Overall Market

INDUSTRIAL: Huntsville’s industrial market vacancy rate remained low in 2008 with a year-end rate of 4.51%, comparing favorably to the national vacancy rate of 14.1%. Most new product that entered the market in 2008 was occupied by existing companies. Over 500,000 sf of new speculative industrial construction is planned for completion in 2009, predominantly in Jetplex Industrial Park.

Announcements aff ecting the North Alabama Industrial Base:• Volkswagon chose Chattanooga, TN for its manufacturing facility, but North Alabama should still experience an increased demand for industrial buildings.• National Steel Car is investing $350 million in a LEED Certifi ed, 2.2 million sf railcar plant in Muscle Shoals.

OFFICE: Th e Huntsville offi ce market remained strong in 2008 with a vacancy rate of 7%, compared to the 11.8% national vacancy rate. New offi ce de-velopment declined substantially in 2008, with only 350,000 sf added to the market. Offi ce development in Huntsville has been managed conservatively;

however, the Enhanced Use Lease project at Red-stone Arsenal’s Gate 9 should add over one million sf of new product in 2009. Th e eff ects of Base Realign-ment and Closure (BRAC) are also well underway with construction beginning on over 1.2 million sf on Redstone Arsenal.

RETAIL: Th e Huntsville retail market ended 2008 with a 12% vacancy rate. Construction rates slowed dramatically from the previous year, with just over 270,000 sf of new product added to the market. Most of this new construction lies within the Hunts-

ville/Madison corridor along Highway 72 West. To combat low absorption and the decline in retail ac-tivity, landlords may begin lowering rental rates and off ering more concessions.

The Jetplex industrial market is Huntsville’s

largest industrial base and is comprised of several

smaller markets that surround the Huntsville

International Airport and the Intermodal Center.

Jetplex Industrial Park contains 1,470 acres and off ers Foreign Trade Zone #83, U.S. Customs Port of Entry and interstate access via I-565. Jetplex South Industrial Park contains 1,400 acres and is located just south of the Jetplex Industrial Park. Lowe Industrial Park is a 900-acre park originally designed to encompass the growth of Intergraph Corporation.

Recent Developments in the Jetplex Market:

1) Graham & Company began construction on its second 208,000 sf industrial facility on Short Pike Road. 2) Triad Properties began construction of its second 100,000 sf industrial facility at 301 Jetplex. Th e buildings are adjacent to the LG Electronics facility.

3) JA Development announced that construction will begin in fall of 2009 on the fi rst of its planned multi-building industrial developments in Jetplex Industrial Park South. Th e fi rst building will be 117,000 sf and is scheduled to begin construction in mid-2009.

4) Hollingsworth added an additional 80,000 sf to an existing facility at Southpoint Business Park, which is located at the intersection of I-65 and I-565. Th e park now has over 400,000 sf of indus-trial space.

5) Th e former 75,266 sf Futaba facility was sold to Adept Technologies.

6) WestWind Technologies broke ground on a new 64,000 sf facility in Jetplex Industrial Park known as the Huntsville Aircraft Modifi cation and Integra-tion Center.

Chase Industrial Market

Chase Industrial Park is a 1,500-acre park located

in northeast Huntsville that was developed by

the Madison County Commission. Chase Park is comprised almost exclusively of single tenant employers. Very little land is left in the park for new development. Products manufactured in the park include medical instruments, DVD, copper, plastic products and pharmaceuticals.

Transactions of Note Include:

1) Trav-Ad Signs broke ground for its new 30,000 sf building in September of 2008. Th e building will help increase Trav-Ad’s capabilities as the largest visual communications company in the area.

2) Tool Ventures International opened its Hunts-ville location in Chase Industrial Park. TVI is a Michigan-based automotive supply company that will occupy 36,000 sf of industrial space for its die production operations.

Major Area Tenants Include:

The Huntsville downtown offi ce market is domi-

nated by the business services sector including

law fi rms, banking, accounting and real estate

companies. Th e fi nancial downturn of 2008 led to a large increase in mergers and acquisitions in the banking sector, and many of the country’s Central Business Districts (CBD) suff ered from job losses which increased the amount of vacant offi ce space. Th e Huntsville CBD thus far has largely avoided this fi nancial decline and remains stable.

Th e AmSouth/Regions merger did add some vacancy to the CBD but that space will likely back fi ll quickly. Several new banks have entered the CBD including Progress Bank, Bryant Bank, and First National Bank.

Recent Developments in the Downtown Market:

1) Th e redevelopment of the Council Court complex began in what will be a tear-down of the existing 196-unit complex. A four-story, eighty-fi ve unit senior housing facility will be built on the east side of Gallatin Street. Th e remaining property west of Gallatin will be razed and sold to a developer.

2) Th e Von Braun Center announced plans to mod-ernize and renovate the Concert Hall and the Arena. Th e two projects are scheduled to begin construction in spring of 2009 and will be partially underwritten by Th e Linda and Mark Smith Foundation and the William Propst Family.

3) Wachovia Bank, which purchased SouthTrust Bank in 2004, was purchased by Wells Fargo Bank.

4) Construction began on the Constellation project at the former Market Square site. Th e site plans include retail, hotel, and offi ce development.

5) Th e Governors Medical Tower, a four-story 124,500 sf medical facility, opened its doors to the building’s fi rst major tenant, Th e Spine and Neuro Center. Physicians and patients will have access to Huntsville Hospital via a new second-fl oor pedes-trian bridge.

Regions Bank, Lanier Ford, Bradley Arant, Colonial Bank, RBC Centura, First Commercial Bank and the City of Huntsville.

Jetplex | Madison Offi ce Market

This offi ce market is driven by two main submarkets: Jetplex

and Madison. Most of the tenants in Jetplex are industrial or logistics in nature; however, Boeing and Intergraph have a very large offi ce presence in the Jetplex market.

Th e City of Madison offi ce market is primarily comprised of traditional front offi ce service providers. Most of the develop-ment in Madison has been retail in nature. Some offi ce activity in Madison has occurred in the banking and healthcare area, and this trend should continue.

New Developments:

1) RPD Catalyst began construction on a new 45,000 sf LEED certifi ed offi ce building and a 35,000 sf LEED certifi ed offi ce building. Th e buildings are located in Madison Research Park West and are scheduled for completion in spring of 2009. Th e buildings will be the fi rst multi-tenant, LEED certifi ed buildings in the Huntsville market.

2) Bradford Health Services announced plans for a multi-use project at the intersection of County Line Road and Browns Ferry Road. Th e development plan calls for multi-family, retail, offi ce and hotel development.

3) Wann Springs Development announced plans for a $1 billion development on County Line Road. Th e project is to be called WaterStone and will include retail, offi ce and multi-family use. Th e project has not announced a ground-breaking ceremony date.

Major Area Tenants Include:

Intergraph, Boeing, and Northrop Grumman.

The Cummings Research Park offi ce market is the

largest offi ce market in Huntsville with over 11.5

million sf and encompasses over 70% of the total

Huntsville offi ce market. Th e occupancy levels in CRP remained stable in 2008 with a 5.9% vacancy rate. Th is rate compares favorably to other research-oriented communities like Austin, Colorado Springs and Raleigh-Durham. All of these communities had vacancy rates of over 14% in 2008.

Th e job growth associated with BRAC is the main driver of the offi ce space in CRP. Many of the 4,700 new jobs associated with BRAC will require an equal number of jobs by defense contractors to support the work of the agencies on the Arsenal. Most companies use a multiplier of 200-250 sf per employee, meaning the non-Arsenal offi ce growth could reach 1,000,000 sf by 2011.

A recent and exciting additional growth engine to CRP has been the expansion of the Biotech industry in Huntsville. Th e $130 million public-private project

combines world-class researchers and for-profi t companies. Th e recently constructed 270,000 sf Hudson-Alpha Institute is 100% occupied, providing space for twelve biotech companies and a non-profi t research center. Construction has begun on a stand alone conference center and the long-term goal is a mile-long campus.

Cummings Research Park was founded in 1962 by the City of Huntsville and is now the second largest research park in the United States. Th e park encompasses 3,843 acres and includes over 11.5 million sf of offi ce space. Th e fi rst private company to locate in the park was Teledyne Brown Engineering, which had encouraged the City of Huntsville to establish a new research park zoning. Th e second major phase was announced in 1982 with the purchase of over 800 acres known as CRP West. Th e park mix ranges from Fortune 500 companies to local entrepreneurial start-ups to award-winning small businesses.

Recent Developments in the CRP Market:

1) Th e Offi ces at Bridge Street, a 138,000 sf offi ce building, was leased to Computer Sciences Corporation. CSC will lease the six-fl oor building in an eff ort to consolidate its local operations.

2) Northrop Grumman broke ground on its 110,000 sf offi ce building. Th e building is the second of a planned four building campus on Voyager Way. Colonial Properties will be the developer of the project and construction is expected to begin in spring of 2009.

3) Decibel Research announced plans for a40,000 sf offi ce building in CRP on Bob Heath Drive. Th e project will be developed by Samples Properties and is expected to be completed in fall of 2009.

4) Construction has begun for a new 50,000 sf offi ce building that will serve as headquarters for Aegis Technologies Group. Th e building will be located on Jan Davis Drive and will feature a laboratory designed for nanoscale research.

5) Th e Hudson-Alpha Institute began construction on a stand alone conference center of 270,000 sf.

6) Rockwell Collins opened its 30,000 sf building in CRP to combine several businesses under one roof. Th e company’s primary focus is the Transportable Black Hawk Operations Simulator. Crown Leasing, headed by Olin King, developed the property.

7) Kratos Defense & Security Solutions, Inc. announced plans to merge with Huntsville based Digital Fusion, Inc. in a stock-for-stock transaction. Kratos also acquired Madison Research, a Huntsville based company, in 2006.

Major Area Tenants Include:

Northrop Grumman, Raytheon, Boeing, CSC, Dynetics, Lockheed Martin, BAE Systems, Camber Corporation and numerous other high-tech companies.

Retail Market

On the national scene, 2008 was a diffi cult year

for the retail industry. According to CoStar Group, Inc., 2008 store closings among major retailers were up more than 40% over 2007. Th e International Council of Shopping Centers (ICSC) forecasts that 148,000 retail locations closed in 2008, the largest since 2001. Even the retailers that are doing well are reducing planned expansions for 2009/2010.

Th e Huntsville market ended 2008 with a 12% vacancy rate. Th e national vacancy rates, according to CoStar, are as follows: Shopping Centers 9.7%, Malls/Lifestyle Centers 4% and Power Centers 6.4%.

Construction of retail space slowed dramatically in 2008 with just over 270,000 sf added. Th e 2007 new construction number was 610,000 sf. Five large retail developments with planned space in excess of 1,000,000 sf were announced in 2007 and 2008, but little construction has been seen on these projects.

Th e decline in national retail expansion and the status of the national economy will likely cause a continuation of slow absorption of large box space on the market as well as the sharp decline of new construction. Vacancy rates are expected to rise due to store closings of national retailers and bankrupt-cies of local shop space; thus developers have no new sites announced at the end of 2008.

Th e Bridge Street Town Center has shown steady occupancy; however, three small casual eateries closed in mid 2008. Barnes & Noble and Old Navy vacated locations along the University Drive corridor and relocated to Bridge Street. Other vacancies in the University Drive market include Linens N Th ings, Goody’s and Circuit City.

Rental rates may decline and more rental conces-sions may be made available in 2009 as landlords

compete for market share. Th e decline in housing has a direct negative eff ect on retail. Th e Huntsville housing market has slowed with a 23% decline in number of houses sold in 2008 over 2007. Single family home projects declined by 35% from 2007 but multi-family square footage projects increased 87%.

New Developments Under Construction:

• Village Shops of Madison on County Line Road opened second quarter 2008 and is 143,000 sf anchored by Publix and Tuesday Morning. Th e location has several restaurant sites inline and outparcels with local shop space making up the remainder. Th e center is 91% leased.• Prominence Shops on Highway 72 West opened second quarter 2008 and is 60,767 sf, anchored by TJ Maxx and Boater’s World. Th e location has 9,000 sf remaining and is 85% leased.• Harvest Square on Highway 53 and Jeff Road opened fourth quarter 2008 and is 67,000 sf an-chored by Publix and is 89% leased.

The commercial real estate market continues to embrace more sustainable construction, and by

2010, the demand for LEED certifi ed facilities is expected to substantially increase. Recognizing

this trend in green construction, as well as a need to promote a healthier environment, Graham

& Company has three LEED Accredited Professionals (LEED AP). As LEED APs, these individuals

possess the knowledge and expertise to successfully steward the LEED certifi cation process and have

demonstrated a thorough understanding of green building practices and principles.

The LEED Green Building Rating System® is a voluntary, consensus-based, national standard for

developing high-performance sustainable buildings. Members of the U.S. Green Building Council

(USGBC), representing all segments of the building industry, developed LEED and continue to

contribute to its evolution. LEED was created to:

• Defi ne “green building” by establishing a common standard of measurement

• Promote integrated, whole-building design practices

• Recognize environmental leadership in the building industry

• Stimulate green competition

• Raise consumer awareness of green building benefi ts

• Transform the building market

LEED provides a complete framework for assessing building performance and meeting sustainability

goals. Based on scientifi c standards, LEED emphasizes state-of-the-art strategies for sustainable site

development, water savings, energy effi ciency, materials selection and indoor environmental quality.

LEED recognizes achievements and promotes expertise in green building through a comprehensive

system offering project certifi cation, professional accreditation, training and practical resources.

Projects earn points toward certifi cation by meeting certifi cation requirements, with fi nal scores

resulting in one of four possible levels of certifi cation – Certifi ed, Silver, Gold and Platinum.

Points are earned for such items as urban or brownfi eld redevelopment; erosion control; public

transportation access; bicycle storage and changing rooms; open-space protection; water use

reduction; renewable energy; recycled materials; preservation of daylight and views; use of low-

emitting indoor materials; innovative design; and use of a LEED accredited professional.
