Reaction of US DOE• Maine is one of 12 states that received a letter of

concern about 2015 participation rates from USED.

• USED reminded us of the participation requirement and their range of enforcement option:– Written request for compliance– Increased monitoring– Placing conditions on award or waiver– Suspending or withholding funds– Similar actions with respect to noncompliant LEAs

Maine’s Response to USED• Participation decline attributed to:

– Legislation to withdraw from SBAC– Optional provision of SAT– Excessive testing at 3rd year high school– National attention to “opting out”

• Maine’s corrective actions– Enhanced assurances in NCLB Application– Returning to SAT as high school assessment– Targeting districts with participation issues– Promise of further action based on 2016 data.
