Indian Ocean Region EU NAVFOR has confirmed that on the 16th October 2018, the MV KSL Sydney, a Hong Kong flagged bulk carrier, was attacked 340 Nm off the coast of Somalia in the Somali Basin. Due to the applica-tion of BMP 5 measures and the embarke private security team, the piracy attack was thwarted and the crew and vessel remained safe. The Master had already evacuated the crew to the citadel when the embarked Armed Security Team responded to the attack. There was a sustained exchange of fire before the skiff with several armed people on board broke off and changed course away from the MV.

Incidents: 1. Unnoticed, robbers boarded anchored Panama-flagged LPG tanker, Berlin Ekuator, stole ship’s stores (3 fire hoses and one lid of fire hydrant) and escaped. The theft was noticed by ship crew during routine stowaway search at 1730 UTC in position 22:48.1N – 069:59.3E, Deendayal Anchorage, Kandla, India. In-cident reported to Port Control. Reported (IMB/ReCAAP) 10th Oct.

Iranian Attack Boats Reportedly Confront UK Destroyer in the Persian GulfThree Iranian fast attack boats confronted a UK Royal Navy de-stroyer as she was escorting a trio of British vessels through the Strait of Hormuz near the Persian Gulf, according to the Tel-egraph. During the incident, the Iranian speed boats halted the HMS Dragon’s course and demanded that the warship must remain 1,000 yards (0.9 kilometers) clear of the port side, ac-cording to Russian media outlet, Sputnik.

Iran has found a new way to harass US warshipsIranian unmanned aerial vehicles are increasingly active over the gulf, operating in what officials have described as unsafe ways. Marine Corps and Navy officials said US ships in the Per-

sian Gulf are now regularly overflown by Iranian unmanned aerial vehicles, USNI News reported.

Comoros displays captured ‘rebel’ arsenalOfficials in Comoros on Monday displayed weapons and am-munition allegedly recovered by security forces from rebel fighters who besieged part of Anjouan island’s main city during a week of clashes. The army said it had regained control of the so-called medina quarter of Mutsamudu city on Saturday.

Regional maritime security will be focus of IONSChiefs of Navies, Heads of Maritime Agencies and representa-tives of 32 member and observer nations will meet in Kochi next month to discuss enhancing of maritime security and for-mulate strategies and cooperative mechanisms to enhance regional maritime security in the Indian Ocean Region (IOR).

SomaliaKenya Defence Forces (KDF) fighter jets on Friday 19th bombed a town in Somalia’s southern region, Gedo, officials quoted by Somali online news Halbeeg News have said. Information contained in the latest edition of Amisom Media Monitoring bulletin stated that the incident reportedly took place in Geriley town, which is near Somalia’s border with Kenya.

Porous Kenya-Somalia border, locals facilitate Shabaab at-tacksSeven years since Kenyan troops entered Somalia to combat Al-Shabaab militants, Mandera Town is yet to enjoy peace. On several occasions, the militants have crossed into Mandera at will, attacked, maimed, killed and crossed back into Somalia undetected, due to the porous border, which Kenya says it is now addressing with boosted security.

AMISOM and Somali national security officers complete training on civil-military cooperationOfficers from the Africa Union Mission in Somalia (AMISOM) and Somali national security forces have completed a five-day training on the importance of civil-military cooperation in peace support operations.

in Hiraan region, central Somalia on Oct 18th. Al Shabaab killed two Ugandan AMISOM soldiers in an ambush in Marka town, Lower Shabelle region, southern Somalia on Oct 16th.

Somalia’s zero-sum politics will see no winnersThe announcement by Somalia’s Federal Member States in September that they’ve suspended cooperation with the Fed-eral Government of Somalia has thrown the country into inter-nal crisis. Amid numerous complaints, the member states are unhappy with resource and power allocation within Somalia’s federal structure. They also accuse President Mohamed Ab-dullahi Mohamed’s administration in Mogadishu of a lack of cooperation, and even outright interference in their local af-fairs, the ISS report.

AnalysisAl Shabaab continues to mount operations against civilian and military targets in Somalia, seizing military bases and equipment before being driven off by AMISOM forces, despite combined ac-tion against them from Somali, African Union and US forces. Threat AssessmentSomalia held Presidential elections in February 2017. After a peaceful transition of power, Somalia continues to face familiar problems. Al Shabaab frequently ambushes AMISOM and local security forces denying any significant process to the shaping of a stable country which is vital before Somalia can tackle humani-tarian and economic issues. Somalia is recovering from a severe drought which led to widespread famine with an identified 2.9 million people facing food insecurity. Youth unemployment in Somalia has not improved with 67% of Somali male youths aged between 14 to 29 unemployed. Pirate financiers offer lucrative and attractive opportunities, and were seen to be increasingly active in the last inter-monsoon period. Somalia continues to be a permissive location for kidnap and ransom piracy operations. Somalia has both an EU and UN arms embargo in place under UNSCR Resolution 2317 in place until November 15th 2018. The ongoing threat to shipping in the region has been made clear by the military bodies which monitor the region. A lack of adherence to BMP5 protocol, particularly not maintaining a safe distance off the coast, has increased risks to shipping. BMP5 advises: “non-Somali fishing vessels should avoid operating or transiting within 200nm of the coast of Somalia, irrespective of whether or not they have been issued with license to do so”. Merchant vessels would be wise to maintain the same distance from the coast, par-ticularly ensuring that the Socotra Gap isn’t taken. All vessels are advised to update risk assessments and register with UKMTO/MSCHOA prior to entering the Indian Ocean High Risk Area.

YemenThe U.S. Department of State announced on Oct 18th that it is offering a reward of up to five million U.S. dollars for information on al Qaeda in the Arabian Peninsula (AQAP) senior official and propagandist Khalid al Batarfi. The U.S. Department of State also increased its reward for information on AQAP emir Qasim al Raymi from five million to ten million U.S. dollars.

Mass starvation looms quietly as civil war in Yemen ragesThe civil war between Houthi rebels and Saudi-backed gov-ernment has led to spiraling food prices. As ever more people face starvation, aid groups warn the crisis could trigger the world’s worst famine in 100 years, media reports.

75 Houthis killed in Hodeida attacksSeventy-five Iran-allied Al Houthi militiamen were killed in a series of air strikes by an Arab alliance and fighting with the government forces in the port city of Hodeida, military sources said Sunday 21st.

ISIS claims AQAP attackThe Islamic State in Iraq and al Sham (ISIS) Wilayat al Bayda claimed to attack two positions held by al Qaeda in the Arabian Peninsula (AQAP) in Qayfa area, northwestern al Bayda gover-norate, central Yemen on Oct 21st.

Drone attacks increasingAl Houthi forces claimed to attack a Saudi military base with a Qasef 1 unmanned aerial vehicle (UAV) in Najran region, south-ern Saudi Arabia on Oct 22nd.

Al-Qaeda thrives in Yemen despite US counterterrorism campaignUsing Yemen’s mountainous scenery to launch guerrilla at-tacks, making tactical alliances with warring factions and tribal networks, and capitalising on the chaotic war environment, al-Qaeda in the Arabian Peninsula (AQAP) remains robust after a largely unsuccessful US airstrike campaign, and continues to threaten Yemeni stability, regional media reported.

Coalition seizes explosive laden Houthi drone targeting loca-tions in HodeidaThe Saudi-led Arab Coalition has taken control of an Al Houthi booby-trapped drone with Iranian specifications which was heading to the Coalition’s locations in Al Duraihimi district of the Hodeida Governorate in Yemen.

Hadi swears in Yemen’s new PM prime ministerYemeni President Abd Rabbo Mansour Hadi Thursday 18th swore in Maeen Abdul Malek Saeed as the country’s new prime minister. The swearing-in took place in Riyadh, where Hadi is staying.

Taiz governate is ISIS recruitment areaAlleged ISIS Wilayat al Bayda defectors claimed that Taiz gov-ernorate is a major recruiting area for ISIS, according to an un-official AQAP-affiliated Telegram post. They also claimed that ISIS bans its members from traveling abroad and tortures any-one who attempts to defect. At least four militants have left ISIS since late August 2018, according to the Telegram post.

Mediterranean Libya’s foreign minister says his country opposes a European Union plan to set up assessment centres for migrants outside the EU. The plan was drawn up by EU leaders in June as Italy called for more controls on migration. But Mohamed al-Taher Siala told an Austrian newspaper that all North African countries reject the idea. Instead, he said, Libya was working with its southern neighbours to reinforce their common borders.

18 illegal Algerian migrants intercepted by Tunisian navyThe Tunisian navy on Monday intercepted 18 illegal Algerian migrants on a fishing boat, off the northwestern coast, the Defense Ministry said on Monday 22nd. The 18 illegal mi-grants, aged between 19 and 38, were intercepted while sail-ing to a Italian coast, about 15 km off Tabarka in Jendouba province in northwestern Tunisia.

Seventy migrants saved at sea thanks to new Italian groupSeventy migrants were rescued at sea and brought to Italy early on Saturday thanks to a new Italian humanitarian group called Mediterranea Saving Humans. Mediterranea launched the first Italian-flagged migrant rescue vessel, called the Mare Jonio (Italian for Ionian Sea) on Oct. 3, the fifth anniver-sary of a 2013 migrant shipwreck off Italy’s Lampedusa island in which close to 400 men, women and children died.

Sea Watch allowed to leave Malta, NGO saysThe Sea Watch vessel has been allowed to leave Malta (Oct 20th), nearly four months after the government had blocked NGO vessels from entering or leaving the country. The NGO announced that it had finally been given permission to leave and will resume its rescue operations in the Mediterranean.

Morocco Unleashes a Harsh Crackdown on Sub-Saharan MigrantsIn a widespread crackdown, sub-Saharan migrants in Moroc-co are facing arbitrary arrest, banishment to remote sections of the country and, lately, outright expulsion, analysts and rights advocates say, the New York Times reports.

The current migrant smuggling situationThe current shift by people smugglers to direct boats towards Spain and Morocco is placing additional strain on rescue mis-sions in those countries, who may lack the operational training others in the region have gained in recent years. Figures illus-trate that crossings in August and September were up, year on years, and October may well be the same. Pushback from Afri-can countries to the EU proposal to host migrant centres contin-ues this week, with Libya against any such moves. The return to the area of Sea Watch will be welcomed by humanitarian groups who will no doubt be concerned that changing sea states and weather will see mortality figures rise.

LibyaAmid increasingly violent clashes between rival armed groups in Libya’s capital,Tripoli, the UN refugee agency (UNHCR) has successfully airlifted 135 migrants and refugees to safety in Niger. The agency staff endured security challenges including having to operate under the threat of intermittent fire be-tween rival militias. Many of those evacuated have been held in Libyan detention centres for several months, living in wretched conditions and suffering malnutrition and poor health.

Al-Khoms Port is out of security control, authorities warnThe Food and Drug Control Center (FDCC) has closed its of-fice at Al-Khoms Port over of what it described as “poor se-curity procedures at the port.” In a statement, the FDCC has disclaimed responsibility for the food and pharmaceutical shipments imported through the port until security is imposed inside the port, Libyan media reported on Oct 22nd.

Libya Studies Mechanisms to Guarantee Oil IndustryThe head of the Presidential Council of Libya (PC), Fayez Al-Sarraj, on Monday discussed in this capital the procedures to secure the oil sites, including the fields in production, ports and pipelines. According to the senior official, the objective is to ensure the continuation of oil production and exports in ac-cordance with applicable laws and mechanisms.

Libya Oil Boss Sees Output Jump as BP, Eni May Re-Start SoonBloomberg reports that BP Plc and Eni SpA could re-start work on a project in Libya in the first quarter next year, setting the stage for the OPEC member to boost production by “hundreds of thousands of barrels” a day, the head of the country’s state oil company said on Monday 22nd.

Italy sends Libya boat “Fezzan”The Libyan Naval Force said Sunday 21st that it had received the Italian boat Fezzan in Abu Sitta Naval Base in Tripoli with 14 Libyan personnel on board. The spokesman for the Libyan Navy Ayoub Qassim told Libya Observer that the boat was pro-vided by the Italian Naval Force’s coast guard to the Libyan counterpart as part of the joint cooperation in fighting illegal immigration and smuggling in the sea.

UNSMIL Statement on the Security Situation in Southern LibyaThe United Nations Support Mission in Libya (UNSMIL) de-plores the deterioration of the security situation in Libya’s South and calls on the Libyan authorities to take prompt and effective action against the lawlessness engulfing the region. The Mission condemns the violations perpetrated by foreign armed groups on Libyan territory and encourages regional ac-tors to support the national authorities in addressing the situa-tion in a manner respectful of Libya’s sovereignty and territorial integrity.

Libya’s Hariga oil port operating normally following protest - workersLibya’s eastern oil export port of Hariga was on Friday work-ing normally a day after a protest at its gate, port workers said. Late on Thursday 18th, dozens of tribesmen staged a demon-stration at the port’s gate in protest against the appointment by the internationally recognized government in Tripoli of a government minister, a member of the powerful Obeidat tribe told Reuters.

Libyan army reunification talks resume in CairoThe spokesperson of the General Command of the Khalifa Hafter-led Libyan National Army (LNA), Brigadier General Ahmed Mesmari, said that meetings on the reunification of the Libyan military forces into one regular, politically accountable army resumed in Cairo on Wednesday 17th.

Gulf of GuineaThe federal government is losing $6 billion on freight cost yearly to piracy in Nigerian waters, the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, has disclosed. Speaking in Lagos during the 2018 World Maritime Day celebration, Mustapha disclosed that the federal govern-ment plans to invest in maritime security and local capacity development to reduce maritime piracy in Nigerian waters so as to get a sizeable chunk of the N$6 billion (N2.16 trillion) of the annual freight cost for the country would be retained in the Nigerian economy.

Incidents: 1. Duty AB on routine rounds onboard an anchored product tanker noticed a speed boat alongside the anchor chain at 0155 UTC in position 06:15.9N - 003:13.3E, Lagos Secure An-chorage Area, Nigeria. Around five persons armed with guns and hooks were noticed attempting to board the tanker. The AB shouted at the intruders and informed the bridge. Alarm raised and fire pump activated. Upon hearing the alarm, the persons aborted the attempted boarding and moved away. Incident reported to local authorities who dispatched a patrol vessel which searched the waters around the tanker. Nothing reported stolen. Reported (IMB) 17th Oct.

Nigerian Navy inducts 57 new officers to fight oil theft, insur-gency The Nigerian Navy has inducted 57 new officers to join its fight against crude oil theft, sea piracy in the Niger Delta and insur-gency in the North East, an official said. Chief of the Naval Staff, Vice Adm. Iboke-Ete Ibas spoke at the Presidential Commis-sioning of 57 Midshipmen of 65 Regular Course at the Nigerian Navy College (NNC) Onne, Rivers.

Sierra Leone conference focus on piracy and money laun-deringThe Director of Financial Intelligence Unit (FIU), Ahmed Ka-

mara said they will be hosting the Maritime conference on money laundering under GIABA from the 24 to 26 October 2018 at the Radisson Blu Hotel in Aberdeen, Freetown. He said they need to sensitize the public very well so that they can combat money laundering within (the maritime sector).

Pace of prosecutions affecting Nigerian Navythe Nigerian Navy in collaboration with other Maritime Law Enforcement Agencies have arrested several vessels and per-sons involved in criminal activities within the maritime environ-ment. Some of the cases have been successfully prosecuted, the process of enforcing the law in others have dragged on, seemingly, without conclusion. Daily Sun learnt that some ar-rested vessels have been in the custody of Navy for over 10 years, which drains the Navy logistic and financial resources for maintenance.

South East AsiaMalaysia has established a multi-agency special task force to curb illegal fishing in its waters. Illegal fishing by sea-poachers has not only cost the country RM6 billion in fish products annually but also caused damage to marine resources and the eco-system. Fisheries Department director-general Da-tuk Munir Mohd Nawi said the task force comprises his department, the Malaysian Maritime Enforce-ment Agency (MMEA), the marine police and several other enforcement agencies.

Incidents: 1. Two robbers armed with a knife boarded an anchored bulk carrier between 1730-1830 UTC in position 00:15S - 117:35.8E, Muara Berau Anchorage, Samarinda, Indonesia. Duty AB no-ticed the robbers on the forecastle deck and immediately in-formed the D/O. Alarm raised. Crew mustered and proceeded to the forward deck to investigate. On conducting a search, ship’s stores were reported stolen. Incident reported to local authorities. Reported (IMB) 17th Oct.

Abu Sayyaf hostage released after paying ransomThe Abu Sayyaf Group (ASG) released on Wednesday evening, Oct 17th, one of their kidnap victims after the captive’s family paid P1.2 million worth of ransom. In a report, authorities said the ASG released Rufo Roda to a certain Al, who allegedly took part in the negotiation around 7:30 p.m. Wednesday in down-town Jolo, Sulu.

MMEA detains two cargo vessels, 39 crew in Miri watersThe Malaysian Maritime Enforcement Agency (MMEA) District 13 has detained two cargo vessels in Miri waters on Tuesday (Oct 16th). The vessels were detained as they were suspect-ed of committing offences under the Fisheries Act 1985, Im-migration Act 1959/63 and the Merchant Shipping Ordinance 1952/1960.

IMO Focus on Maritime SecurityAs part of a continuing collaboration with the UN Office on Drugs and Crime (UNODC), the IMO held a national contin-gency-planning exercise for the government of the Philippines was recently held in Manila (18th-19th October). The objective was to help them implement and enforce maritime safety and security legislation, with an emphasis on countering terrorism, piracy and armed robbery against ships.

PH-Aussie navies conclude maritime trainingThe Philippine and Australian navies recently concluded in Palawan their joint 5th Maritime Training Activity (MTA) to enhance interoperability against threats in the southern bor-der. The ceremony for the closing of the combined maritime training was held at the Naval Station Apolinario Jalandoon in Barangay San Miguel, Puerto Princesa City, on Oct 15th, said Naval Forces West (NFW) deputy commander for fleet opera-tions, Capt. Carlos Sabarre.

Central and South America Dominican poachers engaged the Royal Bahamas Defence Force in a shoot-out on the high seas before more than 100 of them were arrested after escaping into Cuban waters. According to a press release from the RBDF, no Bahamians were hurt during the shoot-out, however 124 Dominican crew members are in custody and three “motherships” have been seized. The arrests capped off a dramatic three-day joint operation between the RBDF, the United States’ Coast Guard and the Cuban Border Patrol.

Standing advice: The repercussions of a vessel being caught acting as a mule with drugs stowed will depend on the type, amount and na-tional laws, but may be disruptive and costly. When and if operating in these areas, especially Columbia and Peru, it is advised that: • Potential stowage areas such as rudder shafts are denied as far as possible, and/or routinely searched. • Access points are closely monitored by a vigilant watch for the duration of the vessel’s call at port.
