HMRC has announced that it will this year target tradespeople working in the home improvement market giving them an opportunity to come forward and declare unpaid tax. Surprising drop in Construction AdministrationsMARK WIlSon, Head of Construction at Baker tilly Restructuring and Recovery llP, reflects on the insolvency statistics for the construction sector taken from Q4 2011 data released by the Insolvency Service.

“These numbers show that administrations have fallen from 94 in Q3 to 71 Q4 2011 a reduction of nearly 25%.

“Across all insolvencies, the sector saw a reduction of 30% in failure over the previous quarter. The overall failure figure of 650 is the

lowest experienced in the last four years which peaked at almost double (1209) in Q1 2009. But is this a false dawn?

There are concerns that government cuts in new build projects have yet to fully bite whilst the industry continues to complete projects already committed to, There may be opportunities for those who refurbish properties as clients make do with their existing stock of buildingsThere is likely to be a shift in the favour of Civil engineering as government spending increases

in road and rail building, although many recently announced projects will take some while before works commenceThe overall economic uncertainty and prospects for growth and new jobs will continue to have a dampening effect on the sector.

“Overall, a cautious welcome for this good news. However, there is always a time lag in getting new projects off the ground and therefore the full impact of the delayed economic recovery may yet still to be seen.”

Location of new special school revealedtHE loCAtIon of a new state-of-the-art £9million special school in Charnwood has been agreed.

special school to be developed in Leicestershire and has been funded by the County Council. The total cost of the project is

£9.35million. Work is set to start this autumn and the school is due to open in autumn 2014.

Help identify land suitable for housing and employment development RESIDEntS are being asked to suggest land or buildings they think could be suitable for housing and employment development. Charnwood Borough Council has

launched a six-week consultation asking people to tell it about the location of potential housing and employment sites. The initiative is part of a review of its Strategic Housing Land Availability Assessment (SHLAA). This year’s review is including employment land. National planning policies require

all local planning authorities to carry out an assessment of land and buildings within their administrative areas and their potential for housing and employment development. This ensures they have taken

into account all possible sources of housing and employment land when planning the future development of their local area. Councillor Mathew Blain, the

Council’s Cabinet member for Planning, said: “We are encouraging local people to tell us about land or buildings they own, or feel might be better used, in the borough to ensure that all potential sources of future housing land are considered.“The exercise provides an

opportunity for land and property owners to tell the council about their sites. However, you do not have to own a site to submit it to the council - so if you are aware of any land which you feel is not serving any useful purpose and might benefit from redevelopment for housing, please let us know.”The assessment is an important

part of the Council’s evidence base for the Local Development Framework - a set of documents that guide planning and development in the area. The submission of a site does not

guarantee that it will be allocated for development or receive favourable consideration if an application for planning permission is submitted. Respondents are reminded

that applications for planning permission are determined against the adopted development plan and any other material considerations. The consultation period runs until

Friday, March 16, 2012. For more information and to take

part in the survey, visit: http://www.charnwood.gov.uk/

Cash injection for business to boost youth jobstHE DEPUtY Prime Minister is calling on businesses to sign up to the government’s flagship £1bn Youth Contract so that they are ready to offer the jobs to young people in April.Thousands of companies

received a letter in February from the Deputy Prime Minister Nick Clegg and Minister for Employment Chris Grayling, calling on them to play their part in getting young people earning or learning. The Deputy Prime Minister

is announcing details of how employers can access cash to help cover the cost of taking on fresh talent through a ‘wage subsidy’. The subsidy will be paid to companies for taking on young unemployed people and is designed to cover costs like National Insurance contributions. The wage subsidy will:

Pay £2,275 to employers for every 18 – 24 year old unemployed person they employ from the Work Programme. It is open to all businesses, voluntary organisations and charities.Payments for the majority of business will be made after the young person has been employed for 26 weeks. for smaller enterprises these payments will be staggered, with the first payment after 8 weeks and the rest after 26. this recognises that smaller businesses need a boost to their cashflow to make the jobs viable. the wage incentive will also be available for part time positions, with a rate of £1,137.50 if someone is employed between 16 and 29 hours.

Deputy Prime Minister Nick Clegg said: “Getting young people earning or learning is my top priority, and that’s what the Youth Contract is going to do. This is a long-term boost to help business get young people into jobs before long-term damage is done.“Employers have a huge part to play in this and the subsidy we’re

announcing today benefits business and young people.“Today I’m writing out to thousands of employers of all sizes – from global

corporations to small local firms – calling on them to look at what we’re offering through the Youth Contract and sign up to offer jobs from April. This is a significant moment and a call to arms for businesses to offer long-term opportunities to young people who are out of work.”Minister for Employment Chris Grayling said: “Our primary goal is

to get young people into employment. With the wage incentive we are encouraging employers to take a chance on a young person who otherwise may have been looked over for a lack of experience or skills.“Over the three months since we announced the Youth Contract we have

consulted with businesses large and small to develop a system that works for them.”The Youth Contract, launched last November, aims to lift all young people

out of unemployment. It will also support at least 20,000 extra incentive payments worth £1500 each for employers to take on young people as apprentices, taking the total number of payments available to 40,000.250,000 additional work experience places will be created through the

Department for Work and Pension’s work experience and sector-based work academies programmes.Extra support will be given through Jobcentre Plus in the form of weekly,

rather than fortnightly, signing-on meetings, more time to talk to an adviser and a National Careers Service interview.Employers can register their interest in supporting the Youth Contract and

can find out more via the DWP website at www.dwp.gov.uk/youth-contract/

Problem: I HoPE that you can assist me in what has become a really worrying situation. I own and manage a painting

and decorating business and employ around 20 tradesmen. In late 2010 I was successful in picking up a large commercial contract in Birmingham. The project was the refurbishment of a city centre office block. The programme was progressive, starting from the top floor and working down the building, the idea being that the landlord would rent out the finished floors as work progressed. However, part way through the

project, with 4 floors completed, the project was put on hold by the client. I later learnt from the main contractor that this was because the client was finding it difficult to get tenants and the floors that had been completed remained vacant. Some months later, I spoke to the main contractor’s contracts manager who said that they had agreed with their client that the other floors could be completed although the client would be allowed to employ quite a few of his own trades directly, including a painting contractor. Although I agreed to initially suspend operations for a few months, my company was banking on this work and I have now had to lay off about half of my work force. Can I do anything about this? The order I received states a lump

sum price for the whole of the job (as per my quotation) and refers to

its enclosed Terms and Conditions. I have looked through these Terms and Conditions and nowhere can I see anything about removing work from my price or bringing in others to complete my work.

Paul, Nottinghamshire

Response: Hi Paul. Please look at your sub-contract again and see what the terms say are under Variations. A contract will usually allow work

to be omitted and you will have to consider how to deal with such an omission against the facts such as why it has been omitted and how has the character of the work changed. However, usually work cannot

be omitted and given to another sub-contractor otherwise this will be a breach of contract and you will be entitled to claim damages,

which would normally be your loss or profit (which you will need to prove). Therefore, if your sub-contract

Terms and Conditions are indeed silent on this matter, then you should record this in writing to the main contractor and assert that you shall be making a claim for loss of profit on the work removed from your sub-contract. Any agreement between the main contractor and its client should not affect you. If the main contractor has naively agreed with the employer to omit work from its contract without reference to the sub-contractors it will effect, then that is matter for the main contractor, not you. I hope that helps and good luck. © Michael P. Gerard MSc,

HAllAM Contracts has started work on the construction of a 41,000 sq ft office development called the Hinckley Hub on the former flude site in Hinckley. The landmark

development will incorporate a mix of new build and refurbishment and is designed to achieve a BREEAM rating of ‘Excellent’.The new offices will house

staff from the Hinckley and Bosworth Borough Council as well as providing office space for other partner organisations. Leicestershire County Council has agreed to take 7,277sq ft of space in the new development and negotiations are continuing with several other local public sector organisations that could see a further 5,000sq ft of office space let within the building. The concept of the hub is to get

all the local services that people need under one roof so they have a single point of contact. It will also mean that the various organisations can work together more effectively by sharing resources and running costs.

End of stamp duty holiday encourages first time buyersHoUSE SAlES edged up slightly during January as an increased number of first time buyers looked to beat the stamp duty holiday, which expires in March, says the latest RICS UK Housing Market survey.Twelve per cent more surveyors across the UK reported rises rather than

falls in newly agreed sales since the beginning of the year. From 24th March, first time buyers will no longer be exempt from stamp duty on properties under £250,000 and some surveyors note this has produced an increase in activity at the lower end of the market. In light of this, respondents were optimistic about prospects in the near

term, as a net balance of 19 per cent of surveyors predicted transaction levels to pick up over the coming three months. This represents the strongest reading since May 2010.

Hallams start work on the new Hinckley Hub

John Hallam, Managing Director of Hallam Contracts said “As a Leicestershire based company we are pleased to be involved with a development that impacts on our local area and are delighted to be acting as main contractor. As part of the Considerate Constructors Scheme we will regularly liaise with the local community on the development of the Hub and will be employing a local workforce to make the Hub a reality.”Construction work is being

undertaken in partnership with MRP and Aviva, and is expected to be complete by January 2013.

January sales top £5 million for new homes developerDESPItE reported slumps in house sales nationally, regional developer linden Homes is celebrating its best January for five years – selling a home a day for the entire month! The HM Revenue & Customers

has recently announced that the number of house sales in the UK fell by one per cent during 2011. However, the early part

of 2012 has already seen sales top £5 million at the company’s developments across Cambridgeshire, Leicestershire, Lincolnshire and Northamptonshire.Keen home hunters have been

snapping up Linden Homes properties at the rate of seven a week through the month of January, and with a series of new developments in the pipeline – the company is also embarking on a mini recruitment drive for new sales staff. Sales director STEVE GARTON said: “This has been an amazing start

to the year, and we are delighted that new homes and Linden Homes Midlands region in particular seems to bucking the national trend.“This January – where we have effectively seen one house sale per day – is

our most successful start to the year for five years and we aim to continue this success throughout 2012.“We are delighted that our customers continue to be inspired by our home

and our locations, and that we in turn can offer some great incentives to help them achieve their dream.”

Council to invest £60m in housing CoUnCIlloRS have approved an ambitious plan to invest £60 million to improve Charnwood Borough Council’s housing stock over the next five years. The Council’s Cabinet approved the proposal on Thursday, February 16, to

invest the cash as part of the Council’s 30-year housing business plan.Properties in greatest need of refurbishment will take priority under the

improvement plan which will see insulation work completed on all Precast Reinforced Concrete (PRC) properties by 2015 and all Decent Homes work complete by 2021. Also high on the list will be improved heating systems. The investment has been made possible thanks to changes in Government

rules about the way council housing is financed. Councillor Jane Hunt, Charnwood Borough Council’s Cabinet member

for Housing, said: “Under the new rules, the Council is allowed to keep all the rent it collects rather than pay it in to a national pot. This gives us more control over the money, and most importantly means we can increase how much we spend on improving our housing stock. “Over the next five years we plan to spend around £60 million on

a programme of improvements which will include works to Precast Reinforced Concrete (PRC) homes and the ongoing Decent Homes programme.“This is fantastic news for tenants, especially those whose homes are in

greatest need of investment as they will be the first to benefit from this investment scheme.”Because of the rule change, the Council will first have to pay £79.2 million

to the Government, which it will borrow and pay back over the thirty years. This means that all the investment can be paid for out of the Council’s own housing account, which will be made up of loans, government grants and around £18 million a year income from rents. The proposals have to be ratified by Full Council on February 27, 2012.Charnwood Borough Council has 5,847 rented, 287 leasehold dwellings,

18 leasehold shops and 824 garages. These are managed on behalf of the Council by Charnwood

Neighbourhood Housing.

Harborough extends Section 106 charges to individual plotsACCoRDInG to a recent article in the leicester Mercury, Harborough District Council have extended the Section 106 community obligations to developers on every new home built.Charges ranging from £22,113 to

£40,500 for each home have now been published by the council.Harborough District is divided

into five zones with the following average charges:

Blaby border: £22,113lutterworth: £22,497Market Harborough: £24,485Rural south west: £34,800Rural north & central: £40,500.

Several Mercury readers had complained to the council about the high level of the charges and requested details of how the figures have been arrived at. A council spokesman told the Mercury that, previously, small developments of less than five properties have not had to contribute to any form of Section 106 funding, and that this change aims to benefit the community by helping provide affordable housing.Harborough District Councils

website includes the following definition: Section 106 Planning Obligations, or planning agreements, are legal agreements negotiated between local planning authorities and developers in the context of a grant of planning permission. They are intended to make development proposals acceptable, which might otherwise be unacceptable, and provide a means to ensure that a proposed development contributes to the creation of sustainable communities, particularly by securing contributions towards the provision of infrastructure and facilities, for example Affordable Housing and Education.

MP Welcomes Growing Number of Apprentices in Loughborough Marking national Apprenticeship Week, nicky Morgan MP welcomed the 86% increase in the number of people starting an apprenticeship in loughborough last year.Nicky said she was delighted to be given the opportunity to speak and

encourage employers to take on an apprentice at the seminar held at Loughborough College on Friday 10th February. The Government is delivering unprecedented funding for new

apprenticeships. In addition, the Prime Minister has announced that from 7 February 2012:· Businesses and training providers can bid for a share of £6 million

from the Higher Apprenticeship Fund, which will support the development of thousands of new Higher Apprenticeships in sectors including aerospace, energy and renewable technologies.· Small and medium-sized businesses without any apprentices who

hire one aged 16-24 are eligible for a £1,500 bonus, with up to 40,000 payments available.· Businesses can bid for a share of a £250 million fund to boost skills

in their workplace, giving employers rather than training providers direct access to funding for training.“National Apprenticeship Week is a great opportunity to congratulate

apprentices across Loughborough on the fantastic work they are doing and to highlight the huge benefits apprenticeships bring,” Mrs Morgan said.“On the Friday morning, I delivered a speech at the Apprenticeships

Seminar at Loughborough College, and met with several of the Borough’s key employers providing apprenticeships, and those wanting to learn more about getting involved. I am also looking forward to visiting Halfords and several further providers of apprenticeships throughout Loughborough over the following months.“Apprenticeships allow people to earn and learn at the same time, while

significantly increasing their potential future earnings. But the benefits go wider than that – every £1 spent on an apprenticeship returns an estimated benefit of £18 to the economy.“That’s why it is such great news that 330 more people in Loughborough

started an apprenticeship last year thanks to the extra investment, and extra support from businesses– an 86% increase on the previous year.“I would urge people of all ages to consider becoming an apprentice and

seize the opportunities that are available,” she said.

Apex Plant Selects Tracker TelematicstHE lAtESt figures from nfU Mutual confirm that plant theft has reached an all time high, increasing pressure on businesses op-erating plant fleets.

However, 68 per cent of all stolen plant recovered by TRACKER, the UK’s leading stolen vehicle recovery (SVR) specialist, is found within 24 hours of its SVR unit being activated. And 10 per cent of those recovered are locat-ed within one hour. Recognising the power of TRACKER’s vehicle tracking and monitoring solutions, specialist plant, tool and equipment centre, Apex Plant Hire has invested in TRACKER’s telematics technology and is reaping the benefits of protecting its fleet.

Operating throughout the Midlands, Leicester based Apex Plant Hire deliv-ers an extensive range of the most up to date, productive and reliable plant and equipment available, and places a firm emphasis on achieving outstanding customer service. The loss of equip-ment as a result of theft has previously had a significant impact on the business and its customer service levels, but the installation of TRACKER telematics on 22 pieces of plant has significantly im-proved its ability to protect its reputa-tion and deliver the level of service on which it prides itself.

Apex Plant Hire chose TRACKER over and above its competitors because of its unique combination of Global Positioning Systems (GPS), Global Systems for Mobile Communication (GSM) and TRACKER’s successful and proven Very High Frequency (VHF) radio technology, which is employed within its SVR units.

“In the past, we lost a number of pieces of plant for good, because police were unable to detect the GPS signal used by other tracking devices we were using at that time,” says David Marriott at Apex Plant Hire.

“However, innovation behind the TRACKER solution, combined with the company’s unparalleled relationship with the UK’s police force, ensures that stolen equipment can be quickly traced and recovered. A stolen excavator of ours was recovered in just over an hour thanks to TRACKER. The results speak for themselves,”

David adds, “With TRACKER’s telematics on our HGV vehicles, we’ve been able to improve our day-to-day business practices which has boost cus-tomer service and fleet performance levels. The system locates the posi-tion of all our vehicles, allowing us to deploy the nearest vehicle to the next rental booking. We can also see if a job is running behind schedule without our drivers having to call in with updates, which means we can take action and enhance the level of customer service we provide.”

Site for 5 dwellings for sale in Gaddesby

fotHERGIll Wyatt Estate Agents are offering a rare development opportunity for the construction of five dwellings in the sought after rural village of Gaddesby.Approximately 0.39 acres in total, the site - at Ashby Road, Gaddesby

lE7 4Wf - is a vacant paddock, clear of buildings, and with a mixture of stone wall and temporary boundaries. It is accessed on the south side via Nether End/Ashby Road and bordered by Church Lane to the west. Following extensive dialogue with Melton Borough Council, the planning

application includes 2 x two bedroom semi-detached, one x three bedroom detached and one x three bedroom bungalow, and a five bedroom detached property. Each property retains two parking spaces. The bungalow and five

bedroom detached properties each have double garages in addition. No planning permission is currently granted on the site although an

application for the erection of five dwellings was submitted in January 2012 and early offers and expressions of interest are invited. Price on application. For further information including details of the planning application,

architects drawings or to arrange an appointment please contact Peter Wyatt MRICS at Fothergill Wyatt Estate Agents and Chartered Surveyors on tel: 0116 2705900 or email: [email protected]

Query From a Reader - Can You Shed Any Light? In fEBRUARY, one of our readers phoned to ask if a new planning policy had been - or was being - introduced which affected small villages.

Apparently, the reader had been informed that if a settlement had less than two of the common village amenities (namely, shop, church, school, doctor, pub, etc.) then the planning authority was within its rights to refuse to consider applications for any additional housing.

This seemed a bit odd to us, and so we checked with the planning department at one of the district councils in Leicestershire. The planning officer we spoke to was unaware of any such policy.

If you have come across this in and around our county, drop us a line by post or email and we’ll include your thoughts in the next issue.

Cbi Comments On Planned Cost Savings In Public Sector Construction ProjectstHE CBI commented in february on new data published by the Government, showing progress towards its target of saving up to 20% on construction projects over the next three years Rhian Kelly, CBI Director

of Business Environment and Construction, said: “Construction will be a vital part of building the UK’s economic recovery, and the current state of the public finances means we must get more bang for the taxpayer’s buck. Bringing down the cost of publicly-procured construction projects, and the time it takes to build them, will help us see more benefits in terms of jobs and growth. “The increased transparency

that the publication of this data represents will not only help taxpayers see where their money is going, but also enable a more open dialogue between business and government and a more collaborative approach to procuring our schools, hospitals and roads. “The UK needs to attract

investment into its ageing infrastructure, and the smarter procurement models the Government is piloting should help drive down costs and make the process of delivering new infrastructure more efficient.”

Civic Trust award for health and leisure scheme

An EASt Midlands-based development team is celebrating the news that one of its projects has been presented with a Civic trust award.East Midlands civil and structural

engineer BSP Consulting worked in association with Ashby de la Zouch developer LSP Developments, Tamworth architects West Hart Partnership Ltd, Nottingham-based landscape architect Dave Singleton, of DSA Environment and Design, and quantity surveyors/project managers Carl Dean Associates, of Sutton Coldfield, on Moor Park Health and Leisure Centre in Blackpool. The centre, which is a three-storey

development that includes three GP surgeries, PCT outpatient services, as well as a library, gym and swimming pool, has just received the Blackpool Civic Trust Award for best new build in 2011.One of the more unusual aspects

of the scheme is the way that water and drainage has been used creatively as part of the play areas. Rain that falls on wider parts of the site, such as on roofs and car parks, is channelled through the play area to make not only a sustainable drainage system but a healthy and fun play area for children.BSP Consulting is based at Oxford

Street, Nottingham, and also has offices at Pride Park, Derby, De Montfort Street, Leicester, and Solly Street, Sheffield.

Winter No Obstacle For New Chronolia™ Weathermix lAfARGE have launched a unique, new cold-busting concrete designed to set even at low temperatures. Chronolia™ Weathermix can

tolerate far colder conditions than standard concrete with an accelerated setting time to allow construction to continue even in wintry weather. nick Yell, product development

manager in the Readymix division at Lafarge Aggregates & Concrete UK, said the product was a brand new innovation for the UK. He added: “The idea is

Weathermix is less sensitive to cold weather conditions than conventional concrete.“While it is not an anti-freeze

concrete, because of its mix design it sets more quickly and produces its heat much better than conventional concrete. This means it can be used in winter weather situations where conventional concrete would

struggle to set.” Based on Lafarge’s fast-setting

Chronolia™, Weathermix can be placed in temperatures between 3 and -7 degrees centigrade. The concrete is mixed at a

Lafarge plant and the temperature monitored so it is more than 5 degrees centigrade before it goes out to the customer. With the mixing of the readymix

truck while it is transported and the heat generated naturally from the mix itself, the concrete can be placed and as long as it is protected overnight should achieve sufficient maturity by the next day to resist ongoing winter conditions. Weathermix builds on the existing

wide range of Lafarge products, developed through years of research and expert innovation and designed to meet the ever-changing needs of a varied client base and their sustainability requirements. Nick said: “It is imperative the

customer protects the concrete – it is all about trapping the heat in so it will cook and gain strength quickly.“This is the benefit of Chronolia™

Weathermix, as conventional concrete would actually struggle to set sufficiently in colder temperatures.” Similar mixes are used routinely in

north America where construction schedules need to be maintained despite harsh winters but Chronolia™ Weathermix is a first for Lafarge in the UK.

Young Builder of the Year 2012 Awards launchedtHE nAtIonAl awards to celebrate the achievements of young people who have overcome personal barriers to work and train for the construction industry has been launched.

The Young Builder of the Year awards has successfully run for 13 years and each year has attracted a growing number of entries from the future talent of the UK building industry. There are two categories of awards; - those in employment aged between 16 and 25 years old and those still in education aged between 14 and 16 years old. The awards ceremony will be held at the House of Commons on 18th October.John Montague, Chair of Youthbuild said “We are delighted that NHBC,

Skanska, Places for People and Northern Tool + Equipment are sponsoring the awards again this year and we would like to welcome Orbit Homes and Land Securities as new sponsors for 2012”.

The Rt Hon Nick Raynsford MP, President of Youthbuild UK, said “Unemployment among young people is one of the most serious challenges facing our society. That is why I am such a keen supporter of the Young Builder of the Year Awards which celebrate the achievements of young people who, even faced with poor prospects, have had to overcome huge barriers to train and work in the construction industry”.

Last year’s overall winner, Shane Dean Evans (pictured above), who was the winner in the 16 to 24 year-old category, suffers from Cystic Fibrosis. Despite having this serious medical condition, he has excelled in his vocational education and has demonstrated sheer determination to succeed as a qualified joiner and have a real impact in his workplace.

The 2011 winner in the 14 to 16 year old category was Giovanni Damiani. He was bullied at school fell into the wrong crowd, and then left before gaining any qualifications however his training manager at Windermere Construction Skills Centre reflects that Giovanni has shown the greatest shift change of any of the hundreds of young people who have attended the centre; he is a dedicated and motivated trainee.

Applications will open in late April for both categories of the Young Builder of the Year 2012. As well as the accolade of ‘Young Builder of the Year’ winners will receive a range of cash prizes and tools. Further details can be found on the website at www.ybuk.org

Secured by Design launches new 3D design toolkit

flAGSHIP UK police initiative Secured by Design in association with Hampshire Police, have launched a new 3D virtual toolkit for planners, architects and surveyors, to help build an understanding of security in housing developments and highlight best practice solutions. The toolkit, which is free to use on the Secured by Design website, was

developed by architecture and graphic design studio Re-Format to allow professionals to explore the principles of designing-out crime within a 3D CAD-style housing plan. A series of scenarios, including the layout of communal spaces, use of lighting, mail delivery and landscape planting, highlight the design decisions that would increase the risk of crime and anti-social behaviour. For each example an alternative is provided, detailing the relevant standards recommended by Secured by Design and the Police services. The requirements and recommendations within the toolkit are based upon

verified research and have been proven to achieve a reduction in crime risk of up to 60%. The toolkit complements the Secured by Design ‘New Homes’ guide

(http://www.securedbydesign.com/professionals/guides.aspx), which should be referred to for additional information and advice. To use the toolkit visit www.securedbydesign.com/toolkit
