2 Manufacturing of DOT / TC Cylinders

The safety standards developed by the Department of Transportation (DOT) and Transport Canada (TC) are recognized and utilized globally for the construction of cylinders for the containment of various gases, cryogenic liquids and hazardous chemical material. Application of the DOT / TC process allows the manufacturer to set a high level of consistent quality for the fabrication of cylinders.

Hartford Steam Boiler provides inspection services for DOT through the Pipeline and Hazardous Materials Safety Administration, which regulates the transport of hazardous materials within the United States; and Transport Canada (TC) through the Dangerous Goods Directorate, which regulates the transport of dangerous goods within Canada.

The current regulations we have recognized authority to apply are the 49 CFR for DOT and CSA B339 for Transport Canada (TC).

Hartford Steam Boiler DOT / TC Cylinder Program can be applied to both DOT and TC cylinder services. The primary market for Hartford Steam Boiler cylinder services is outside the United States. The DOT regulations allow the United States cylinder manufacturers to perform self-inspections in many cases, while manufacturers outside the United States require inspection by an approved Independent Inspection Agency. Transport Canada requires inspection by an Independent Inspection Agency for all cylinder manufacturers outside of Canada.

Hartford Steam Boiler also performs design review and certification of cargo tanks to regulatory requirements or a specific design specification. We can perform new fabrication inspections and testing, inspection and testing of repaired tanks, periodic in-service inspection (internal and external visual inspection), leakage and pressure tests, thickness tests and lining inspections.

This approval allows us to provide services for a DOT Approval for the following specifications:

Transport Canada (TC)Hartford Steam Boiler is an Independent Inspection Agency for Transport Canada (TC) approved to perform design reviews and certifications of cargo tanks and cylinders; inspection and testing of newly fabricated tanks and cylinders; periodic in-service inspections (internal and external visual inspections), leakage/pressure tests, thickness tests and lining inspections.

For facilities interested in fabricating high pressure tanks and cylinders for use in Canada, Hartford Steam Boiler can assist in comprehending the relevant TC specifications, provide technical assistance in setting up a production environment to produce tanks or cylinders that meet TC, and finally, provide support during the regulatory agency survey leading to certification.
