    The Al-wahid dated the 26th May 1932

    Deserving attension of the Com missioner in Sind.

    Before the year 1923-24, the residents of Martinabad, Shahdadkot, used to pay ground rent to Government. But in that year

    finding that they wee unable to pay it, they made petitions to the authorities for remission and the latter looking to their

    straitened circumstances granted their request. Since then the people of Martinabad have not been paying any rent to

    Government. But now they are being asked to pay altered assesment in place of the old ground rent from the year 1924. It is

    said that the bills of assesment have been sent to them. The people are perplexed as to how they would be able to pay this

    new assesment and that too for 8 years together, specially when they were unable to pay even the light ground rent. The

    Commissioner in Sind is requested to kindly take pity on the condition of these poor people and order the remission of this

    new assesment also, for which he will earn their heartfelt gratitude.

    Subject: Ground rent at Shahdadkot.

    Sir,

    With reference to your endorsement No. 684 dated the 3 rd June 1932, I have the honour to state that Martin Ababd is a part

    of Shahdadkot town. Grounf rent is being levied there since the year 1898-99. In the year 1923-24 however it was pointed out

    at the time of your inspection of Taluka Records (Vide item No. 30) that the levy of ground rent at the rate of 4% on the

    malkano charged was illegal and that under rule 81 of the Land Revenue Rules it should be levied at the rate of Rs. 12/- per

    acre. The Mukhtiarkar thereupon enquired from the Deputy Commissioner about the rate at which the ground rent should berecovered. The Deputy Commissioner replied to him under his vernacular No. T-1309 dated the 31 st January 1925 that the

    ground rent had been remitted by the Commissioner in Sind. No ground rent was therefore levied since the year 1924-25.

    The Taluka office was again inspected by your office in 1929-30 and it was noticed that instead of recovering the ground rent

    at the prescribed rate , nothing was recovered. The Deputy Commissioner was accordingly asked to find out why the levy of

    the ground rent had been stopped and it was found out that this had occurred through mistake. The Mukhtiarkar was then

    directed to assess and recover this rent from all the years from 1924-25.

    It is against this order that complaints were made in the press. Applications were also received and as Shahdadkot taluka

    had been transferred to this district the Collector ordered that the arrears should not be recovered till the question was finallysettled. Alist of the persons from whom the ground rent is due is herewith submitted. The amount to be piad by each year is

    shown against each name. The total amount to be recovered amounts to Rs. 2719-8-0 plus Rs. 220/- local cess.

    There is no truth in the statement that the ground rent was remitted owing to the straitened circumstances of the people.

    Since however it is not the peoples fault that arrears have accumulated , it is recommended that the amount may be

    recovered in 2 annual instalments in those cases where the sum to be collected from any individual exceeds Rs. 20/-.

    The ref. for disposal is an article which appeared in the Al wahid dt, the 26 th May 1932, in connection with the levy of

    ground rent in village Martin-Abad, Shahdadkot. The Collr.s report called for in the matter is at p-3 ant e. It gives the facts of

    the case. In view of the circumstances stated therein, the Collr.s proposal to recover the amount of arrears in two annual

    instalments in those cases where the sum to be collected from an individual exceeds Rs. 20/-, may be accepted.
