Newsletter Special Needs Educators Held Spring Training The North Dakota Associaon of Career and Technical Special Needs Educators held their Spring Training Conference in West Fargo this year. Aendees were treated to a busy conference schedule featuring a wide range of opportunies. Hosts Pat Johnson and Amy Campbell arranged for aendees to visit a 1 Million Cups Event in downtown Fargo spotlighng two excing businesses. Also on the schedule was a tour of Microsoſt, where parcipants viewed workspaces designed for maximizing creavity, collaboraon, relaxaon, and fun! Featured conference speakers addressed a wide variety of topics: an update from the world of School Resource Officers, the Jaguar Academy, and NDSUs Pawsive Relaxaon Program. Representaves from Lutheran Social Services, Foster Care, Youthworks, Vocaonal Rehabilitaon, and Stepping Stones Resource Center informed the group on services for homeless and struggling students. Ms. Bey Gronnenberg spoke about the uCodeGirl Program and gave away three scholarships for this excellent event. Finally, Debra Moen treated us to a session on self-care featuring drum technique: a great end to a great conference! CTSO State Leaders Complete Combined Training It was Monday afternoon, June 10, 2019, and almost 60 state officers from North Dakota CTSOs were anxiously awaiting to start their new year as leaders. But American Airlines had a different plan. The keynote speaker, Rhett Laubach, was stuck in Dallas, Texas, since Sunday waiting to board a plane to Bismarck. The plane finally left Dallas on Monday and arrived at 5:00 pm. A quick trip to the hotel, then to facilitate an etiquette dinner which started at 6:00 pm. Adapting to change is one of the things these officers learned right from the start. Not everything will run on time and they needed to adjust their schedules and the agenda.

That was the beginning of a full three-days of leadership training, teambuilding, developing communication and social media outlets, brainstorming on inclusive organization activities, and learning about CTE and other CTSOs. Officers from DECA, FBLA, FCCLA, FFA, HOSA, SkillsUSA and TSA were all in attendance for the combined training. Learning about the other organizations, the missions of the organizations, and the similarities and differences were one of the best parts of the training.

State Director’s Column -Wayde Sick, Director, North Dakota Career and Technical

As the Department continues to develop the Perkins

V State Plan, key terms need to be defined to determine

spending priorities. This month’s State Director’s

Column will address some of those key terms and

hopefully spur examination and discussion.

Course

The first term to review is “course.” Although the

definition of a secondary CTE Concentrator is not

changing and is defined as “a student who has

completed at least 2 courses in a single career and

technical education program.” The vagueness in the

term “course” is up for discussion. What is a course? Currently, under Perkins IV, a course

is a full credit course. Is that still appropriate? Should a course under Perkins V be a course,

whether it is a ½, 1, or maybe 2, credits? Is it a percentage of the standards mastered in a

career path?

Size

How many students must be enrolled in a course to be an approved program? Again,

under Perkins IV, size meant a minimum of 7 students in each course for schools with more

than 100 students, minimum average of 7 students per course for schools with 50-100

students, and no minimum for schools with fewer than 50 students. For our postsecondary

programs, courses had to have at least 10 students by year three. Should we set our

standards higher when we are recruiting students into our CTE Programs?

Scope

To be an approved program, a secondary program must provide 2 credits per year.

Trade and Industry programs must offer a minimum of 3 sequential credits. Should these

be different? Should T & I be held to a higher standard? Postsecondary programs must

consist of a sequential list of courses that leads to a certificate, diploma, or an associate

degree. Does this account for stackable credentials, which provides for multiple exit

points?

Quality

Quality can be a gray area. How do we quantify quality? There are many tools

available, but are they consistent across all program areas? Who is completing the

assessment tool and are they being objective? What happens when there is a change in

staff? Many questions need to be asked and answered to define quality. Possibly the most

important is, what happens if a program does not meet quality requirements? Is approval,

therefore funding, at stake? How can the state help a program meet quality?

All these terms have become hot topic items at the Department. Conversations

continue, data is collected, and decisions will be made. To learn more about Perkins V,

CTE Welcomes Rhett Laubach PDC Opening Keynote Speaker

The vision of Business Education in North Dakota is

to assist students in applying business concepts and

advancing technologies to their personal lives, other

academic areas, and future careers in order to become

competitive and productive citizens in a global society.

With this in mind, ND Business Education focuses on

the Finance and Business Management &

Administration Career Clusters. ND CTE Business

Education Supervisor, Jessica DeVaal, enjoys visiting

classrooms and observing how instructors are

integrating technology into all courses and taking

students from basic technology skills to using

advanced software – examples: using spreadsheet

tools in Accounting, creating videos (scripts, filming,

editing, publishing) for community use, and using

simulation software.

North Dakota Future Business Leaders of America -

Phi Beta Lambda (FBLA-PBL) attended their National

Leadership Conferences (NLCs) in San Antonio, Texas,

at the end of June. Members qualified to compete at

NLC during the State Leadership Conference in March.

Students also had the opportunity to attend

workshops, visit with exhibitors, compete in Open

Events, network with members from around the

world, and participate in the election of the 2019-2020

National Officer Team.

Jessica DeVaal serves on the national FBLA-PBL

Board of Directors and has been involved in the

President/CEO search during the last 9 months. Ms.

Jean Buckley has decided to retire after 22 years of

service to FBLA-PBL, and the Board selected Mr.

Alexander T. Graham as the next President/CEO of the

organization. The official change will go into effect in

August. Ms. DeVaal is excited to serve her final term

The 49th CTE Professional Development Conference (PDC) is at a new venue! Conference participants should go to the Bismarck Event Center (not the Ramkota, as in past years) to register and pick up your name badge and conference program. All sessions on Monday and Tuesday will be at the Bismarck Event Center Pre-registration for Conference Visit www.nd.gov/cte/pdc to pre-register for the conference. Pre-registration for the conference closes on July 25, 2019, at 4:00 pm. Housing for the Conference Hotels offering the state rate are listed on the CTE website at www.nd.gov/cte/pdc. There is no specific conference hotel, but you may want to check with the CTE supervisor for your program area to see if there is a hotel with reserved rooms for your program area. On-Site Registration On-site registration will be at the Bismarck Event Center only. Enter door # E42 located on the west side of the building. Registration be will be open from 8:30 am to 2:30 pm on Monday and from 7:30 am to 12:00 pm on Tuesday. Parking at the Event Center Parking is available at the Bismarck Event Center. There are parking lots on the south side or southwest side of the Event Center, with street parking also available. Enter door # E42 located on the west side of the building. PDC is the premier conference for Career and Technical Education teachers, counselors, and administrators in North

Dakota. With over 600 participants expected at the conference, you will have the opportunity to learn from others, share your

experiences, and be energized for the new school year. The following highlights only a few of the conference agenda items.

First Year Teachers and First Time Conference Attendees

Come early and be ready to learn how you can get the most out of the conference by attending the First Timers’ Orientation

on Monday morning at 10:00 am at the Event Center. Following the First Timers’ Orientation, a First Year Teacher Orientation

will be held at 10:45 am. Meet the CTE supervisor for your program area and learn more about the conference sessions.

Industry Round Table Sessions

CTE has invited 40 business and industry representatives from across the state to be in our Industry Round Tables on Tuesday

morning. The conference program shows which session you will attend; either 8:00 or 9:30 am. It’s your chance to sit with a

business and industry representative and hear what they are looking for in employees. A list will be included with registration.

General Session I on Monday Afternoon and General Session II on Tuesday at 12:00 pm

Following Program Area sessions scheduled from 12:30-2:00 pm, General Session I will be held at 2:30 pm on Monday. This

General Session will feature keynote speaker Rhett Laubach. The second General Session on Tuesday (12:00 pm) will include

lunch for all conference participants. Breakout sessions are scheduled from 11:10 am to 4:15 pm on Tuesday.

Industry Round Table Program at PDC

CTE needs your interactive participation at our 49th Annual Professional

Development Conference.

On Tuesday, August 6, 2019, we will hold the initial Industry Round Table

Program. We are asking for your participation. Business/Industry partners will be

at a round table for sessions to visit with CTE instructors, career counselors, and

administrators about their company, job opportunities, growth, internships, and

what skills potential employees need to be successful in their company, along with

an open discussion on what skills the related CTE program should be instilling their

students as they prepare for graduation and their future. Participants will have the

opportunity to rotate and attend three round tables during the session.

These Industry Round Tables will take place on Tuesday, August 6th from 8:00-

9:00 and 9:30-10:30 am at the Bismarck Event Center.

Program areas are assigned time slots for instructors with a program specific

session opposite the round table session. Example: Trade and Industry instructors

will attend Industry Round Tables from 8:00-9:00 and have a Program Area session

from 9:30 – 10:30; whereas FACS, will attend their Program Area session from 8:00-

9:00 and attend Industry Round Tables from 9:30 – 10:30.
