Every 10 years, the U.S. Census Bureaucarries out a constitutionally mandatedcount, or census, of the nation’s residents.Young children have been historicallyundercounted in past censuses. Youngchildren with certain demographiccharacteristics — such as living in largemetro areas, in linguistically isolatedhouseholds, in grandparents' or non-relatives' households, in group quarters,and in certain other situations — are atrisk of being missed in the 2020 Census.When we miss kids, it harms children andtheir communities for a decade becauseour state loses billions of federal dollars forprograms that give kids a healthy start inlife: Head Start, Medicaid and Children’sHealth Insurance Program (CHIP), theSupplemental Nutrition AssistanceProgram (SNAP, formerly "food stamps"),Title I education funding, child caresubsidies, Early Childhood Intervention(ECI), and school lunches.That’s why we are working with ourpartners to spread the word that ALLTexans — including young children —should be counted in the 2020 Census.

The RECESS PrekindergartenPartnership Initiative can help supportschool districts and early learningprograms by facilitating formal or informalpartnerships.

Formal Partnerships include having adistrict prekindergarten classroom locatedat a "satellite" campus within an earlylearning center within the communitywhere children are dually enrolled in thedistrict and at the early learningcenter. Children and families receivebenefits of the district and the center.

Informal Partnerships includecollaborative professional developmentopportunities where districts partner withearly learning centers in theircommunities for shared trainingactivities. These partnerships are focusedon having consistent messaging andschool readiness initiatives throughout thecommunity.
