MAS Consolidation Impacts to eTools __________________
Purpose: The purpose of MAS Consolidation is to transition all current 24 legacy solicitation Multiple Award Schedules contracts into one consolidated Multiple Award Schedule.
Why is GSA doing MAS Consolidation?● Consolidating GSA’s Schedules reduces contract duplication and increase competition in the federal
marketplace - contractors are able to offer all products on a single Schedule.
● The single Schedule has one set of terms and conditions, ensuring more consistency in contracting practices.
● Industry now has a single entry point for the Schedules program. They no longer have to manage multiple
Schedules, reducing administrative costs and making their selling experience less burdensome.
● Consolidating to one Schedule provides greater flexibility and speed to market.
● Companies can get new, innovative products and solutions into federal agencies’ hands quickly and securely.
What is MAS Consolidation?
Mass Mod: GSA began releasing a formal Mass Mod to all current contractors on Jan 31, 2020. This enables contractors to transition their contracts from the legacy based Schedule/SIN structure to the new MAS SIN structure.
● This mass mod is administrative in nature, amounting to just a change in the solicitation number, the number of the Schedule, the name of the Schedule, and the structure of the offerings (Large Category, Subcategory, and SIN).
● This modification does not change the contract number, products under the contract, pricing, period of performance, or other terms and conditions.
● Once the mass mod is signed, contractors must submit a new catalog file (via SIP/EDI) within 30 days in order
to revise any references to legacy Schedule structure. Contractors must sign a mass mod for each contract
they hold.
● Contractors have until July 31st to sign the mass mod and transition to the new MAS consolidated Schedule.
○ If the mass mod is not signed by July 31, contractors will be temporarily suspended from view and
access to our eTools (Advantage and eBuy).

Impacts to Contractors
Existing Contractors with legacy Schedule contracts
● Once a contractor accepts the new mass mod:
○ GSA will delete all current awarded legacy SINs on their contract;
○ and simultaneously award new MAS SINs using on the crosswalk table.
New Contractors
● GSA began awarding new offerors under the new MAS consolidated solicitation on Feb 8th.
● New contractors are being awarded SINs under the new MAS consolidated Schedule only.
MAS CrosswalkGSA created a crosswalk that is being used to determine the new MAS SINs that will be awarded on a contract.

● There are no changes to the view or structure of the GSA Advantage website.
● Cooperative Purchasing SINs have been updated with MAS SINs for state & local governments.
● Contractors that accept the mass mod must submit a new catalog file (via SIP/EDI) within 30 days in order to revise any references to legacy Schedule structure.
● After July 31, 2020, items in GSA Advantage with legacy Schedule/SINs will be removed as
MAS contractors will no longer be permitted to publish items under the legacy structure.
