MAPS Chile: Why this project now
• Challenges: Chile’s pledge 20/20; low carbon development (OECD); securing/enhancing competitiveness; previous research efforts available, but…
• Opportunities: sustainable development; income distribution • Governmental project – leadership • Active component of national policy on climate change – answering
fundamental questions; coordinated with: – NAMAs, Third National Communication, Low Emissions Development Strategy,
Partnership for Market Readiness, and others
The QUESTIONS we want to answer
• Mandate from an Inter Ministerial Steering Committee
– What are the most efficient and effective mitigation options to comply with the international commitments on climate change? Among these, which are the most feasible and favorable to implement?
– What are opportunities and trade-offs associated with the various mitigation options in terms of alleviating poverty, contributing to positive macro and micro economic results, and allowing Chile to gain and secure its international competitiveness?
– What are the key links between adaptation and mitigation options in the country?
– What are the key public policy measures, instruments and private initiatives that would contribute to climate change mitigation in order to enhance low carbon development?
The EXPECTED RESULTS
• Quantitative scenarios (Required by Science RBS, Business as Usual BAU) and options for mitigating climate change in Chile 2020, 2030 and 2050.
• A palette of concrete and preferred mitigation options for the key sectors and their appropriate modeling approaches
• Web-based, user- friendly simulation tools will be explored as a means to communicate and disseminate results.
• A contribution to the design of a low emissions development strategy (road map for a low carbon economy).
• Outreach materials in diverse formats aimed at key stakeholder.
• Implementation of knowledge management tools relating to climate change in Chile.
• Feedback (opinions, concerns, ideas, etc.) from the diverse stakeholders on key issues related to climate change.
• Relevant experience on best practices for multi-stakeholder participatory processes on sustainability issues in the country.

Coordination and supervision by core research group. Tender processes for specific research packages will be opened to experts/institutions.
Research CHALLENGES
• Modelling assumptions/agreements
• Integration of sectoral models
• Integration of economic dimensions
• Strategic assessment approach (social, environmental, economic; impacts, indicators)
• Mitigation Actions “library”
• Long term horizon

The PROCESS
Three phases:
1. BAU and RBS
2. Mitigation options/packages
3. Outreach and policy discussion
Process for Phase 1
Opportunities for LEARNING and DOING
• South-South Cooperation
• Project basic funding to be secured (c. US$ 2,5 millions; CIFF, Gov of Chile, CDKN, Swiss Gov); looking for opportunities to incorporate other dimensions – Adaptation
– Poverty
– Communications
– Subnational participation
– Science…
Where we ARE and NEXT STEPS
• So far
– Steering Committee and Strategic Advisory Committee already in place and working together with project team
– UNDP implementing agency: working on contracts
– Comprehensive mapping of available studies and researchers; preliminary desing and implementation of knowledge management platform
– Agreement on criteria for SBT; preliminary mapping of potential participants; interviews
– First research workshop with 45 researchers working on climate change and related subjects
• Next Steps
– Logo and web site development
– Terms of Reference for BAU and RBS (end of year)
– Public seminar (January 2012)
– First SBT meeting (March 2012)
