remains undervalued if not invisible.” The FAO also points out that many women in the rural economy are “landless workers, traders of agricultural and fishery products, and engaged in micro-manufacturing enter-prises.” Many are also active in planting, weeding, caring for crops, and harvesting in farms and rice fields.

“It is sad and unjust how government has largely failed to address the needs of a third of our agriculture and fisheries sector. Imagine what we can achieve if we give women not only ac-cess to jobs and livelihood opportunities in the rural areas, but also training and capacity-building to im-prove their knowledge and skills. We will, in effect, give them the power to make more informed decisions and also empower them to invest in their children’s education and future.”

“The multiplier effect will be tremendous,” Pan-

gilinan points out.He cites experience from

the micro-finance sector, which shows a high re-payment rate (99.44% for CARD-MRI, for instance) among “nanays” in commu-nities. Success stories have shown women evolving from struggling landless workers to thriving entrepreneurs.

“All these women need is a strong support struc-ture around which they can increase their income and empower their families and communities. If we put our heads together and reimagine the possibilities, there is much that we can do to empower women in the agricultural sector.”

“We can’t keep using the same old paradigms and the same old excuses. If we are serious about turning our rural economy around, then we had better start paying attention to the women who help keep this economy running,” Pangilinan em-phasizes.

Pangilinan, who in Janu-ary 2012 launched “Sagip Saka”, an advocacy aimed

at improving incomes of farmers and fisherfolk while modernizing the agricul-tural sector, also stresses the importance of uplifting the agriculture and fisheries sector, which directly and indirectly accounts for at least 60% of the Philippine economy.

“Raising the incomes of our farmers and fisherfolk is key to improving their quality of life and ensur-ing sustainable agricultural practices,” Pangilinan says. “When sixty percent of our population enjoys a viable livelihood and more dispos-able income, this will have a direct impact on many of our other sectors and industries.”

He adds, “The direct participation of women in agricultural enterprises will mean added income for them and greater pro-ductivity for the sector as a whole.”

“Ensuring the sustain-ability of our agricultural sector will be key to achiev-ing developed-nation status in 15 years.”

He claimed the PA-OCC apprehended the trucks loaded with lum-bers despite the complete documents he had on the deliveries.

THE DEPARTMENT OF JUSTICE (DOJ) ordered on Tuesday the filing of murder charges against former Palawan Governor Joel Reyes and four others in connec-tion with the death of broadcaster and environmentalist Gerry Ortega in Puerto Princesa City last year.

Named respondents in the DOJ reso-lution, aside from the former Palawan governor, were Mayor Mario Reyes Jr. of Coron, Palawan; Atty. Romeo Seratubias, Arturo Regalado, and Percival Lecias.

It can be recalled that last year, the DOJ dismissed the case against Reyes; former Marinduque Governor Jose Carreon; Mayor Reyes, Seratubias, Regalado and Lecias.

However, DOJ Secretary Leila De Lima ordered a reinvestigation of the case after Ortega’s widow, Dr. Patria Ortega, submitted additional evidence to support the charges against the accused.

In its latest resolution, the DOJ excluded Carreon from the case for insufficiency of evidence.

“After the re-investigation and evalu-ation of the evidence adduced by both parties, the new panel arrived at the conclusion that the additional evidence offered by the complainant are relevant in appreciating other pieces of evidence previously submitted by the parties during the first preliminary investigation and that such additional evidence are sufficient to modify the initial findings of the previous panel,” said the DOJ panel of investigators led by Assistant State Prosecutor Steward Allan Mariano.

The latest DOJ resolution was approved by Prosecutor General Claro Arellano.

OZAMIZ City, Misamis Occidental – WITH the intent to accelerate the gov-ernment’s thrust of sustain-able development, which is characterized by attaining food security and self-suf-ficiency, the Department of Agriculture Regional Field Office 10 (DA-10) recently hosted a consultation with the various local govern-ment units (LGUs) of the province.

The session was held in Ozamiz City, partici-pated by almost all of the 14 municipalities and three component cities of the province. Participants var-ied from planning officers, municipal agriculturists, agricultural technicians and other stakeholders within the agricultural sector.

With the gathering at hand, it is expected that a finer scheme in terms of planning, organizing, decision-making and other pertinent activities will be employed in the implemen-tation of the department’s supported programs, proj-ects and interventions as the prime responsibility and the

The meeting tackled on the pipelined services of the agency offered under the four banner programs (rice, corn, livestock and high value crops), including that of organic agriculture and integrated pest man-agement. These differ from production support, market development services, post-harvest facilities and farm mechanization assistance, education and training ser-vices, regulatory services and among others.

Through the consulta-tion, it was likewise learned that some of the agency’s programs, projects and in-terventions already have projected beneficiaries. Nonetheless, the depart-ment clearly emphasized that they would only be given the first priority in the awarding of assistance. In any case that an LGU would fail in complying the required documents, the agency will opt to extend its services to other interested

LGUs who’ve submitted a letter of intent to avail any support from the depart-ment’s end.

In his message, Provin-cial Agriculturist Jose L. Satorre reminded the rep-resentatives of the various municipalities to empower themselves through the sub-mission of project proposals so as to elicit necessary aid from the department, that would in turn, contribute to the advancement of the agri-sector in their respec-tive areas of responsibility.

Meanwhile, DA-10 Re-gional Technical Direc-tor Engr. Roxana H. Hojas encouraged the LGUs, spe-cifically those who haven’t liquidated the funds released to them yet to carry on in devising project proposals while also working on the essential reports of previous transactions made with the agency. Additionally, she stressed that project pro-posals should harmonize with that of the province’s agricultural development plan.

“With all the information that we’ve provided you on

how to access interventions from the department, we hope that these can help and equip your respective municipalities…we have so many assistance lined-up for the agri-sector, that alone should challenge you to do

CAPITOL University cel-ebrated its 41st Founding Anniversary last February 14, 2012.

The special day was duly attended by the University administration led by the President, Atty. Casimiro “Jun” B. Juarez, Jr. and Executive Vice President, Dr. Fe “Bing” Juarez.

The mass in the gym was celebrated by Msgr. Tex Legitimas and wreath-laying to the bronze marker of the late Madame Laure-ana San Pedro Rosales fol-lowed while the University

Theater and the CU Arts Center was inaugurated.

The Capitol University Alumni Association, Col-lege of Maritime Education (CME) Alumni Association and Student Body Organi-zation then spearheaded the Blood Letting Activity.

A total of 101 blood bags were collected in the activity with 60 of the blood donors came from the students and officers of CME and 16 from the Philippine Navy Auxiliary Group headed by Alumni Board of Director, Vierne

ni officers and faculty also donated blood.

The Alumni campaigned

for a bigger participation from the CU community and its invitees thru a se-ries of public relations in social media.

WHAT MAKES the Philippines an impoverished nation is in stark contrast to statement that the Phil-ippines is a rich nation.

This contradictory testimony prompted some to declare that the ‘Filipinos are poor living in a rich country.’ Usually, elective public officials employed that irony as pretext for their failure to bail out the Filipinos from abject poverty.

Thus, the Filipinos continue to crawl to eke for a living and are willing to take risk. ‘The means justify the end,’ are the proverbial favorite of those who allow themselves as couriers of interna-tional drug ring.

‘The means justify the end,’ is the favorite line spoken by those who wallow in the clutches of white slaves so that their families and children could eat three square meals a day.

‘The means justify the end’ is an institutional phrase of public officials who falter in the ‘sink hole’ of cor-ruption because of a rotten system.

It is lamentable that the Philippine government per se is unable to correct this malady because the founda-tions of its leaders were of foreign interest.

While the statement is arguable, there is no argu-ment that all policies and visions of the country have traces of western thoughts.

Vietnam fought for seven years or more to drive away Americans in their country. After a long-drawn battle at the expense of thousands who offered their lives for genuine independence, the Vietnamese people attained victory.

It is no wonder that Vietnam today is fast becoming one of the most progressive countries in Southeast Asia. The Vietnamese people take pride of their achievement as a country and people.

Malaysia is highly progressive and developed. Its leaders work out of the sweat of the Malaysian people apart from the dictate of foreign power. There was a time when leaders of Malaysia and the United States exchanged barbs as the Malaysian government stood firm of its policy of independence against the US.

The exploits of neighboring Asian countries also ap-plies to the Philippines. However, a nation that thrived in a neo-colonial system will never attain economic progress and development in its true sense of the word.

At present, no amount of anti-corruption campaign as there is no amount of idolizing a leader of ‘immaculate character’ can move the Philippines toward genuine development and progress.

The only way for the Filipinos to rise above the quag-mire of destitution is for its leaders to be pragmatic and to wean themselves from the claws of foreign influence.

CAMP Rodriguez, Butuan City – Some 100 police officers, belonging to vari-ous rescue teams of the Police Regional Office 13 (PRO-13), have success-fully hurdled the three-day training on Disaster, Search, Rescue and Relief Operation (DSRRO), recently.

Designed by the Po-lice Community Relations Group (PCRG), the activity was aimed at enhancing the skills of the participants in water search and rescue, collapsed structure and first aid, they being the frontlin-ers during disasters and calamities.

The course was in ad-herence to the Chief PNP’s Ten-Point Action Plan of developing or enhancing the competencies, skills and specializations of po-lice personnel other than investigation and resource management.

It was also inspired by Sun Tzu, “The art of war teaches us to rely not on the likelihood of the enemy’s

The program was high-lighted by a competition among the participating rescue teams, distribution of rescue equipment to pro-vincial police offices and the Butuan City Police Office (BCPO) and awarding of deserving PNP personnel involved in search and res-cue operations in different parts of Caraga Region. THE comments of former WBO featherweight cham-pion Juan Manuel “Juanma”

Lopez about referee Rober-ton Ramirez claiming he was a gambler after his 10th

round TKO loss to Oscar Salido in a title rematch in San Juan, Puerto Rico last Saturday has gotten him into serious trouble with the WBO.

World Boxing Organiza-tion president Francisco “Paco” Valcarcel has an-nounced that the WBO Executive Committee had voted on and approved a resolution against “Juan-ma” Lopez because of his uncalled for comment on referee Ramirez even though Lopez apologized profusely the following day.

Valcarcel indicated the WBO resolution said Juan-ma Lopez should “show cause why he should not be suspended for one year, neither appear in the WBO rankings or fight for any re-gional or world WBO title.”

Lopez (31-2, 28 KOs) who lost by TKO in the 10th round when referee Ramirez called a halt after Salido (38-11-1, 26 KO’s) dropped Lopez with a vi-cious combination with Lopez appearing in no con-dition to continue.

Lopez, in a post-fight interview contested the

stoppage and accused ref-eree Ramirez of being a gambler, effectively casting aspersions on the longtime international referee. How-ever, in a press release Lopez apologized for his remarks and cited Ramirez as one of the best referees in the world.

However, Ramirez reject-ed the apology demanding that “Juanma” apologize to him on “Showtime” tele-vision which carried the fight and the interview, internationally, and also on YouTube.

Boxingscene.com quoted Ramirez as saying “Excuses only satisfy those who say them. I heard the words of ‘Juanma’ [after the fight] and the arrogance with which he massacred my honesty... I have already [been involved in] 184 world title fights and this is the first time a per-son puts into question my honesty and my integrity,” added the experienced box-ing official. “I’m very upset...but to say that I gamble is attacking my integrity and my family.”

Business Risk Assessment and Manage-ment, Climate Change Project with World Wide Fund for Nature - Philippines The Bank of the Philippine Islands has entered into a partnership with World Wide Fund for Nature on a Climate Risk Adaptation project.The MOA signing was held last August 24, 2010 at BPI Head Office, Makati City. The project aims to generate city-specific socio-economic baseline data for selected cities, outside the National Capital Region, most likely to be adversely affected by climate change. Initially, the study will cover four (4) cities namely: Cebu, Davao, Baguio and Iloilo. The selection of the cities was based mainly on the occurrence of storms, floods, drought and other extreme climate events during the past decade. Another crucial expected output of the project is a template on risk assess-ment associated with climate change. The assessment will focus on three (3) elements namely: 1.) hazards or the climate-induced stresses on the selected cities; 2.) vulnerability or the physical attributes and socio-economic composi-tion of the selected cities determining the degree of their susceptibility to the effects of climate change; and 3.) adaptive capac-ity characterized by the selected cities’ institutional attributes that determine their degree of capability to respond and adapt to potential climate change impacts. The results of the study are presented below with the end view that the sectors at risk in each of the four (4) cities will be able to better prepare for climate change disasters. Likewise, the data from the study can give the cities a more comprehensive basis for the policies and actions that they will craft to mitigate the effects of climate change.

BPI FOUNDATION, HABITAT LAUNCH PROJECT FOR ‘HOMELESS’ TEACHERS

BPI Foundation recently tied up with Habitat for Humanity Philippines to build an initial 160 housing units for public school teachers, considered as the coun-try’s unsung heroes. The corporate social responsibility arm of the Bank of the Philippine Islands (BPI) has earmarked P14 million for the project, which will build houses in donated lots in Muntinlupa City, Quezon City, and in Panabo, Davao. B P I P r e s i -dent Aurelio Luis Montinola III said helping publ ic school teachers is an act that creates a positive ripple effect in society. “A teacher can make an impact on a number of students. The mul-tiplier effect is so large. It’s stronger than, say, provid-ing scholarships to

the underprivileged,” said Mr. Montinola, who also sits as Vice Chairman of the Philippine Business for Education, a pri-vate sector-led consortium that advocates education reform. The Department of Education estimated in 2009 that more than 120,000 public school teachers do not own homes and either rent or live with their relatives. The unique model of Habitat for Hu-manity also boosts the morale of teachers by strengthening their sense of ownership and promoting kinship, Mr. Montinola added. “Even if the payment terms are very low, the owners pay back part of the loan. This is not because they owe Habitat for Humanity money; but because they want others to have the same opportunity as them,” he explained. “That they will build their own home and their neighbors’ homes will definitely promote the right values, even for our teach-ers. These communities are envisioned to be model communities, not just a housing project,” explained Koleen Davila-Palaganas of Habitat for Humanity Philippines. She said the project also gives teach-ers the incentive to choose to stay in the country instead of opting to work abroad. “[Education Secretary] Brother Armin Luistro has identified two major challenges in our educational system: the lack of classrooms, and our inability to retain fantastic teachers in the country. What BPI is doing is creating a new trend, encouraging our teachers to stay at home by providing opportunities here,” she said. The project fits BPI Foundation’s educa-tion initiatives. The Foundation has con-ducted several teacher training workshops for 300 public elementary school teachers from Quezon City and from Gumaca, Quezon. It also sponsored a two-day workshop on art history and appreciation, in partnership with the Filipinas Heritage Library, for some 46 art teachers from Makati City’s public schools. Aside from recognizing the huge poten-tial impact of the project, the proponents are also paying tribute to their favorite teachers. Habitat for Humanity Philippines Man-aging Director and CEO Ricky Jacinto said replicating the project in more locations in the future is “definitely” an option. He hopes that the BPI Foundation, as a pioneer donor, will inspire others to follow in its footsteps.

The MBC Executive Out-look Survey was conducted from February 14 to 19 this year wherein 93 members or 12 percent of out of 734 total MBC membership responded to the survey.

much as 79.6 percent of senior business executives believe the economy will perform better this year than last year, which is a much improved number than the 44.8 percent in February 2011.

A minority of 17.2 per-cent said the economy will perform the same as last year. Only 3.2 percent said this year’s economy would be worse than last year.

In terms of investments, 81.7 percent believe that investments would be higher than this year compared to

76.1 percent in February last year.

There were only 11.8 percent of businessmen surveyed who feel the same level of investment inflow as last year and only 5.4 percent believe investments would be lower than last year.

The business commu-nity, however, remains pes-simistic about exports as only 33.3 percent believe exports to grow higher than last year’s 67.2 percent.

About 40.9 percent of those surveyed said exports would perform the same level as that of last year while 20.4 percent said they feel exports would be lower this year than 2011.

Business sentiment on exports was dampened by the 6.9 percent drop in mer-chandize exports in 2011.

On the employment sector, 61.3 percent said they will hire more people this year compared to only 37.3 percent in February 2011.
