    Hello there all you happy people. Welcome to ourarea, especially here around Freeport. For manyyears now this newspaper has become helpful tofolks like you in so many different ways. I think back

    to how many calls I’ve received from out of state people calling if I know where a good

     place is for this or that. I am a busy person. But whenever my phone rings, I answer it. Onetime an elderly lady had a flat tire down near the bridge. She had this newspaper in herfront seat and called me. I went down and helped change her tire for her. Karma!

    This goes to prove my point to you all. That I sincerely want to help people anyway Ican. I want to see the streets free from heroine and these people who are hooked on meth.If you see something call 892-8186, the Sheriff. Make the punishment more tough. I wouldlove to be proud knowing I helped a lot of you businesses last around here and grow withus. I think that for as inexpensive our Ad cost is, we still are able to provide you with a fineread with important postings and comments of what’s going on in Walton county. 

    Being that this a Free publication, (paid for by the advertisers), please let them knowwhen you frequent the store that you appreciate them advertising for it continues to allow

    us to print 2500 copies every other week. The more businesses that can agree to 6mos. ormore will become the one’s that will permit us to add more pages. We have been throughsome rough times but as I am in person. If I tell you what I can do for you, that is a Factand I stand by my word, period. If you aren’t worth your word, what is your worth? 

    I had a large number of e-mails again from the citizens. Asking if I know about thewater cost increase they are wanting to pass into law? I urge you all, especially the elderly,fixed income families, to show up at Freeport City Hall on City Council meetings andlisten to what is being placed and voted on without you knowing what it is. Go there!

    I hear that the city took out loans from the county for infrastructure to help developersalong 3280. Why? We have an estimated 9 million dollars owed for doing things fordevelopers that have tanked. We are stuck with the bill? Yes, that’s you and me. But why? 

    I clearly do NOT understand that if a developer who is designing estates with homes for

    sale, why aren’t they required to get they own banking support and not our city? Whywould we continue to risk on false promises of development when we all have watchedOwl’s head with projected golf course sit in a vast of unpaid debt. We go in debt for some-one’s idea? They place underground utilities and expect us other citizens to pay for it? I can’t be one of the 10 folks I know, that are very suspicious and concerned about ourcity's financing deals. Quit making unsecured shady deals. Make us pay for them is wrong!

    We don’t want to emulate this country, as the deficit goes to 20 Trillion. So much wasted

    dollars on things that are not needed. Seriously. Why should we pay for sewer lines thatmay never be used. People are shady as is. How are we going to make this area attractivefor others to bring jobs and housing? I feel it is NOT RIGHT to place the burden of debtcaused by negligent dealings and foreclosures on us citizens who bought their home.

    Should a developer have a team of knowledgeable people that know what the plan is to payfor all of their upfront expenses? Prior to any dirt being broken? Even the salaries they paythemselves from that now defaulted loan we are stuck with? Can’t we sue them for unpaid

     bills? The county has insurance to cover this crap or not? They come and go, lied to again.This country is in a mess to say the least. There is too many topics of trouble going on

    during this election full of scandalous nominations and Liars. Hillary should have been in prison by now for her lack of respect to Classified e-mails. She Lies on top of Lies.Benghazi she now calls the families she lied to about a video was the cause, to now thefamily is all Liars? Even Obama should be held and punished for treason. Trade 5 Talibanleaders for a ‘punk who deserted and put his troop in danger during war. Close Gitmo? Let1,000’s of very Bad murderous felons out, just to appease his desire to do something he

    wants? At the risk of our safety, he really doesn’t care. With our American Lives at risk.

    The IRS scandal still exists, yet they don’t fire the woman who made false allegationsabout missing funds and unlawful practices to make it difficult for Republicans. Funnyhow socialist ‘BURNEY’ (that has never had a real “labor” job), has people thinking hisway is good? Does anyone NOT SEE what is taking place in Germany, France and theUK? That is socialism living. Now, with the invasion of Muslims there. Even the policeare helpless. Citizens have had enough of them destroying the place, raping the women,

     beating and killing innocent people at will. They have formed tactical gangs, armed andready to take on the enemy on they own. I’m sure that won’t be long before you see Men

    rise up to protect they village, the city here, by any means necessary!We have seen our own Govt. take down the Bundy’s worse than drug cartel gang mem-

     bers, (besides they let them back out in a week to cause more destruction). Stand up for

    your Constitutional Rights, you have more chance to be snuffed or shot down like aTHUG! They sure cower at the BLM movement, Black leaders calling out for a genocideagainst whites? But the FBI won’t shoot them down for starting misinformed protests and

     block highways for attention? When do we Draw the Line? Enough is Enough!Hey democrats, isn’t Flint Michigan where you would like to live now? When you vote

    Democrat, besides all the Lies and deceptions, look at Michigan. What a disgrace. All run by a Democratic system. As every person who is paid for by us needs to, do what is right!

    South Walton Turtle Watch

    The South Walton Turtle Watch is a groupof volunteers whose purpose is to locateendangered and threatened sea turtle nestsand to protect them along the beaches of

     NW Florida during the crucial nesting andhatching season. By law, Only certifiedmembers are allowed to interact with en-

    dangered sea turtles.

    “We, as sea turtle volunteers, go throughmany hours of training so that we may helpthese wonderful sea turtles. We are learn-ing more each year. That is why we can geta sea turtle permit which allows us to helpendangered and threatened animals.” -

    Sea turtles are protected by the EndangeredSpecies Act and only those with special

     permits are allowed to touch the nests, tur-tles, or hatchlings. There is a $2,500.00reward for information leading to the con-viction of violators. To report a violation,contact a State, Federal, or local law en-

     public access to the beach.

    South Walton Fire District

    Lifeguards Take to the Beach

    South Walton Fire District (SWFD) lifeguardshave reported to their ten (10) tower locations

    as of March 1, 2016 from 10a-6pm.This is the 11th season that the Beach Safetyand Education Program, a partnership betweenthe SWFD and the South Walton TouristDevelopment Council (TDC), will be in place.

     New and returning lifeguards completed theirannual 84 hour training academy whichconsisted of medical training, surf rescuetechniques and beach and water surveillancetechniques along with complete strength andstamina conditioning.“Keeping our swimmers safe is our number one

     priority. We are proud of the men and womenthat have completed this rigorous training andare ready to protect our beach visitors”, said

     –  Florida Insurance Commissioner Kevin McCartysubmitted the “2016 Report on Life Insurance Limi-

    tations Based on Foreign Travel Experiences” to theFlorida Legislature today. The report details howlife and health insurance companies are complyingwith the “Freedom to Travel Act” law, which insti-tuted restrictions on an insurance company’s abilityto deny coverage or increase premiums for life in-surance based on past or future foreign lawful

    travel.

    In an effort to keep Florida residents and visitors safe and aware aboutthe status of the Zika virus, State Surgeon General and Secretary ofHealth Dr. John Armstrong will issue a Zika virus update each weekday at 2 p.m. Updates will include a CDC-confirmed Zika case count by

    county and information to better keep Floridians prepared.

    There are three new cases today in Miami-Dade County. Of the travel-related cases confirmed in Florida, only four cases are still exhibitingsymptoms. According to the CDC, symptoms associated with the Zika

    virus last between seven to 10 days.Based on CDC guidance, several pregnant women who have traveled

    to countries with local-transmission of Zika have received antibodytesting, and of those, four have tested positive for the Zika virus. TheCDC recommends that a pregnant woman with a history of Zika virusand her provider should consider additional ultrasounds. It is recom-mended that women who are pregnant or thinking of becoming preg-

    nant postpone travel to Zika affected areas.

    It’s not too late to get your flu shot! Flu season may have started slowly, butwe are now seeing increased influenza activity throughout the U.S. and Florida,

     particularly in children. Increased activity in children typically comes ahead ofincreased influenza activity in other age groups.“It is crucial for Floridians to get vaccinated to help protect themselves and others

    from influenza,” said State Surgeon General and Secretary of Health Dr. John

    Armstrong. “Floridians who do contract influenza should seek medical care early

    in the course of illness because medications exist that can reduce the number ofdays spent with the flu.”The Florida Department of Health continues to urge resi-

    dents to reduce their risk of severe outcome from infection by getting vaccinatedagainst influenza. It is not too late to get vaccinated. The flu vaccine is safe andremains the best way to protect yourself and others from the flu.All individuals six months of age and older should receive the flu vaccine everyyear. The flu vaccine is offered in many locations, including doctor's offices, clin-ics, health departments, retail stores, pharmacies, health centers and by…next side

    SPRING BREAK KICKS OFF

    WITH 23 ARRESTS

    Spring Break is officially underway and theOkaloosa County Sheriff’s Office Beach Unitmade nearly two dozen arrests over the weekend.

    Twenty-one of the 23 arrests were for underage possession of alcohol. All involved individuals between the ages of 18 and 20. Another studentwas arrested for possession of marijuana.A 20 year old Mississippi man who was in town

    was also charged with possession of marijuana, possession of alcohol, and possession of drug paraphernalia.Twenty-one of the arrests were made in theDestin area and two others were on OkaloosaIsland. The OCSO has a zero tolerance policytowards underage drinking. “Our primary

    concern is keeping peoplesafe and we encourage all ourSpring Breakers to obey ourlaws and avoid becoming astatistic, or making decisionsthat earn them a trip to theOkaloosa County Jail,” saidSheriff Larry Ashley.We will arrest every violatorthat breaks the law. If youcan’t behave we will take you

    U.S. Fish and Wildlife Service Require Coordinationwith Construction in Expanded Choctawhatchee Beach

    Mouse Habitat –  Additional Permits may be Required

    The Choctawhatchee Beach Mouse (CBM) is a federallyendangered species endemic to Walton County that is

     protected by the Federal Endangered Species Act.

    Walton County has been provided a map by the U.S.Fish and Wildlife Service (FWS) that identifies an areaof suitable habitat for the CBM. The CBM suitablehabitat area consists of all lands located south of ScenicGulf Drive (Old 98) eastward from the Okaloosa Countyline to its intersection with U.S. Highway 98, then southof U.S. Highway 98 to County Road 30A, onward southof County Road 30A eastward to the juncture of U.S.Highway 98 and continuing south of U.S. Highway 98to the Bay County Line. (See attached map showing

    CBM suitable habitat).

    Please be advised that all land disturbance andconstruction activities, including redevelopment, thatfall within this suitable habitat require coordination withthe U.S. Fish and Wildlife Service. This coordination isto determine if a permit or other protection measures

    from the U.S. Fish and Wildlife Service will be required.

    The property owner or applicant must contact KristiYanchis with the FWS at (850) 769-0552 or

    [email protected], to begin the process.

    It is advised that you coordinate with the U.S. Fish andWildlife Service early in a project or building design as

    this can be a lengthy process.For additional information or questions, please contactWalton County Environmental Manager, Scott Caraway,

    Greetings from the Mayor’s Office ….. 

    It has been brought to my attention that the rumoraround town is that the city of Freeport owes around$9,000,000 and people are wondering if this is true andwhy- to answer the question it is true, over the years thecity has had to borrow money and get matching grants inorder to install and repair and render upkeep of the waterand sewer system, different parts of the system needsrepair after a few years and upgrade equipment has to beinstalled to keep up with the volume required, alsoincluded in the amount owed is the beautiful new cityhall that was built some 7-8 years ago and it cost moneyfor the upkeep on that building as well.

    The rate study for the water and sewer increase to our

    customers is being discussed and the recommendation ofthe increase is being considered, we have been told by the

     Northwest Florida Regional Planning Council that afterthe study they did that the last increase for Freeport wasin 2008 and it was imperative that we consider theincrease and without doing so that we would not beeligible to apply for any additional funds and at the

    current rate in 4 years the city of Freeport would bebankrupt. The study states that the recommendation ofthe rate increase would take place over a 3 year period

    rather than all at once, the rate study is available at thecity hall and anyone is welcome to come by and pick up acopy if you so desire. The community center should becompleted this week with the outside painted and newlandscaping donated by The Town Planters Society. TheMiss Freeport Pageants will be held this Saturday Night

     beginning at 6:00 PM at the Freeport High SchoolAuditorium as we select the new ambassadors torepresent the city for the coming year. Any otherconcerns about the city can be addressed either at a city

    council meeting or by calling my office at 850-835-2822.

    Healthmark RegionalMedical Center (HRMC)has named CandanceGeiselman as its 2016Employee of the Month forMarch. Geiselman isMedical Arts BuildingManager and supervisesthe HRMC Walk-In Clinic.

    “Ms. Geiselman has done

    a superb job of managingour Walk-In Clinic. Underher leadership, the patientlist has grown and theclinic has expanded itshours of service,” said HRMC Chief of Operations GeraldBeard.

    Employee of the Month CandanceGeiselman receives a framedcertificate from Healthmark ChiefOD Operations Gerald Beard.

    “We are now seeing hundreds of patients each week and theclinic hours have expanded to include Saturdays from 8 a.m.until noon. In every measurable way, the clinic has advancedits mission to provide quality, affordable health care to this

    community without the long waits normally associated with physician office appointments,” he said. “Much of thatsuccess it directly attributable to Candance’s hard work and

    diligence.” Geiselman supervises the clinic office personnel, often

    filling in when the patient load is particularly heavy. Shecoordinates the physician and nursing schedules for the clinicand handles physician scheduling for the hospital emergencyunit, making sure all shifts are covered at all times. Geiselmanmakes sure that the clinic physicians have whatever is neededfor patient care, charting and medical records. She keeps up

    with various changes in insurance company requirements and physician credentialing. She also makes sure the clinic is prepared for audits and inspections.

    “Candance has a lot of responsibilities, yet she is always

    friendly, courteous and professional,” said Beard. “She is well-liked among staff and worthy of this recognition. Candance isa model of commitment and dedication. We are very proud tohave her on the Healthmark team.”

    Florida’s Central Panhandle Patients Now Empowered to Fight Colorectal Cancer 

    Patients in the Central Florida Panhandle region will now be able to take a simple, inexpensive colorectal cancerscreening in the privacy of their home and at little cost. PanCare Health, a non-profit organization which operatesfederally qualified health clinics in Bay, Calhoun, Gulf, Holmes, Liberty, Walton and Washington Counties, hasreceived a grant from the American Cancer Society to promote colorectal cancer screenings in all of the organiza-tion’s medical clinics.  The non invasive screenings are fully-covered by most health insurances or otherwise cost

    the patient as little as $5.

    “What this test does is to see if there are any warning signs to merit a colonoscopy” says PanCare Health’s Presi-dent & CEO Mike Hill. “Our health care providers will simply encourage our patients over age 50 to take home akit and to bring back a tiny stool specimen to see if there are any signs of a problem. This is much easier and inex-

     pensive to administer as a first step to seeing if cancer is present in the colon. Also, another “plus” is that patients

    can use the kits in the privacy of their own homes.” 

    Hill says the inexpensive and easy-to-use kits are a “big win” for the public since they can arouse health experts ofany potential cancer problems in the colon which many times go undetected in patients until it is too late to treat orcure. “Colon cancer can be deadly if not diagnosed early,” says Hill.   “PanCare Health’s goal is to deliver coordi-nated, quality colorectal cancer screening and follow up care that engages the patient and empowers them to com-

     plete needed care from screening throughout treatment and long-term follow up.. We are grateful to the AmericanCancer Society for their concern for patients and our community and for enabling us to provide these critical tests at

    little or no ‘out-of- pocket’ expense to our patients.” More than 1.2 million Floridians receive care at a community health center such as those which PanCare Health

    operates in the Central Florida Panhandle region. Community health centers serve low-income, uninsured and Medi-

    caid populations. Ninety-three percent of their patients live at or below 200% of the federal poverty level.

    “The colorectal cancer screening rate in Florida’s community health centers is only 32%, significantly lower than the 65% ave rage for the state”, said Joy Dixon, HealthSystems Manager, American Cancer Society. “It is imperative that we reduce this screening disparity to ensure that all Floridians have access to appropriate screening. Com-

    munity health centers are local, community- based primary care providers and are key to reaching all populations.” 

    The American Cancer Society announced 21 community health centers across Florida will receive up to $10,000 each to increase colorectal cancer screening through inter-ventions and systems change initiatives in their clinics. ACS will also provide training, resources, materials, and quality improvement coaching to partner systems throughlocal staff partners. These awards advance Florida’s efforts to reach  80% by 2018, a national campaign to increase colorectal cancer screening to 80% among adults age 50and older. The 80% by 2018 campaign is co- led by ACS and the National Colorectal Cancer Roundtable (NCCRT). Community health centers were evaluated as potential

    award recipients on the evidence-based interventions and systems change initiatives proposed, along with their current colorectal screening rates, their number of age-eligible patients, the colorectal cancer incidence and mortality counts in counties served, and geographic distribution.

    40 GRAMS OF METH FOUND IN SUSPECTS

    BOOTS FOLLOWING TRAFFIC STOPForty grams of ICE methamphetamineis off the streets of Walton Countyfollowing a traffic stop in DeFuniakSprings thanks to a joint effort ofmultiple departments within theWalton County Sheriff’s Office. Just before 4PM Tuesday afternoon atraffic stop was conducted by WCSO

     patrol deputies near the intersection ofCoy Burgess Loop and Highway 331.

    The Walton County Sheriff’s OfficeVICE unit was investigating the driver, Ross Nolan, 41.Deputy Kristin Pond and K9 Kayne were called to thescene and Kayne alerted to the vehicle during a free airsniff. A subsequent investigation of the vehicle uncoveredfour Oxycotin, which Nolan did not have a prescriptionfor, $2400 in U.S. currency, and 1.2 grams of marijuana.As he was being taken into custody Nolan was asked toremove his boots and inside were multiple bags of finished

     product of ICE methamphetamine totaling40grams. “We continue our fight to get drugs off

    the streets of Walton County,” said SheriffMichael Adkinson. “This is exceptional work

    done by all facets of our agency.” Nolin wascharged with trafficking in methamphetamine,

     possession of marijuana less than 20 grams, and possession of a controlled substance without a prescription. Additional charges are pending.

    BUS DRIVER SENTENCED TO 30 YEAR FOR

    SEXUAL BATTERY ON CHILD

    William Eddins, State Attorney for the First Judicial Circuit,

    announced that 46-year-old David Gordon O’Brien wassentenced to 30 years in the State Penetentiary for one countof Sexual Battery on a child while in a position of custodialauthority.Walton County Circuit Judge Kelvin Wells also imposedlifetime probation for O’Brien upon his release from

     prison. O’Brien will also be required to wear an electronicmonitor and can have no contact with any minors. O’Brienwas designated a Sexual Predator and is required to registeras such for the remainder of his life. O’Brien entered a plea

    of No Contest to the charge on Jan.7, 2016.

    An investigation was initiated when multiple childrenreported that O’Brien, their school bus driver, was making

    them feel uncomfortable in the way that he spoke to themand touched them.Walton County Sheriff’s Office investigators reviewedvideo from the bus recording system and discovered thatO’Brien had committed a sexual act against one of the

    children after having dropped all other children off at their bus stops. A passing motorist noticed the bus pulled ontothe side of the road and approached the bus to see ifeverything was okay, bringing the molestation of the child to

    an end.

    During the sentencing hearing the victim’s family spoke ofthe effects O’Brien’s crime had on their child and on them.

    They told the court that their child would carry this abusewith her for the rest of her life.Judge Wells told O’Brien that he was a thief and that he had

    robbed a child of her innocence.

    So, I recently turned 40…yes, 40.

    I thought about this birthday for a long time.I dreaded it for a few years, looked forwardto it for a few, and even thought the daywould actually never come that I would be

     put in the 40+ age bracket. I am now one ofthe people that has to scroll forever to findmy birth year. Instantly on my social medianews feed, advertisements for “older”

    women started showing up. But 40 is just anumber, not a big deal. The big deal about

    getting older is change. I was thinking aboutthe changes that happen as you get olderand wanted to share some of my thoughtswith you. The first change is family. It is aslow change or one that can knock the windout of you. Your role as daughter/son

    changes into something unrecognizable.

    You can go from being the child to beingthe parent so quickly. When I look at myson now, I think about what I do not wanthim to face as I grow older. You talk to your

     brothers about aches and pains or what the best recipe for potato salad is rather thanhow much fun the party was last weekend.Another change is how you look attomorrow. I swear, every single time I login

    to Facebook, there is another obituary.

    It may be one of my friends’ parents or it

    may be someone I went to school with.Obituaries seemed so abstract when I was a20 something. They are very much a realitynow. Time is used wisely as you get older.My friends and I talk when time permits but

    do not have the luxury of spending hours onthe phone catching up anymore. You begin

    to realize who your true “friends” really are.These are the people that do not demandyou take time away from life and under-stand when you cannot talk but can still pickup the same conversation from three monthsago. The final change is how you look. Itused to matter if my clothes were perfectand I had my “face on” before I walked out

    the door. Now, I realize that I can have on

     pajamas and my hair in a ponytail and myhusband will still tell me I look beautiful.My whole point is, appreciate who you areand the time you have. Life is so preciousand so sacred. Tell someone you love them

    today…make someone smile…… 

     pay it forward.
