    Public transportation in Buffalo Niagara dates backto 1834. Staying relevant for more than 175 yearsmeans listening, learning, adapting and growing.Metro needed to look at how it is delivering its serv-

    ice through a fresh set of eyes, so it could learnwhat it needed to modify to ensure it is providingthe most efficient and cost-effective service possi-ble. This study took a hard look at our changingregion, as well as advancements from other transitsystems from around the globe, that when imple-mented, are designed to make Metro a more afford-able and efficient system to use and operate.

    The service and fare analysis is one of the mostsignificant projects Metro has undertaken. Ourgoal is to increase ridership and improve opera-

    tional efficiency, resulting in a more economicallysustainable Metro system.

    Provided here is a comprehensive list of Metro'sroutes and the changes we are considering forimplementation on October 31. Taken as awhole, this plan creates the widest and mosteconomical transit system possible with theresources available, while making it easier tounderstand and use.

    Fare RestructuringOn September 1 Metro makes fares easier to under-stand. No more zones. No more transfer fees.Metro will have one fare, one kind of Metro MonthlyPass and a Day Pass. People will be able to ridefrom downtown Buffalo to downtown Niagara Fallsfor just $1.75, ride all day for $4 or all month for $66.

    Metro will keep free transfersbetween Metro Rail and Metro Bus,wherever they connect. Metro will also continuefree transfers to Metro Route 8 Main in downtown

    Buffalo. Please refer to the Proposed FareStructure Adjustment page at the end of this reportfor a complete overview of the proposed changes.

    Route AdjustmentsErie County/Local Route s

    Metro Rail: Sunday service hours will beexpanded to run from 7 a.m. to 10:30 p.m. at20-minute intervals. There will be no change toweekday and Saturday service.

    Route 1 William: This route will continue to runbetween Goethe Loop and downtown Buffalo,with some trips serving Appletree BusinessPark on weekdays. Midday service improves to30-minute intervals on weekdays. Weekendservice between downtown and Goethe Loopwill be hourly.

    Route 2 Clinton: Most service will run betweendowntown Buffalo and Fernwood Loop at 15-minute intervals. Hourly service will extend to the

    Bank of America Center via Indian Creek, MineralSprings, Union, French and Transit Roads. Therewill be no service on Losson Road to AppletreeBusiness Park. On weekdays midday service willimprove to 30-minute intervals with hourly serviceto Transit Road. Weekends will see hourly servicebetween downtown and Fernwood Loop only.

    Route 3 Grant: There will be no changes to thecurrent route. It will run at 10-minute intervalsduring peak hours, and 15-minute intervalsmidday. Weekends will see 30-minute intervals.

    Route 4 Broadway: Most service will runbetween downtown and Bailey Avenue at 15-minute intervals, all day, on weekdays. Every30 minutes trips will continue to the ThruwayMall. On weekends, this route will run at 30-minute intervals to the Thruway Mall. Sometrips will continue to serve the Village of Sloan.

    Route 5 Niagara: This route will be combinedwith the current Route 30 Kenmore and operatebetween Metro Rail's University Station anddowntown via Niagara Street and Kenmore

    Avenue. Service north of Vulcan Street, andalong Sheridan Drive, will be provided by Route35 West Sheridan. This route will run at 15-

    minute intervals on weekdays and 30-minuteintervals on weekends.

    Route 6 Sycamore: This service will run betweenthe Walden Galleria and downtown at 15-minuteintervals on weekdays and 30-minute intervals onweekends. Service beyond the Walden Galleria,to Lancaster, will be provided by the new Route 46Lancaster with 60-minute intervals, weekdays only.

    Route 7 Baynes/Richmond: This route will runbetween Forest Avenue and downtown at 30-minute intervals during peak hours and at 60-minute intervals midday and weekdays only.There will be new downtown routing to theEllicott Loop.

    Route 8 Main: This route will continue to run thecurrent 8A route, at 30-minute intervals.Current 8B service on Michigan Avenue will bediscontinued.

    Route 11 Colvin: This service will run over thecurrent routing between the TonawandaIndustrial Park and downtown, at 30-minutes

    intervals on weekdays and every 60 minutesmidday and weekends.

    Route 12 Utica: This service will run over the cur-rent route at 15-minute intervals on weekdaysand 30-minute intervals on weekends. All tripswill operate to Metro Rail's University Station.

    Route 13 Kensington: This route will operate onFerry and Grider Streets at 15-minute intervalson weekdays and 30-minute intervals on week-ends. Current 13B service on Main andKensington Streets will be discontinued.

    Route 14 Abbott: Most service will run fromdowntown to Ridge Road and The Shops, at30-minute intervals on weekdays and week-ends. Hourly service will continue south ofRidge Road to the McKinley Mall and ErieCommunity College. Service along WilletRoad, and to the Orchard Park CommerceCenter, will be discontinued.

    Route 15 Seneca: This route willrun between Southgate Plaza anddowntown at 15-minute intervalsweekdays during peak hours, 30-minute intervals midday, and 60-minute intervals on weekends. Service to East

    Aurora will be discontinued.

    Route 16 South Park: Most service will runbetween the Lackawanna-Victory Transit Centerand downtown Buffalo at 30-minute intervals.Service will extend to the McKinley Mall viaSouth Park Avenue, Electric Avenue, andMilestrip Road, at 60-minute intervals.

    Route 18 Jefferson: This route will run over itscurrent routing between Delevan CollegeStation and Miami Street, at 30-minute intervalson weekdays during peak hours, and 60-minuteintervals midday and on weekends. Servicesouth of Miami Street, and along Seneca andSouth Streets, will be discontinued.

    Route 19 Bailey: This route will operate betweenMetro Rail's University Station and the Bailey-

    Abbott Loop at 15-minute intervals on weekdaysand 30-minute intervals on weekends. 19 Bservice to the Lackawanna-Victory Transit Centerand route deviations along Dingens Street (NewBuffalo Industrial Park) will be discontinued.

    Route 20 Elmwood: Most service will run between

    Kenmore Avenue and downtown at 15-minuteintervals on weekdays and 30-minute intervals onweekends. Some service will extend to theOrchard Loop in Tonawanda at 30-minute inter-vals weekdays, and at 60-minute intervals onweekends. Trips to the Ensminger / Parksidearea, and the Main-Niagara Transit Center (20 T),will be discontinued. Service for these areas willbe provided by two new routes: Route 35 WestSheridan and 57 The Tonawandas.

    Route 22 Porter/Best: This service will run over

    the curr ent routing, at 30-minute intervals dur-ing peak hours, and 60-minute intervals middayand weekends.

    Route 23 Filmore/Hertel: This route will operateat 15-minute intervals on weekdays and 30-minute intervals on weekends. To and from theBailey-Abbott Loop, the route will operate viaSouth Park Avenue Service along Elk Streetand Bailey Avenue will be discontinued.

    Route 24 Genesee: Most service will runbetween the Andrews Loop and downtown at15-minute intervals during peak hours and 30-minute intervals midday. Service will extend tothe Buffalo Airport at 30-minute intervals week-days and at 60-minute intervals on weekends.Service beyond the Airport, to Wende / Erie

    County Home, will be replaced by the newRoute 27 Erie County Home. Service alongHarlem Road to the Thruway Mall will bereplaced by Route 26 Delavan extensions.Current 24P service to the Transitown Plaza,and the Cedargrove area, will be discontinued.

    Route 25 Delaware: Most service will runbetween Kenmore Avenue and downtown at15-minute intervals during peak hours, 20-min-utes intervals midday and 30-minute intervalson weekends. Service will extend to

    Main/Niagara Transit Center in Tonawanda at30-minute intervals weekdays and at 60-minuteintervals on weekends. 25D service north ofthe Main-Niagara Transit Center will bereplaced by the new Route 57 TheTonawandas.

    Route 26 Delavan: The current route will beextended to the Thruway Mall, via GeneseeStreet and Harlem Road, and run at 15-minuteintervals during peak hours, 30-minute intervalsmidday and 60-minutes intervals on weekends.

    Route 27 Erie County Home: This new routeruns between the Buffalo Airport and Wende / Erie County Home, replacing part of Route 24Genesee and Metrolink Route 203. Theschedule will include five round trips weekdaysand four round trips on weekends. Passengerswill need to transfer at the Airport.

    Route 29 Wohlers: This service will operate overits current route, but only to Utica Street at thenorth end. Service will run at 60-minute inter-vals on weekdays.

    Route 30 Kenmore: This route will be replacedby Route 5 Niagara and Route 47 YoungsRoad, with improved service intervals alongKenmore Avenue.

    Route 32 Amherst: Most service will run betweenHuntley Loop and Buffalo State College at 15-minute intervals during peak hours. Service willrun between Niagara Street and the Thruway

    Mall, via the Walden Galleria, at30-minute intervals during week-day peak hours and 60-minutesintervals on weekends.

    Route 34 Niagara Falls Blvd: Most service willrun between Metro Rail's University Station andRidge Lee Road, North Bailey Avenue, via theBoulevard Mall, at 15-minute intervals duringpeak hours and 30-minutes intervals on week-ends. Service will extend to the AudubonIndustrial Park at 30-minute intervals duringweekday peak hours and 60-minutes intervalson weekends. Current 34m service toNorthtown Plaza will be discontinued.

    Route 35 West Sheridan: This new route runsbetween the Vulcan Loop and UB's NorthCampus via Vulcan, Kenmore, Two Mile CreekRoad, Ensminger Road, Sheridan Drive, AlbertaDrive and Maple Road. It will operate at 30-minute intervals during weekday peak hoursand 60-minutes intervals midday and on week-ends. This route replaces portions of Route 5Niagara and Route 20 Elmwood.

    Route 36 Hamburg: This route will continuebetween Hamburg and downtown Buffalo viathe McKinley Mall and will run at 60-minutesintervals weekdays and weekends. Servicedeviations to Electric Avenue, AutumnviewManor and Clark/McKinley Parkway will be dis-continued.

    Route 40 Grand Island: This route will continuerun between the Portage Road Transit Centerand downtown Buffalo at 60-minutes intervalsweekdays and weekends, but with routingchanges. The route will serve Riverside via

    Vulcan Street, Tonawanda Street and Hertel Avenue, and use the I-190 to and from down-town Buffalo. Service along Niagara Street willbe discontinued. In Niagara Falls, service willrun on the Robert Moses Parkway instead ofBuffalo Avenue.

    Route 42 Lackawanna: This route will runbetween Route 5/Odell Street and the WaldenGalleria, via Ridge Road, the Lackawanna-

    Victory Transit Center, The Shops on RidgeRoad, Southgate Plaza, and Union Road, at 60-minutes intervals. Service to Orchard Park willbe discontinued.

    Route 44 Lockport: Most of this service will runbetween Metro Rail's University Station and theCrossPoint Business Park at 30-minute inter-vals during weekday peak hours and 60-min-utes intervals midday and on weekends.Service will continue to Lockport every twohours, on weekdays.

    Route 46 Lancaster: This new route will runbetween the Walden Galleria and Lancaster onweekdays, at 60-minutes intervals. It replacesthe existing Route 6 Walden. Service will runalong Walden Avenue, Central and Broadway.Route deviations to Olmstead Avenue, TransitRoad and Como Park Boulevard will be discon-tinued.

    Route 47 Youngs Road: This new route willreplace Route 30 Kenmore service. It will runbetween Metro Rail's University Station and theBuffalo Airport, via Main Street and ErieCommunity College North campus, at 30-minute intervals during weekday peak hours. Itwill run at 60-minutes intervals midday and onweekends.

    Route 48 Williamsville: This route will runbetween Metro Rail's University Station and theEast Hills Mall, via Erie Community CollegeNorth campus, at 30-minute intervals duringweekday peak hours. It will run at 60-minutesintervals midday and on weekends. Service tothe Transitown Plaza will be discontinued.

    NOTE: Between Route 47 Youngs Road andRoute 48 Williamsville, service on Main Streetto Metro Rail's University Station will run at 15-minute intervals during peak hours, 30-minuteintervals midday and 60-minute intervals onweekends.

    Route 49 Hopkins: This route will run betweenMetro Rail's University Station and MillardFillmore Suburban Hospital via Millersport

    Highway, Sheridan Drive, Hopkins Road andMaple Road at 30-minute intervals on week-days. There will be no weekend service.

    Route 56 River Road: This route will be discon-tinued.

    Route 57 The Tonawandas: This new route willrun between the Main-Niagara Transit Centerand Ward Road and Niagara Falls Boulevard via

    Payne Avenue, Nash Road, inNorth Tonawanda, and alongBroad Street, Hinds Street andMain Street in Tonawanda run-ning at 60-minutes intervals onweekdays. This route will replace portions ofthe current Route 25D Deleware and Route 20T

    Elmwood.

    Niagara County Routes

    Route 51 Military Summit: This route will be dis-continued.

    Routes 50 University, 52 Hyde Park, 54Military, 55 Pine Avenue: No Changes.

    Metrolink RoutesRoute 200 North Tonawanda: This route will

    stay the same, with some scheduling adjust-ments.

    Route 201 Lockport: This route will stay thesame, with some scheduling adjustments.

    Route 203 Erie County Home Express: Thisroute will be replaced with the new Route 27Erie County Home

    Route 204 Airport/Downtown Express: Thisroute will stay the same except for some down-town routing adjustments.

    Route 206 Buffalo State Circulator: This routewill run between Buffalo State Campus, Topsand Wegmans at 20-minutes intervals on week-days and weekend afternoons.

    Route 207 Elmwood Circulator: This route willbe discontinued.

    Route 209 Medaille College Circulator: Thisroute will run at 20-minute intervals.

    Route 210 Airport/Niagara Falls Express: Thisroute will operate April through September attwo-hour intervals.

    Route 216 Gowanda/McKinley Mall: This routewill stay the same, with some schedulingadjustments.

    Express Routes

    Route 60 Niagara Falls: This route will runbetween the Portage Road Transit Center anddowntown Buffalo utilizing Niagara FallsBoulevard. There will be two trips during peakhours in the morning and in the late afternoon.

    Route 61 Delaware: This route will run betweenthe Main-Niagara Transit Center and down-town. There will be two trips during peak hoursin the morning and in the late afternoon.Service to North Tonawanda will be replacedwith Route 57 The Tonawandas. Schedules willbe coordinated for convenient transferring atthe Main-Niagara Transit Center.

    Route 62 Parker: No change, except this routewill run one trip in the morning and one in thelate afternoon.

    Route 63 Riverside: No change, except thisroute will run one trip in the morning and one inthe late afternoon.

    Route 64 Lockport: No change, except thisroute will run two trips during peak hours in themorning and in the late afternoon.

    Route 65 Amherst: No change, except this routewill run one trip in the morning and one in thelate afternoon.

    Route 66 Williamsville: This route will run betweenthe Eastern Hills Mall and downtown via MainStreet, I-90 and the Kensington Expressway.Service to the Transitown Plaza will be discontin-ued. This route will run four trips during peakhours in the morning and in the late afternoon.

    Route 67 Cleveland Hill: No change except thisroute will run two trips during peak hours in themorning and one in the late afternoon.

    Route 68 Lancaster: This route will be combinedwith the current Route 69 Alden and will runbetween Lancaster and downtown Buffalo viaBroadway, Transit Road, George UrbanBoulevard, Union Road, Appletree Business Parkand the I-190. This route will run two trips duringpeak hours in the morning and in the late after-noon. One trip each peak will extend to Alden.

    Route 69 Alden: This route will be combinedwith Route 68 Lancaster.

    Route 70 East Aurora: This routewill run between East Aurora anddowntown, with two trips duringpeak hours in the morning and inthe late afternoon. One trip eachpeak will use the 400 expressway for fasterservice. Service to Holland will be discontin-

    ued.Route 72 Orchard Park: This route will operate

    between Orchard Park and downtown Buffalo,running two trips during peak hours in themorning and in the late afternoon. One trip willutilize Orchard Park Road, the other will utilizethe 219 expressway.

    Route 74 Hamburg: This route will run betweenthe Athol Springs Park & Ride or Herman HillRoad / Hamburg, and downtown Buffalo, run-ning six trips during peak hours in the morningand in the late afternoon. One trip will utilizethe current 75H route and the other will useTransit Road, Seneca Street and Center Road.Service to Boston will be discontinued.

    Route 75 West Seneca: This route will operatebetween West Seneca and downtown Buffalo,running two trips during peak hours in themorning and in the late afternoon. One roundtrip will utilize the current 75 H route and theother will use Transit Road, Seneca Street andCenter Road. Service to East Aurora will bediscontinued.

    Route 76 Lotus Bay: This route will operatebetween Lotus Bay and downtown Buffalo, run-ning two trips during peak hours in the morningand in the late afternoon. In addition, this routewill run one midday round trip and an earlyevening trip to Buffalo.

    Route 79 Tonawanda: This route will operatebetween the Main-Niagara Transit Center anddowntown Buffalo, with one trip in the morning

    and one in the late after noon. Service north ofthe Transit Center will be discontinued. This areawill be served by Route 57 The Tonawandas.

    Route 81 Eastside: This route will operatebetween the Main Bailey Loop and downtown,running two trips during peak hours in the morn-ing and in the late afternoon. Service on UticaStreet and Grider Street will be discontinued.
