Executive Summary
1.0 Introduction
M/s Rabela Traders, & Finance Pvt. Ltd, (RTFL) is registered company under the
Indian partnership Act 1932 (9 of 1932) having their registered office at Indra
Bhavan, Idgah Hills, Bhopal (M.P.). The company is engaged in mining and
trading of minerals. Earlier the Mining Lease of the Markhera Pyrophyllite and
Diaspore mine, of area 10.834 ha. was sectioned to M/s Eastern Minerals,
Jhansi (U.P.), and then the lease has been transferred to M/s RTFL, the validity
of lease was for twenty years from 03/12/1984 to 02/12/2004. At present the
lease is under renewal and pending with Govt. of M. P., no mining activities is
going on. The area is located in village Markhera, Tehsil Jatara Dist. Tikamgarh
in Madhy a Pradesh and the distance of the interstate boundary of Uttar
Pradesh is 6.3km. The proposed capacity of mine will be 10,000 MTPA of
Pyrophyllite and 400 MTPA of Diaspore.
1.2 Identification of Project & Project Proponent
M/s Rabela Traders, & Finance Pvt. Ltd. (RFTL), having its registered office at
Indra Bhavan, Idgah Hills, Bhopal (M.P.). The area of mining lease is 10.834 ha.
and the Mining operations will be carried out by opencast semi mechanized
method. The proponent has a vast experience and has got very wide contacts
in the business circles. He is known for integrity and professional management.
The project proponent along with key persons of the group is confident for the
successful implementation and operation with environmental conservation of
proposed Diaspoer and Pyrophyllite mining project.
1.3 Brief Description of Nature, Size, Location
The project of Diaspeor and pyrophyllite mine is located village Markhera,
Tehsil Jatara, District Tikamgarh (M.P.). The index map of the project site is

shown in Figure-1.1. The details of environmental setting are given in Table-1.1.
The area is surrounded by four other mines.
Markhera mining lease can be approached from Tikamgarh by an all weather
Tikamgarh-Mohangarh state highway from Tikamgarh at about 14 km in Baori-
Tigaila from where Mohangarh road bifurcates. After going for about 8 km on
Mohangarh road, Kelgawan Tigaila is approached. From Tigaila after covering
3 km on a Kucch road connected of the site.

2.0 Size of the Project
Total estimated initial cost of the project was approx. 43.34 lakhs.
2.1 Topography
Topographically it is very hilly topography, the lease area having the typical
Bundelkhand topography with linear cliff isolated mounds where the area is
covered by the vein type of deposits. The highest elevation is 358m on the top
of the hillock in the western direction and the lowest elevation is 318 m, the
gradient of the hillock is more steep in the west direction and gradual in the
eastern direction, and another one semi plateau topography is in the
northeastern direction having the altitude difference of 4m.The roads are
developed in the eastern part at north south direction. The mine office is
situated in the in eastern direction. The area is unsystematically developed
and on the eastern side of the major hillock the unsystematic development
done in the north south direction and the waste dumps are placed in the
vicinity of the pits and in the east to south direction.
3.0 Mining Method
Presently the mining activity is closed due to want of approved mining scheme
and Environmental Clearance. Earlier the mining was being carried out by
open cast manual method using hand tools such as spades, chisel, hammer
etc. Lumps of Diaspore & Pyrophyllite were transported from pit bottom to
surface manually on head load using tasla where ever required sorting of
Diaspore & Pyrophyllite is being done and the waste in the form of lateritic soil
as OB and intercalated bands. Diaspore & Pyrophyllite is being transported by
truck/dumper to user industries. Loading of mineral in to truck dumper were
being done manually.

3.1 Resource Requirement
The present proposal is of proposed mining activity at mining lease area of
10.834 ha at village Markhera, Tehsil Jatara & Dist Tikamgarh (M. P.). For
efficient operation of the mines all necessary utilities will be made available, a
brief description of the same is given below.
a) Water Supply
The total fresh water requirement will be approx. 12.0 kl per day for domestic
and mining purpose. This quantity of water will be taken from the ground
water/mine pit. The details of water balance of existing / proposed mining
project are given on table.

The mode of transportion of minerals to the dispatch point will be trucks. Daily 2
trucks will be required for transportation of minerals up to pulverizing
destination.
c) Employment Potential
The mine establishment presents opportunities of employment to various posts
under various cedars viz. management, supervisory, skilled workmen, semi
skilled workmen and unskilled workmen beside casual workmen.

4.0 Environment Management Plan
The mining Development in the study area need to be intertwined with
judicious utilization of non renewable resource of the study area and within the
limit of permissible assimilative capacity. The assimilative capacity of the study
area is the maximum amount of pollution load that can be discharge into the
environment without effecting the designated use and governed by dilution
dispersion and removal due to the physio - chemical and biological process.
The EMP list out all these measures for the mining activities. Many of the areas
in environmental Management planning are of multidisciplinary dimension.
Therefore the measures envisaged in the report are to be regarded as a guide
and depending upon the continuing advice from various experts of relevant
fields like forestry, soil chemistry, hydrology etc. The suggested scheme is to be
detailed, if necessary modified. The EMP is prepared keeping in view all
possible strategies oriented towards impact minimization.

5.0 Ambient Air Quality
The ambient air quality with respect to the study zone of 10 km radius around
the mining lease forms the baseline information the lease area is 18 km from
Tikamgarh in North Direction. No infrastructural facility such as aerial rope way,
conveyor belt, Railway, Building & Structures, water treatment plant, transport,

electricity line and water supply water source is present in the lease area. The
prime objective of the baseline air quality study was to assess the existing air
quality of the area. This will also be useful for assessing the conformity to
standards of the ambient air quality during the mining activity.
5.1. Location of Stations

6.0 Air Environment
The air quantity in the lease area as well as in the nearby buffer zone is well
below the permissible limits. Meditative measures suggested for air pollution
control are based on the ambient air quantity data. As per the result of
ambient air quantity monitoring data, the back ground concentrations of
PM10, SO2 and NOx are within the stipulated standards. Following measures will
be taken for air quality management for abetting in anticipated danger to air
quantity at mine life end.

6.1 Controlling of SO2 & NOx, Levels
The source of SO2 and NOx would be due to vehicular emission. This can be
controlled by proper maintenance and servicing of vehicles. There is no
anticipated danger to air quantity at the mine life end with no hazardous or
toxic contamination. Ambient air quantity monitoring will be carried out as per
CPCB norm except monsoon season.
6.2 Noise Environment
There are three major categories of noise source in mining process Noise
exposure level will be maintained within 90 dB (A) in the work zone (for 8 hours
exposure). The main sources of noise in mining activity are, loading equipment,
etc. and noise levels are expected to increase at work zone with
commencement of mining activities. The mining activity is opencast manual
although the following precautionary measures should be taken to control
noise pollution:
1. Earmuffs, ear plugs, etc. will provide to workers when the noise levels
exceed 85 dBA.
2. Regular maintenance shall be carried out for equipments and various
machinery.
3. Road side plantation shall be carried out.
4. The sufficient green belt may be proposed to control noise levels. As 600
saplings are proposed to be planted every year.
7.0 Water Environment
The only source of water is ground water through dug wells and tube wells and

pit water. There is no adverse effect on water quality due to mining. Water
available in the village is potable.
The rain water may also get accumulated in the working pit. Dewatering of the
accumulated water in to working pit will be done using 5 HP pump having
capacity to lift 8000 liters of water per hour. Rain water will be used for
agriculture purpose in the surroundings. Thus, there are no negative impacts
are envisaged over water environment due to proposed mining activity. The
following measures shall be taken to minimize the negative impact of mining
as suggested for conservation of water environment:
• Drain water shall be passed to a settling tank to allow heavy particles to
settle before discharge of drain water, to avoid siltation of agriculture fields
up to some extent.
• It should be ensured that silt content in the mines discharged is minimum.
• The mine site shall be well equipped with basic sanitary facilities like well
designed latrine followed by septic tanks to avoid open defecation.
• Garland drain shall be provided to all overburden and topsoil dumps.
• Quality of water accumulated in the working pit may be checked during
monsoon.
• It should be ensured that quality of drinking water is as per IS 10500
7.1 Water Pollution Control Measures
There is no river, nallh or any surface source in the lease area. There is no
ground water body present in the lease area. Due to small scale of opencast
manual miming, erosion, sedimentation, siltation and water treatment is not
expected. Since there is no water course in the lease area, diversion will not be
required. There is no toxic element in and around the applied area. Hence
contamination of any nature is not expected for surface or any ground water
source. The scale of miming is low and hence the above factor have no role to
play.

7.2 Water Conservation Plan
Following measures are proposed as part of the management plan to
conserve the water:
• Part of the excavated portion of the pit will be created for water
harvesting.
• The rain water accumulating in this area will be used for dust
suppression and green belt development, thus conserving the water
requirement for mine use, so as not to depend upon other natural
resources.
• The sump water will also be available for irrigation purposes for the
surrounding area.
• The excavated pit will act as water reservoir and help to the ground
water recharge. The dewatering will control the water abstraction for
irrigation of surrounding agricultural fields. Hence no additional efforts
will require for water conservation measure.
8.0 Land Environment
As the proposed mining operations are open cast the lease area is 10.834 ha.
There will be less possibility of and damage to Land Environment. Although
following measures are recommended to sustained the existing Land
Environment:
Vegetation should be removed only from the specific site on which extraction
of mineral is to take place, if any, but the existing trees shall not be cut down.
No blasting is proposed.
8.1 Biological Environment
Since there are no notified endangered species in the area, which will be
affected due to the mining activities, therefore the biological environment
would not be affected significantly. The impact due to negligible amount dust
generation on the biological environment is minimized by well-developed

green belt in and around mining lease area.
8.2 Green Belt Development
An extensive green belt shall be developed over and area on 3.57 ha on non
mineralized zone and backfilled area which ultimately leads to the following:
• Reclaim back filled areas
• Screen fugitive dust
• Control of noise
• Increase vegetation cover and bio diversity
• Provide a means of livelihood to local tribal by providing products after
mine closure
• Increasing aesthetic value
The company shall plant at least 600 saplings per year with local species.
Optimum sizes of green belt will be chosen to alter pollutants from fugitive
sources. The prime factors to be taken into consideration for green belt
plantation scheme shall be the nature of pollutants, emission levels and the
maximum impacted zones. Company will expend Rs. 88200/- per year on
plantation for next five years.
8.3 Occupational Health & Safety Control Measures
Diaspore & Pyrophyllite Mine does not contain any toxic elements. The
production Diaspore Pyrophyllite shall be done by semi mechanized way of
mining and waste material handling shall be also done by manually way,
hence there shall be minimum impact on air and noise qualities. Therefore; the
possibilities of any health hazards are minimal.
The little impact on occupation health due to noise as the ambient air noise
level will increase.
The Noise Induced Hearing Loss (NIHL) and Occupational Lung Disease (OLD)

due to air borne dust is anticipated to be negligible as the latest techniques of
mining activities shall be adopted by the management of the Diaspore
Pyrophyllite mine. The following measures shall be adopted during various
activities.
• Employee will be adequately trained and educated for involvement
and commitment in to the implementation of health and safety
guidelines
• Monitoring the effects of mining activities on safety and health and
conducting regular performance reviews through periodical health
checkups.
• Provision of all necessary resources for safety and health of employees
and contractors engaged in mining.
• Setting of safety and health objectives based on comprehensive
strategic plans and measure performance against these plans
9.0 CSR Activity
It is necessary to include the environmental cost as a part of the budgetary
cost component. The project authorities propose to undertake the following
environmental works to achieve the environmental quality as desired. As the
mine for CSR activities has been formulated and given in following table.

10.0 Conclusion
The Mining project of M/s Rabela Traders & Finance Pvt. Ltd. Minerals of 10.834
ha at village Markhera, Tehsil Jatara District Tikamgarh (M. P.) will be
environmental compatible to the surrounding due to the high standards of
pollution control measures shall be adopted during the operation activity.
Considering the size and operating method of mining, it can be safely stated
that the enhancement in mining activity will not have any adverse effect on
the environment.
