ln compliance with the provisions of the Consti ... tution requiring the Treasurer to make a regular statement and account of the Receits and Expend­itures of all the public moneys, I would respectfully submit the following remarks to the Honorable Legislature respecting the financial concerns of the State.

The Clerks of the Judicial Courts, and the Sher­iffs of the several Counties, have been prompt in the discharge of their duty.

The Receits in the Treasury have fallen short of the estimate of the last year in consequence of the sickness and death of the late Land Agent, Hon. Daniel Rose. Previous to his death the Treasurer of the State, at the Instance of the Gov­ernor and Council, repaired to 'I1homaston and re­ceived from him securities amounting to about One Hundred 1,housand Dollars, on which a small amount has been received on the same as will ap­pear by the Schedule herewith annexed.

A considerable portion of the above demands has been long due and still falling due, and solicitations from various sources soliciting further indulgence for their payment. A compliance will throw a respon­sibility upon the Treasurer unauthorized ; he there­fore would respectfully solicit specific directions

should the ab:we secarities remain in this depart"' ment. In providing fi)r the p1ymt~nt of the demands on the Treasury for the ensuing year, and the re­imburscmentof the temporary loans obtained from the several Banks in the State, and to relieve the same;

the Tre1s:m~t wo::ilJ rcs?ectfully suggest the pro .. priety of borrowing a specific sum for that purpose on a time which shall be thought expedient.

By a Resolre of the Legislature, passed March 4, 1833, providing for the education of youth, that all the s:nns whieh mJ.y he hereafter received by the State for the 'rax 0;1 the several Banks, except­ing One Thousand Dollars appropriated for the benefit of Parsonsfield Seminary, shall he applied for the support of prima1·y Schools. The amount re .. ceived from the several Banks, after the deduction of one th<nsand dollar~, will be Nineteen Thousand Three H:m~lr~d Elghty Nine Dollar8, Thirty-One Cents, to h~ applieJ agree:'a b]y to the proYisions of the aforesaid Act. The above sum has been expended in the disb:Jrs2m::-nts from this department, it will be necessary for the Lrgislat:1re to provide means for replacing the same.

Frax Act. The Treasurer having availed himself in the recess of the Legislature of every opportunity to obtain information to present to the Committee on Finance for its correction.

By a Resolve of the Legislature of February 26th, 1833, the 'rreasurer ·was authorized to borrow Twenty Five Thousand Dollars as a temporary loan. Twenty Thousand Dollars of which was ob­tained from the Central Bank at Hallowell, and Five Thousand Dollars from the ,v aldo Bank at Belfast. By a Resolve of March 4th, 1833, the Treasurer was anthori~i.;ed to borrow Fifteen Thou­sand Dollars as a temporary loan-Five Thousand Dollars of which ,·vas obtained at the Augusta Bank -Five Thous:.rnd at the Mercantile Bank at Ban­gor-Two Thousand Ffre Hundred at the Gardi­ner Bank, and One Tho:1sand Five Hundred at the Citizens' Bank, ;igusta, making the snm cif Fourteen ,-fhousand t ollars; the last named sum of Fifteen Hundred Dollars was reimbursed on the 1st of November last.

By a Resolve of the Legislature passed March 4th, that the Bond to the Treasurer of State, dated March 26th, 1831, signed by the Hon. Daniel Cony and others, in the penal sum of Fifty Thous::md Dol­lars according to the agreement and stipulations in the said Bond, is due to the State, that the Treasurer of State be, and he hereby is, requested forthwith to call on said obligors for payment. On the 10th

day of May, the Treasurer requested, by a Circu­lar to the several obligors, payment of the aforesaid Bond,from whom no information has been received.

Respecting the amount necessary to be raised for the State 'l'ax for the ensuing year, the Treasurer is of the opinion that it will be necessary to raise Sixty Thousand Dollars. It will be seen by the Estimate of the Expenditures the present year, that the demands on the Treasury will far exceed that of the last year. In consequence of the death of the late Land Agent, no calculations can be made upon the receits from that department with certainty.
