The Biology of Stress and the Science of Hope

Tamra has reached out to Lisa Harnisch about her interest in serving on the commission, but no response to date.

Patrice Altenhofen has been appointed to the commission. Updates:

FPAT

Santa Central presentation was recently given by the Foster Parent Association to the Marion County Board of Commissioners. Commissioner Carlson commented on the compelling stories shared and suggested that they be considered when developing partnerships to support children in foster care and their care givers.

Eliminate the Gap Champion Position: Interviews were held 2/16/18 with three applicants. The champion would work under the direction of Catholic Community Services (CCS) and would focus on the work plan drafted by CCS, Child Welfare (Ormond), and Community Services. Commissioner Carlson had a discussion with Ormond Fredericks, DHS District 3 Manager, and encouraged the group to work with DHS on the language used about this position and the scope of work. Ormond was identified to serve on the interview team. Once the position is filled, the champion will be charged with advancing the work plan and keeping all partners in the loop.

YRAT

Together Toward Tomorrow: On the date of the meeting 362 and 374 people were registered, respectively, for the one-hour breakfast event and the three-hour implementation strategy training. More registrations were anticipated.

Resilience Documentary: Those present recommended that the commission members see the video and from there a broader viewing plan could be developed. Those that have seen the video felt it was compelling and would be a valuable use of the commission’s time. Would like to have a showing at the March Commission meeting.

Family Check-Up: The grant process is still not open, but the grant is drafted and will be submitted once Willamette Valley Community Health opens its grant process.

Child Abuse Prevention Month: Planning efforts are underway and moving in a good direction. More information to come.

Jim welcomed members and guests. Eliminate the Gap – Strategic Plan for the Recruitment and Retention of Foster Parents

Reviewed Status Report and Questions

Obtain agreement on the role of the Foster Parent Champion, including issues/tasks that are not the responsibility of the Foster Parent Champion.

Correction in strategic plan – DHS hired 2 temporary positions (correct 10 positions to 2 temporary positions).

Action Item: Increase the number of foster parents/homes. Is this action item focused on general recruitment or recruitment of foster parents that can provide specialized care?

Current action item language was approved as part of the strategic plan. Postpone making changes until the Foster Parent Champion has been hired.

Recruitment of foster parents is a long process that begins with cultivating interest and understanding prior to a person becoming a foster parent.

Current recruiters: Every Child, Gwen Slippy from DHS, and CASA

Obtain agreement on the role of the Foster Parent Champion. Job description needs to be clear and should be reviewed and updated by the Foster Parent Champion committee.

Skills needed: conflict management and a working knowledge of the foster care system in Marion County.

Metrics to measure progress/success (return on investment).

Metrics are required if DHS funding is to be secured.

The Foster Parent Champion focus to fill the gap: 1) target business community; 2) expanded role in the future; and 3) Enhanced Support for Foster Parents.

Position tasks to be driven by a sense of urgency.

Increase number of foster parents and CASAs.

Need to identify the current number of foster parents and the ideal number of foster parents needed.

Host/coordinate recruitment events (2-3 times per year).

In the plan, update ‘TBD’ with ‘take direction from FPAT.’

Work between meetings to move the action items forward.

Alison requested that the status report be updated to reflect the items discussed; and, to review and update the status report on a regular basis. Those present agreed.
