MRWA has notified affected land owners through letter drop and held community consultation sessions for residents to provide feedback. It is recommended that the Council endorse the Access Strategy as proposed by MRWA. MRWA personally addressed and posted approximately 350 letters to affected land owners advertising the proposed changes and inviting them to 3 possible ‘drop in’ sessions to review the designs and seek clarification about the proposed Access Strategy. A summary of the consultation and feedback received is included in NorthLink WA – Drop in Session Summary (Access west of PDNH). The NorthLink team provided verbal answers to the feedback received at the drop in session and encouraged the residents to complete a written response sheet if they were not happy with the response provided.

There were four written responses received and these are attached in Feedback Sheets received from Drop In Sessions. Of these sheets two were objections, one was unsure about the access arrangements and the remaining one was happy with the proposed access arrangements.

An objection came from a resident living west of the PDNH on Warbrook Road advising that they would have to travel an extra 18km for a round trip to Bullsbrook which would cause a loss in income for her cattle business. It is acknowledged that there will be an increase in distance for this resident. However, the PDNH will also likely increase the speed of transport from these properties in other areas, particularly Muchea and areas south. In addition to this, once Stock Road is constructed the travel distance to the Bullsbrook Townsite will be the same as it is at present. It is considered that although there are will be some inconvenience to this resident they will be short to medium term and the benefits of the project outweigh the negative impacts. In addition, adjoining landowners have requested of the Minister for Transport and the Minister for Planning that an interchange be constructed at Maralla Road. This is supported by City staff. It has not yet been confirmed.

Another respondent did not believe the proposed changes between Neaves Road and Muchea South Road were adequate and stated that it would be more beneficial if the highway ran along the edge of the property. The highway for a section runs along the property boundaries however as all the lots are not consistent sizes there is a need to sever some of the lots. Due to the speed of the highway it is not possible to introduce curves to follow the boundaries. It is accepted that there will be some lots that are severed by the highway, however there will be sealed access roads provided for these severed lots and the benefits of the project outweigh the negative impacts of the severing of these lots.

CONSULTATION

MRWA have undertaken consultation as outlined in the report.

STRATEGIC IMPLICATIONS

The NorthLink is a major infrastructure project that will facilitate improved transport connectivity and economic development in accordance with the City’s Strategic Community Plan.

STATUTORY IMPLICATIONS

Section 3 of the Local Government Act 1995 requires affected land owners to be notified of any change in level, or the alignment of, a public thoroughfare. MRWA have carried out the required consultation on behalf of the City.

FINANCIAL IMPLICATIONS

All costs in the matter are to be borne by MRWA.

RECOMMENDATION

That the Council resolve to:

1) Endorse the Access Strategy for the Northlink project, north of Maralla Road, as proposed by Main Roads Western Australia and set out in Drawing NLWA-00-RD-SK-0039.

2) Advise Main Roads Western Australia accordingly.
