MERITORIOUS SERVICE TO AVIATION AWARD RECOGNIZES CERNAN’S TIRELESSNESS IN PROMOTING AEROSPACE

Astronaut Eugene “Gene” Cernan, the “last man on the moon” and a frequent participant in NBAA events and programs, will receive the Meritorious Service to Aviation Award during

the Day Two General Session on Wednesday, October 23 at 10:30 am.

The Meritorious Service to Aviation Award, which is the business aviation industry’s most distinguished honor, recognizes Cernan’s extensive contributions to furthering achievements in aviation and aerospace.

A career U.S. Navy aviator, Cernan fl ew into space three times over his 13 years with the National Aeronautics and Space Administration (NASA), fi rst serving as pilot of the Gemini 9 mission (1966) that furthered NASA’s understanding of the techniques required for extra-vehicular activities. He later fl ew two trips to the moon, serving as lunar module pilot of Apollo 10, NASA’s fi nal proving mission for the vehicle and procedures to be used for the Apollo moon landings, and as commander of Apollo 17, NASA’s fi nal manned moon mission, in 1972.

Cernan retired from the Navy as a captain, and from NASA, in 1976. He holds the distinction of being the last NASA astronaut to walk on the moon’s surface, an experience he says has driven and inspired him throughout all of his subsequent endeavors.

An accomplished pilot, Cernan is also a regular guest at NBAA’s annual Conventions, where he frequently joins other legendary aviators in presenting the National Aviation Hall of Fame’s annual Combs Gates Award, which honors aviation history, research and preservation efforts.

Cernan was awarded a Wright Brothers Master Pilot Certifi cate from the Federal Aviation Administration (FAA) during a presentation at NBAA’s 2010 Convention. He has been recognized with numerous other noteworthy honors, including the Navy Distinguished Flying Cross, the NASA Distinguished Service Medal, the FAI International Gold Medal for Space and NASA’s fi rst Ambassador of Exploration Award.

The NBAA Meritorious Service to Aviation Award recognizes extraordinary lifelong professional contributions to aviation. Recipients of the Meritorious Service Award are individuals and groups who built the aviation industry, including business aviation, and who have created an industry and a community around one common denominator – the miracle of fl ight.

IBAC’S PETER INGLETON TO RECEIVE2013 DOSWELL AWARD

Peter Ingleton, director of liaison to the International Civil Aviation Organization (ICAO) for the International Business Aviation Council (IBAC), will be honored with the 2013 NBAA John P. “Jack” Doswell Award recognizing exemplary service to the global business aviation community.

Ingleton’s career in the aviation industry spans more than 40 years, much of that time spent working in the ICAO program on the development of international aviation regulatory policy.

Shortly after entering the workforce, he joined the International Air Transport Association (IATA), and remained with that organization until joining IBAC in 1997.

Ingleton has become an internationally renowned voice in the development of policy standards and recommended practices for the global aviation system, participating on a large number of ICAO panels responsible for aircraft operations and technical developments. He has extensive knowledge and experience in technical specialties such as those for aircraft operations, air traffi c services and aeronautical telecommunications.

A native of Australia, Ingleton has a background in electrical engineering. Ingleton will receive the award during a reception at NBAA2013.

NBAA established the Doswell award in 1987 to recognize lifelong individual achievement on behalf of and in support of the aims, goals and objectives of business aviation. It is named for Jack Doswell, a renowned World War II combat veteran, executive pilot and fl ight operations director who was actively involved in many NBAA committees and initiatives throughout the 1970s, and whose gifts inspired a high standard of involvement in the business aviation community.

COOLING TO RECEIVE NBAA FORMERBOARD AWARD

Former NBAA Board Member Jim Cooling will be presented the NBAA Former Board Award for his work on NBAA’s behalf to the International Business Aviation Council (IBAC). He served for nine years as a member of the NBAA Board of Directors and is a former member of the NBAA Tax Committee; as well as a past chairman of the Aviation, Transportation and Space Law Committee of the Missouri Bar; and past president of the Aviation Insurance Association. He has been a featured speaker at programs for the FAA, NBAA, EAA, Aviation Insurance Association and the SMU Aviation Law Symposium.

10:30 am – 12:00 noon Maintenance Committee Update

10:30 am – 12:00 noon Risk Management 101

Moderated by: Tim McSwain, Allianz Presented by: John Averill, Insurance Offi ce of America; Vic D’Avanzo, USAIG; Christa Hinckley, Dentons US; and James Murray, Delta Private Jets This Session is eligible for CAM Application and

Recertifi cation credit.

What does taking a shower have in common with operating aircraft? Simple – it requires decisions about risk! Don’t believe it? Consider this common situation: it is 4:00 am; you stumble to the bathroom, fumble for the light, reach into the stall and turn the water valves on. After a moment, you test the water temperature and discover it is two degrees cooler than steam, so:

a. you avoid getting burned by deciding not to shower today, orb. you mitigate the risk by reducing the temperature, orc. you may decide to let someone else shower fi rst (!), and see if they get burned,

ord. you decide that you will get in the shower anyway, accepting the risk of

getting burned.

All of the elements of handling a known risk are present in this example and you did them without thinking very much about risk or the handling of it. There are four such elements: 1) Avoidance; 2) Mitigation; 3) Transfer; and 4) Retention. Each of these elements is an integral part of dealing with any risk. This panel will walk though what each element of risk means and apply them to the real world of aviation operations.

10:30 am – 12:00 noon NBAA Safety Town Hall Meeting – Addressing Business

Aviation’s Top Safety Challenges

Presented by: Jeff Agur, Van Allen Group; Sean Lancaster,

Bristol Associates; and Mark Ringel, Zuckert Scoutt & Rasenberger, LP

This Session is eligible for CAM Application and

Recertifi cation credit.

Today’s business aviation market is driven by factors that range from macro infl uences like the state of the economy and the health and strategies of manufacturers to micro factors that are more specifi c to a transaction like brand loyalty, product mix and capability, and company specifi c operating structures. In between, the market is infl uenced by industry factors like uncertainty in residual values, evolution of fi nancing products, changes in the regulatory and tax environments and the expected life cycle of current business aircraft models. Join this panel of industry leaders in an interactive discussion of these and other factors, from the big picture to the deal specifi c, and learn about how these factors can create value opportunities in the market or how they can hinder the market’s recovery. Bring your questions, your ideas and your views to help us stimulate a lively discussion.

Industry experts will address new developments regarding the declining aviation talent pool. Attendees will take away a greater understanding of the talent shortage and learn how to address these six questions: 1) WHO in my organization needs to know about this? 2) WHAT do they need to know? 3) WHERE do I fi nd internal and external partners to help me tackle this for my organization? 4) HOW do I craft solutions so my department and my organization can stay ahead of this issue? 5) TODAY, how and where do I fi nd talent and what impact do internships play? And 6) TOMORROW, how do I vigilantly retain talent? Top experts will reveal startling statistics and discuss ways fl ight departments can plan to be at-the-ready, and attract and retain candidates especially during an aviation personnel shortage. The panel will focus on talent development, safety, OEM aircraft expected pipeline, diversity, and ways to develop passion and commitment for aviation careers in the next generation.

1:00 pm – 2:00 pm An Immediate Post Accident Time Bomb:

Properly Completing NTSB Form 6120.1

Presented by: Paul Lange, Law Offi ces of Paul A. Lange, LLCThe immediate aftermath of an accident is no time to start thinking about all the pitfalls associated with completing the lengthy and detailed NTSB Form 6120.1, which is due 10 days following an accident. It asks such seemingly innocuous questions as: “Who is the operator?” In a time of pilot and mechanic agency agreements, numerous RVSM authorizations and a variety of other operational control issues, are you 100% certain that all the documentation for every fl ight matches so that it is clear whom is the operator? In this Session, Attendees will gain the knowledge and skills to ensure that they can complete the 6120.1 form without creating additional regulatory, tort and insurance coverage problems for themselves at a critical time.

1:00 pm – 2:00 pm Ensuring the Highest Resale Value of Your Business Aircraft

Presented by: Jeremy Cox, JetBrokers, Inc With a challenging pre-owned aircraft market, selecting the right avionics and equipment upgrades can make your aircraft stand out to potential buyers. Decisions related to maintenance and the overall care of the aircraft also impact resale value. During this Session, Attendees will learn how to implement strategies to maintain the future resale value of business aircraft, understand the impact avionics and other equipment upgrades will have on resale value and review current trends in the pre-owned business aircraft market.

1:00 pm – 2:00 pm Fleet Issue Collaboration; Improving Safety, Operating

Cost And Reliability Through The Sharing Of Aircraft

Operational Data

Presented by: Grant Johnson, Airframe Resolution LLC;John Peters, Airframe Resolution LLC; and Jeff Shutrump,

Airframe Resolution LLCBusiness jet owners’ typical small fl eets do not provide a large enough sample size to gain suffi cient reliability and maintenance data. By collecting and pooling data with other operators, industry trends can be identifi ed. An individual operator can determine its position against industry trends and enable collaboration with other operators for solutions. Sharing data provides more leverage when approaching OEMS and suppliers to seek fl eet-wide solutions.

Or perhaps the plane landed with the aircraft cabin unprepared? Members of NBAA’s Flight Attendant Committee will present and facilitate Q&A at this Session, designed for non-pilot business aviation professionals interested in advancing safety.

9:00 am – 10:00 am What’s On Your Runway?

Presented by: Jim Krieger, FAA and David Siewert, FAARecognizing that airport construction introduces additional risk to air traffi c operations, the Federal Aviation Administration’s (FAA) Air Traffi c Organization (ATO) created the Airport Construction Advisory Council (ACAC) in April 2010. The ACAC was tasked with ensuring safety during airport construction activities. The ACAC consists of FAA and U.S. aviation industry professionals with diverse backgrounds and experience. It has grown to 15 core and associate members strategically positioned across the United States. Its theme is “managers working with managers,” a concept that establishes credibility and facilitates a positive response at U.S. air traffi c facilities and airport offi ces. This presentation will detail the role of the ACAC and how it provides timely notices to stakeholders regarding construction activity at airports throughout the United States. Each of the presenters were founders of the ACAC.

Facing the Changes

Presented by: Michael Dwyer, Guardian Jet LLC;Anthony Kioussis, Asset Insight, Inc.; David Labrozzi, GE

Capital Solutions-Corporate Aircraft; and Gil Wolin, Wolin Aviation ConsultingFour business aviation experts will discuss the dramatic changes recent years have seen in aircraft values These changes have had far-reaching effects on the new and preowned aircraft sales, fi nance, and insurance industry segments. The panelists will examine the three primary drivers for these changes, which came into play almost simultaneously in a relatively short period of time:

• Economic – the “Crash” of 08, which dramatically drove down values in a matter of weeks; continued fuel cost increases;

• Technological – from new engines with better fuel specifi cs, to new avionics suites with improved communications and navigation capabilities rendering older equipment obsolete;

• Regulatory – from political emissions to noise to mandated new technology navigational equipment, new requirements require additional investments in previously inexpensive and popular airframes.

The panelists will discuss the impact of these changes to date, and what additional effects owners, operators, service providers and sales professional might expect over the near and far terms.

2:30 pm – 4:00 pm Business Aviation – Sustainability in a World of Change

Presented by: Dan Brown, Honeywell; Kurt Edwards,

International Business Aviation Council (IBAC); andCharles Etter, Gulfstream

This Session is eligible for CAM Application and

Recertifi cation credit.

Within the context of the global industry and ICAO goal of carbon neutral growth from 2020, market-based measures (MBMs) are only one component of several meant to reduce international aviation carbon emissions; others include new technologies, operational improvements, and infrastructure modernization. Sustainable alternative fuels hold the greatest promise for reducing aviation carbon emissions. Likewise, new aircraft and design technologies can lead to important effi ciencies. To the degree they are applied, MBMs and other policies implemented by States should incentivize the development and use of sustainable alternative fuels and new technologies, and MBMs should give credit for the use of alternative fuels. The sooner alternative fuels and new technologies are available and used in quantity, the sooner carbon emissions decline and the need for MBMs is eliminated.

NBAA2013 FEATURES NEW INDOOR STATIC DISPLAY OF AIRCRAFT

For the fi rst time, Attendees at NBAA2013 will have a new opportunity to view and compare a selection of business aircraft, without ever leaving the Show’s Exhibit fl oor. In addition to the expansive outdoor Static Display of Aircraft at Henderson Executive Airport (HND), NBAA will also offer, for the fi rst time at an NBAA Convention, an indoor Static Display of Aircraft on the main Exhibit fl oor inside the Las Vegas Convention Center. The new indoor Static Display of Aircraft provides Attendees the valuable opportunity to examine between 10 and 15 light business airplanes and helicopters, just steps away from the show’s other indoor Exhibits.

Convention Attendees will still have access to the Show’s traditional outdoor, airport-based Static Display of Aircraft, which showcases a diverse variety of about 100 business aircraft, ranging from smaller types up through intercontinental business jets. The indoor Static Display of Aircraft will be located immediately adjacent to the shuttle bus pickup location for transport to the outdoor Static Display at HND.

NBAA2013 TO OFFER GLOBAL ENTRY PROGRAM INTERVIEWS WITH CUSTOMSAND BORDER PROTECTION

CBP AGENTS WILL BE ON SITE IN LAS VEGAS, OCTOBER 22 TO 24

International business travelers seeking simplifi ed entry into the United States will have the opportunity to meet in person with U.S. Customs and Border Protection (CBP) agents at the 2013 NBAA Business Aviation Convention & Exhibition (NBAA2013), so they can be enrolled in CBP’s “Global Entry” program.

Global Entry allows expedited clearance processing into the U.S. for pre-approved, low-risk travelers using automated kiosks available at 34 U.S. airports, eight pre-clearance airports in Canada, and two pre-clearance sites in Ireland.

Attendees interested in arranging a CBP interview at NBAA2013 must apply through the Global Entry website no later than September 30. First-time users will be required to create an account with the Global Online Enrollment System (GOES), and a $100 non-refundable processing fee is due when submitting the online application. Once pre-approved, applicants will be notifi ed, through GOES, that they are “conditionally approved” for Global Entry and may enroll for an interview. NBAA2013 Attendees should select the “NBAA Conference” location to schedule their interview during the Convention.

Visit the CBP’s Global Entry website, www.globalentry.gov, to learn more about the program and apply for enrollment.
