CURRICULUM, ASSESSMENT, INSTRUCTION & PROFESSIONAL DEVELOPMENT:

a. Resolution Revising Dates and Staff for Model Lessons in Comprehensive Math Professional Development BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Revising Dates and Staff for Model Lessons in Comprehensive Math Professional Development as per the schedule (Attachment 1-A)

b. Resolution Approving Extended School Year Program BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Extended School Year Program for students with disabilities for the period July 7, 2014 through August 15, 2014 at a cost not to exceed $240,500.00. The program will be held at P. J. Hill Elementary School. As required by N.J.A.C. 6A:14-4.3, the Child Study Team shall determine the need for an extended school year program for classified students who are eligible. Account Code: 11-4xx-100-101-0000-00-84

c. Revised Proposal for District CENSUS/ACCESS Orientation Training – ESL Program BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Proposal for District CENSUS/ ACCESS Orientation Training – ESL Program as follows, at a cost not to exceed $74,408.00 charged to Account Code 11-240-100-101-0009-00-81:

Series for 2014-2015 BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Adoption of SALSA Spanish Language and Culture Video Series for the 2014-2015 school year at a cost not to exceed $17,850.00. SALSA will serve as K-1 District-Wide Elementary World Language supplemental materials. BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. e. Proposal for After School K-5 Language Arts Curriculum Writing Sessions BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for After School K-5 Language Arts Curriculum Writing Sessions for the period April 14 through May 26, 2014 at a cost not to exceed $10,000.00. Under the direction of the Language Arts Supervisor, teachers will meet to align Curriculum to Journeys Materials that were purchased as a resource, and to revise the K-1 Curriculum. Revised Resolution and Proposal to Approve Professional Development Services from the New Jersey Center for Teaching and Learning (NJCTL) for the Progressive Science Initiative BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Resolution and Proposal for Professional Development Services from the New Jersey Center for Teaching and Learning (NJCTL) for the Progressive Science Initiative, for the period March 1, 2014 through June 30, 2014 at a cost not to exceed $89,588.00. Training in Progressive Science Initiative will be provided for up to 19 teachers with a commitment to earn a Physics endorsement. The program costs include $27,000.00 for

consultant NJCTL. This item was previously Board approved on February 24, 2014. It is being resubmitted to change the overall dollar amount from $76,412.00 to $89,588.00 due to the increase in the number of teachers from 15 to 19 and to revise the GAAP Codes. BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. h. Resolution to Adopt Templates for Teachers BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Adopt Templates for Teachers as follows: Record of Professional Development Annual Hours, Instructional Support Plan, Professional Development Plan and Corrective Action Plan. (Attachment 1-H)

i. Revised Proposal to Approve I-Day for Renzulli On-Line Training BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Proposal for I-Day for Renzulli On-Line Training for the 2013-2014 school year at no cost to the District. Selected middle school teachers will attend training at the Central Services Building, Cyberspace on Tuesday April 15, 2014 for the continuation of learning the Renzulli School Wide Enrichment (SEM) Model. This proposal was originally Board approved on January 27, 2014. The training date has been rescheduled from February 5 due to a snow day.

j. Resolution to Approve the Submission of a Waiver Application to the New

Jersey State Department of Education WHEREAS the District wishes to ensure that all Student Growth Objectives (SGO) are measurable to allow all teachers to receive a summative evaluation, and WHEREAS teachers will have an opportunity to adjust any found immeasurable SGOs, and WHEREAS the approval of the New Jersey State Department of Education is required to make changes to an SGO under the Achieve NJ process; now therefore BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools and pursuant to N. J. A. C. 6A:10-4.1(c) and 10-4.2(e.5), approves the submission of a Waiver Application to the New Jersey State Department of Education for the adjustment of any SGOs found to be unusable. (Attachment 1-J)

k. Resolution and Proposal for Youth Summit BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution and Proposal for a Youth Summit to be held on Saturday, April 12, 2014 at The College of New Jersey at a cost not to exceed $19,700.00. Funding will be through the Safe Schools/Healthy Students Grant. The Youth Summit will have five themes to address issues surrounding 1) Mental Health; 2) Student Health; 3) School Safety and city wide-violent crime; 4) Restorative Justice/Climate and Culture and 5) Substance abuse - alcohol, drugs, etc. The Summit will host 150 students in grades 6 - 12. The students have been part of the planning process, and The College of New Jersey has donated the use of their School of Education facility. The Summit is proposed to hear student voices regarding programming and services that meet their needs, based upon data from the Spring 2013 Student Survey. (Attachment 1-K) BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. l. Resolution to Approve Parent Workshops by Ward

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent approves the request by the District wide PTA/PTO to Hold Parent Workshops by Ward in each Middle School and the feeder Elementary Schools each week during the month of April, at a cost not to exceed $4,000.00. The purpose of the workshops will be to provide parents with strategies in the Areas of Reading/Literacy and Math Comprehension. There will also be a mini session on parent advocacy - “Your Child and You.” BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. m. Resolution to Approve 1-Day Corrective Action Roadmap (CAR) Framework Overview BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent approves the Resolution to Approve 1-Day Corrective Action Roadmap (CAR) Framework Overview, at no cost to the Board. CAR provides a framework for the school-based structures around which student achievement should revolve, and includes components that address staff member feedback when planning for district learning.

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)

b. A-148 Secretary’s Report – January 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting;

Resolution to Apply for the New Jersey Schools Insurance Group 2014 Safety Grant BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Apply for the New Jersey Schools Insurance Group 2014 Safety Grant, at no cost to the Board. The grant program provides proactive risk management and provides funding districts otherwise would not have to invest in safety-related projects and improvements. Grants being awarded will rectify potentially hazardous situations and may also be used for other loss prevention practices such as security or anti-bullying trainings to help NJ public schools avoid future legal issues.
