This TLS Ltd Health and Safety Staff Handbook provides partners with important information to help them manage their own health and safety effectively.

AllpartnerswillreceiveacopyofthishandbookattheTLSLtdsafetyinduction training they will also be given an updated copy at their annual re-induction when changes have been made within it.

This handbook provides the health, safety and welfare information that clients have to provide to TLS Ltd partners whilst at work.

Congratulations on completing our selection induction/interview process.

TLSLtdisbuiltonover25yearsexperiencewithinthetrafficmanagementindustry.Itsownersidentifiedthattherewasadefiniteneedfortrainedandexperienced labour to be readily available via a support agreement within the peaks and troughs of highways industry programmes.

In compliance with the requirement of Section 2 (3) of Health and Safety at WorkAct1974,TLSLtdareeffectivelydischargingtheirstatutorydutiesbypreparing a written health and safety policy.

Acopyofthepolicyhasbeenpreparedandoutlinesthecompany’shealthandsafetyarrangements.Acopyofthisisavailableforallstafftoread,andis freely available on FastLane to refer to if required.

Organisation

The management of TLS Ltd look upon the promotion of health and safety measures as a mutual objective for themselves and the staff at all levels. Therefore it is the policy of the management to do all that is reasonably practicable to prevent injury to persons or damage to property, also TLS Ltd aims to protect everyone, including members of the public, in so far as they come into contact with TLS Ltd or its activities, from any foreseeable hazard of danger.

AllPartnershavedutiesundertheHealthandSafetyatWorkAct1974andthey are informed of their personal responsibilities to take due care for the health and safety of themselves and to ensure that they do not endanger other persons by their acts or omissions. They are also informed that they must co-operate with TLS Ltd so it can comply with the legal requirements placed upon it in its implementation of this policy.

TLS Ltd will ensure continued consultation with the staff to enable all viewpoints and recommendations to be discussed at regular intervals.

TLS Ltd will ensure that all partners are briefed with current client risk assessments and method statements. The client will also provide, so far as is reasonably practicable, safe places, safe systems of work, safe plant and machinery, safe handling of materials and substances, and the provision of adequate safety equipment. TLS Ltd will also ensure that appropriate information, instruction and training is given.

Responsible for planning and developing strategic plans for the continued growth and operation of the company.

Personal Protective Equipment

If Personal Protective Equipment (PPE) is dirty it ceases to be hi-visibility and conspicuous, this makes it difficult for the public and workforce approaching to see you, and creates a significant risk.

ALLTHEFOLLOWINGAREMANDATORY,ANDWILLAPPLYTOALLSITES,OTHERTHANWHEREITSUSEGIVESRISETOANINCREASEDRISK,THISWILLONLYAPPLYINHIGHLYEXCEPTIONALCIRCUMSTANCES.

Foot Protection

Lace up work boots to EN345-1, steel toe cap, mid-sole and good ankle support. TLS advise the use of metatarsal protection on all boots as extra protection on site. Rigger boots may not be worn on any site.

Body Protection

For all site and depots yard work.

BSEN471Class3LongSleevedJackets/Coats,orBSEN471Class3Waistcoats, BSEN471Class1Trousers.

You need to understand the importance of ensuring your PPE is kept clean, and that coats and vests are fastened up at all times. If your PPE is dirty, it stops the reflective strips on your equipment being conspicuous anditmakesitverydifficultfordriversofvehicles etc. approaching to see you. You can claim tax relief because you wash it, so you need to discuss with your payment company.

Hand Protection

Gloves must be worn at all times.

Other Personal Protective Equipment you must always have with you

SafetyhelmetstoEN397,andiftheriskorCOSHHassessmentrequiresit safety glasses to EN166 other items such as hearing protection and respiratory equipment may be required by the risk assessment so must be available if the hiring company you are contracted to requires it.

Events Team PPE

Alleventsteamstaffwillbesuppliedwithappropriateandlegallycorrectpersonal protective clothing in accordance with the area they work also conforming to all legislative requirements such as Food Hygiene and SafetyAct.

Behaviour and Attitude

TLS Ltd pride themselves on their professionalism and have worked hard to promote their high quality service to our clients, we do however need your assistance in helping us to do this. We have zero tolerance for anyone who presents a negative attitude towards the company whether this be general chit chat whilst working on the network, via feedback to clients or even use of social media i.e. Facebook or twitter.

You should behave with civility towards your fellow employees other agency workers and anyone else, rudeness will not be tolerated towards customers or members of the public.

strategy to help eliminate all fatalities and serious injuries to road workers who maintain the road network.

To demonstrate this support and actually make a difference we need you toreportanyaccidentornearmissthatoccurs,notobe“blamed”buttoallow an appropriate investigation to occur which will identify any prevention methods that are required, so as to prevent incidents to both yourself and your colleagues.

Alleventsteamwillundergotrainingincustomerservicetoensuretheyareaware of correct procedures and ways to deal with the general public and any issues caused during a major event so at all times acting in the best interest and practices of the company.

AllTLSEvents’staffwillreporttoandbesupervisedbyafullytrainedeventsmanager/supervisor while on site who will act as their direct contact during the duration of the event.

The manager/supervisors will be fully trained in the areas of events marshalling having the knowledge to control and react to any situations that couldendangerthegeneralpublic&TLSEvents’staffandbecapableofdirecting the events team to take the safest and most appropriate actions, the supervisors training will include full pre-event risk assessment and crowdcontroltechniquesandalevel2firstaidcertificatesotheyareabletoofferfirstresponsetoanyaccidentsthatmayoccurinadvanceofthearrivalof the emergency services.

WorkingNexttoLiveTraffic

Oxford University whilst undertaking accident surveys for all industries have deemedthatroadworkers/trafficmanagementisthe16thmostdangerousactivity in the UK. You need to take care of both yourselves and your work colleaguesbyensuringthefollowing:

• TheLeadOperativeorForemanmusttakeatrafficcountandrecorditto ensureno-onehastocrossthecarriagewayinhightrafficflow.

• Alwaysensurethecorrectsignageisinplacebeforeyouattemptto cross the carriageway. Whether installing a TM scheme or removing one, thisshouldbethefirstsignupandthelastonedown.

• Alwaysbeawarethatworkingatnighte.g,shadowscastfrom headlights,HGV’scanaffectyourjudgementofspeed&distance.

• Never work alone unless obeying a risk assessment.

• Never take any risks.

Don’tbecomecomplacent,maintainthesafetyzoneorkeepbehindabarrier,but be aware a barrier can deflect to and over your 1.2 metres safety zone.

Alwaysfollowtherulesofsituationalawarenesswhichisknowingwherethetrafficis,knowingwherethesitemovementsare,knowingwhereyourworkmates are, and having a continuous picture in your head of the environment you are working in.

Loss of concentration is loss of situational awareness which could lead to loss of life.

If as part of your job you are driving clients vehicles the following are general pointstoremember:

• Never use your mobile phone whilst driving.

• Alwayswearyourseatbelt.

• Neverjumpoffthesideofatrafficmanagement/worksvehicle.

• Neverwalkbetweenthesideofaworks/TMvehicleandlivetraffic.

• Whenconewellsarenotinuseensurethecoverisfittedsecurely.

• Never use the cone well to store items of equipment.

• Never carry hitch-hikers.

• Treat the vehicles with respect.

• Report all damages immediately.

• It is against the law to smoke in any workplace (this includes vehicles).

Manual Handling

Because of the repetitive nature of placing and removing cones, injury can occur, you need to ensure that you follow all safe lifting principles as per the video clip in the induction and especially pay attention to the following.

Undertake a dynamic risk assessment before any lift takes place and considerationshouldbegiventoTILE:

• Task (i.e. lifting, size of frame/plate)

• Individual(i.e.person’scapabilities)

Everyonemustreceiveafullbriefingbeforetheshiftstarts,staffshouldknow:

Record of the weather

Everyone will have been briefed with current risk assessments and method statement for all activities to be undertaken or other similar documents as required by the client.

They should make sure that detailed descriptions of maintenance activities are included on here. This is sometimes the only record we have to defend 3rd party claims.

Beforestartinganeventthedesignatedevent’ssupervisorwillbriefallmembers of the team on the event, lines of communication, emergency procedures including crowd control and safety routes, emergency service routes, radio control information, procedures for handling any public disorder and line of contacts, rota of work and map of layout of site, reporting structure for event.

Should an Incident Occur

Communication(Emergencyarrangements):

When working on or near the carriageway you may witness some serious incidentsincluding:

• Roadtrafficcollision.

• Injuries and accidents.

• Suicide.

Ifyouwitnessorareinvolvedinanyincident:

• Stay calm and stay safe – never endanger yourself or your colleagues.

• Ring the emergency services immediately, if SOS phones are in use utilise them for an accurate location.

• Co-operatewiththePolice/HATO/EmergencyServices(butdonottake instructionstomovetrafficmanagementunlessauthorisedbyTSCO/ Line Manager).

• Communicate with your colleagues.

• Record as much detail about the incident as soon as possible after it has happened.

if you see a risk that others take, that puts their health or life at stake.
