Msunduzi Municipality Chief Financial Officer Nelisiwe Ngcobo told Exco said that the high-earning municipal consumers are low-hang- ing fruit, and they are the main priority. She presented the 2014/ 2015 mid-year budget performance review, saying that the collection rate is a challenge. “As management we have appointed service providers who will assist us with collections. Before December last year, we appointed TransUnion to analyse our debtors’ book. They gave us a report in December and what they picked up was that we have people who are earning well, who can afford to pay the municipal services, but they are not paying. “We also have creditors who we pay on a monthly basis but they are not paying us. We have employees that are earning very well, including our contract employees, but they owe the municipality. “They [TransUnion] have reconstructed the ID numbers that were on the system and their addresses. In our debtors book, we will not have a problem contacting the person to come and pay. “Ourfirstpriorityisthepeoplewho are earning well,” said Ngcobo. In June last year, the average collection was 101% and in December, that decreased to 94%. “That is not what we want. During July, August and September we had a challenge because we did not have enough debt collectors. Those who we had appointed left because they were on contract and joined other departments,” said Ngcobo. By last year December, Msunduzi households contributed 62,57% towards the billion rand-debt while government departments and businesses contributed 7,39% and 21,68% respectively. Ngcobo said that the municipality is intending to clear the other debtors who contribute 8,35% towards the total debt. Ngcobo said that another major worry is unspent grants. “We are concerned that we are not spending as much as we want to spend but the municipal manager has since started meetings every Monday, where all the project champions report on their cash-flow and on what those departments are doing to correct the situation,” added Ngcobo. The challenges the municipality face include revenue collections which are not enough, fluctuating debtors and the inability to spend grants. “Slowly we are eating into the debt, if our consumers pay more than what they are billed,” said Msunduzi mayor Chris Ndlela. Ngcobo said that they will investigate factors which may have caused under-collection. “The collection rate for December was very low and it should not have been like that, taking into account that people get bonuses in December. We are going full-swing with disconnections. We even disconnect people who are in high places, but I am not mentioning names,” she said with a laugh. THE water crisis that has plagued Hilton, Winterskloof and Mount Michael for the past two weeks is finally over. uMgungundlovu District Municipality manager Sbu Khuzwayo is cautiously optimis- tic. He said their system is back on track. “Thereappearstobelightatthe end of a long tunnel towards the restoration of normal water supply in Winterskloof and Mount Michael. “While some residents in these areas started receiving water from midnight [Friday], it is still early days as engineers are still conducting some extensive assessment on the fragile pipeline,” he said. He said they were keeping a close eye on the situation. “The head of Disaster Opera- tions is currently stationed at the Hilton SAPS to provide immediate relief, in close partnership with the ward councillor.” Khuzwayo said the community was appreciative of how the crisis was handled. “We are getting accolades … There are some things that were beyond our control. The commu- nity is appreciative that the communication was consistent every day at 3pm.” Winterskloof resident Judy Bell said the water had been restored on Saturday night. She said there were a few problems during the restoration but they all have been sorted out. “All of Winterskloof has water…We are very grateful.” Councillor Pam Passmoor said the majority of the affected areas had been restored. “There are still areas in Dennis Shepstone Drive with low pressure that are still being worked on.” Hilton water crisis is finally over

Taryn Heathcote fromrecruitment and staffing companyExpress Employment Professionals,said that there are a couple of scamson the market which include fax toemail scams, interview or trainingpayment scams and work-from-homeopportunities, tomentionbut afew.

She advised job seekers to investi-gate the advertised position and thepotential employer.

“Bear in mind that manycompanies do use the 086 faxnumbers legitimately andprofessionally for business, so trustyour gut and employ your investiga-

tiveskillsbeforeyoumakeajudgmentcall.

“Fax toe-mail servicesareusedbythese scammers and the fax numberissetuptoincurchargesbeyondstan-dardrates,sothejobseekergetsover-charged on their phone bill and the“recruiter” earns revenue foreverypagethatgets faxedthroughforthe fake position,” explainedHeathcote.

To avoid being a victim of thisscam, she said it is importantto verify if the company’s contactdetails actually exist, and to check forthe VAT number.

“Make sure that fax is not the only

kind, addressing labels of any kind,filling of envelopes of any kind,administrative opportunities,compiling data and direct sellers ofconsumer goods that do not honestlyidentify themselves, the firm andtheir product offering in theiradvertisements.

She said that since 2011, 99% ofwork-from-homeopportunities havebeen outlawed by the South Africangovernment.

ALTHOUGH the national office oftheNationalFreedomParty (NFP)has not said aword on its leader’sstate of recovery from an illness,which saw her being admitted tohospital last year, the party’s localbranch has wished its leader Za-nele kaMagwaza-Msibi a speedyrecovery.

Last year late November, ka-Magwaza-Msibi was admitted tohospital and NFP spokespersonCanaan Mdletshe reportedly saidinastatementthatthepartyleader“was fatigued, she never restedafter the national elections” andthat her doctors had advised thatshe rests.

University of KwaZulu­Natal (UKZN)graduate Slindile Bhengu is one ofmany graduates in South Africa whoare unemployed.

After finishing her studies at one ofthe high schools in the Mkhambathiniarea, she enrolled for a teachingdiploma.

She matriculated in 2000.“At high school we never received

career guidance and we were neverexposed to a variety of careers. By thetime we matriculated, we neverreally knew what we wanted to studyat a tertiary level.

“In 2001 and 2002, I enrolled for ateaching diploma at one of theteaching colleges. I was alwaysdiscouraged by a lot of people who toldme that the teaching profession wasfading and that by the time I finishedmy diploma, I would not getemployment,” said Bhengu.

Without any proper guidance,Bhengu dropped out of college andchanged to what she viewed as a‘sophisticated course’.

“I studied psychology but due tofinancial restrictions, I dropped out. I

received credit for the modules Ihad passed and in 2004, I managed toobtain a human resources diplomafrom UKZN,” said Bhengu.

Bhengu spent most of her timeapplying for internships but she neverreceived any feedback.

“I was unemployed until I passedthe age limit for internships,” saidBhengu.

She only got employed seven yearsago by a retail company as a cashier.

“I have given up looking for anotherjob. Maybe it was just not meant to be.Maybe I need to focus on the jobI have and make it work for me,” saidBhengu.

Bhengu is not alone. It has beenreported that last year, the number ofdiscouraged job seekers increased bymore than 200 000.

The South African unemploymentrate decreased to 25,40% in the thirdquarter of last year from 25,50% in thesecond quarter of 2014.

What started as adiscussion over coffeebetween husband and wifehas grown into a fully-fledgedproject thathasralliedtheHil-toncommunity tocleanup thevillage.

World’sViewConservationvice chairperson PatWilkinson, along with thecommunity, was outragedwhen they saw graffiti liningthe walls of the provincialheritage site.

The community’s reactionwas so strong that Wilkinsondecided to take the wellbeingofthecommunityintoherownhands by starting a Facebookgroup.

Children, parents and

grandparents gathered atWorld’s View at 8.30 am toattack overgrown bushesand weeds with theirherbicides and weedwhackers.

Others were tasked withpainting fences and cleaningoff the infamous graffitithat was sprayed onto theWorld’s View site wall lastDecember.

Hilton local Colin Scottbrought along his high-pressure hose and scouredthe silver graffiti off all fourwalls at the site.

World’s View committeemember Ellie Hamilton saidshe was impressed with thenumber of people who hadshoweduptohelpbeautifythearea.

“Wehavehadanincredibleturnout from the locals,” saidHamilton.

Wilkinson said more than20 Hilton residents arrived tohelp with the cleanup onSaturday morning.

“I was very happywith theturnout and it was all greatfun,” she said.

Mismanagementby MsunduziFOR the past six years, I have been

receiving an incorrectly addressedMsunduzi Municipality utility

account atmyplace ofwork. Theaccount isforaprivateperson,MrM,andIamnotsurewhy he usesmywork address as his postaladdress.

When receiving the utility account, Icross out the address and record on the en-velope that it is the incorrect postal addressand then I repost the account. However,sometimes the “correct-ed” account will bereturned to my office afew weeks later.

Afterabout fouryearsof continuous reposting,out of pure frustration Istarted destroying anddisposing of the utilityaccounts addressed to Mr M. I was of theopinion thatmy timewasbeingwastedandthe account holder or the municipality justdo not bother to change the address. IthoughtMrMwould change the address assoonashispowerwascut fornon-payment.

In the past year, I received many moreutility accounts for Mr M. Again I reposteda fewand the rest I destroyed.However, to-wards the end of last year I opened one ofthese account statements.

I was flabbergasted to see that themunicipality is owed more than R100 000

by Mr M, and from the account it appearsthat Mr M is on pre-paid.

As my electricity was disconnected twoyears ago due to a mistake by themunicipality over an amount of R1 200, Iamshockedtolearnofthedoublestandardsand complete mismanagement at theMsunduzi Municipality.

I would like to know how themunicipality can allow a person to rack upan electricity account to that amount

without beingdisconnected,especially on pre-paid. There mustbe a huge problemwith the pre-paidsystemorwithhowthe municipality ismanaging its

accounts. Or maybe this individual ispolitically connected and therefore themu-nicipality is more lenient.

I am very concerned as our municipali-ties and infrastructure are under hugepressure due to a lack of maintenance andnon-payment.

Are people like Mr M the reason for ourtroubles, as I amsurehe is not theonly con-sumer who refuses to pay?

We are in dire need ofethical leaders. That does notmean moral leaders do notexist, they do, but we are notprepared to bring in newblood to lead the change.

Due to hierarchies, senior-ity and a profound fear ofchange, we are not preparedto bring in skilled people tolead and transform.

I find that in someorganisations, especially

community-based organisa-tions, some members havelong outgrown their stay, butare still hanging on to theirpositions to the detriment ofthe organisation andcommunities they serve.

Other members of theorganisation or conscience-driven individuals can see therot, but are not prepared toruffle the feathers.

Once leaders have servedtheir time they need to moveon graciously and allow fornewbloodtoensurethestabil-ity, growth and continuity ofthe organisation.

There are no specialprivileges or entitlement inlife.Wemust growout of that.People must earn theirpositions, titles and jobs.

Leadership change andbeing prepared for thoseexpected realities like deathandoldageshouldbethestan-dardpolicyofevery organi-sation.Toavoid emotionalcrisesandstagnation, organi-sations shouldbuild into theirconstitutionsmechanisms foreffective leadership transi-tion.

met and directed competently to the correctand signposted queue, seated in comfort andprocessed efficiently.

MANY matric pupils withexcellent results inmaths andphysics wanting to pursuemedicine as a career arefinding it difficult to finduniversities to study locally.

Many who are financiallyblessed are opting to studymedicine in China orMauritius, while those whoare financially challengedhave no option but to chooseother courses to study.

StudentswithAaggregateswith94%inmathsand96%inphysics have had theirapplications to studymedicine declined. Some aretold that theirEnglishmarkof90%was low and had to be at

least 95%.Its all about correcting the

legacy of apartheid togetherwith the inequalities andinjustices perpetuated by thisdestructive ideology.

Most of the places, accord-ing to a stipulated ratio, go topreviously disadvantagedindividuals (PDI’s). This is ahighly contentiousanddebat-able issue which gets tongueswagging, especially at thistime of the year.

The National StudentFinancial Aid Scheme(NFSAS) has been introducedby the government to assiststudents who are poor andwant to study. Any student,

irrespectiveof race, canapplyfor this funding. There is aperception that these fundsare only allocated to Africanstudents, which is a fallacy.

Do not rely on unfoundedrumours.

GototheNFSASofficesandput in your application.

Students cannot afford tobe disillusioned. They need toremain positive. Rememberlifeisachallengeandyouhaveto meet your challenges headon.

Carry on moving forwarduntil your goal is reached.

The Brian dot Khoza’sRhythm And Poetry Sessionevents will be held every lastSaturday of the month at TheRed Door in Quarry Road.

The upcoming music andpoetry session will be on 31January and will run from1pm to4pm,with an entry feeof R50.

“I lovemusic. I lovehiphopand poetry. Without a doubt,we have a lot of hidden talentin Pietermaritzburg but whatwe lack is the platform. Mostlocal artists relocate toGauteng to establish theircareers because they do notknow how to get to the nextlevel. This platform willintroduce artists to the localcrowd and will give themexposure to otheropportunities,” said Khoza.

He also added that therhythm and poetry sessionswill allow artists to sell theirmusic to crowds in attend-ance.

“We welcome anyone wholikeshiphopmusicandpoetryfromany race group, becausemusic is universal,” saidKhoza.

SUZUKI has launched a budgethatchback, the Celerio, in South Africaat the expense of its Alto range.

Suzuki now has two sub-R130 000 cars –theCelerioandtheSplash,thelatterlaunchedin 2014.

The Hatchback is available in twospecifications (GAandGL), two transmissionoptions (five-speed manual and newautomated manual transmission), each withthe same one-litre, three-cylinder, petrolengine.

The Celerio is 3.6m long, 1.6m wide and1.5m high - that’s 100mm longer and 70mmhigher than the outgoing Alto though it’s thesame width. Its wheelbase has increased by65mm to 2.4m, those wheels shod with165/70 R14 tyres on 14” steel rims - alloysoptional.

The three-cylinder, 55kW/90Nm enginedrives througha five-speedgearboxcalledbySuzukian“automatedmanual transmission”- actually a constantly variable transmission(CVT)withfivepreselectedratiosactivatedbya shifter, boldly described by Suzuki as“achieved via an electro-hydraulic actuator,making the use of a clutch pedal unneces-sary”.

One isacutelyawareof theCelerio’s55kW,especially when climbing a hill or carrying afull complement of passengers. Overtakingrequires thought and ample space.

ThedifferencesbetweentheGAandGLareminor. The GA’s grille, exterior mirrors anddoor releases are finished in contrastingblack.

It has halogen headlights, a rear wiper/washer and manual external mirrors.Luggage capacity is 235 litres or 1034 litreswith the rear seats folded.

The GL variant adds a glossy black grilletreatment, chromed accents and externalmirrors finished in the body colour. It alsogains fog lights, power for the externalmirrors and a rear-screen demister.

The black upholstery remains, though isbolsteredwithfabric inserts for thedoorsandchromed door releases. The instrumentbinnacle gains a rev counter, externaltemperature display, four power windows,central locking and a gear-shift indicator onthe AMT.

The steering wheel gains tilt adjustment,Bluetoothanda four-speaker radio/CDaudiosystemwithMP3,USBandBluetoothconnec-tivity. The Suzuki Celerio is soldwith a three-year or 100 000km warranty; a two-year or30 000km service plan is included in theGL’sprice. Service intervals 15 000km.

FORDhas launched it’s hot new sedan in CapeTown and it’s a looker of note, packed withsafety features and loads of technology.

The new Ford Fusion, says the automaker,has refinement and craftsmanship, technolo-giesincludingFord’sadaptivediodeheadlightsand multi-contour seats, and sophisticateddesign.

The Fusion has a sports-coupe profile witha low roof anda leanprofile sculpted to convey‘visual lightness’, says Ford.

The cabin has a digital-analogueinstrument cluster and a sleek wraparoundcentre console design that delivers a sporty,cockpit-like feel.

Ford’s new pre-collision teach with ahead-updisplaydetectsaloomingcollisionandautomatically applies brakes if the driver doesnot respond to warnings. It can also applyautomatic braking to mitigate or avoid acollision with a vehicle ahead. Active city stopoperates at up to 40km/h.

Radar technology further enables the newDistance Indication feature and adaptivecruise control technology. Distance Indicationtells the driver the time gap to the vehicleahead. Adaptive cruise control maintains adriver-selected distance from the vehicleahead.

So, it seems the Fusion delivers qualityand craftsmanship to the refined, elegant,sporty and highly expressive exterior, and aninterior that has optimised ergonomics andcomfort, with premium finishes andequipment.
