus a certified service fee. Certified mail is only for use in the United States mailing system.
* Fill in the card with fun-cost center, department, date, and signature. Make
sure you write “CERTIFIED MAIL” on the card and envelope in the event the card and envelope separate during the delivery.
* Fill in all information for CERTIFIED MAIL on the Green and White CERTIFIED MAIL RECEIPT (P.S. Form 3800, see page 19) (Ask mail Center for the certified receipt)
* Attach a certified receipt 3 inches from upper right hand corner and do not detach the white part of the receipt (leave enough room for postage)
* Write down the tracking number for your records. * Certified mail can be sent out with or without a return receipt. Call mail services for current fee.
d. Delivery Confirmation
Delivery confirmation is now USPS Tracking. * USPS tracking can be used with first class mail parcels, priority mail, and
package services.

e. Express Mail
For mail pieces up to 70 lbs, use the FLAT RATE EXPRESS envelope as long as it fits.
Complete the addressing requirements on U.S. Post Office Form 11-F mailing label, but do not remove label inserter. For Express envelopes or label supplies, call the mail center at 7-8812 or call post office 1-800-222-1811.
Domestic Overnight Delivery is guaranteed by the USPS (to most post office locations), and provides for a full postage refund if the item is not delivered on time.
International deliveries vary by country of destination. The U.S. Postal
Service offers no guarantees International express uses the same express mailing label as domestic
express mailing label. f. Insured Mail
You can obtain payment for domestic mail that has been lost, rifled, or damaged by having it insured. You can buy insurance up to $5,000 for Package Services mail. It is also available for merchandise mailed at the Priority mail or First-Class mail rates. Express Mail includes $100.00 insurance at no extra charge. Insured mail can be sent out with or without a return receipt.

g. Large Mailing
Before producing a large or specialized mailing, include Mail Services in your mailing arrangements to ensure your mailing program is timely and cost effective. We recommend the use of an address list sent to us via email in advance so that it may be examined for accurate addresses and content via the USPS National Change of Address (NCOA) site and the Coded Accuracy Support System (CASS).
Advance notice is required to effectively handle and process large or specialized mailings. Large mailings are considered any mailing consisting of 2,500 or more pieces.
72-hour advance notice is needed to insure the following items are available:
• Appropriate size and quantity of enclosures (envelopes and/or corrugated boxes).
• Mail Center personnel and equipment to process the mailing. • Sufficient postage on deposit. • If you are not sure of anything concerning a mailing of 500 or more pieces,
please call the Mail Services supervisor for assistance. We want to help. h. Oversize/Underweight Mail
First-Class, Standard Mail, and International Letter-Post Mail weighing one ounce or less is non-standard* if it exceeds any of the following size standard limits:
6 1/8" in height
DO NOT DETACH!
EmploymentGroup Managed Services 47
or 11 1/2" in length

You can process either, at your office or note on your fund and cost card you would like this service.
j. Registered Mail
The registered mail system is designed to provide added protection for valuable mail. Registered mail provides service for both domestic and international. Registered mail is somewhat slow due to the extra time taken in handling this type of mail.
k. Return Receipt
A return receipt is your proof of delivery. It is available for insured mail, certified, registered, express mail shipments. Return receipt is available for both domestic mail and international mail.

International mail
Most items are mailable to foreign countries. However, there are certain restrictions. It is important that mailers contact Mail Services to determine the proper classification and documentation required. If customs regulations are not followed and documentation is not exact, the item will be impounded by customs until the addressee makes arrangements for clearance and the payment of whatever duties required for the release of the item. Custom rules apply the same whether mail is sent by USPS or other couriers. For letter size items, use the special Tyvek™ Red/Blue border envelopes. They will enhance service and help mail services separate them from Domestic mail. The last line of any foreign address should be the country name spelled out in capital letters, in English. International services include:
* International first class * International express (Mail piece needs to be in EXPRESS envelope, with a
completed express mailing label). This mail has tracking capability. * International priority (Mail piece needs to be in PRIORITY Envelope). This
mail does not have tracking capability. * International parcel post (Both USPS and UPS) * International registered mail (has tracking capability) * International M-bag (Takes 4 to 7 weeks to most country). This mail does not
have tracking capability.
Sending International Parcels:
Departments sending international parcels are required to properly complete the PS Forms 2976 and 2976-A Customs Declaration forms. Parcels under 4 pounds will use the PS Form 2976. Those parcels over 4 pounds will complete PS Form 2976-A to include addressing, signature, and all other descriptive form requirements being requested.
