1. Introduction

2015 started with the finalizing of MyCDNet’s independence from MyWP (Malaysian Water Partnership), allocation of core network support funds, and the signing of the Small Contracts between UNOPS and ASPEC GreenTech as MyCDNet’s Host Institution. MyCDNet kick-started the year with the first MELP Workshop facilitated by Mr. Lai Chee Hui, followed by the successful Water Footprint Course jointly organized by UNESCO IHP, MyWP, MyCDNet and WFN.

2.2 MyCDNet Steering Committee Meetings

The last meeting for 2014 postponed to January 2015 from December 2014. Dr. Zelina had excused herself from the SC due to work commitments. There was further discussion on MELP and the SCs agreed to a half-day MELP workshop.

21 April 2015 MyCDNet SC Meeting No. 1

The Workplan 2015 was reprioritized with the amount of funding from CapNet distributed accordingly. Brainstormed on ways to drive membership.

22 June 2015 MyCDNet SC Meeting No. 2

The Workplan 2015 implementation was discussed and the updates from each programme lead were reported. One of the programmes which will be held soon in August is the MELP Training based on CapNet’s update.

SC meetings are to be held once every three months. 2.3 MyCDNet Members and Network Support

MyCDNet has a total of 72 members to-date, with working email addresses where they can be reached. There is one new member in 2015. Appendix A shows the list of members with updated information. The Network expects to receive detailed update from the rest of the members over the next few months. The core management support to the Network in the form of administration and communications are carried out by the Host Institution (HI) – ASPEC GreenTech Sdn Bhd as agreed by the SC Members and Dr. Low Kwai Sim, one of the Directors of ASPEC GreenTech and Advisor to MyCDNet.

2.4 Website Mr John Thomas from Nivmas has set up the Network’s website, and briefed the HI on the basics of website maintenance. With constant updates, it will be an important communication and information outlet for the Network and its members. The website address is www.mycdnet.org

The activities in the 2015 Workplan (Table 3.1) were reprioritized based on the available funds for activities. Only the most relevant activities were planned for 2015.

3.2 Southeast Asia (SEA) Water Footprint Training Course

A Southeast Asia Water Footprint Course was recently held from 24 – 26 February 2015 in Kuala Lumpur, Malaysia. The course was jointly organized by UNESCO Jakarta, Malaysian Water Partnership (MyWP) and Malaysian Capacity Development for Sustainable Water Management (MyCDNet). It was supported by UNESCO-IHP (International Hydrological Programme) Malaysia, Department of Irrigation and Drainage Malaysia (DID), Ministry of Natural Resources and Environment of Malaysia, Malaysian National Commission for Unesco, Cap-Net, SIRIM, Akademi Sains Malaysia, LESTARI UKM, Universiti Teknologi Malaysia, Universiti Tenaga Malaysia, Malaysian Palm Oil Board and HTCKL. This is the first water footprint (WF) course in Malaysia. As part of its capacity building program and as promoted in the Malaysian National Water Resource Policy, Malaysia intended to introduce and expand the understanding of the water footprint concept to water managers and decision-makers in Malaysia through this course. By understanding the WF concept, governments, consumers, businesses and civil society communities can each play a role to better manage water resources in the country. It is hoped that the participants will return to their organizations and agencies to promote the concept of WF assessment and implement the knowledge gained. The course was officially opened by the Director General of DID, Dato’ Seri Datuk Ir Hj Ahmad bin Sulaiman. The lead trainer of the course was Dr. Ashok K. Chapagain from the Water Footprint Network (WFN) which is based in the Netherlands. He was supported by facilitators / resource persons from Malaysia who were previously trained in Singapore and South Africa:- Assoc. Prof. Dr. Ir. Marlinda Abd. Malek (UNITEN), Dr. Kalithasan (GEC), Dr. Rahmah Elfitri (LESTARI, UKM) and Dr. Jamie Chong (ASPEC Sdn Bhd). DID hopes that these resource persons from Malaysia would form the nucleus to support and spearhead future capacity building programmes in water footprint in Malaysia. The organizing committee and secretariat consisted of personnel from DID Malaysia, headed by Ir Hj Juhaimi Jusoh, Deputy Director of Water Resources Division. The course was attended by 49 participants of which 8 were international participants originating from Lao PDR, Myanmar, the Philippines, Vietnam, Indonesia, Thailand, Cambodia and Sudan. 51% of the total participants were women. The Malaysian participants came from the government sector (64%), university (17%), NGO (12%) and private sector (7%), while the international participants came from the government sector (78%) and university (22%). The three day course included the training proper of the WF assessment concepts and methodologies, a welcome dinner and dance, and a site visit to the Stormwater Management and Road Tunnel (SMART) Operation Centre and the Sering river in-line river water treatment facility. On the third day, a guest speaker from PE International provided a briefing on the similarities and differences between carbon footprint and water footprint. The course ended with a certificate giving ceremony to the

participants by Datin Zaharah Hj Mahmud, Advisor to MyCDNet, and Dato’ Ir Hj Hanapi Mohd Nor, Director of River Basin Management Division of DID. Based on the training evaluation survey carried out at the end of the course among 34 participants, 59% of them agreed that the overall rating of the course was ‘very good’, 23% ‘good’ and 18% ‘excellent’. Most of the participants agreed that the course met the stated aims and objectives, and it met their expectations. They agreed that the trainer was qualified and knowledgeable on the subject and sufficient exercises were given. However, most commented that they preferred a smaller training group. A smaller sized setting may enable better understanding of this new concept of WF, improve attention and focus, and encourage better interaction.

3.3 Course on Cap-Net’s Monitoring, Evaluation, and Learning Plan (MELP) for MyCDNet

A training workshop for the Monitoring, Evaluation and Learning Plan (MELP) preparation was carried out to MyCDNet members on 13 February 2015. The trainer was Mr Lai Chee Hui, who had the opportunity to be a Network Attachment candidate of Cap-Net UNDP from September to November 2014. His job scope during his short- term stint at Cap-Net was to assist in documenting and assessing the network’s MELP. Therefore, he was considered the best local trainer to MyCDNet members on MELP. The half-day training course was held at Indah Water Konsortium’s Training Centre at Bukit Jalil in Kuala Lumpur, Malaysia. The course included the following:

1. Aim of carrying out MELP 2. Introduction to monitoring and evaluation 3. Cap-Net Monitoring, Evaluation, and Learning Plan (MELP) 4. The Story of Network Attachment with Cap-Net 5. How to conduct outcome evaluation and how to prepare annual MELP report 6. Question and answer session.

The reason for carrying out the MELP training course was for MyCDNet members to familiarise themselves with preparing the MELP report in accordance to Cap-Net’s requirements, where previously, it was done incorrectly. The training provided opportunities to understand the format of reporting and the contents of the MELP. Examples shown by Mr Lai also provided an insight into the correct way of reporting for MELP. At the end of the course, the participants, consisting of 11 MyCDNet members, understood the concept of MELP and its format, and it prepared them for planning for their future training programmes under MyCDNet. The participants also agreed to customise the MELP to suit the Malaysian participants. The aim is to ensure better

response from the training participants and also for ease of data entry and analyses by the organising committee of the training course. The course was fully funded by MyCDNet and was conducted free to MyCDNet members.

4. Financial Report MyCDNet has received from Cap-Net USD6,000 for the first half of 2015 core support, and USD2,000 activity fund for the SEA Water Footprint support. Additionally, Malaysian Water Partnership (MyWP) had pro-rated the second half of the 2013 core support to MyCDNet for the months September to December 2013 when MyCDNet became independent of MyWP. The following is a report of all expenditure for the first half of 2015 and the outstanding payments in 2014 that are now settled with the core support funds made available to MyCDNet.

5. Conclusion

The focus for first half of the year 2015 was to plan and restructure the budget and workplan. The Workplan 2015 activities were reprioritized to only include the very necessary. We will strive to carry out all the ToT courses and training activities by year-end.
