Remember to have a good attitude before you come to Tri City Gun Club or events, we are all supposed to be working together supporting the shooting sports. There are numerous events coming up for those that want to help.

If you will come to the general meeting, we have been having a very good time. It's been like listening to the news with all the false accusations based on fake information from the "Chicken Littles". You know the cry of, "the sky is falling, the sky is falling "etc......... when it is only raining! Some people like to create drama in their lives and then sit back and watch the results. People are made stupid by believing this type of talk and I put them in my Stupid File, which is: can not think for themselves, can not ask intelli-gent questions instead of making statements based on their own ignorance, will not really listen and un-derstand, think that after a decision has been made, and they keep asking the same question the original decision will eventually change. I do not want you in that file, don't make me put you there.

In the March mtg. we will be going over a bylaw proposed, be there with good input. If you as a member have been contacted by another club member and you asked yourself how did they get my contact infor-mation, you should contact [email protected] and inform us.

We have said this before, if you have a question to ask, we may not know the answer right then but will find the answer and let you know. Go to your range and have a good time with your favorite shooting sport.

SMLE match will be 10 March along with, regular military bolt bench rest match...Short magazine lee

enfield rifles such as the #1,#2,#3,#4, &#5 are eligible. Sorry, no 1917s.

If we have 2 relays you may use a SMLE in one and a regular mil bolt

in the other and get credit for 2 matches (for the state shoot off this

In the March meeting we will be electing the Finance Committee and the Nominating Committee. I am trying to nail down the members that will be representing us on those committees. The Tri-City Gun Club archery range consists of a practice area with ground mounted Yellow Jacket targets ranging from 10 yards to 70 yards. These targets are for use only with target and points or field points. The firing line is located at the east side on the concrete pad and accommodates up to 18 shooters. There are also 5 hay bale target butts set at 20, 30, 40, 60, and 80 yards respectively for those wishing to practice with broad heads or mechanically activated hunting tips. Please note that the impact surface of the hay bale butts are multiple layers of cardboard wrapped in burlap and will dull broad head blades. We strongly suggest broad head users bring their own targets, Cross-bows are always welcome with the same restrictions other bows. DO NOT shoot beyond the 80-yard target as safety zone distances to the field range trail are predicated on this as the maximum allowable shot.

Flight shooting, and lofting is NOT PERMITTED at any time. The earthen backstop at 110-yards is there to catch grounders from missed shots, it is not a target position.

TCGC shooting rules apply. Communication with fellow shooters is mandatory. Only targets directly in line with the shooters position may be engaged, cross range shooting is not permitted. When the range is cold bows are tabled, hung, or grounded in the practice area. In the field area bows are placed in front of the shooting stake or target face when retrieving scored or lost arrows. Standard field archery courtesy for lost and found arrows is practiced. A lost arrow container is located in the practice area. If you find an ar-row place it there. To aid in arrow recovery, we strongly suggest using a personal crest on your arrows.

There is a 12-target field range. All of the targets are hay bale butts faced with cardboard wrapped in bur-lap and range from 10 yards to 80 yards. The field area IS NOT an NFAA range. Any type point may be used on these butts. There are several 3D targets available however, these are used only during planned events when the range is staffed with TCGC archery instructors and/or range safety officers. Only target points and field points may be used on the 3D targets. Several power poles are placed in the field area next to the number 9 shooting lane and are for those wishing to practice with their personal tree stands. There is one elevated shooting platform located at the number 2 shooting position. Use of the stands and platform is at the shooter’s own risk. The field range trail between the number 10 and 11 shooting posi-tions crosses the extended centerline of the practice range but is located at sufficient distance to meet normally recognized safety standards in relation to the practice range. Field shooters should coordinate with practice range shooters prior to crossing the extended centerline.

During Daylight Savings Time the club offers instruction on the 2nd

and 4th Thursday of each month at

6:00 to 7:00 p.m. The class is primarily set up for children under 18. Persons of any age are welcome to participate with the understanding that the youngsters have priority and the pacing is set to their skill level. All equipment is provided by the club and the instruction is free of charge.

There is a trail beginning behind the CONEX and leads to a foot bridge that crosses the slough behind the restroom facility. We recommend archers and guests (especially children) use this path to get to the re-stroom as it avoids walking on the access road in the vicinity of a blind corner

The extended trail area of the field archery ranges from number 10 through number 12 lanes and the area beyond the 110-yard backstop on the practice range are prone to flooding. This draws wildlife; ducks, cranes, whitetail deer, and a bobcat; please leave them to freely go about their business. Flooding also draws mosquitos, please plan accordingly.

Greetings Tri City Gun Club Members Target Placement on the Pistol Range: Thanks to those who are supporting the new target placement policy on the Pistol Range. We have added signage on both ends of the range to explain the policy if you are unsure. Guest Waivers: Members are reminded that all guests must complete a guest waiver for calendar year 2018. Driving Down the Long Range: If you drive down to the 200 yard berm on the Long Range, please do not drive up on the berm. Driving on the berm create areas that will wash out during periods pf heavy rain and damage the grass. Please park at the base of berm and walk up. Also be sure to turn on the Red Lights and put up the red flags at 50 and 150 yard berms. The Air Rifle Range Improvements: We are continuing to renovate the Air Rifle Range. You are wel-come to use the range, as the backstop is in place and we are working on lighting. We will block it off if you cannot use it. Archery Range Safety Fencing: We will be installing the safety fence on north and south sides of the Archery Range. SDA Instructors: SDA instructors are reminded it is your responsibility to maintain \ provide TCGC with your current Certificate of Liability Insurance (COI), naming TCGC as an additional insured. Failure to maintain a current COI will result in your being prohibited from using our range for your class. Please be sure you send me your new COI as you renew it. Additionally, make sure you follow our target place-ment policy on the Pistol Range. Opportunities to Serve:

Youth Hunter Education Challenge (YHEC) 03/03/18, we need RSO’s, general help and shooting coaches.

Brownell’s NRA Sportfest, 04/07/18: This is an all-hands-on-deck event, we need RSO’s, shooting instructors and general help.

Women on Target (WOT), 05/05/18: This is an all-hands-on-deck event, we need RSO’s, shooting

instructors, general help and women to be group leaders.

The Shotgun Community here at TCGC has expressed their need and desire for a 5

Stand/Sporting Clays Course. A couple of us have volunteered the time to set-up, oper-

ate, and maintain the course on scheduled 5-Stand Events.

• We welcome the use of other member throwers. The more targets flying, the better.

Some clubs have 9 or more throwers. Keeps it interesting.

• This is a staffed event.

• Skeet/Trap cards cannot be used. Separate cards for 5-Stand will be available for purchase at events.

• This is a fund raising event. This is not a sanctioned event. Don’t hesitate to bring a guest or family

member to play. Same guest rules apply.

• You do not have to be a “Key Holder” to participate. It will be staffed and available to all members.

12g Card Shoot-The temperatures were quite low and the range was quite slow during the card shoot.

However, we took in $111. All winners gave back their winnings to the fundraiser. A big Thank You to

those few who came out in the cold and supported the event!!! And a big thanks to Ron and Doug for feed-

ing me breakfast both days.

Luck O the Irish Skeet Shoot-March 18 will be our 3rd

Annual St. Patty’s Day Shoot.

Come out and try your luck at winning the “pot of gold”!!! Entry is $5, shooter pays for tar-

Doubles if you have not been trained to do so. ***DECOCK!****, Sweep, Vacuum, Load, CLEAN.

Note: If you do not wish to shoot trap doubles, the Trap 2 is less complicated to operate, as it is not

hydraulic and the settings are easier to adjust. It will save you time and the club money.

Please note. The hand throwers that are placed at the Shotgun Field are mostly donated and have been

occasionally repaired by the club. Feel free to bring your own throwers, manual or electric. Please use cau-

tion when using any throwers. Shooters need to stay clear of the flight path if shooting from the fence line.

The club does not provide throwers, targets, or firearms for this area.

We had a nice little turnout February of 9 shooters for the 3 Gun Match with several people showing up early to help setup and tear down. As a result, we had three courses of fire that involved all three firearms for each, with lots of shotgun. Jesse and Tanner Williams were neck and neck much of the time, with Jesse representing the former Soviet bloc countries with his firearms, as usual. Tanner still gets honorable mention for the most colorful shotgun. Sure, it has feeding issues but it looks darned good doing it. Vince came in 3rd using borrowed firearms. There's a lesson to be learned there, just not sure what it is yet, but I do know that if anyone borrows my stuff and beats me, I'm changing their score on the tablet. Austin gets first place in track and field. Never volunteer to be that person who has to chase after Austin with the timer in your hand. Now that we're up and running (pun intended) with 3 Gun, we're looking at making the courses longer and more round inten-sive. We'll be looking at involving two bays for one course of fire, more obstacles, and pressing the long rifle range into service so we can incorporate 75 to 100 yard shots with the rifles, combining speed and accuracy. We're still giving thought to having a separate "Military Spec" 3 Gun event in which "30 cal." rifles, single stack pistols, and pump shotguns with 5 round maximum capacity will be required. No optics. Those who feel good about their stripper clip skills can bring bolt actions. There will probably be a minimum of moving from one station to another involved. It should happen sometime this year and is still in the planning stages. Practical Pistol and 3-Gun have started listing their scores on PractiScore using TCGC-OK in the title. There's another TCGC from elsewhere in the U.S. not to be confused with us. As always, Practical Pistol is the 1st Sunday of each month, 3 Gun is the 3rd Sunday of each month. Hope to see you there! General Meeting—February 2, 2018 1. Meeting called to order at 7:30.

2. Joe Mays showed a Canadian Browning Hi-Power in 9x19.

3. Joe also spoke regarding the Canadian County FNRA Dinner to be held April 28th. This is a good opportunity to help sup-

port local events and get a chance to win great door prizes.

4. Minutes from the last meeting were accepted.

5. Jerry Tomlinson came to speak regarding the ORA membership drive. New ORA members can Join for the discounted rate

of $20 before February 15th. ORA stands for you in Oklahoma Legislature.

6. There were two proposed bylaw amendments that were listed in the Hangfire and discussed in the meeting.

7. The first is to require unmarked ballots or abstentions not be counted toward the total number of votes.

8. The second requires that the board have four votes to pass a motion, instead of the current five.

9. There was some discussion on both amendments, heated at times. The conversation took tangents into target placement

and the recording of votes (both items are noted on separate below as items 7 and 8 for clarities sake). There was disa-

greement over the need for a change in board voting practices. The primary point of contention is why the board vote re-

quirement was changed from four to five as part of the major bylaw change. One side contends that the intent was to in-

crease the number of board members from seven to nine and that the fifth required vote was to be in step with a majority

rule. The other side contends that the fifth vote was added to ensure that an overwhelming majority of the board supported

an item for it pass. No consensus was reached as to which was more correct. Both reasons for the change to five votes

were discussed at various times in the past.

10. Concerns were raised regarding the voting and counting practices of the last bylaw change vote. It was generally agreed

that there were errors and inconsistencies in the formatting of the vote. Specifically, the separation of a single bylaw

change that effected four lines into four votes was incorrect; it should have conducted as a single vote. Also, of concern

was the inclusion of an ‘abstain’ check box on the online vote. This was not included on the paper ballot and was not in-

tended to be used in the online vote. It’s inclusion in the online vote was in error. Additional concerns were raised that

changing the bylaws to require a counting methodology that is different than common practices, where all voters count,

would be even more confusing and would likely disenfranchise some voters.

11. The previous discussion (6) moved for a time to target placement: Place all targets at the center of the wooden frames. Bul-

lets should not hit the wooden frame. Placing targets at the center will ensure that ‘hits’ pass through paper and not wood.

Seek individual assistance if your ‘misses’ continue to pass through the wood.

12. The previous discussion (6) moved for a time to the recording of votes: Votes are recorded as pass/fail unless they are par-

ticularly contentious. Contentious votes are recorded by count if a count is taken during the vote. Roll call votes are record-

ed by request, if a roll call is taken. An individual’s vote will be recorded by name only at the public request of that individual

(i.e. Please note that I didn’t vote for that!). The minutes are submitted for review and editing by the board, prior to being

published in the Hangfire. This allows board members to ensure that the minutes reflect an accurate and clear account of

the meeting.

13. Construction of the handicapped access to the bathrooms (concrete, railings, etc.) has begun.

14. We have sufficient ammo for youth events.

15. We need more participants for youth events. Please share the flyers with people whom you know. (Writer’s Note: This is

especially important in the light of current events. The safety training and fellowship that we offer at our youth events is a

big part of how we can help.) Youth event sign ups can be found on our website. You can share the link via social media.

16. Club members BK Shaw and Ed Nechvatal have passed away. Item 8: Number of voting members I believe to be incorrect. Would like to have a true number of voting mem-

bers. How can we have over 402 voting members? The number of voting members should be a solid

number of voters.

Item 9: January board meeting minutes item 20 would like to have more details on this item. Why were the

funds discussed?

Item 10: January board meeting minutes item 28. The clay targets are not a yearly expense as stated. There

were no clay targets purchased in 2017. So to be a yearly it should have been purchased in 2017. The

last purchase of clay targets was in 2016 and 2018. I would like to see a By-Law change that states

that if the total invoice or a check written that exceeds the $12,000.00 follow By-Laws Section 6.04. It

clearly states that any project, purchase, or contract that exceeds the $12,000.00 limit shall not be……

Any invoice that the total cost of the invoice is over this amount should be required to follow the By-

Laws. Might need to add the word monthly recurring expenses are allow not one-time purchases.

Might work with Bob Touchstone to get the wording correct.

Item 11: 12g Card Shoot in February that the club will provide the shells. What club funds are being used to

purchase the shells? This on page 8 of the February Hangfire.

Item 14: Open discussion to have officer elections in December with new officers starting duties on January 1.

18. The treasurer’s report was given. An explanation of how funds are tracked was given. Treasurer is trying to find records of

shotgun cards that are in circulation. Mark was able to provide him the required information on the spot. There was some

discussion over accounting practices.

19. We have over 220 new members.

20. Please use your open chamber indicators.

21. Don’t forget to fill out 2018 guest waivers.

22. It is your job as a member to be aware of the rules.

23. Be sure to shoot the correct targets for the range/lane that you are using. Cross-firing is an unsafe practice. It can send

rounds off the range. Don’t do it.

24. Remember, bullets can ricochet off target frames. Hang your target correctly.

25. The air rifle range is getting renovated. It is safe to use.

26. YHEC is coming up. Please come out to help.

27. If you are sick go to the doctor. Don’t bring your illness to the range.

28. It was noted by a member just how great our range is when compared to very cramped, noisy, and restrictive indoor rang-

es.

29. A question was asked regarding raising the berms. The board has voted to explore the option and would like to raise the

berms in the future. However, more information is required for individual projects to be presented to the membership for a

vote. None of the berms could be raised without a vote of the membership.

30. Kevan spoke about Sportsfest. It is $25 per child.

31. Be sure to tell new members about the club meetings. We would like if they would attend.

32. Field targets have been set up on the field trail at the archery range.

33. Eight thousand 1911’s are available at CMP. M-1’s are also in stock.

34. A thank you was made to the people that do the renewals and orientations. They were smooth and well organized.

35. Keep the range clean by picking up your trash, targets, and any other mess. Bill works hard to keep our range nice. If he’s

picking up other people’s trash, he won’t have time for some of the other great things he does.

36. New chairs have been installed at the range. Sadly, they are not heated.

37. Put target stands away when you are done shooting.

38. Check online for range closures. It’s time to start spraying.

39. We need a welder and an electrician for the 2/17 workday.

40. There is brush that needs to be burned.

41. A concern was raised over water building up near the front gate.

42. Bill was commended for the work that he does at the range. He makes a big difference and the commendation was well

deserved.

Board Meeting Minutes—February 15, 2018

1. Meeting called to order at 6:30.

2. All board members, with exception of the secretary, whom was absent with prior notice, were in attendance.

3. The previous meeting minutes were amended to reflect the correct start time of 6:30PM. They previously reflected 7:30 as

the start time, which was incorrect. The minutes were approved as amended. There was some discussion regarding the

use of people’s names in the minutes. The board was in general agreement that it is best not to use people’s names, un-

less they wish for their own name to be used. This has been the general rule for several years.

4. The board went into executive session. All guests and appointed officers were removed for the duration of executive ses-

sion; approximately 20 minutes.

5. There was discussion regarding the purchase of .50BMG ammunition. Prices range from $2.50 to $4.00 per round. We

have 159 rounds in inventory. We need around 100 more rounds for scheduled events. We do not want linked ammo. We

primarily purchase commercially remanufactured rounds. A motion was made to approve the purchase of 100 rounds of

M33 ball .50BMG at up to $450, to be paid for from Sportsfest and Women on Target funds. The motion was seconded and

approved. Purchase arrangements will be handled by scheduler. .50BMG event brass will be allowed to be taken as souve-

nirs by participants. Any remainder will be disposed of by the .50BMG rifle provider.

6. It has been requested that people receive an orientation on the use of the newly purchased vacuum in trap house one. This

will extend the life of the unit. The purchase price will be reimbursed from shotgun funds.

7. Members are also encouraged to run the pump on trap 1 prior to use to warm up the machine.

8. A cart/hand truck was purchased for use on the shotgun range. It will be reimbursed from shotgun funds.

9. It was noted that the top step of the new steps leading to the restrooms is difficult to see and could present a trip hazard. A

light pole may be installed, and reflective paint or tape added to the step to increase visibility.

10. New shelving is needed in CONEX B. 4 shelving units priced at $155 each are needed, for a total of $620, plus tax and

shipping. A motion was made to approve $700 from the general fund for shelving for CONEX B. The motion was seconded

and approved.

11. The tractor and the gator went for routine maintenance. The tractor is in good shape. The gator needs some work due to

bad compression on one cylinder, but it is not an immediate problem. We will look new motors and other cost-effective op-

tions.

12. We will be purchasing budgeted chemicals for ground treatment for $1737. Spraying has made a big difference. Visit the

area behind the long range if you are nostalgic for goat’s heads.

13. We need printer ink for maintenance. It can be ordered online and delivered.

14. The white truck has been removed.

15. Wild Apricot has been purchased. They are raising the rates by about 18% to $1708 per year. This is still below budget.

The new rate will include several new or improved features; such as an online store, a mobile app for members, an ID card

package (not currently compatible for us), and improved capacity for online publishing.

16. Training will be provided for the use of Wild Apricot.

17. Some join dates were lost during data migration. Recovering or replacing lost join dates was discussed. If information can-

not be recovered administratively assigned dates will be used.

18. A request was made to include all current projects in the Hangfire.

19. A withdrawn bylaw change, presented at the last board meeting was discussed. No action needs be taken by the board

unless the presenter wishes to reintroduce the change.

20. A member asked when a CPA will be hired to examine the books for the change of treasurer, as called for in the bylaws.

There was discussion over what sort of examination would be required. We will seek the assistance of an accountant to get

this done. There was some discussion over general accounting principles. The treasurer will establish a benchmark need

for level of examination and an estimated cost. It was noted that there is no specific concern regarding the previous treasur-

er’s conduct, honesty, or ethics. This is simply a procedural task, included in the bylaws to ensure a smooth and clear tran-

sition of duties.

21. Reimbursement of submitted expenses was discussed. The treasurer has asked that all mileage requests include a map-

quest, as has become common practice.

22. Any donated funds should receive a receipt that notates that the donation is not tax deductible. A stamp for non-deductible

donations will be purchased. Receipts should be issued for anything purchased from the club.

23. The 2018 budget was reviewed and discussed.

24. There are some new members whom have paid but have not attended orientation.

25. Member promotions were discussed. Members to be promoted need to bring their credentials to verify qualifications.

26. Donations to FNRA were discussed. $1500 is the traditional amount that we have donated to each of the three organiza-

tions. We will continue this budgeted donation to all three organizations and will select guns to be determined. The guns will

be put up for raffle, as usual.

27. Recurring expenses for software was discussed. We need to get the user credentials from the previous treasurer to renew

services.

28. The treasurer report was given and discussed.

29. Archery range safety fencing was discussed. Wooden fencing will be installed along both sides of the known distance

range to help keep arrow fire on the range. Three bids were requested and two were returned. A motion was made to ap-

prove $4601.40 from the archery range upgrade fund for Big Bob’s to install fencing at the archery range. The motion was

seconded and approved.

30. Shotgun keys, cards, and clay target purchases were discussed. A draft of a step guide was put forward. A future version of

it may be made part of the SOP and may be made available for viewing by members upon request. It will NOT be published

for general consumption, as it outlines cash handling practices, times, and locations; posing a security risk if shared.

31. Air rifle range upgrades were discussed. The target area and shooters area will be lit. An exhaust fan will be installed to

help cool the range. This will cost about $582 from the previously approved budget for upgrades. Metal strips may be in-

stalled on the sides at the bottom. A proposal for a concrete stem wall to prevent water entering the air rifle range was

made. The stem wall would be more than the already approved budget for upgrades but will help to protect the investment

from water damage. A motion was made to approve a $500 additional to the air rifle upgrade budget to cover the installa-

tion of the stem wall for the air rifle range. The motion was seconded and approved.

32. Dirt work estimates reviewed and discussed.

33. YHEC will be held on the 3rd

.

34. Gravity plates for the long range were discussed. This is a previously approved project.

35. We have not received any calls or complaints about the single target rule.

36. Concerns were raised over why the finance committee hasn’t been approved yet. It was an oversite at the last meeting. It

will be done at the next meeting. A chair needs to be appointed.

37. There were questions over when the bylaws will be printed in the Hangfire. The newly amended bylaws will be published on

the website.

38. There was discussion regarding the inclusion of discipline chairs names and contact information in the Hangfire. They are

listed online.

39. It was noted that the monthly publishing of the Hangfire is very expensive. Printing is even more so and increasing its

length increases both printing costs and postage costs. This has been a financial concern for several years.

40. At the request of the person whom raised the concerns, the list of fourteen concerns that were raised in the general meet-

ing by the member at large will be tabled until next month.

41. A new bylaw change was proposed with the intent to curtail frivolous and abusive bylaw changes. The change would re-

quire new bylaw changes be initially proposed by six members and that three of them attend the board meeting in which

the bylaw change is discussed and/or edited.

42. A trap machine will be purchased with previously approved shotgun funds.

43. A chili cookoff is being planned as a fundraiser for April 15th.

44. The meeting was adjourned at 10:56.
