In advanced organizational cultures, MOC extends beyond compliance to become an effective solution to greatly improve profitability and drive down operating costs. All too often, MOC is handled in isolation without full business process integration; there have been numerous accidents in process industries that could have been prevented by an efficient application of MOC. MOC is a lifecycle model, not just a compilation of workflows, and needs to be integrated on every level for maximum effectiveness. Management of Change (MOC) is implemented as a risk assessment tool to prevent process safety incidents, by sufficiently evaluating proposed changes during the planning stages. OESuite’s flexible architecture allows for customized workflow configuration via the User Interface to incorporate functions such as economic shelving and reactive chemistry reviews. In the event that an MOC is recognized to be a replacement-in-kind, the system automatically closes out the MOC and repopulates the base information into the CAPA / Action Item Management Module.

Rules can be implemented to ensure that temporary changes don’t become a bypass mechanism and post-deployment PSSR items such as P&ID updates don’t languish too long and become a contributing factor to incidents. Pre-hazard assessment questions can be designed to determine if a risk assessment is required and which level of assessment is most appropriate. Action items can be created for pre- and post-approval to add additional rigor to MOCs. Email notifications can be set up to send advance, due, and overdue notifications at the task level to any stakeholders via configurable email schedules.

If required during an MOC, a PSSR can be initiated to include equipment involved, supporting documentation, PSSR team members, pre- and post-commissioning checklists (short form, long form, or specific to a discipline), startup authorization including approvers, and closure.

The MOC + Mobile Module also works online and offline on any device in the field. Users can initiate changes and ensure that required personnel are aware of the proposed change. MOC reviewers can quickly access and approve proposed changes, and can attach PSI as needed to provide additional information. Everyone who needs to see the status of the change – can. After the review and approval of the proposed change, field personnel can be looped back into the process to execute the change.

Alarm setpoint changes – which are subject to MOC – can be automatically logged from the Alarm / IOW Management Module and integrated into the MOC + Mobile Module. Details include alarm tags, alarms types, alarm priorities, priority determination, and setpoint determinations.

MOC is not only a best practice process, but a regulatory requirement to control operating hazards and maintain safety information.
