Access Sport’s Making Trax Programme was launched in 2011 to create a thriving youth cycling scene. The programme aims to achieve this by creating community clubs, new tracks, new coaches, new volunteers, new competitions and delivering directly to community partners such as schools, pupil referral units and disabled people’s organisations.

Making Trax is now developing a network of over 50 inclusive community cycling clubs across the country. By using BMX and other non-traditional disciplines each club will make cycling accessible, relevant and welcoming for anyone. Collectively these clubs make a vital contribution towards a more inclusive society.

As part of the Making Trax programme, Access Sport are proposing to develop a new cycling facility at Hoblingwell Wood Recreation Ground, in Bromley. It is proposed that the All (non motorized) Wheel bike track will be an open access, all ages and all-abilities facility; with an aim to develop a club, based at the track, with storage facilities for equipment and regular coaching sessions.

The proposals for the new cycling facility also include new landscaping in the environs of the track which will include new tree planting, seating and pathway improvements which will improve visual amenity and increase accessibility.

The site is currently used for football, American football, rugby and has parking facilities, changing facilities and children’s playground. It is home to Orpington Rugby Club and has a wide range of other users. It is managed on behalf of the council by idverde.

2.2 THE PUMP TRACK

• The track is a continuous loop of berms (bends) and “rollers” (smooth mounds)

• The name “pump track” comes from the pumping motion used by the rider’s upper and lower body as they ride around the track

• Pump tracks can be ridden by cyclists of all ages and skill levels• It is designed for designed for “all non-motorized wheels” such as

mountain Bikes, Scooters, BMXs, and, in-line skates• The track is not designed for motorised bikes which find it difficult to

use due to the camber on the berms (bends) and the gradient of the rollers

• All-wheel tracks are surfaced with asphalt, which is largely maintenance free

• Each track combines a start area and coaching space• It is proposed that the track is unfenced, provides open access during

daylight hours and is free to all to use

2.3 THE CLUB

• To encourage the continued use of the track, Access Sport will look to develop a club at the track proving weekly coaching session with access to bikes, helmets and pads for a small subscription, which goes back into the club to help to pay for coaches and equipment

• The track is a new community facility and the landscape around the track is designed to support the club

• Equipment is stored in a Site Safe secure shipping container located in close proximity to the track

• There is an area of hard standing, with some seating, alongside the container for signing children into the club, briefing sessions and bike maintenance

2.4 ACCESS ARRANGEMENTS

• A new path has been created around the track to allow level access from the carpark to ensure that the track is DDA compliant

• The existing path has been relocated around the track and links to the new access path around the edge of the track and play area

• A secondary path links the track and the new learn to ride area• Parkrun access has been considered and there is plenty of space for the

run route to circumvent the track• The design includes bike parking stands near to the club containers• Additional parking is not required for the proposed development as

it is not considered as a ‘destination’ facility but one that will be used by local people, mainly travelling on foot, or by bike. There is parking available on site, however, it is foreseen that this would only be used by people with disabilities and access issues or by schools visiting occasionally.

2.5 SECURITY & SIGNAGE

• It is proposed that the storage container is a steel anti-vandal secure storage container, with a 10 lever integral locking system and doors with anti-jemmy edges; forming a robust vandal proof structure to ensure safe storage of equipment

• The containers have been carefully positioned, offset from each other, so that there are no hidden corners and a safe offer route is offered between them

• The paths have been aligned, and trees located, so as to maintain clear sight lines across the site, in line with Secured by Design guidance

• CCTV is not proposed on this site at present• Fencing around the track itself is not proposed, however , there is study

being undertaken to consider if the whole of the recreation ground should be fenced to prevent motorized vehicles accessing the wider site

• The track is not designed for motorised bikes which find it difficult to use due to the camber on the berms (bends)

• Safety signage is proposed around the track area, as well as way finding signage in locations to be determined with local users

• Lighting has not been proposed for this track due it’s proximity to the Hoblingwell Wood Site of Interest for Nature Conservation

• It is not envisaged that there will be an increase in intrusive noise from the proposed development, as the bikes are silent. As the facility is situated next to a playground and away from residential properties any noise created by users will be of no greater volume than that already generated from users of the play area.

• There are no toilet facilities proposed on site, as participants’ dwell time is expected to be around 1-2 hours

2.7 IMPROVEMENTS TO BIODIVERSITY & SUSTAINABLE URBAN DRAINAGE

• The pump track and surrounding landscape has been designed to re-spect the local landscape character, as it sits adjacent to Hoblingwell Wood . Hoblingwell Wood is designated as a SINC (Site for Nature Con-servation)

• The track will feature sustainable urban drainage, by way of bioswales which provide natural drainage, planted with British Native species that can withstand inundation and dry conditions. Species will be chosen in consultation with London Borough of Bromley Biodiversity team and local experts familiar with the site.

• Incidental tree planting will link to Hoblingwell Woods by way of either native species trees, aligned with the species in Hoblingwell Woods, or could even be a new community orchard of apples and pear trees, managed with the help of Friends of Hoblingwell Wood. This will also provide a buffer zone between the track and the boundary of the prop-erties in Chorleywood Crescent. The Orchard Project, a charity dedicated to working with the community to promote the creation, restoration and celebration of community orchards, have been approached for as-sistance with the creation of the community orchard.

• Areas of longer grass around the track and around the newly planted community orchard will integrate the new elements into the existing landscape and also improve biodiversity of the environs of the track.

The hard landscape materials palette has been chosen to be attractive, durable and easy to maintain and fit for purpose.

The track is to be constructed from asphalt tarmac. The hard-standing around the shipping containers is proposed to be constructed from porous resin-bound gravel. Incidental seating will be of dark coloured concrete to reduce efforts at vandalism. Other seating in the learn to ride area, located within the existing play area, will be chosen to match existing on site seating. Way finding signage will be chosen in line with idverde to compliment existing site signage.

2.8 HARD LANDSCAPE STRATEGY

2.9 EXISTING TREES

• The existing trees on site that are effected by the development are of native species comprising of Acer campestre (Field Maple), Prunus Sp. (Cherry) and Fraxinus excelsior (Ash)

• Permission is sought to remove a group of 4 poor quality Acer campes-tre (T1-T4) to facilitate the proposed accessible path

• The Tree Officer from London Borough of Bromley visited the site on 13/3/2020 accompanied by the project Landscape Architect, the Land-scape Architect from idverde and the London Borough of Bromley biodi-versity officer to assess the trees on site

• The Tree Officer agreed that the 4 trees to be removed were of poor quality, and taking into account the 19 new trees, including 12 fruit trees in the community orchard due to be planted as part of the scheme, that these trees could be removed to facilitate the new path

• The tree officer also noted that where there are incursions into RPA of the trees to be retained that a “No dig” tree root protection system should be used to protect the tree roots must be used and any work done in the RPAs should be by hand

• New tree species are to be selected in collaboration with the tree officer• The tree girth size planned is 10-12 cm with underground root guying

systems or to a detail approved by London Borough of Bromley• All existing trees to be retained will be protected according to BS

5837:2012.

As noted the track is to be constructed from asphalt tarmac, with thermoplastic line markings, with the build up for the track being a mixture of site-won top soil and sub soil from the cut and fill construction methodology, and where necessary the importation of DOT Type One inert fill.

It is proposed that protective temporary track way is proposed to deal with movements over sensitive areas of the site such as areas of tree roots or other sensitive areas of the site. The areas that will require special protection will decided in collaboration with idverde and officers from the London Borough of Bromley including the biodiversity officer and tree officer.

All trees within the site area will be protected to British Standard BS 5837 Trees in relation to design, demolition and construction - Recommendations’ 2012.

As shown on General Arrangement Plan P609-01-L003 the access to the construction site passes alongside the meadow area which is currently managed under Natural England Higher Level Stewardship. These areas will also be protected using protective temporary track way. However it may also be necessary to consult with natural England regarding exact construction access methodology.
